		<official-title>To withdraw certain Bureau of Land Management land from mineral development.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Buffalo Tract Protection Act</short-title></quote>.</text>
		</section><section id="id27CC18B0E14E40B9A7D9CCBE2205D17B"><enum>2.</enum><header>Withdrawal</header>
 <subsection id="id6CD19F1811DD49BB9FC6108ED8A8E9FF"><enum>(a)</enum><header>In general</header><text>Subject to valid existing rights, the Bureau of Land Management land described in subsection (b) is withdrawn from all forms of mineral development under all laws pertaining to mineral leasing or mineral materials, including locatable minerals.</text>
 </subsection><subsection id="id9812D55478114E0AA3430F2ED0CE56D8"><enum>(b)</enum><header>BLM land described</header><text>The Bureau of Land Management land referred to in subsection (a) is the land identified as <quote>Tract A</quote>, <quote>Tract B</quote>, <quote>Tract C</quote>, and <quote>Tract D</quote> on the map entitled <quote>Placitas, New Mexico Area Map</quote> and dated March 11, 2016.</text> </subsection><subsection id="idc636ee105cd948d88fe2f3fb20e78ba8"><enum>(c)</enum><header>Disposal of surface estate</header> <paragraph id="id1B84DCD8F8E54379B9AC23DCB70D70D3"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), nothing in this section prohibits the disposal of the surface estate of the Bureau of Land Management land described in subsection (b) under—</text>
 <subparagraph id="idC149A65458754F43A21ADAAF14B56CE6"><enum>(A)</enum><text>the <act-name parsable-cite="FLPMA">Federal Land Policy and Management Act of 1976</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43 U.S.C. 1701 et seq.</external-xref>); or</text>
 </subparagraph><subparagraph id="id5C07BCF513E84F7D8119B2C84E9C0F10"><enum>(B)</enum><text>the Act of June 14, 1926 (commonly known as the <quote>Recreation and Public Purposes Act</quote>) (<external-xref legal-doc="usc" parsable-cite="usc/43/869">43 U.S.C. 869 et seq.</external-xref>).</text>
 </subparagraph></paragraph><paragraph id="id4ac64b286bed4f8da05b0e709aa9fca0"><enum>(2)</enum><header>Ownership of mineral estate</header><text>Any disposal of the surface estate of the Bureau of Land Management land described in subsection (b) shall be subject to the condition that the mineral estate of that land shall remain under the ownership of the Bureau of Land Management, subject to the withdrawal described in subsection (a).</text></paragraph></subsection></section></legis-body>
