	<legis-body>
 <section id="ID0B5E4708CD954A3281AD14C9E6A28393" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fort Sumter and Fort Moultrie National Park Act of 2016</short-title></quote>.</text> </section><section id="ID833CAE316DA54F2B83CF92B222BD2100"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
 <paragraph id="ID43E0AE8CBD724B5282FF001547F61EC7"><enum>(1)</enum><text>Fort Sumter National Monument was established by the Joint Resolution entitled <quote>Joint Resolution to establish the Fort Sumter National Monument in the State of South Carolina</quote>, approved April 28, 1948 (<external-xref legal-doc="usc" parsable-cite="usc/16/450ee">16 U.S.C. 450ee</external-xref>), to commemorate historic events in the vicinity of Fort Sumter, the site of the first engagement of the Civil War on April 12, 1861;</text>
 </paragraph><paragraph id="ID94C3E2CFBB3345EB83FD7F084DC9002B"><enum>(2)</enum><text>Fort Moultrie—</text> <subparagraph id="ID0013B1D840474A569276216289531960"><enum>(A)</enum><text>was the site of the first defeat of the British in the Revolutionary War on June 28, 1776; and</text>
 </subparagraph><subparagraph id="IDEEC1C2A4A744489B008641DE737C3587"><enum>(B)</enum><text>was acquired by the Federal Government from the State of South Carolina in 1960 under the authority of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/54/3201">chapter 3201</external-xref> of title 54, United States Code;</text>
 </subparagraph></paragraph><paragraph id="ID985647D0522C4312BA005E62BC805835"><enum>(3)</enum><text>since 1960, Fort Moultrie has been administered by the National Park Service as part of the Fort Sumter National Monument without a clear management mandate or established boundary;</text>
 </paragraph><paragraph id="IDC32A4C0A04284929B616B91F32D3A02E"><enum>(4)</enum><text>Fort Sumter and Fort Moultrie played important roles in the protection of Charleston Harbor and in the coastal defense system of the United States;</text>
 </paragraph><paragraph id="ID284EE16D9100406300DC77C2B43FE7E6"><enum>(5)</enum><text>Fort Moultrie is the only site in the National Park System that preserves the history of the United States coastal defense system during the period from 1776 through 1947; and</text>
 </paragraph><paragraph id="ID3E9D44245D79485F9914A1D2E9E008F4"><enum>(6)</enum><text>Sullivan’s Island Life Saving Station, located adjacent to the Charleston Light—</text> <subparagraph id="ID31FBF5A81E7A4FFFA0E5419E2721DA03"><enum>(A)</enum><text>was constructed in 1896; and</text>
 </subparagraph><subparagraph id="ID36F2F23725F443AAB71B33EB7789F392"><enum>(B)</enum><text>is listed on the National Register of Historic Places.</text> </subparagraph></paragraph></section><section id="IDF9D5727BEBF745E886611DF0CA19CEE7"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
 <paragraph id="ID2E170CF9557C47C9844709B568A48683"><enum>(1)</enum><header>Map</header><text>The term <term>map</term> means the map entitled <quote>Boundary Map, Fort Sumter and Fort Moultrie National Historical Park</quote>, numbered 392/80,088, and dated November 30, 2009.</text> </paragraph><paragraph id="IDC9A3E1ADDEC4432C80AB694DA6D956E3"><enum>(2)</enum><header>Park</header><text>The term <term>Park</term> means the Fort Sumter and Fort Moultrie National Park established by section 4(a).</text>
 </paragraph><paragraph id="IDEEF11748E9354EED82562B26E1696D4B"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text> </paragraph><paragraph id="ID7BB9F611DD6143F09B6BD63DB772B5B8"><enum>(4)</enum><header>State</header><text>The term <term>State</term> means the State of South Carolina.</text>
 </paragraph><paragraph id="id4C6ED4D0041240A6B4E701BBAF6F973E"><enum>(5)</enum><header>Sullivan's Island Life Saving Station Historic District</header><text>The term <quote>Sullivan's Island Life Saving Station Historic District</quote> means the Charleston Lighthouse, the boathouse, garage, bunker/sighting station, signal tower, and any associated land and improvements to the land that are located between Sullivan's Island Life Saving Station and the mean low water mark.</text>
			</paragraph></section><section id="ID9A4B04D947B44C0AA99B878E595F946B"><enum>4.</enum><header>Fort Sumter and Fort Moultrie National Park</header>
 <subsection id="ID8F2F784F6EDE47BCBDAC48F8B7A0E991"><enum>(a)</enum><header>Establishment</header><text>There is established the Fort Sumter and Fort Moultrie National Park in the State as a unit of the National Park System to preserve, maintain, and interpret the nationally significant historical values and cultural resources associated with Fort Sumter, Fort Moultrie, and the Sullivan's Island Life Saving Station Historic District.</text>
			</subsection><subsection id="ID37F7B04D68AE4A4B8B66E7DABB2CDE50"><enum>(b)</enum><header>Boundary</header>
