			 challenges.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Flexible Hiring and Improving Recruitment, Retention, and Education Act of 2016</short-title></quote> or the <quote><short-title>Flexible HIRE Act</short-title></quote>.</text>
 </section><section id="idCF37F39AB941445EA74077BD10C676D9"><enum>2.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text> <paragraph id="idAE2FB411A4CF44159EF79B8FCAB2C3C1"><enum>(1)</enum><text display-inline="yes-display-inline">Federal agencies should take aggressive action to respond to hiring and retention challenges in geographic areas affected by a unique situation or circumstance, including when such challenges develop from a need to fill positions or retain employees due to the remoteness of the geographic area in question;</text>
 </paragraph><paragraph id="id75F9BB14F2C64867988D2B4C7D99DB25"><enum>(2)</enum><text display-inline="yes-display-inline">to respond to such challenges, Federal agencies should take advantage of all appropriate hiring and human resources flexibilities, including special pay rates and recruitment, relocation, and retention bonuses; and</text>
 </paragraph><paragraph id="idB84DD6487A7347598F470F774F11CB1F"><enum>(3)</enum><text display-inline="yes-display-inline">both the Office of Personnel Management and all Federal agencies have a significant responsibility to ensure that hiring and human resources flexibilities are as accessible as possible to Federal employees in geographic areas affected by a unique situation or circumstance.</text>
 </paragraph></section><section id="idEF8776857C5D44C7979E46A51A5A0574"><enum>3.</enum><header>Competitive service; examinations</header><text display-inline="no-display-inline">Section 3304 of title 5, United States Code, is amended—</text> <paragraph id="id39EFFC9026FA41468A0B59E3CB3DAA3C"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)(3)(B), by striking <quote>determined that</quote> and all that follows through the period and inserting the following:</text>
				<quoted-block display-inline="yes-display-inline" id="id2667F289ACCA4FE08055A04F5D87D34A">
 <text>determined that—</text><clause id="idA9AB38B3BA83456A9D83941CA2BA9DD3"><enum>(i)</enum><text>there exists a severe shortage of highly qualified candidates;</text> </clause><clause id="idD598BD532C9345E98C3ADEC58F4CF672"><enum>(ii)</enum><text>there is a critical hiring need; or</text>
 </clause><clause commented="no" id="id4DDFE934D0904E62ACF267B69D4B323B"><enum>(iii)</enum><text>the positions are in a geographic area affected by a unique situation or circumstance that has directly and significantly affected recruitment and retention of employees in the area, in accordance with subsection (g).</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph id="id3116D486D63B4782B87389EB1FF4D0E6"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="idBD169E3D4028491A8AA3819ADCBC26E3" style="USC"> <subsection id="idF3F29D744BD6497F9CEA087FAA6A5242"><enum>(g)</enum><header>Recruitment and retention difficulties in geographic areas affected by unique situations or circumstances</header> <paragraph id="idE01379AE48294D8C87047227A33CCA50"><enum>(1)</enum><header>Definition</header><text>In this subsection, the term <term>geographic area affected by a unique situation or circumstance</term> means an area within the continental United States in which the recruitment and retention of Federal employees has become a severe challenge for an agency as the direct result of a dramatic economic development, hardship, or other relevant situation, including remoteness, that has a substantial impact on the area.</text>
 </paragraph><paragraph id="idE9C2AC0D7BE14C18A3C30921FCE039EA"><enum>(2)</enum><header>Demonstration of recruitment and retention difficulties</header><text>An agency may demonstrate that a geographic area is affected by a unique situation or circumstance that has directly and significantly affected recruitment and retention of employees in the area by—</text>
 <subparagraph id="id12B8930466474C068C8ACBF6AF3A10F2"><enum>(A)</enum><text>providing evidence—</text> <clause id="idBE29F7CA6C9E4C4BBD65EE077DF922CF"><enum>(i)</enum><text>that the agency is unable to efficiently and effectively recruit employees for positions, which may be demonstrated by various types of evidence, including evidence that multiple positions have been continuously vacant for significantly longer than the national average period for which similar positions in the Federal Government are vacant;</text>
