			 treat certain municipal obligations as level 2B liquid assets, and for
			 other purposes.</official-title></form>

		<section id="HEB1A1E62003C4A518BF720586D42DABF" section-type="section-one"><enum>1.</enum><header>Treatment of certain municipal obligations</header>
 <subsection id="H90642CD2DED24B61BF09418A13AE46BF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 18 of the Federal Deposit Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1828">12 U.S.C. 1828</external-xref>) is amended—</text> <paragraph id="H5EC404D1AE684DCA9CA7E27673960A59"><enum>(1)</enum><text>by moving subsection (z) so that it appears after subsection (y); and</text>
 </paragraph><paragraph id="H960FE23D0F114959B6774F1725057F80"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="HE94BC39A31BE4E52BC1CE9857AC20B9C" style="OLC"> <subsection id="HBEE1FFDBD5584C27A9FE47B88DCA9CA4"><enum>(aa)</enum><header>Treatment of certain municipal obligations</header> <paragraph id="H7B2AF77BEF45436FA8885B4E15F29FCC"><enum>(1)</enum><header>Definitions</header><text>In this subsection—</text>
 <subparagraph id="H399EBA95B44043C38482D060182D9C33"><enum>(A)</enum><text>the term <term>investment grade</term>, with respect to an obligation, has the meaning given the term in section 1.2 of title 12, Code of Federal Regulations, or any successor thereto;</text>
 </subparagraph><subparagraph id="id23583A42495C42E39E1E5DDFA3624F28"><enum>(B)</enum><text>the term <term>liquid and readily-marketable</term> has the meaning given the term in section 249.3 of title 12, Code of Federal Regulations, or any successor thereto; and</text>
 </subparagraph><subparagraph id="H5A0D9CFA7E9143D49AF5316E3E5E88A3"><enum>(C)</enum><text display-inline="yes-display-inline">the term <term>municipal obligation</term> means an obligation of—</text> <clause id="id3446D1F50E464BF1A2C8C824B730D658"><enum>(i)</enum><text display-inline="yes-display-inline">a State or any political subdivision thereof; or</text>
 </clause><clause id="id90E64266A95E4124ADFD013D26F6A330"><enum>(ii)</enum><text display-inline="yes-display-inline">any agency or instrumentality of a State or any political subdivision thereof.</text>
 </clause></subparagraph></paragraph><paragraph id="H5405824146B14A9CB8F2166F47EE7575"><enum>(2)</enum><header>Municipal obligations</header><text display-inline="yes-display-inline">For purposes of the final rule entitled <quote>Liquidity Coverage Ratio: Liquidity Risk Measurement Standards</quote> (79 Fed. Reg. 61439 (October 10, 2014)), the final rule entitled <quote>Liquidity Coverage Ratio: Treatment of U.S. Municipal Securities as High-Quality Liquid Assets</quote> (81 Fed. Reg. 21223 (April 11, 2016)), and any other regulation that incorporates a definition of the term <quote>high-quality liquid asset</quote> or another substantially similar term, the appropriate Federal banking agencies shall treat a municipal obligation as a high-quality liquid asset that is a level 2B liquid asset if that obligation is, as of the date of calculation—</text>
 <subparagraph id="id10481517CDEF41E2BD41D837798CDC61"><enum>(A)</enum><text display-inline="yes-display-inline">liquid and readily-marketable; and</text>
 </subparagraph><subparagraph id="id02F5AD9C32A342B2BD91E4B9B9A086F0"><enum>(B)</enum><text display-inline="yes-display-inline">investment grade.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></subsection><subsection id="H3D612ED0341D448D884B9B91DF6BD697"><enum>(b)</enum><header>Amendment to liquidity coverage ratio regulations</header><text display-inline="yes-display-inline">Not later than 90 days after the date of enactment of this Act, the Federal Deposit Insurance Corporation, the Board of Governors of the Federal Reserve System, and the Comptroller of the Currency shall amend the final rule entitled <quote>Liquidity Coverage Ratio: Liquidity Risk Measurement Standards</quote> (79 Fed. Reg. 61439 (October 10, 2014)) and the final rule entitled <quote>Liquidity Coverage Ratio: Treatment of U.S. Municipal Securities as High-Quality Liquid Assets</quote> (81 Fed. Reg. 21223 (April 11, 2016)) to implement the amendments made by this Act.</text></subsection></section></legis-body></bill>
