 <text display-inline="yes-display-inline">This Act may be cited as the <quote><short-title>Southeastern Oregon Mineral Withdrawal and Economic Preservation and Development Act</short-title></quote>.</text>
 </subsection><subsection id="idA5A80F48FD7849F28653BB424992EFEA"><enum>(b)</enum><header>Table of contents</header><text>The table of contents for this Act is as follows:</text><toc><toc-entry idref="S1" level="section">Sec. 1.  <paragraph id="id147b5e9f772d4f1192934afba25dd70e"><enum>(1)</enum><header>City</header><text>The term <term>City</term> means the city of Ontario, Oregon.</text> </paragraph><paragraph id="ida8a869020ba449f58a19078bfa9f204d"><enum>(2)</enum><header>County</header><text>The term <term>County</term> means Malheur County, Oregon.</text>
 </paragraph><paragraph id="id789e9f6c547747e8ab9d5422d6f95756"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text> </paragraph><paragraph id="id1c7a00acbe954945b7e22bcc69db8c56"><enum>(4)</enum><header>State</header><text>The term <term>State</term> means the State of Oregon.</text>
 </paragraph><paragraph id="id1c6228ce2bda4488b7f3bd34b2af31c8"><enum>(5)</enum><header>Withdrawal area</header><text>The term <term>withdrawal area</term> means the Southeastern Oregon Withdrawal Area established by section 102(a).</text> </paragraph></section><title id="idd5ca94b49b5c4e55a09b38ed781662bd"><enum>I</enum><header>Southeastern Oregon Withdrawal Area</header> <section id="idad495c797ef1418fbe0fd06566f3012c"><enum>101.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text>
 <paragraph id="idf8864359900641cfadca675325c4a935"><enum>(1)</enum><header>Eligible Federal land</header><text>The term <term>eligible Federal land</term> means—</text> <subparagraph id="id4832a43820d74c30b5a2fba5b019c988"><enum>(A)</enum><text>any federally owned land or interest in the federally owned land depicted on the Map; and</text>
 </subparagraph><subparagraph id="idd731a648ee264b779eeb93510aabdef1"><enum>(B)</enum><text>any land or interest in land located within the withdrawal area that is acquired by the Federal Government after the date of enactment of this Act.</text>
 </subparagraph></paragraph><paragraph id="id7e878a1dd8b14a94a9740a3f446ce9e4"><enum>(2)</enum><header>Map</header><text>The term <term>Map</term> means the map entitled <quote>Southeastern Oregon Mineral Withdrawal Map–Proposed</quote> and dated June 7, 2016.</text> </paragraph></section><section id="id5f8a700ffe3d49a38a2deab322319e87"><enum>102.</enum><header>Designation of Southeastern Oregon Withdrawal Area</header> <subsection id="idb006df3b8c2f4dd8b6c7aa1a83a8819d"><enum>(a)</enum><header>In general</header><text>There is established the Southeastern Oregon Withdrawal Area, comprising approximately 2,065,000 acres of eligible Federal land in the County, as generally depicted on the Map.</text>
 </subsection><subsection id="id2e352a255d1e415b8b7a6f67a9cd02ef"><enum>(b)</enum><header>Withdrawal</header><text>Subject to valid existing rights, the eligible Federal land is withdrawn from all forms of—</text> <paragraph id="id50abac9ed31f430386798702349d0c7f"><enum>(1)</enum><text>entry, appropriation, and disposal under the public land laws;</text>
 </paragraph><paragraph id="idc549dd225737416982350934df04fd1e"><enum>(2)</enum><text>location, entry, and patent under the mining laws; and</text> </paragraph><paragraph id="idadc0c22518fd425981de5a8ef657133d"><enum>(3)</enum><text>operation under the mineral leasing laws.</text>
 </paragraph></subsection><subsection id="id440caeec5c7f416a95e5d95e949b30c2"><enum>(c)</enum><header>Availability of Map</header><text>The Map shall be on file and available for inspection in the appropriate offices of the Director of the Bureau of Land Management.</text>
 </subsection><subsection id="id0fff0f4ff0434e9db0dc3e746dc84747"><enum>(d)</enum><header>Effect on geothermal leases</header><text>This section shall not apply to geothermal leases issued as of or after the date of enactment of this Act in the withdrawal area.</text>
				</subsection></section><section id="id3e7206dc71f64267b6e9445ead49f31f"><enum>103.</enum><header>Purposes and management</header>
 <subsection id="idf3d253a7c4e3417a934cc64002be71c3"><enum>(a)</enum><header>Purposes</header><text>The purposes of the withdrawal area are—</text> <paragraph id="id248d516e27704fd8b0f64b723699638e"><enum>(1)</enum><text>to preserve the traditional uses and values of the communities in the vicinity of the withdrawal area;</text>