 </clause><clause id="id844F5C2354584DD4B42F6136A4A8771C"><enum>(ii)</enum><text>that the agency experiences a consistent inability to retain employees that negatively impacts agency operations at a local or regional level;</text>
 </clause><clause id="id493950C7FF4B4B71B187893853D2474F"><enum>(iii)</enum><text>that the agency is unable to recruit and retain qualified candidates due to the remoteness of the geographic area, which remoteness may be demonstrated in the same manner as remoteness from the nearest local infrastructure is demonstrated under section 5942(b); or</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id55642E9C9DFA44BAADF91A9A65F6CBF2"><enum>(iv)</enum><text>of any other inability that the Office determines sufficient; and</text> </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8756C2A7E6F045ABBF86A95644E00063"><enum>(B)</enum><text>meeting any other criteria established by the Office.</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id94EF8C94138A4FEF85FB5419FC34A20C"><enum>(3)</enum><header>Prioritization of hiring veterans</header><text>If an agency uses the direct hiring authority under subsection (a)(3)(B)(iii), the agency shall work to prioritize the hiring of veterans by following the principles contained in part 307 of title 5, Code of Federal Regulations, or any successor regulation, regarding the appointment of qualified veterans to the competitive service.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section id="idB5B70297DC0F474092CB22B367C0D8F6"><enum>4.</enum><header>Special pay authority</header><text display-inline="no-display-inline">Section 5305(b)(4) of title 5, United States Code, is amended by striking <quote>any other circumstances which</quote> and inserting <quote>any other circumstances, including the location of a position in a geographic area affected by a unique situation or circumstance that has directly and significantly affected recruitment and retention of employees in the area (as described in section 3304(a)(3)(B)(iii)), that</quote>.</text>
 </section><section id="idF5FBC727D29444BFAF92FAD49185E5E4"><enum>5.</enum><header>Recruitment and relocation bonuses</header><text display-inline="no-display-inline">Section 5753(b)(1) of title 5, United States Code, is amended by striking <quote>bonus</quote> and inserting the following: <quote>bonus, including a position in a geographic area affected by a unique situation or circumstance that has directly and significantly affected recruitment and retention of employees in the area (as described in section 3304(a)(3)(B)(iii))</quote>.</text>
 </section><section id="idD5A225668D9142B4AE7AD25BB01A8311"><enum>6.</enum><header>Retention bonuses</header><text display-inline="no-display-inline">Section 5754(b)(2) of title 5, United States Code, is amended—</text> <paragraph id="idE5DF068DEE424FA08778FC4A80D2C4C1"><enum>(1)</enum><text>in subparagraph (A), by striking <quote>or</quote> at the end;</text>
 </paragraph><paragraph id="id699775E0484A41E9B125ED9806A49986"><enum>(2)</enum><text>in subparagraph (B), by striking the period at the end and inserting the following: <quote>, including if the employee would be likely to leave for a similar position in the Federal service in a different duty location, or request and be granted a reassignment to a different duty location within the agency, because of the challenging circumstances of remaining in a position in a geographic area affected by a unique situation or circumstance that has directly and significantly affected recruitment and retention of employees in the area (as described in section 3304(a)(3)(B)(iii)); or</quote>; and</text>
 </paragraph><paragraph id="id575ED2C4E4154699B1EDAFCC66A9EA83"><enum>(3)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id2DC0397C18D540A3B6AB10FBBA7D2A56" style="OLC"> <subparagraph id="id151DED93733C4D3FBA3DA3A46DF080DE"><enum>(C)</enum><text>the Federal service or for a different position in the Federal Service because of the challenging circumstances of remaining in a position in a geographic area affected by a unique situation or circumstance that has directly and significantly affected recruitment and retention of employees in the area (as described in section 3304(a)(3)(B)(iii)).</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section id="idAD6570E5DBE446C497FE062CEFE2D97D"><enum>7.</enum><header>Allowance based on duty at remote worksites</header><text display-inline="no-display-inline">Section 5942 of title 5, United States Code, is amended—</text> <paragraph id="id940FCF17581843D8889E899632D4E520"><enum>(1)</enum><text>in subsection (a)—</text>
