 </subsection></section><section id="id3E02C9F554B342349DC7B5DF61AD452A"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="id56D96FAF1C884BE4B1691CE21D840D2E"><enum>(1)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text>
 </paragraph><paragraph id="id37CA789018F34C868F2B07AB1300696D"><enum>(2)</enum><header>State</header><text>The term <term>State</term> means the State of Alaska.</text> </paragraph></section><section id="id60A20FE19D034E5A8DD4BCF7FE33B59F"><enum>3.</enum><header>Ukpeagvik Inupiat Corporation sand and gravel resources</header> <text display-inline="no-display-inline">Section 3 of the Barrow Gas Field Transfer Act of 1984 (<external-xref legal-doc="public-law" parsable-cite="pl/98/366">Public Law 98–366</external-xref>; 98 Stat. 470) is amended—</text>
 <paragraph id="id332D4BCAA77446A9A26D172A178F2EB6"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote><header-in-text level="section" style="OLC">Sec. 3.</header-in-text> The Secretary</quote> and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="idF993224D6D584572BB487938D3739412" style="OLC"> <section id="idC73E570304F447C2801686B5A5E14D08"><enum>3.</enum><header>Conveyance to Ukpeagvik Inupiat Corporation</header> <subsection id="id4970F5A61745455DA78C98C42CF7A5A1"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary</text></subsection></section><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph id="id48BEE2E545B84605A831E01E18B96EF8"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="idA4CF550DA7B741979DA6160FFAEB06F3" style="OLC"> <subsection id="id281A145BA85C4986B19DE989F0F1C26C"><enum>(b)</enum><header>Inclusions</header> <paragraph id="idDA18ABD12C2048AB9D9DDCF8BEE72B64"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Subject to paragraph (2), the conveyance to UIC under subsection (a) shall include all right, title, and interest held by the United States to sand and gravel deposits underlying the surface estate owned by UIC within and contiguous to the Barrow gas fields, in the areas depicted on the map entitled <quote>1984 Barrow Gas Field Transfer Act</quote> and dated April 25, 2016 and more particularly described as follows:</text>
 <subparagraph id="id5F14C48F557C40938B8322B99DEB6F59"><enum>(A)</enum><text>T. 21 N. R. 16 W., secs. 7, 17-18, 19-21, and 28-29.</text> </subparagraph><subparagraph id="id0b78005dee3a4c318345803d0710dae7"><enum>(B)</enum><text>T. 21 N. R. 17 W., secs. 1-2, and 11-14.</text>
 </subparagraph><subparagraph id="id5b05362a4e5b4727b3181c52990c0a0f"><enum>(C)</enum><text>T. 22 N., R. 18 W., secs. 4, 9, and 29-32.</text> </subparagraph><subparagraph id="idb004e5ccf5d44f76bd9c4c418ff2c15f"><enum>(D)</enum><text>T. 22 N. R. 19 W., secs. 25 and 36.</text>
							</subparagraph></paragraph><paragraph id="idB8C7086572B0442093D2EF612438E506"><enum>(2)</enum><header>Requirements</header>
 <subparagraph id="idF1C0821BE49040518710D89F5F6AE6DC"><enum>(A)</enum><header>Road construction</header><text>In constructing roads to access any of the sand and gravel deposits lying within the areas described in paragraph (1), UIC shall continue to mitigate negative impacts on the nesting sites of the Steller’s eider.</text>
 </subparagraph><subparagraph id="id6BB707A8FD6046EAAED4B71E9BB2D155"><enum>(B)</enum><header>Excavation</header><text>In excavating any of the sand and gravel deposits lying within the areas described in paragraph (1), UIC shall not blast or use explosives during the active nesting season of the Steller’s eider.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="idF4A687E1759A46C3A126F7A74C6B4A38"><enum>4.</enum><header>Shishmaref easement</header>
 <subsection id="id76397B89453F43FF908FE8A6FD7C014C"><enum>(a)</enum><header>In general</header><text>Subject to subsection (b), the Secretary shall grant the Shishmaref Native Corporation, a Corporation established under the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1601">43 U.S.C. 1601 et seq.</external-xref>), an easement of approximately 300 feet that crosses the Bering Land Bridge National Monument to permit a surface transportation route between the Village of Shishmaref and the general area of Ear Mountain, Alaska.</text>