 </paragraph><paragraph id="idb47dab95e3514f65a0e941f7084e9881"><enum>(2)</enum><text>to protect against the harmful effects mining and oil and gas extraction could have on the unique and important resources of the region, particularly water quality, grazing, and other economic development opportunities; and</text>
 </paragraph><paragraph id="id9ef55faf4aaf414a8cb5915b1d69f3ec"><enum>(3)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id45DCE472083D4184907ABDB0D01B0E9B"><enum>(A)</enum><text>to support the continuation of grazing in and around the withdrawal area; and</text> </subparagraph><subparagraph id="idA1D1079731AF4FFEB4549A1131264A9F" indent="up1"><enum>(B)</enum><text>to recognize the significance of grazing in the economy, history, and culture of the County.</text>
						</subparagraph></paragraph></subsection><subsection id="idbe99af40dc4d4447b34f7a75f3babda3"><enum>(b)</enum><header>Maps and legal description</header>
 <paragraph id="idd9bbf91e06d84f6d92276e8dc6164395"><enum>(1)</enum><header>In general</header><text>As soon as practicable after the date of enactment of this Act, the Secretary shall file with the Committee on Energy and Natural Resources of the Senate and the Committee on Natural Resources of the House of Representatives a map and legal description of the withdrawal area.</text>
 </paragraph><paragraph id="idd11061a99fee421abd33f07f5aba370a"><enum>(2)</enum><header>Force and effect</header><text>The map and legal description filed under paragraph (1) shall have the same force and effect as if included in this title, except that the Secretary may correct clerical and typographical errors in the map and legal description.</text>
 </paragraph><paragraph id="ide89a458ee32247589b893ba6bbc4411f"><enum>(3)</enum><header>Availability</header><text>The map and legal description filed under paragraph (1) shall be on file and available for public inspection in—</text>
 <subparagraph id="idbf405f797b30478995647b07229fc4c6"><enum>(A)</enum><text>the office of the Director of the Bureau of Land Management; and</text> </subparagraph><subparagraph id="idd590595a6e85456a86745c15a80cfe3d"><enum>(B)</enum><text>the appropriate office of the Bureau of Land Management in the State.</text>
 </subparagraph></paragraph></subsection></section><section id="id019efff95e4b4009920a891b6a3ed0d7"><enum>104.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated such sums as are necessary to carry out this title.</text> </section><section id="id0a8a38278fa54bceabe2449067c6c6df"><enum>105.</enum><header>Effect of title</header><text display-inline="no-display-inline">Nothing in this title restricts livestock grazing, law enforcement activities, wildfire management, hunting, fishing, fish and wildlife management activities, other authorized uses, or Federal, State, or local agency authorities allowed on the date of enactment of this Act on the eligible Federal land in accordance with applicable law.</text>
			</section></title><title id="ida28ae4433fde4f0385843a5489b20a9c"><enum>II</enum><header>Economic development activities in Malheur County, Oregon</header>
			<section id="id20e8f41a9e0b4cb98bb339091fbe7f47"><enum>201.</enum><header>Water development</header>
 <subsection id="ideebecdd7239446bdbd54a29007f58a83"><enum>(a)</enum><header>In general</header><text>The Secretary of Agriculture shall provide grants for projects in the State to develop modern and efficient water systems that are designed—</text>
 <paragraph id="idd324ff0227744a63997afd1c77be9013"><enum>(1)</enum><text>to provide adequate water supply and improve water storage for livestock, other agricultural users, and wildlife;</text>
 </paragraph><paragraph id="id9ed9f107cdfa4103a5bb85fb6884a651"><enum>(2)</enum><text>to keep livestock out of rivers, streams, and riparian areas; and</text> </paragraph><paragraph id="id7efabdda48a04c8ca3335ae75ebcd90a"><enum>(3)</enum><text>to find innovative ways to address water needs for fighting fires and protecting habitats.</text>
 </paragraph></subsection><subsection id="idb7aa54d9331b4a87aa85c2a6d5fc5ac5"><enum>(b)</enum><header>Updates and replacements to watering systems</header><text>In providing grants under subsection (a), the Secretary of Agriculture may provide grants for projects in the State to update or replace watering systems within the boundary of the withdrawal area with more efficient systems.</text>