 <subparagraph id="idE7CB8FB7A61A4ED8B855B149F9CE3C10"><enum>(A)</enum><text>by striking <quote>Notwithstanding</quote> and inserting the following:</text> <quoted-block display-inline="yes-display-inline" id="id32C30CDC5E1A4CAD8DEAFDF48A05510B" style="OLC"> <text><header-in-text level="subsection" style="USC">Commuting factors</header-in-text>.—</text><paragraph id="idD0441B862EC74E8A808269E3A585C0C0"><enum>(1)</enum><header> In general</header><text>Notwithstanding</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block> </subparagraph><subparagraph id="id226C42AF2946472CA13E8DFC29D31FF6"><enum>(B)</enum><text>in paragraph (1), as so designated, by striking <quote>of not to exceed $10 a day</quote> and all that follows and inserting the following: <quote>for the cost of the commute at a mileage reimbursement rate prescribed by the Director of the Office of Personnel Management under paragraph (2)</quote>; and</text>
 </subparagraph><subparagraph id="idF6202357850D4FE390F2C0C51F8E643E"><enum>(C)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id403CC47BB7614473A858AFA7ACD7F21A" style="OLC"> <paragraph id="id9E0E7D070D9448F2AE3D576BA5E88CA8"><enum>(2)</enum><header>OPM regulations</header><text>For purposes of paragraph (1), the Director of the Office of Personnel Management shall prescribe by regulation a mileage reimbursement rate that is equivalent, to the maximum extent practicable, to the mileage reimbursement rate for privately owned automobiles prescribed by the Administrator of General Services under section 5707(b)(2).</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="idD140694DF28D4ECCA567B47562D05F20"><enum>(2)</enum><text>by striking subsection (b) and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="idA306CC4A7E664A759588EC3ED4086903" style="OLC"> <subsection id="idF3041C8B6F124F49ACAFE031768C3E67"><enum>(b)</enum><header>Non-Commuting factors</header> <paragraph id="id2c45c900cf1041d09b3d392ae50222a7"><enum>(1)</enum><header>In general</header><text>Notwithstanding section 5536 of this title, an employee of an Executive department or an independent establishment who is assigned to duty, except temporary duty, at a site so remote from the nearest local infrastructure as to require an appreciable degree of expense, hardship, and inconvenience, beyond that normally encountered in metropolitan life, on the part of the employee, is entitled, in addition to pay otherwise due the employee, to an allowance in an amount not to exceed the necessary amount per day, as determined by the agency that employs the employee in accordance with paragraph (2) of this subsection.</text>
						</paragraph><paragraph id="idf80a7a2e46bc4fccb9980b3a28763770"><enum>(2)</enum><header>Determination of necessary amount; OPM approval</header>
 <subparagraph id="id558E5C52C2484D4AA72C68E22CD834AD"><enum>(A)</enum><header>Determination of necessary amount</header><text>In determining the necessary amount of an allowance under paragraph (1), an agency shall consider the factors considered by the Director of the Office of Personnel Management under subpart B of part 591 of title 5, Code of Federal Regulations.</text>
 </subparagraph><subparagraph id="id8E72870D78304CE298775E18DB8DDA31"><enum>(B)</enum><header>OPM approval</header><text>An agency may not pay an allowance under paragraph (1) unless the Director of the Office of Personnel Management approves the amount of the allowance.</text>
 </subparagraph></paragraph><paragraph id="idEF6AE65AA772495A95880A3DFB112BBE"><enum>(3)</enum><header>Definition of local infrastructure</header><text>For purposes of this subsection, the term <term>local infrastructure</term> means—</text> <subparagraph id="id57E11CF77A234B3997EB9836AE36347E"><enum>(A)</enum><text>established communities;</text>
