Stafford Disaster Relief and Emergency Assistance Act to improve mitigation
			 assistance.</official-title></form>
	<legis-body id="HDA994E8597E346D1B7545DF5A4CF8E63" style="OLC">
 <section id="idA2365C75802F4EEE90A5C5934B67F429" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Wildfire Prevention Act of 2017</short-title></quote>.</text></section><section id="H11C227272B3B4BE98CAB9EC38ABED5AA" section-type="subsequent-section"><enum>2.</enum><header>Mitigation assistance</header> <subsection id="HDF48D5DF007D4B7F81E884EBEB775FF9"><enum>(a)</enum><header>In general</header><text>Section 420 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5187">42 U.S.C. 5187</external-xref>) is amended—</text>
 <paragraph id="H3388341C04FB4DB6B85C6B68C05C7A54"><enum>(1)</enum><text>by redesignating subsection (d) as subsection (e); and</text> </paragraph><paragraph id="HA4E3DB89CDE64DD7A30C0B6DBA01C38A"><enum>(2)</enum><text>by inserting after subsection (c) the following:</text>
					<quoted-block id="HD7DBBF5A679E45BA9728AFFC4C76E623" style="OLC">
 <subsection id="HF7D0B24B021346B2BB0EA6D4E477C6C3"><enum>(d)</enum><header>Hazard mitigation assistance</header><text>Whether or not a major disaster is declared, the President may provide hazard mitigation assistance in accordance with section 404 in any area affected by a fire for which assistance was provided under this section.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="H86270EBD32904F529E4394BE8E269CC7"><enum>(b)</enum><header>Conforming amendments</header><text>The Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5121">42 U.S.C. 5121</external-xref> et seq.) is amended—</text>
 <paragraph id="HA07C5779073042E39338D0A07152B3E0"><enum>(1)</enum><text>in section 404(a) (<external-xref legal-doc="usc" parsable-cite="usc/42/5170c">42 U.S.C. 5170c(a)</external-xref>)—</text> <subparagraph id="HFD52A040A3414EFEBD20121DE1219FEC"><enum>(A)</enum><text>by inserting before the first period <quote>, or any area affected by a fire for which assistance was provided under section 420</quote>; and</text>
 </subparagraph><subparagraph id="HB6577881227D4EE695D1EC0B0C45BCC3"><enum>(B)</enum><text>in the third sentence by inserting <quote>or event under section 420</quote> after <quote>major disaster</quote> each place it appears; and</text> </subparagraph></paragraph><paragraph id="H2BC76B6E58A64F0FA7AEF5317EED761B"><enum>(2)</enum><text>in section 322(e)(1) (<external-xref legal-doc="usc" parsable-cite="usc/42/5165">42 U.S.C. 5165(e)(1)</external-xref>), by inserting <quote>or event under section 420</quote> after <quote>major disaster</quote> each place it appears.</text>
 </paragraph></subsection></section><section id="H6C086CD38B78417AAAB89B4F8EF91175"><enum>3.</enum><header>Additional activities</header><text display-inline="no-display-inline">Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5170c">42 U.S.C. 5170c</external-xref>) is amended by adding at the end the following:</text>
			<quoted-block id="H8D06390A738840738466B1E7CA25585A" style="OLC">
 <subsection id="H168C655032C0463A82F7A7616217B2FE"><enum>(f)</enum><header>Use of assistance</header><text>Recipients of hazard mitigation assistance provided under this section and section 203 may use the assistance to conduct the following activities to help reduce the risk of future damage, hardship, loss, or suffering in any area affected by a wildfire, including—</text>
 <paragraph id="H594961FEA83341EAAC08657B60DC8309"><enum>(1)</enum><text display-inline="yes-display-inline">reseeding ground cover with quick-growing or native species;</text> </paragraph><paragraph id="H56D2348A376E4D25A7A6B712F9BF4B55"><enum>(2)</enum><text>mulching with straw or chipped wood;</text>
 </paragraph><paragraph id="HE9A68E771A21476DB936880832929634"><enum>(3)</enum><text>constructing straw, rock, or log dams in small tributaries to prevent flooding;</text> </paragraph><paragraph id="H3DE9186F94E641D3A3554707AE43F885"><enum>(4)</enum><text>placing logs and other erosion barriers to catch sediment on hill slopes;</text>
 </paragraph><paragraph id="H59BCBA20B9A94EEFABD1042D82ED84D0"><enum>(5)</enum><text>installing debris traps to modify road and trail drainage mechanisms;</text> </paragraph><paragraph id="HE704537CF4994AF1A7C69B2950936CA8"><enum>(6)</enum><text>modifying or removing culverts to allow drainage to flow freely;</text>
 </paragraph><paragraph id="H700028D362674188BE509EBB2F2EA41F"><enum>(7)</enum><text>adding drainage dips and constructing emergency spillways to keep roads and bridges from washing out during floods;</text>
 </paragraph><paragraph id="H63ACDA162A484C0CAB4424D492583D13"><enum>(8)</enum><text>planting grass to prevent the spread of noxious weeds;</text> </paragraph><paragraph id="H39EE2452C2BE44BCA54C7F571D93517B"><enum>(9)</enum><text>installing warning signs;</text>
 </paragraph><paragraph id="H7BD92851FEE14A6C962EFAB35C0EF8F0"><enum>(10)</enum><text>establishing defensible space measures; and</text> </paragraph><paragraph id="H2B1452EF5FD8403ABA70DB028469F749"><enum>(11)</enum><text>reducing hazardous fuels.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </section><section id="H1211497F29C849B8BFF1FE37A76619DF"><enum>4.</enum><header>Reporting requirement</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act and annually thereafter, the Administrator of the Federal Emergency Management Agency shall submit to the Committee on Homeland Security and Governmental Affairs of the Senate, the Committee on Transportation and Infrastructure of the House of Representatives, and the Appropriations Committees of the Senate and the House of Representatives a report containing a summary of any projects carried out, and any funding provided to those projects, under subsection (d) of section 420 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5187">42 U.S.C. 5187</external-xref>) (as amended by section 1(a)(2)).</text>