 </subsection></section><section id="id4c3b8032a720468a875716ed34f30e68"><enum>202.</enum><header>Establishment of an Agricultural Center for Excellence</header><text display-inline="no-display-inline">The Secretary of Agriculture shall establish an Agricultural Center for Excellence to be located in the County—</text>
 <paragraph id="idae90c2aab261457fb8e0ced5cf83459a"><enum>(1)</enum><text>to collaborate with the Department of Agriculture Research Station in Harney County, Oregon, Oregon State University, local agricultural producers, and other entities, as appropriate;</text>
 </paragraph><paragraph id="id5f44073c3b7f405fad1f7d20bca8b258"><enum>(2)</enum><text>to conduct rangeland and grazing research, including the conduct of research that addresses invasive species and water storage improvements for livestock and wildlife;</text>
 </paragraph><paragraph id="id12929af0739f4407a077acfc5a7104d7"><enum>(3)</enum><text>to collaborate with agricultural researchers and producers in the County and surrounding area to improve grazing practices; and</text>
 </paragraph><paragraph id="idceecc614b930405183b72da94ddd4e74"><enum>(4)</enum><text>to provide to the Director of the Bureau of Land Management any findings of the Center to assist in preparing applicable allotment management plans.</text>
				</paragraph></section><section id="idd6cdd5cebec741afba81b53cbe2ad7fa"><enum>203.</enum><header>Rural fire assistance</header>
				<subsection id="iddded6649a8e841f5b895bd72ef511c3d"><enum>(a)</enum><header>Reauthorization of rural firefighter assistance program</header>
 <paragraph id="idfa4dab798bbe4fb28861d0acd059131c"><enum>(1)</enum><header>Use of funds</header><text>Section 6405(d) of the Farm Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/2655">7 U.S.C. 2655(d)</external-xref>) is amended—</text>
 <subparagraph id="id3ffb398cf17844809d68c6f3503a9bf7"><enum>(A)</enum><text>in paragraph (9), by striking <quote>or</quote> at the end;</text> </subparagraph><subparagraph id="id48c1c64c5009419685fc00f52917e127"><enum>(B)</enum><text>in paragraph (10), by striking the period at the end and inserting <quote>; or</quote>; and</text>
 </subparagraph><subparagraph id="idf143de8249e94cbd8eb9df6949db6a38"><enum>(C)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="idca20da2be1df483082195c3f4e7937f1" style="OLC"> <paragraph id="id848a74f1a4244b849712f55d5610ab26"><enum>(11)</enum><text>to fund operating expenses of firefighters, including expenses for training, equipment, insurance, maintenance, and fuel.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="id8aad8f577497486e8577891ed4ea0e28"><enum>(2)</enum><header>Authorization of appropriations</header><text>Section 6405(g)(1) of the Farm Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/2655">7 U.S.C. 2655(g)(1)</external-xref>) is amended by striking <quote>each of fiscal years 2008 through 2012</quote> and inserting <quote> each fiscal year</quote>.</text>
 </paragraph><paragraph id="idbbe86e48e39c4c269a78d61a8bf6f107"><enum>(3)</enum><header>Limitation</header><text>Section 6405 of the Farm Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/2655">7 U.S.C. 2655</external-xref>) is amended by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="id75eda4ceda7a4dbcb06cb9e36b7ed1fc" style="OLC">
 <subsection id="id1cb35751f1024377879cc19041f7add4"><enum>(h)</enum><header>Limitation</header><text>In carrying out the program under this section, the Secretary shall, to the maximum extent practicable, minimize the administrative and paperwork burden imposed on recipients of financial assistance under this section.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="idb0a42d62013d46618f940548e6f4facf"><enum>(b)</enum><header>Surplus equipment program</header><text>The Secretaries of Homeland Security and Defense and the Secretary (referred to in this subsection as the <quote>Secretaries</quote>) shall establish a program within the Departments of Homeland Security, Defense, and the Interior, respectively, under which the Secretaries shall transfer to States and units of local government surplus equipment of the applicable Department that can be used in firefighting, including surplus mechanical equipment and communication devices.</text>