 </subparagraph><subparagraph id="id79937FE3B5D64912917260FFD659EDF2"><enum>(B)</enum><text>suitable places of residence, including sufficient affordable housing choices;</text> </subparagraph><subparagraph id="idA3E04DF9ABCD4E34B440B9F16875AF5A"><enum>(C)</enum><text>amenities and services, including medical care, child care and schools, and employment options for spouses;</text>
 </subparagraph><subparagraph id="id302176820C6F4B90AF96A8B0427828FD"><enum>(D)</enum><text>consumer goods and services; or</text> </subparagraph><subparagraph id="idA933A0EC27444DDE99F6C5BC233242D5"><enum>(E)</enum><text>other local infrastructure as determined by the Director of the Office of Personnel Management.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="id5834D6B42B4A4EAB80BAF94FE2820D17"><enum>8.</enum><header>Office of Personnel Management and other agency mandates</header>
 <subsection id="idDE11AF6A26AB49CAB4D36741D59A2821"><enum>(a)</enum><header>In general</header><text>Subpart I of part III of title 5, United States Code, is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id8540110c-82d3-4414-a216-3c04562152e6" style="USC">
					<chapter id="id59b10d3d-9fa7-4d42-8611-70e0eaf6fa41" style="USC"><enum>103</enum><header>Hiring and human resources flexibilities</header><toc><toc-entry level="section">Sec. </toc-entry><toc-entry level="section">10301. Definitions.</toc-entry><toc-entry bold="off" level="section">10302. Office of Personnel Management mandates.</toc-entry><toc-entry level="section">10302. Agency mandates.</toc-entry></toc>
 <section id="idaa00b283-d988-468e-99a8-9f891989f582"><enum>10301.</enum><header>Definitions</header><text display-inline="no-display-inline">In this chapter—</text> <paragraph id="id51A058CB3B9343C19EB5313CC0017FEB"><enum>(1)</enum><text>the term <term>Chief Human Capital Officer</term> means—</text>
 <subparagraph id="id8A5CCBDB191943FC9CFD0A01F7952D4C"><enum>(A)</enum><text>the Chief Human Capital Officer of an agency designated or appointed under section 1401; or</text> </subparagraph><subparagraph id="id597812174ACC449BB996B77B2E2E82F4"><enum>(B)</enum><text>the equivalent;</text>
 </subparagraph></paragraph><paragraph id="id56740A2C8A8F4F8791ECAAEBF1ADA567"><enum>(2)</enum><text>the term <term>Director</term> means the Director of the Office;</text> </paragraph><paragraph id="id2F32037949D6477EB839B516AD244BC7"><enum>(3)</enum><text display-inline="yes-display-inline">the term <term>geographically related hiring and human resources flexibilities</term> means hiring and human resources flexibilities that an agency is authorized to exercise with respect to a position in a geographic area affected by a unique situation or circumstance that directly and significantly affects the ability of the agency to recruit and retain employees, including under—</text>
 <subparagraph id="id54C6A7AE310D45AB87D61F5FC51802B3"><enum>(A)</enum><text display-inline="yes-display-inline">section 3304(a)(3)(B)(iii);</text> </subparagraph><subparagraph id="idAAD908ADAB104822B2EDA2182C08153E"><enum>(B)</enum><text display-inline="yes-display-inline">section 5305;</text>
 </subparagraph><subparagraph id="id40CEC826081F439BBA16236BFEB57453"><enum>(C)</enum><text>section 5753;</text> </subparagraph><subparagraph id="id628155C716CC4BB184103520184F8DEC"><enum>(D)</enum><text>section 5754;</text>
 </subparagraph><subparagraph id="id03777179B20944BBBBBF173F8AEC7683"><enum>(E)</enum><text>section 5942(b); and</text> </subparagraph><subparagraph id="id2693206F90D646BB82B1A9307B3DD9C5"><enum>(F)</enum><text>any other provision of law that the Director determines appropriate;</text>
 </subparagraph></paragraph><paragraph id="id629F54E0F56643049D5205FE9C60EB08"><enum>(4)</enum><text>the term <term>hiring and human resources flexibilities</term> means authority, relating to appointments, compensation (including bonuses, allowances, and other types of compensation), leave, telework, or other incentives, that an agency is authorized to exercise for a position with respect to which the agency has had difficulty recruiting and retaining employees; and</text>