 <paragraph id="ID2BE580889C444C6700A184573087BED1"><enum>(1)</enum><header>In general</header><text>The boundary of the Park shall be comprised of the land, water, and submerged land depicted on the map.</text>
 </paragraph><paragraph id="ID7623087785B44B5FB82DDE18BE58E61D"><enum>(2)</enum><header>Availability of map</header><text>The map shall be on file and available for public inspection in the appropriate offices of the National Park Service.</text>
				</paragraph></subsection><subsection id="ID9D1D295009DE43C1BC9BE6B3B0620086"><enum>(c)</enum><header>Administration</header>
 <paragraph id="IDC81F9C38F4BE411BBD40B8B9636E07BF"><enum>(1)</enum><header>In general</header><text>The Secretary, acting through the Director of the National Park Service, shall administer the Park in accordance with this Act and the laws generally applicable to units of the National Park System, including—</text>
 <subparagraph id="ID7862ABFA337B483D8086123D7200982E"><enum>(A)</enum><text>section 100101(a), chapter 1003, and sections 100751(a), 100752, 100753, and 102101 of title 54, United States Code; and</text>
 </subparagraph><subparagraph id="ID775E457DF31C4AAE9209AD6F91DED48C"><enum>(B)</enum><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/54/3201">chapter 3201</external-xref> of title 54, United States Code.</text>
 </subparagraph></paragraph><paragraph id="ID0301DC673E594CA082EAA7BF00A609EA"><enum>(2)</enum><header>Interpretation of historical events</header><text>The Secretary shall provide for the interpretation of historical events and activities that occurred in the vicinity of Fort Sumter and Fort Moultrie, including—</text>
 <subparagraph id="ID6B3FB3AEE8CD4FC9B3CC928146EF4800"><enum>(A)</enum><text>the Battle of Sullivan’s Island on June 28, 1776;</text> </subparagraph><subparagraph id="idDCF0A1B28A5E4CBABD43E575A3E6CEAC"><enum>(B)</enum><text>the Siege of Charleston during 1780;</text>
 </subparagraph><subparagraph id="ID4DB3F4F2EE3449D4A9754D4C17E329AB"><enum>(C)</enum><text>the Civil War, including—</text> <clause id="id7B304F4CC70747559134A284AA730A15"><enum>(i)</enum><text>the bombardment of Fort Sumter by Confederate forces on April 12, 1861; and</text>
 </clause><clause id="id95FC98950F974A1CA43186404DEA3213"><enum>(ii)</enum><text>any other events of the Civil War that are associated with Fort Sumter and Fort Moultrie;</text> </clause></subparagraph><subparagraph id="id8642739265ED43FC8CD719CE4DEAF0AD"><enum>(D)</enum><text>the development of the coastal defense system of the United States during the period from the Revolutionary War to World War II, including—</text>
 <clause id="idD27EBE69D471454CA85D294438892A6D"><enum>(i)</enum><text>the Sullivan's Island Life Saving Station;</text> </clause><clause id="idEC748352D2C24F048BBEF306FB977AAA"><enum>(ii)</enum><text>the lighthouse associated with the Sullivan's Island Life Saving Station; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id5E552B5A57A5458392BDAC1C0E59CF80"><enum>(iii)</enum><text>the coastal defense sites constructed during the period of fortification construction from 1898 to 1942, known as the <quote>Endicott Period</quote>; and</text>
 </clause></subparagraph><subparagraph id="IDC3F1ED382FFC46199100002CA1A4BB95"><enum>(E)</enum><text>the lives of—</text> <clause id="ID513501961CB24561A539B0EF596C2413"><enum>(i)</enum><text>the free and enslaved workers who built and maintained Fort Sumter and Fort Moultrie;</text>
 </clause><clause id="ID8F972721E39F49159D5EE2D3AC35BFF9"><enum>(ii)</enum><text>the soldiers who defended the forts;</text> </clause><clause id="ID21F8B3DC9CE044538CEE95F9E73437FA"><enum>(iii)</enum><text>the prisoners held at the forts; and</text>
 </clause><clause id="ID0A2D81A34C214CE70007BC2539743C35"><enum>(iv)</enum><text>captive Africans bound for slavery who, after first landing in the United States, were brought to quarantine houses in the vicinity of Fort Moultrie in the 18th Century, if the Secretary determines that the quarantine houses and associated historical values are nationally significant.</text>
 </clause></subparagraph></paragraph></subsection><subsection id="IDD3EA736C8C0441FB8E46C7A0556D43EE"><enum>(d)</enum><header>Cooperative agreements</header><text>The Secretary may enter into cooperative agreements with public and private entities and individuals to carry out this Act.</text>
 </subsection></section><section id="ID6B8F5AD3233A4843A39DD8D2E06CC475"><enum>5.</enum><header>Repeal of existing law</header><text display-inline="no-display-inline">Section 2 of the Joint Resolution entitled <quote>Joint Resolution to establish the Fort Sumter National Monument in the State of South Carolina</quote>, approved April 28, 1948 (<external-xref legal-doc="usc" parsable-cite="usc/16/450ee-1">16 U.S.C. 450ee–1</external-xref>), is repealed.</text></section></legis-body></bill>