				</subsection><subsection id="idf5f582b553a14eb0adb23ab1caeb2cc0"><enum>(c)</enum><header>Establishment of fuel breaks along certain eligible access roads</header>
 <paragraph id="id740ca63577344d03b6b25d396b56251e"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish a program within the Bureau of Land Management for the establishment and maintenance of strategic fuel breaks from which firefighters would be able to safely operate—</text>
 <subparagraph id="idebc74ce6ae304809a8bfcd08e965576d"><enum>(A)</enum><text>to preserve critical sage grouse habitat; and</text> </subparagraph><subparagraph id="id4513aa2a95144b949f159c4238b50d1d"><enum>(B)</enum><text>to support the ranching community in the vicinity of the fuel breaks.</text>
 </subparagraph></paragraph><paragraph id="id245dc0c468a04bfb8cc9bf3928ad70d4"><enum>(2)</enum><header>Priority</header><text>In determining the placement of strategic fuel breaks under paragraph (1), the Secretary shall—</text> <subparagraph id="id025c505249fe417687274bc56a4e937f"><enum>(A)</enum><text>consult with land managers to assess whether the fuel break serves the purposes described in that paragraph; and</text>
 </subparagraph><subparagraph id="idea50b98297d441a0b7ca7e52b3bc6966"><enum>(B)</enum><text>give priority to fuel breaks that the Secretary determines would serve the purposes described in that paragraph.</text>
						</subparagraph></paragraph></subsection></section><section id="idbd59e3783ef1411ea3794fca2686e3bb"><enum>204.</enum><header>Infrastructure assistance to promote economic development in rural communities</header>
				<subsection id="id77401de31892428da1b749139a8fd688"><enum>(a)</enum><header>Infrastructure grants for communities in the County</header>
 <paragraph id="id079cf0ffd13b4665bd4627ae918fc92f"><enum>(1)</enum><header>In general</header><text>The Secretary of Agriculture (acting through the Under Secretary for Rural Development) (referred to in this subsection as the <quote>Secretary</quote>) shall provide to eligible communities described in paragraph (2) grants for infrastructure projects in the eligible communities, including—</text>
 <subparagraph id="id8b8119dbbade4b2f832732afd4205ffa"><enum>(A)</enum><text>projects relating to drinking water and wastewater systems; and</text> </subparagraph><subparagraph id="ida797a2c135c74149bb1590e22440af10"><enum>(B)</enum><text>projects for the improvement of broadband or cellular service.</text>
 </subparagraph></paragraph><paragraph id="id06C46CFBE8F642008A394E9B23490D85"><enum>(2)</enum><header>Eligible community</header><text>An eligible community referred to in paragraph (1) is a community that is—</text> <subparagraph id="id4357E79972AA429E98B5684E0F1B3C2A"><enum>(A)</enum><text>incorporated or recognized in the County land use plan or a regional land use plan; or</text>
 </subparagraph><subparagraph id="id577ECD4D130247FD97F28F735D531994"><enum>(B)</enum><text>within tribal jurisdictional boundaries in the County.</text> </subparagraph></paragraph><paragraph id="id2fa74c16c7d7480fb091ba99bef55344"><enum>(3)</enum><header>Application</header><text>To be eligible to receive a grant under this subsection an eligible community described in paragraph (2) shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text>
					</paragraph></subsection><subsection id="ida95a4c0f5fff4b5fad7237416b669c96"><enum>(b)</enum><header>Study of rural air service</header>
 <paragraph id="idbc3ecd8ee06049b38448a82520bd4f34"><enum>(1)</enum><header>In general</header><text>Not later than 2 years after the date of enactment of this Act, the Secretary of Transportation shall conduct a study of infrastructure needs in rural communities and improvements for rural air services and infrastructure that would support commercial, charter, or subscription air service at the Ontario Municipal Airport, which shall focus on—</text>
 <subparagraph id="id790e6f59b6474098b2f52c1360467952"><enum>(A)</enum><text>the air service needs of the County and surrounding areas;</text> </subparagraph><subparagraph id="id507ed46770f64938a8a25c3a3fcbae96"><enum>(B)</enum><text>improving access for tourism to the County;</text>