 </paragraph><paragraph id="id14D1F35C56A244B8A001AC6E8DBCF0D6"><enum>(5)</enum><text>the term <term>Office</term> means the Office of Personnel Management.</text> </paragraph></section><section id="idC8AAB8A52ECA4DAEBC2D15C660A3AFE3"><enum>10302.</enum><header>Office of Personnel Management mandates</header> <subsection id="id45d6ce201fc447c19ea65119fff01bb9"><enum>(a)</enum><header>Permanent working group</header> <paragraph id="id6d7f16d9712f4d9897c7af11fd5b83f8"><enum>(1)</enum><header>Establishment</header><text>The Director shall establish a permanent hiring working group (referred to in this section as the <term>working group</term>) in the Office to help agencies prepare and deal with geographic areas that are affected by a unique situation or circumstance, including remoteness, that directly and significantly affects the ability of the agencies to recruit and retain employees.</text>
 </paragraph><paragraph id="idC8FC0076D0E54D5087C5EBEDA4D1156F"><enum>(2)</enum><header>Duty</header><text>The working group shall continuously examine—</text> <subparagraph id="id4A39826296A14F9BBE2AF085313210BB"><enum>(A)</enum><text>hiring flexibilities;</text>
 </subparagraph><subparagraph id="id2C75BDB61D0B4855A6C9EDED4B56BB8F"><enum>(B)</enum><text>worksite designations;</text> </subparagraph><subparagraph id="idD84156AA388542B383A37A56C158C95E"><enum>(C)</enum><text>the application process;</text>
 </subparagraph><subparagraph id="id5F43C5DCE03341EB8BB6DD80D8B42334"><enum>(D)</enum><text>specific pay flexibilities for hiring and retention;</text> </subparagraph><subparagraph id="id34E732217E64489C83BD28DD4F74A454"><enum>(E)</enum><text>workforce and succession planning; and</text>
 </subparagraph><subparagraph id="id614F579CE9CA4B199C2C394607ABA303"><enum>(F)</enum><text>other issues related to recruitment and retention.</text> </subparagraph></paragraph><paragraph id="id6EF09FC56D6344688D98D502941E5948"><enum>(3)</enum><header>Consultation</header><text>In carrying out its duties under this section, the working group shall consult with outsider stakeholder and Federal employee groups, as necessary.</text>
 </paragraph></subsection><subsection id="idA00EBC799FBD43B89FC8558C9AC40CBD"><enum>(b)</enum><header>Exercise of geographically related hiring and human resources flexibilities</header><text>If the Director determines that an agency is eligible to exercise geographically related hiring and human resources flexibilities, the Director shall—</text>
 <paragraph id="id72ebe16fc8704784adc8da4e8b01a29a"><enum>(1)</enum><text>designate not less than 1 person from the working group to be the point person in the Office for each unique situation or circumstance to—</text>
 <subparagraph id="id6156CE3DC3F842CA9515CABD6B1FD3CD"><enum>(A)</enum><text>directly manage the challenges that the agency faces as a result of the unique situation or circumstance in the applicable geographic area;</text>
 </subparagraph><subparagraph id="id0d877847b21448c4847575016301f4c8"><enum>(B)</enum><text>develop strategies through which solutions developed for the agency can be shared with and utilized by other agencies that face potentially similar situations or circumstances;</text>
 </subparagraph><subparagraph id="id369DF821DA094AC1A23B874949FD75D3"><enum>(C)</enum><text>guide the working group in addressing the challenges in the applicable geographic area; and</text> </subparagraph><subparagraph id="idECB5E32ECB804F1CB4187D2FFF2AA8DE"><enum>(D)</enum><text>provide leadership regarding individual roles for members of the working group;</text>
 </subparagraph></paragraph><paragraph id="id530023f38b234f68a9b9790b772ffe4b"><enum>(2)</enum><text>provide guidance and recommendations to the agency regarding how to improve the hiring process, including through the USA Jobs Internet website, so that applicants for positions can be moved through the process as expeditiously as possible to alleviate recruitment and retention problems as soon as possible; and</text>
 </paragraph><paragraph id="id9377791f508642c19ac30389b2575dee"><enum>(3)</enum><text>streamline the implementation of geographically related human resources flexibilities so that the recruitment, retention, and relocation efforts of the agency are as expeditious and effective as possible.</text>
								</paragraph></subsection><subsection id="id10082d5aeb1d4a27b3230b3935794fa3"><enum>(c)</enum><header>Strategy for improving application process for hiring flexibilities</header>
 <paragraph id="id5A2D91A7FD2E40DEA90EF2AC0A3BCA21"><enum>(1)</enum><header>In general</header><text>Not later than 180 days after the date on which the Director establishes the working group, the working group shall submit to the Director a strategy that contains recommendations on how to improve the application process for agency use of hiring and human resources flexibilities, including—</text>
