		<official-title>To transfer certain items from the United States Munitions List to the Commerce Control List.</official-title>

 <section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Export Control Reform Act of 2016</short-title></quote>.</text> </section><section id="id27ACDF94E0E946089551440EA1E95419" section-type="subsequent-section"><enum>2.</enum><header>Export controls on certain items</header> <subsection id="H3407206948DA49BBA71CCF3B1D7AC243"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding section 38(f) of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2778">22 U.S.C. 2778(f)</external-xref>) or any other provision of law, all items described in subsection (b) that are on the United States Munitions List and controlled under section 38 of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2778">22 U.S.C. 2778</external-xref>) on the date of the enactment of this Act shall be transferred to the Commerce Control List of dual-use items in the Export Administration Regulations (15 C.F.R. part 730 et seq.).</text>
 </subsection><subsection id="id686A3EC942E644ACAAB3F4F6D5227172"><enum>(b)</enum><header>Transferred items</header><text>The items referred to in subsection (a) are the following:</text> <paragraph id="id7f329e3a54754b0bbc302a33cdb71154"><enum>(1)</enum><text>Non-automatic and semi-automatic firearms, including all rifles, carbines, pistols, revolvers and shotguns.</text>
 </paragraph><paragraph id="idD1A4E6513C4346D69ECDB219F8BB1454"><enum>(2)</enum><text>Non-automatic and non-semi-automatic rifles, carbines, revolvers, or pistols of a caliber greater than .50 inches (12.7 mm) up to and including .72 inches (18.0 mm).</text>
 </paragraph><paragraph id="id09A6C959170F4E808235AA51B9BA6296"><enum>(3)</enum><text>Ammunition for such firearms excluding caseless ammunition.</text> </paragraph><paragraph id="id18D7C2DEAFC34767AE4E28A59D09E652"><enum>(4)</enum><text>Silencers, mufflers, and sound and flash suppressors.</text>
 </paragraph><paragraph id="idD98A011BA74043709ECFD63A839B29BC"><enum>(5)</enum><text>Rifle scopes.</text> </paragraph><paragraph id="id329B1F67A1A44B79A89997EF0372558E"><enum>(6)</enum><text>Barrels, cylinders, receivers (frames), or complete breech mechanisms.</text>
 </paragraph><paragraph id="idC3FA1EB545314F7EADECEE12F83512A0"><enum>(7)</enum><text>Related components, parts, accessories, attachments, tooling, and equipment for any articles listed in paragraphs (1) through (6).</text>
 </paragraph></subsection><subsection commented="no" id="HBC9A454F61304B118F924A3D4662F8C0"><enum>(c)</enum><header>Effective date</header><text>This section shall take effect 180 days after the date of the enactment of this Act and shall not apply to any export license issued before such effective date or to any export license application made under the United States Munitions List before such effective date.</text>
