			 provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish a National TechCorps program, and for other purposes.</official-title></form>
	<legis-body id="H4CC68187D1234AA99EC437F44CC1B14C" style="OLC">
 <section id="H61819B7B33F8443DA045B75FDC37FC1E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>TechCorps Act</short-title></quote>.</text> </section><section id="H38EB2315D9A0459EBD144FD44AC0D84D"><enum>2.</enum><header>OPM database of TechCorps-eligible positions</header> <subsection id="H222FD0D265334182A092CFB40F89FCE9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 60 days after the date of enactment of this Act, the Director of the Office of Personnel Management shall establish and maintain an electronic database of job vacancies across the Government relating to information technology. The Director shall consult with each Federal agency in establishing and periodically updating the database.</text>
 </subsection><subsection id="HBFC8EC9D18D64E0781AC9CEAA81AFBE8"><enum>(b)</enum><header>Publication</header><text display-inline="yes-display-inline">The database of vacant positions described under subsection (a) shall be published and available on the USA Jobs Internet Web site, and each position in the database shall be described on such Web site as a <quote>TechCorps-eligible position</quote>.</text>
 </subsection></section><section id="H5A9478C6183C44EEB8762BE2E6A683FB"><enum>3.</enum><header>Establishment of TechCorps</header><text display-inline="no-display-inline">Section 122(a) of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12572">42 U.S.C. 12572(a)</external-xref>) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HDF454A4C0FFC457781EA515FE36E0117" style="OLC">
 <paragraph id="H52FA7AD2A7DE44FF981EF976B8778D80"><enum>(6)</enum><header>TechCorps</header><text display-inline="yes-display-inline">The Corporation shall enter into an interagency agreement (other than a grant agreement) with another Federal agency under section 121(b) to carry out a TechCorps program under which—</text>
 <subparagraph id="HD430A92885304E80927E9FB3C3D1123D"><enum>(A)</enum><text>individuals apply to service as a TechCorps member—</text> <clause id="H3C659CA4826247E391257E3CD8B44C06"><enum>(i)</enum><text>prior to graduating from a program of study at institution of education leading to degree or certificate relating to information technology, but not earlier than the last academic year of such program of study; or</text>
 </clause><clause id="HA30B186287D449AA85FAA6CDA2806073"><enum>(ii)</enum><text>after graduating from such a program of study;</text> </clause></subparagraph><subparagraph id="HE516666F00DA425BB33F238BAB49AC4F"><enum>(B)</enum><text display-inline="yes-display-inline">individuals described in subparagraph (A)(i) are recruited not earlier than the last academic year of their program of study;</text>
 </subparagraph><subparagraph id="H22644EA842484339862211B200552FEB"><enum>(C)</enum><text display-inline="yes-display-inline">individuals described in subparagraph (A) desiring to serve as TechCorps members shall commit to employment with the Federal agency in a job relating to information technology for not less than a 2-year period; and</text>
 </subparagraph><subparagraph id="H3143E78D42E94786ADB39B05AE0D5F2D"><enum>(D)</enum><text display-inline="yes-display-inline">upon receiving and accepting such employment, such an individual shall be a TechCorps member, which membership may not exceed a 4-year period.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H6AF34360EAB9488A8CFA12501E3850EB"><enum>4.</enum><header>Loan deferment and loan forgiveness</header>
 <subsection id="H2184116F6C7F4DA7AE9AE39542957E8E"><enum>(a)</enum><header>Loan deferment</header><text display-inline="yes-display-inline">Section 455(f)(2) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087e">20 U.S.C. 1087e</external-xref>) is amended—</text> <paragraph id="HD3EE7E1914794D9F9FD00476EA16D94E"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (C), by striking <quote>or</quote> at the end;</text>
 </paragraph><paragraph id="HCE46060A0678441491A820CA97D3C5AA"><enum>(2)</enum><text>in subparagraph (D), by striking the period at the end and inserting <quote>; or</quote>; and</text> </paragraph><paragraph id="H7525A7209FE64BEEA924AD8913F71616"><enum>(3)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H67D54108DA5E410A8A926889F2061F89" style="OLC">
 <subparagraph id="H0E5A6B1BBA874DA28E639D636D75CE7A"><enum>(E)</enum><text display-inline="yes-display-inline">during which the borrower is serving as a TechCorps member under section 122(a)(6) of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12572">42 U.S.C. 12572(a)(6)</external-xref>).</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="H545E2C4E42924424AD8D1BC602EE8F34"><enum>(b)</enum><header>Loan forgiveness</header><text display-inline="yes-display-inline">Part D of title IV of the Higher Education Act of 1965 is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HDE5CBB11716E4B4ABBA6297DEECD8D20" style="OLC">