 <subparagraph id="id092E962D8F0D4E8D89516BBFFC24A63F"><enum>(A)</enum><text>special pay rates;</text> </subparagraph><subparagraph id="id7EBBEBCAA94E4D1DBB3527F314AF0ABB"><enum>(B)</enum><text>recruitment, retention, and relocation bonuses; and</text>
 </subparagraph><subparagraph id="id4D6E99B5ED3844FF9B096DDCD36C015D"><enum>(C)</enum><text>recruitment and hiring strategies.</text> </subparagraph></paragraph><paragraph id="id32FE4F3B11E042F68FE21DBB2F2AAAA4"><enum>(2)</enum><header>Study</header><text>In preparing the strategy under paragraph (1), the working group shall examine how to improve the ability of agencies to access the flexibilities described in that paragraph in a timely fashion to meet critical human resource challenges, including when a geographic area is affected by a situation or circumstance that directly and significantly affects the ability of an agency to recruit and retain employees.</text>
 </paragraph><paragraph id="idF22C200A37DD49E1BC415010D2ABD700"><enum>(3)</enum><header>Recommendations</header><text>The working group may, as needed, develop recommendations for Congress regarding appropriate legislative changes, including changes to existing hiring and human resources flexibilities (including geographically related hiring and human resources flexibilities), needed to improve the ability of agencies to meet their hiring and retention needs.</text>
								</paragraph><paragraph id="ida756631a6f6a45ff8e735f5bf6f26540"><enum>(4)</enum><header>Updates to strategy</header>
 <subparagraph id="id86CAA8082C5C42D7BB6B715BA874C60A"><enum>(A)</enum><header>In general</header><text>The working group shall update the strategy required under paragraph (1) and develop new recommendations if the Director determines that the strategy needs to be updated.</text>
 </subparagraph><subparagraph id="id0d2db6f2feb6476daed044ffb4198342"><enum>(B)</enum><header>Consultation</header><text>In determining whether the strategy required under paragraph (1) needs to be updated, the Director may consult with the heads of other agencies.</text>
 </subparagraph></paragraph></subsection><subsection id="idb020912aecc54b9091ca58a49cd711dd"><enum>(d)</enum><header>Education</header><text>The Director shall improve education regarding hiring and human resources flexibilities (including geographically related hiring and human resources flexibilities) for all agencies by—</text>
 <paragraph id="id6A97F6722BC0439099B6279D46164637"><enum>(1)</enum><text>conducting not less than 1 annual training session for the Chief Human Capital Officer of each agency and employees of that officer; and</text>
 </paragraph><paragraph id="ida71a11ca46d24c319955c1233432a9cd"><enum>(2)</enum><text>in coordination with the Chief Human Capital Officers Council, developing training and educational materials on Government-wide hiring and human resources flexibilities for employees of each agency who are involved in recruitment, hiring, assessment, or selection of candidates.</text>
								</paragraph></subsection><subsection id="id667428d24f854a1692a7eb2f200940ca"><enum>(e)</enum><header>Evaluation</header>
 <paragraph id="idF2E0FA7E42AC483295A534B02B0C7929"><enum>(1)</enum><header>In general</header><text>The Director shall evaluate, on an annual basis, the extent to which training conducted directly by the Office and by agencies has improved the hiring and retention ability of agencies that face unique situations or circumstances that impact hiring and retention.</text>
 </paragraph><paragraph id="idAE1F70A076F64903AA17A2785DB4A1A3"><enum>(2)</enum><header>Information</header><text>The evaluation conducted under paragraph (1) shall include—</text> <subparagraph id="idd9233643b0b4426cb667c7e3f4d38273"><enum>(A)</enum><text>any reduction in the time taken by agencies to fill mission-critical positions in geographic areas facing unique situations or circumstances;</text>
 </subparagraph><subparagraph id="id124881321c954210820fc4dd0f95d2f5"><enum>(B)</enum><text>the quality of new hires, including the satisfaction of hiring managers with new hires, within 1 year of filling a position; and</text>