 </subsection><subsection id="id3BA5486707D44F929E0A3F736DB12DB7"><enum>(b)</enum><header>Proposed easement</header><text>The easement described in subsection (a) shall be jointly proposed by the Shishmaref Native Corporation, the City of Shishmaref, and the Native Village of Shishmaref based on recommendations made by the State.</text>
 </subsection><subsection id="id15b790ec566d4541b1a5552a25dacb4e"><enum>(c)</enum><header>Approval under ANILCA</header><text>The easement granted under this section shall be considered to meet all applicable requirements of title XI of the Alaska National Interest Lands Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/16/3161">16 U.S.C. 3161 et seq.</external-xref>).</text>
			</subsection></section><section id="idA3C16C77C7474925871BB844C19B7A64"><enum>5.</enum><header>Shee Atika Incorporated</header>
 <subsection id="id580c0e06c31f480f96696c2d86067a49"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="idd18e157bc98647e5b577afbc460e3d5f"><enum>(1)</enum><header>Account</header><text>The term <term>Account</term> means the Shee Atika Account established under subsection (d).</text>
 </paragraph><paragraph id="id349c43dfdaaa4bcbbdd19c728631b424"><enum>(2)</enum><header>Agency</header><text>The term <term>agency</term> means—</text> <subparagraph id="id0618af7815244a68b0fede7906029cbf"><enum>(A)</enum><text>any department, agency, or other instrumentality of the Federal Government; and</text>
 </subparagraph><subparagraph id="id6e5c31ec7c2845d7be01e582ee9c3223"><enum>(B)</enum><text>any Government corporation (as defined in section 9101 of title 31, United States Code).</text> </subparagraph></paragraph><paragraph id="ida0365e8804fb460b922804db4c1888b8"><enum>(3)</enum><header>Agreement</header><text>The term <term>Agreement</term> means the agreement between Shee Atika and the United States (including any amendment or supplement to the agreement) under which the United States has an option to reacquire the Cube Cove Land.</text>
 </paragraph><paragraph id="idccc00be9eb144e09a5a189a20b43b50b"><enum>(4)</enum><header>Cube cove land</header><text>The term <term>Cube Cove Land</term> means the approximately 23,000 acres of surface estate land at Cube Cove, Admiralty Island, Alaska, as described in Appendix A to the Agreement.</text>
 </paragraph><paragraph id="idf8e72c8f813d43f588a8d8695fc68fa1"><enum>(5)</enum><header>Property</header><text>The term <term>property</term> has the meaning given the term in section 12(b)(7)(vii) of the Act of January 2, 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1611">43 U.S.C. 1611</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/94/204">Public Law 94–204</external-xref>).</text>
 </paragraph><paragraph id="id71b4cfd03e8943fda6b507c2aaa398ef"><enum>(6)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Agriculture.</text> </paragraph><paragraph id="id400b242c78aa438bb39f49ff18156651"><enum>(7)</enum><header>Segment</header><text>The term <term>segment</term> means any 1 of the 13 tracts of surface estate land identified in Appendix C to the Agreement.</text>
 </paragraph><paragraph id="idd9c7b2690d55455a9797417a15593917"><enum>(8)</enum><header>Shee atika</header><text>The term <term>Shee Atika</term> means Shee Atika Incorporated.</text> </paragraph></subsection><subsection id="idd59d8f13a8a544be8b942e4d5a1c1e6b"><enum>(b)</enum><header>Authorization</header> <paragraph id="idd83ea561648048c08c00093a268d563a"><enum>(1)</enum><header>In general</header><text>All consideration, whether in cash or in kind, received by Shee Atika under the Agreement shall be treated for purposes of all Federal laws as if the consideration was, within the meaning of section 21(c) of the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1620">43 U.S.C. 1620(c)</external-xref>), the receipt of land or any interest in land pursuant to the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1601">43 U.S.C. 1601 et seq.</external-xref>) or cash in order to equalize the values of properties exchanged pursuant to section 22(f) of the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1621">43 U.S.C. 1621(f)</external-xref>).</text>