 </subparagraph><subparagraph id="id5d130abb86fd4da69f4e83a1b04429a5"><enum>(C)</enum><text>supporting firefighting staging and deployment;</text> </subparagraph><subparagraph id="idda46fc05394c4989a91ec0d5d524cef9"><enum>(D)</enum><text>supporting commercial and agricultural needs; and</text>
 </subparagraph><subparagraph id="id3e3d00a6f072406c9663309cce34e716"><enum>(E)</enum><text>improving economic development opportunities in the County through transportation improvements.</text> </subparagraph></paragraph><paragraph id="id33fd7f319ba24eb6a1c02cdc566df1c6"><enum>(2)</enum><header>Report</header><text>On completion of the study under paragraph (1), the Secretary of Transportation shall submit to the appropriate committees of Congress a report that describes the results of the study.</text>
					</paragraph></subsection><subsection id="idef6e8da7f9714fe69690d747fb2d97f9"><enum>(c)</enum><header>Construction of innovative agricultural transportation infrastructure</header>
 <paragraph id="id2d6cd4dba2f4440cae08a052f3bd17c1"><enum>(1)</enum><header>Definition of intermodal transfer facility</header><text>In this subsection, the term <term>intermodal transfer facility</term> means a facility that supports the transportation of agricultural products to market.</text> </paragraph><paragraph id="ide2dbeeab43484afa9420360a0aee853b"><enum>(2)</enum><header>Grant</header><text>The Secretary of Transportation may provide to the State a grant for the construction of an intermodal transfer facility in the County to improve the efficient movement of agricultural products.</text>
 </paragraph><paragraph id="ide60fb030fd644e3fad4f8d19ea7cd854"><enum>(3)</enum><header>Applications</header><text>To be eligible to receive a grant under this subsection, the State shall submit to the Secretary of Transportation an application at such time, in such manner, and containing such information as the Secretary of Transportation may require.</text>
					</paragraph></subsection><subsection id="id1349ccaaf37841fc9280c569e727dede"><enum>(d)</enum><header>Transportation system improvements</header>
 <paragraph id="id7437d5e49dad443ea72ebaf66f3d0830"><enum>(1)</enum><header>In general</header><text>The Secretary of Transportation shall provide financial assistance to the County for the conduct of projects that would improve—</text>
 <subparagraph id="id2b766203af9c40649584d10cf7c3d463"><enum>(A)</enum><text>the downtown area of the City and surrounding communities; and</text> </subparagraph><subparagraph id="id5894bde1d6834ec4b95ac40819aed417"><enum>(B)</enum><text>transportation within the City, including—</text>
 <clause id="idf8d3764f21e54d1dbb422679ed82a06b"><enum>(i)</enum><text>projects relating to—</text> <subclause id="idb6942c38faeb409bb9cede33c6b573ac"><enum>(I)</enum><text>pedestrian, bicycle, and transit access in the City; and</text>
 </subclause><subclause id="idb272a2907aed446ab1a3fc35d50dd602"><enum>(II)</enum><text>safety corridors in the City;</text> </subclause></clause><clause id="ided801c83887a4923a9c896685baa4693"><enum>(ii)</enum><text>projects to improve access to, and improvements for, trails along riverfronts in the City; and</text>
 </clause><clause id="id2a5f9a6758a84292a6837b9481bfe913"><enum>(iii)</enum><text>projects to ensure the availability of transit for senior citizens.</text> </clause></subparagraph></paragraph><paragraph id="id3d6a74de3b28494f9636362b9bc5cb41"><enum>(2)</enum><header>Applications</header><text>To be eligible to receive financial assistance under this subsection, the County shall submit to the Secretary of Transportation an application at such time, in such manner, and containing such information as the Secretary of Transportation may require.</text>
					</paragraph></subsection><subsection id="id0d006a7aad63411aaf0a7465ea6a34c5"><enum>(e)</enum><header>Lake Owyhee road transportation improvement projects</header>
 <paragraph id="id1bac2df9bffa4bb4a852ebd2c3681a68"><enum>(1)</enum><header>In general</header><text>The Secretary of Transportation shall provide to the State grants to support transportation projects to improve—</text>
 <subparagraph id="id3eebcfcd50d342488ae15d01960d4ae1"><enum>(A)</enum><text>the safety and security of the Owyhee Project; and</text> </subparagraph><subparagraph id="id9bcaa13ce8cf481fba6255ff077f10ee"><enum>(B)</enum><text>transportation access routes associated with the Owyhee Project.</text>