 </subparagraph><subparagraph id="idd5116491fdc74083a46104c15eea8314"><enum>(C)</enum><text>other information the Director determines relevant.</text> </subparagraph></paragraph></subsection></section><section id="idccb8b708-f2f9-4da4-89b5-36203b05de8e"><enum>10303.</enum><header>Agency mandates</header> <subsection id="id0ee203606cf246ff982687d1a2204156"><enum>(a)</enum><header>In general</header><text>If a geographic area is affected by a unique situation or circumstance that directly affects the ability of an agency to recruit and retain employees, including situations or circumstances where the remote location of a position significantly impacts the ability of an agency to recruit or retain employees, the agency shall—</text>
 <paragraph id="id8cb53d8a0ffd44a0aacae9677071a2a7"><enum>(1)</enum><text>take action to mitigate the challenge in a timely fashion, including by creating pilot programs or other programs, if appropriate, to increase the number of new employees who are placed in that geographic area;</text>
 </paragraph><paragraph id="id87d972d43a00439abc69cb7036f9b887"><enum>(2)</enum><text>not later than 180 days after the date on which the Director determines that the agency is eligible to exercise geographically related human resources flexibilities, implement any pilot program created under paragraph (1);</text>
 </paragraph><paragraph id="id94acd9de3dcb4cdc95a992d3f1940643"><enum>(3)</enum><text>examine existing agency programs to determine how to—</text> <subparagraph id="idD417F09C1B3F40BF871A9042CDA7347A"><enum>(A)</enum><text>most effectively aide spouses and families of affected agency employees; and</text>
 </subparagraph><subparagraph id="id2E1E041DC8D548D3929F923E9113E6A9"><enum>(B)</enum><text>develop a strategy to aide those spouses and families; and</text> </subparagraph></paragraph><paragraph id="ide50fd362c75946b9aec1372068f13415"><enum>(4)</enum><text>enhance targeted recruiting efforts by building relationships with local colleges and universities, veterans transition and employment centers, and job placement programs in the area.</text>
 </paragraph></subsection><subsection id="id990b139214f345a3afbe4404bbfb3bef"><enum>(b)</enum><header>Education</header><text>An agency shall conduct annual training sessions for employees of the agency on hiring and human resources flexibilities (including geographically related hiring and human resources flexibilities), of which the Chief Human Capital Officer of the agency or a designee shall conduct not less than 2 training sessions for each employee of the agency serving in agency headquarters or field offices involved in the recruitment, hiring, assessment, or selection of candidates.</text></subsection></section></chapter><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="idc9ddbd2a-7b7c-472e-8a71-ebfee4903be8"><enum>(b)</enum><header>Technical and conforming amendment</header><text>The table of chapters for part III of title 5, United States Code, is amended by inserting after the item relating to chapter 102 the following:</text>

 </subsection></section><section id="idafc703aa49de46f184cb4190ef7e6c0c"><enum>9.</enum><header>Centralized internship database</header><text display-inline="no-display-inline">Section 3111a of title 5, United States Code, is amended—</text> <paragraph id="id26f77a2a6c0345deadc8f828a6010648"><enum>(1)</enum><text>by redesignating subsection (c) as subsection (d); and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc6e47aa7a7cb48338b7f59839f2aea55"><enum>(2)</enum><text>by inserting after subsection (b) the following:</text> <quoted-block display-inline="no-display-inline" id="idC0F3A2F7076043DFBD38365068232F9D" style="OLC"> <subsection id="HDE61DB0293444E2F93A309D08835D8A7"><enum>(c)</enum><header>Centralized database</header><text display-inline="yes-display-inline">The Office of Personnel Management shall establish and maintain a centralized electronic database that contains the names, contact information, and relevant skills of individuals who—</text>
 <paragraph id="id018E68DC8CE444A19CD01C338571B1CA"><enum>(1)</enum><text display-inline="yes-display-inline">have completed or are nearing completion of an internship program; and</text>
 </paragraph><paragraph id="idDBAB02AA4A8B4B3391760284654A83A1"><enum>(2)</enum><text display-inline="yes-display-inline">are seeking full-time Federal employment.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section></legis-body> </bill>