 </paragraph><paragraph id="id25b70a3cf16441ccaddfc6b743cf43cc"><enum>(2)</enum><header>Effect</header><text>Nothing in the Agreement or this section imposes any duty on Shee Atika not expressly set forth in the Agreement.</text>
				</paragraph></subsection><subsection id="idb4fac2b6d0b94d259b784f5adc1e75c2"><enum>(c)</enum><header>Option To receive credits</header>
				<paragraph id="id92c6227558c641fcba11ebc44edc3811"><enum>(1)</enum><header>In general</header>
 <subparagraph id="idB20B5A5D79B942B1870966C1E24BA075"><enum>(A)</enum><header>Credits</header><text>On election by Shee Atika made in writing not later than the day before the date on which a closing of any segment of the Cube Cove Land is scheduled to occur, the Secretary, in accordance with subsection (d), may pay all or part of the amounts due to Shee Atika under the Agreement on the closing date in the form of credits that may be used by Shee Atika to purchase property sold at public sale.</text>
 </subparagraph><subparagraph id="id6CF3DA98B9304064A8659236F591DC69"><enum>(B)</enum><header>Cash</header><text>Amounts otherwise due to Shee Atika for which Shee Atika has not made the election described in subparagraph (A) shall be paid to Shee Atika in cash.</text>
 </subparagraph></paragraph><paragraph id="ida9d47a5f05d74ce59552e7cd3a207dd7"><enum>(2)</enum><header>Requirement</header><text>The Secretary shall make a payment in the form described in paragraph (1) without regard to whether Shee Atika has made any other election under paragraph (1).</text>
 </paragraph><paragraph id="id9af38ee3f04b439e9119d0f555a15d35"><enum>(3)</enum><header>Closing date</header><text>Closing of any segment for which Shee Atika has made an election under paragraph (1) shall occur not later than 30 days after the date on which the Secretary notifies Shee Atika that the applicable credit is ready to be deposited into the Account.</text>
				</paragraph></subsection><subsection id="idac52a6e02edd4104a9cafe04303c14e1"><enum>(d)</enum><header>Establishment of account</header>
 <paragraph id="id7dc814dfd80947c795d48f0e8a19d71c"><enum>(1)</enum><header>In general</header><text>Notwithstanding any other provision of law, not later than 90 days after Shee Atika first makes an election under subsection (c)(1), the Secretary of the Treasury, in consultation with the Secretary, shall establish an account in the Treasury to be known as the <quote>Shee Atika Account</quote>.</text>
 </paragraph><paragraph id="idece052fbc8024a9c9b9e6595e3df485d"><enum>(2)</enum><header>Credits into account</header><text>The Secretary of the Treasury, in consultation with the Secretary, shall—</text> <subparagraph id="id56da6d05d1d243af9a5940676760c76d"><enum>(A)</enum><text>deposit into the Account amounts equal to any credit received under subsection (c); and</text>
 </subparagraph><subparagraph id="id4487856e9b9e4dacb2d556b3409ad7ca"><enum>(B)</enum><text>establish procedures under which Shee Atika may—</text> <clause id="id3a3a409be63f4bfca97b06bfc295b92a"><enum>(i)</enum><text>receive deposits into the Account;</text>
 </clause><clause id="idcb60096169d94821a50a383920932035"><enum>(ii)</enum><text>make deposits from the Account into escrow when an escrow is required for the sale of any property;</text> </clause><clause id="idfc93f416dedf455c808cea85bf80d1a3"><enum>(iii)</enum><text>reinstate to the Account any unused escrow deposits under clause (ii) if the applicable sale is not completed; and</text>
 </clause><clause id="id3b2f19f011934ce9901f9fe99436d0a0"><enum>(iv)</enum><text>notwithstanding any other provision of law and on written notice to the Secretary of the Treasury and the Secretary, assign, without restriction, any or all of the amounts in the Account.</text>
