 <section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Guard and Reserve Entrepreneurship Support Act of 2016</short-title></quote>.</text>
		</section><section id="id519A2D9490B340DFA8DCF3E707C43224"><enum>2.</enum><header>Extension of loan assistance and deferral eligibility to reservists beyond periods of military
			 conflict</header>
 <subsection id="id2ECCB0D064114B92BBA4FE917415989D"><enum>(a)</enum><header>Small Business Act amendments</header><text display-inline="yes-display-inline">Section 7 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636</external-xref>) is amended—</text> <paragraph id="id2123A2FCF3894F46BF8E96AFB946D41D"><enum>(1)</enum><text>in subsection (b)(3)—</text>
 <subparagraph id="idEF69F1A577244192BD60AFC656D486C0"><enum>(A)</enum><text>in subparagraph (A)—</text> <clause id="id34E8978A99F04DFD8E20BE4DFA96DDD1"><enum>(i)</enum><text>in clause (i), by striking <quote>concern;</quote> and inserting <quote>concern; and</quote>;</text>
 </clause><clause id="idD9DCCBDFD0944AA289618AD7AE2A184E"><enum>(ii)</enum><text>by striking clause (ii); and</text> </clause><clause id="idE354CC17341844208BC2F601F45106A5"><enum>(iii)</enum><text>by redesignating clause (iii) as clause (ii); and</text>
 </clause></subparagraph><subparagraph id="id8CEA4B074E9A437EB30EF49BCD0E1580"><enum>(B)</enum><text>in subparagraph (B), by striking <quote>during a period of military conflict</quote>; and</text> </subparagraph></paragraph><paragraph id="idCA8DCD7EC27D4714A7D2F07F7C8E4D98"><enum>(2)</enum><text>in subsection (n)(1)—</text>
 <subparagraph id="id6572E7E395D640D0A8FA892A5D2C2362"><enum>(A)</enum><text>in subparagraph (A), by striking <quote>during a period of military conflict</quote>;</text> </subparagraph><subparagraph id="id1AD83AA2EAD34AA3B53E5F3B808336D8"><enum>(B)</enum><text>by striking subparagraph (C); and</text>
 </subparagraph><subparagraph id="id89EF2097D59C4B468BCE623B5E5CA4C0"><enum>(C)</enum><text>by redesignating subparagraph (D) as subparagraph (C).</text> </subparagraph></paragraph></subsection><subsection id="id7585F3B4CE8243FABFE78C8A14FDA9EF"><enum>(b)</enum><header>Applicability to disaster loans</header><text>Section 402(e)(2) of the Veterans Entrepreneurship and Small Business Development Act of 1999 (<external-xref legal-doc="public-law" parsable-cite="pl/106/50">Public Law 106–50</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636</external-xref> note) is amended by striking <quote>as the result of a period of military conflict occurring or ending</quote>.</text>
			</subsection></section><section id="ide0004818051b4d268848a58e669f4c01"><enum>3.</enum><header>National Guard and Reserve Deployment Support and Business Training Program</header>
 <subsection id="id4AC379C3A84840888030DC1A49CAF33B"><enum>(a)</enum><header>Expansion of Small Business Administration outreach programs</header><text>Section 8(b)(17) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(b)(17)</external-xref>) is amended by striking <quote>and members of a reserve component of the Armed Forces</quote> and inserting <quote>members of a reserve component of the Armed Forces, and the spouses of veterans and members of a reserve component of the Armed Forces</quote>.</text>
 </subsection><subsection id="id5E00E6C04B174EAF83FCBA6CCBE81B0F"><enum>(b)</enum><header>Establishment of program</header><text>Section 32 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/657b">15 U.S.C. 657b</external-xref>) is amended by adding at the end the following new subsection:</text>
				<quoted-block act-name="" id="idAFC12FDD67614552AE5A0C5F8DFDEEC0" style="OLC">
 <subsection id="id9FBB7948CAA4492D939795243653DA16"><enum>(g)</enum><header>National Guard and Reserve Deployment Support and Business Training</header><text>In making grants carried out under section 8(b)(17), the Associate Administrator shall establish a program, to be known as the <quote>National Guard and Reserve Deployment Support and Business Training Program</quote>, to provide training, counseling and other assistance to support members of a reserve component of the Armed Forces and their spouses. In carrying out this section, the Associate Administrator may—</text>
 <paragraph id="id082028debef04173a8012069a6e47c2b"><enum>(1)</enum><text>modify existing programs and resources made available through section 8(b)(17) to provide pre-deployment and other information specific to members of a reserve component of the Armed Forces and their spouses;</text>
 </paragraph><paragraph id="idc011adf94ecf4fb495809500b66fb6ef"><enum>(2)</enum><text>collaborate with the Chief of the National Guard Bureau or the Chief's designee, State Adjunct Generals or their designees, and other public and private partners; and</text>
 </paragraph><paragraph id="id270463dfe2e4413798e1caf7838e09c6"><enum>(3)</enum><text>provide training, information and other resources to the Chief of the National Guard Bureau or the Chief's designee and State Adjunct Generals or their designees for the purpose of supporting members of a reserve component of the Armed Forces and the spouses of veterans and members of a reserve component of the Armed Forces.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