 </subparagraph></paragraph><paragraph id="id0049e8b8b915456eb9d90a43be6fce51"><enum>(2)</enum><header>Applications</header><text>To be eligible to receive a grant under this subsection, the State shall submit to the Secretary of Transportation an application at such time, in such manner, and containing such information as the Secretary of Transportation may require.</text>
					</paragraph></subsection></section><section id="idb37a88e124054c96a41430679b111a2c"><enum>205.</enum><header>Workforce training grants</header>
 <subsection id="id0db787fe8ce744e88bf274f24ec9b220"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="idd79c89f7628d47308d2d28320a3c14f3"><enum>(1)</enum><header>Eligible entity</header> <subparagraph id="idd5ae0303027e4991be824fbb54506c63"><enum>(A)</enum><header>In general</header><text>The term <term>eligible entity</term> means a public or private nonprofit agency or organization or a consortium of public or private nonprofit agencies or organizations.</text>
 </subparagraph><subparagraph id="id5380ae8935ab483dbec14674df3c63f6"><enum>(B)</enum><header>Inclusions</header><text>The term <term>eligible entity</term> includes—</text> <clause id="id1e6b3b8e89bf429c9f2a6123d5ad0947"><enum>(i)</enum><text>a community-based organization;</text>
 </clause><clause id="iddade4870fb664506ba59a1a5b4b0b4b9"><enum>(ii)</enum><text>a faith-based organization;</text> </clause><clause id="id7a89c90bf3bf4cfc847da57e67450937"><enum>(iii)</enum><text>an entity carrying out activities under title I of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3111">29 U.S.C. 3111 et seq.</external-xref>), such as a local board;</text>
 </clause><clause id="id226de1eff8174ed68f4c35aabbc85a62"><enum>(iv)</enum><text>a community action agency;</text> </clause><clause id="id9ab95eb947e648a2a5aaeb34b73ccb61"><enum>(v)</enum><text>a State or local housing development agency;</text>
 </clause><clause id="id7190615a07ac4ef49953e37f0bc21563"><enum>(vi)</enum><text>an Indian tribe or other agency primarily serving members of Indian tribes;</text> </clause><clause id="id8f51b04d23484447aada4b72bac18b49"><enum>(vii)</enum><text>a community development corporation;</text>
 </clause><clause id="idf16f725c7039432f9ad36a75c8fb0fa5"><enum>(viii)</enum><text>a State or local youth service or conservation corps; and</text> </clause><clause id="id2e1bf85873c24a86a93a99622256fa02"><enum>(ix)</enum><text>any other entity eligible to provide education or employment training under a Federal program (other than the program carried out under this section).</text>
 </clause></subparagraph></paragraph><paragraph id="id5bb72d4c2c4f4d61b8e4f3cb25cd47d9"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Labor.</text> </paragraph></subsection><subsection id="id44d466588a6c4dae87d1366cdc32d238"><enum>(b)</enum><header>Establishment of grant program</header><text>The Secretary shall establish within the Employment and Training Administration of the Department of Labor a program to provide to eligible entities grants for the conduct of workforce training activities in the County.</text>
 </subsection><subsection id="id1e40b75000d246f494d2212d6194b85a"><enum>(c)</enum><header>Priorities</header><text>In providing grants under subsection (b), the Secretary shall give priority to activities relating to—</text>
 <paragraph id="id691025ade4c8440f95af5c45f3048512"><enum>(1)</enum><text>providing technical education to youth under the Malheur County Poverty to Prosperity program;</text> </paragraph><paragraph id="idcb13c4152b8a45408e84a7c95055eb73"><enum>(2)</enum><text>training for adults that are reentering the workforce or seeking to improve career opportunities; and</text>
 </paragraph><paragraph id="idaaab78bc47a64b179b1b6fac9b005d4f"><enum>(3)</enum><text>training in agriculture and ranching for veterans and youth, including the use of innovative agricultural practices and conservation techniques.</text>
 </paragraph></subsection><subsection id="id952ce28a9bcc411d883ec730fb2a20ff"><enum>(d)</enum><header>Applications</header><text>To be eligible to receive financial assistance under this section, an eligible entity shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text>
 </subsection></section><section id="id97602d4154d74023812ba7cc6b127a18"><enum>206.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated such sums as are necessary to carry out this title.</text> </section></title></legis-body> </bill>