 </clause></subparagraph></paragraph><paragraph id="idcba852f7af2246ce82a6c0aeecf153a8"><enum>(3)</enum><header>Availability of amounts</header><text>The balance of the Account shall—</text> <subparagraph id="id807244facea145f19a3bd346e0c9f3e7"><enum>(A)</enum><text>be immediately available to Shee Atika for use in accordance with paragraph (4); and</text>
 </subparagraph><subparagraph id="idf548699d97b7406f8d27df386531e411"><enum>(B)</enum><text>remain available until expended.</text> </subparagraph></paragraph><paragraph id="id62350710d2e04ab1b52acc8814782015"><enum>(4)</enum><header>Use of funds</header> <subparagraph id="id1b6a0d3695af4318b6a2e0a625aa9392"><enum>(A)</enum><header>In general</header><text>Shee Atika may use amounts in the Account to bid for, and purchase, any property at any public sale by an agency.</text>
 </subparagraph><subparagraph id="ida1697cd383a142128fd46645096ae2cb"><enum>(B)</enum><header>Requirement</header><text>In conducting a transaction under subparagraph (A), an agency shall accept any amount tendered from the Account in the same manner as if the amount were tendered in cash.</text>
 </subparagraph></paragraph><paragraph id="id1c27400ba76e44fb88fdf91957d73393"><enum>(5)</enum><header>Effect</header><text>Notwithstanding any other provision of law, any property purchased under paragraph (4) shall be considered to be a conveyance made under the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1601">43 U.S.C. 1601 et seq.</external-xref>) on the date of enactment of that Act.</text>
				</paragraph></subsection></section><section id="id0c20ab6d1ab8430e82079093d3ef0fe3"><enum>6.</enum><header>Admiralty Island National Monument land exchange</header>
 <subsection id="idcd3ebf4a85f54b6d9e1ed40e847fdbad"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="id75a952c8eeb240968b06d716240f610d"><enum>(1)</enum><header>Sealaska</header><text>The term <term>Sealaska</term> means the Sealaska Corporation, a Regional Native Corporation established under the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1601">43 U.S.C. 1601 et seq.</external-xref>).</text>
 </paragraph><paragraph id="ida155ef0d717f46c58f173067116e5275"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Agriculture.</text> </paragraph></subsection><subsection id="idcb8c1a72c66047e6aabbe84fee4961f4"><enum>(b)</enum><header>Land exchange</header><text>If Sealaska relinquishes to the United States all right, title, and interest in and to the land described in subsection (c)(1), the Secretary, not later than 90 days after the date of the relinquishment, shall convey to Sealaska all right, title, and interest in and to the land described in subsection (c)(2).</text>
			</subsection><subsection id="idd5732ba802d547e99ed10fc711f20a72"><enum>(c)</enum><header>Land described</header>
 <paragraph id="id345efbe073824b539b037fda36998c99"><enum>(1)</enum><header>Sealaska land</header><text>The land to be relinquished by Sealaska to the United States under subsection (b) is the subsurface estate to the approximately 23,000 acres of subsurface land depicted as <quote>Sealaska Lands to U.S. Forest Service</quote> on the map entitled <quote>Sealaska Land Exchange—Sealaska Admiralty Island National Monument Lands</quote> and dated March 10, 2016.</text>
 </paragraph><paragraph id="id44b17550e84645c2b071670cce1049b3"><enum>(2)</enum><header>Federal land</header><text>The Federal land to be conveyed to Sealaska under subsection (b) is the surface and subsurface estate to the approximately 8,872.5 acres of Federal land and the surface estate to approximately 5,145 acres of Federal land depicted as <quote>U.S. Forest Service Land to Sealaska</quote> on the map entitled <quote>Sealaska Land Exchange—U.S. Forest Service Lands</quote> and dated March 10, 2016.</text>
 </paragraph></subsection><subsection id="id32939d2eba3d427d9c077bb3418fa17f"><enum>(d)</enum><header>Withdrawal</header><text>Subject to valid rights in existence on the date of enactment of this Act, the Federal land described in subsection (c)(2) is withdrawn from—</text>