					<section id="H1621722AD8C64F7AB4636CBE2B647551"><enum>460A.</enum><header>Loan forgiveness for TechCorps members</header>
 <subsection id="HBB8ACDA6021F4C868338DA307BAD7526"><enum>(a)</enum><header>Program authorized</header><text display-inline="yes-display-inline">The Secretary shall carry out a program of canceling the obligation to repay a qualified loan amount in accordance with subsection (b) for loans made under this part to any borrower who—</text>
 <paragraph id="HC7FCDEFAFFC249C1A788B8BCDF529221"><enum>(1)</enum><text>has served as a TechCorps member under section 122(a)(6) of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12572">42 U.S.C. 12572(a)(6)</external-xref>) for not less than a 2-year period; and</text>
 </paragraph><paragraph id="HD9E63759ECEB4C2ABC6EA9E24E6949E8"><enum>(2)</enum><text>is not in default on any loans for which the borrower seeks forgiveness.</text> </paragraph></subsection><subsection id="H4D95A25161634A43BA664483F77CE4B2"><enum>(b)</enum><header>Qualified loan amount</header> <paragraph id="H038ACA33433F4287A1489142B4BD3B19"><enum>(1)</enum><header>Two years of service</header><text>The Secretary shall cancel an amount equal to 50 percent of the loan obligation on any loans made under this part to a borrower described in subsection (a) that are outstanding after the borrower’s completion of 2 years of service as a TechCorps member.</text>
 </paragraph><paragraph id="H96B5579CAD2A455DA8C09CA1BA90606B"><enum>(2)</enum><header>Additional years of service</header><text>Subject to paragraph (3), with respect to a borrower who receives the loan cancellation under paragraph (1) after the completion of the 2 years of service required under such paragraph, and—</text>
 <subparagraph id="HC65EF4F361D44646B38597275C86D832"><enum>(A)</enum><text>who serves for an additional year as a TechCorps member upon completion of such 2 years of service, the Secretary shall cancel an amount equal to 50 percent of the loan obligation on any loans made under this part to the borrower that are outstanding after the borrower’s completion of such additional year of service; and</text>
 </subparagraph><subparagraph id="H8EA86E1F621C4EE1B90713961BED4C32"><enum>(B)</enum><text display-inline="yes-display-inline">who serves for a second additional year as a TechCorps member upon completion of the additional year of service described in subparagraph (A), the Secretary shall cancel the loan obligation on any loans made under this part to the borrower that are outstanding after the borrower’s completion of such second additional year of service.</text>
 </subparagraph></paragraph><paragraph id="H488064DA5B9747519955600D93F247DA"><enum>(3)</enum><header>Maximum amount</header><text display-inline="yes-display-inline">The aggregate loan obligation of a borrower that may be cancelled under this section may not exceed the amount equal to the maximum aggregate amount of Federal Direct Stafford Loans and Federal Direct Unsubsidized Stafford Loans that may be awarded to a dependent student under this part.</text>
 </paragraph></subsection><subsection id="HCFCF05CC5B9547C79FB2CF437D83CC43"><enum>(c)</enum><header>Tax treatment</header><text display-inline="yes-display-inline">The amount of a loan, and interest on a loan, which is canceled under this section shall not be considered income for purposes of the Internal Revenue Code of 1986.</text>
 </subsection><subsection id="H784191E3840949D6B017B01B7929A40C"><enum>(d)</enum><header>Prevention of double benefits</header><text display-inline="yes-display-inline">No borrower may, for the same voluntary service, receive a benefit under both this section and—</text> <paragraph id="H297595380EA64C4088EFBC657DA28F2D"><enum>(1)</enum><text>section 428K;</text>
 </paragraph><paragraph id="H4A1002C812884C4582346ED53ED0E8BF"><enum>(2)</enum><text>section 455(m); or</text> </paragraph><paragraph id="HD1D7B7C23F1545399DAB7620A29B11C7"><enum>(3)</enum><text>subtitle D of title I of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12601">42 U.S.C. 12601</external-xref> et seq.).</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection></section><section id="H1A030BA052414A6EB630E64DB463DD03"><enum>5.</enum><header>GAO Study on IT Staffing needs of the Federal Government</header><text display-inline="no-display-inline">Not later than 180 days after the date of enactment of this Act, the Comptroller General of the United States shall—</text>
 <paragraph id="H48BE3BDCD6404E1BA4880CB3049A2466"><enum>(1)</enum><text display-inline="yes-display-inline">study the projected staffing needs for jobs related to information technology in the Federal Government during the 10-year period beginning on the date of enactment of this Act, including the number of such jobs that will become available or will be created during such period; and</text>
 </paragraph><paragraph id="HE6A3EE4C92C34BA3A61CF697A47029BE"><enum>(2)</enum><text>submit to Congress the results of such study.</text> </paragraph></section></legis-body></bill>