 <paragraph id="id0f77f8ad8e9f4a84b671f6a2225f3682"><enum>(1)</enum><text>all forms of entry, appropriation, or disposal under the public land laws;</text> </paragraph><paragraph id="idaa102403dbca472ab3800f15b6b5f5f9"><enum>(2)</enum><text>location, entry, and patent under the mining laws; and</text>
 </paragraph><paragraph id="idf5c8681f27914bd7ae7619eca0e3837b"><enum>(3)</enum><text>disposition under all laws pertaining to mineral and geothermal leasing or mineral materials.</text> </paragraph></subsection><subsection id="id97b57eb784f1423e999b012788c0c36a"><enum>(e)</enum><header>Maps</header><text>The maps described in subsection (c) shall be maintained on file in—</text>
 <paragraph id="id9204ee1a11d74ad19291bba9ef3a355f"><enum>(1)</enum><text>the office of the Chief of the Forest Service;</text> </paragraph><paragraph id="id40f6c151d2c74bfbba52458a7aa72ec4"><enum>(2)</enum><text>the office of the Secretary of the Interior; and</text>
 </paragraph><paragraph id="id384b1fa63f984bdc8bdfc9b6e6cde8bd"><enum>(3)</enum><text>the Alaska Regional Office of the Forest Service.</text> </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idb0e379c2366543fdaf06bdc98e91fb1e"><enum>(f)</enum><header>Effect</header><text>Notwithstanding any other provision of law, the Federal land conveyed to Sealaska under subsection (b) shall be considered to be a conveyance made under the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1601">43 U.S.C. 1601 et seq.</external-xref>) on the date of enactment of that Act.</text>
			</subsection></section><section id="idED7C3F9D572C4657B70E168B86FFADC1"><enum>7.</enum><header>CIRI land entitlement</header>
 <subsection id="idFB1015323B9249AC9B0758157E94BE24"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="idF0D20009394B4739A0779FF8C2EB5457"><enum>(1)</enum><header>Alaska Native Corporation; ANC</header><text>The terms <term>Alaska Native Corporation</term> and <term>ANC</term> have the meaning given the term <term>Native Corporation</term> in section 3 of the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1602">43 U.S.C. 1602</external-xref>).</text>
 </paragraph><paragraph id="id55398893AC254DBEA58BDC2696EC3884"><enum>(2)</enum><header>CIRI</header><text>The term <term>CIRI</term> means Cook Inlet Region, Inc.</text> </paragraph></subsection><subsection id="id8010DA90DD1249BBB582720A32488EFC"><enum>(b)</enum><header>Conveyance</header><text>In order to allow CIRI to satisfy the acreage of land to which CIRI is entitled under the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1601">43 U.S.C. 1601 et seq.</external-xref>), the Secretary shall convey to CIRI the acreage of land selected by CIRI under subsections (c) and (d).</text>
 </subsection><subsection id="idEFF8992A6CE64B04A9DE2EA6ABB74E70"><enum>(c)</enum><header>Selection</header><text>CIRI shall select from among the following land, 43,000 acres, which is an acreage quantity equivalent to the unsatisfied portion of the acreage of land to which CIRI is entitled under the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1601">43 U.S.C. 1601 et seq.</external-xref>):</text>
 <paragraph id="id795dcbf280424462aaf4569d70ae63e9"><enum>(1)</enum><text>Land in the State located outside of the boundaries of Cook Inlet Region—</text> <subparagraph id="idB09F558E65EE44ACA02C3DCCDC12A192"><enum>(A)</enum><text>that was previously selected for conveyance by one or more other Alaska Native Corporations; and</text>
 </subparagraph><subparagraph id="id94E0645B6CDA4D6AA0A4EDF6D8827022"><enum>(B)</enum><text>the selection of which under subparagraph (A) was later withdrawn by those one or more ANCs.</text> </subparagraph></paragraph><paragraph id="id27c88fd360d14b9ea914b9d33ae6cd3d"><enum>(2)</enum><text>Land in the State located outside of the boundaries of Cook Inlet Region that is adjacent to land owned by other ANCs.</text>
 </paragraph><paragraph id="id3b6ab92e79814fa3a34238f725664eb0"><enum>(3)</enum><text>Land located within the boundaries of the National Petroleum Reserve–Alaska.</text> </paragraph><paragraph id="id3da19200c5e549ea85ab71452f4a2780"><enum>(4)</enum><text>Land located within a unit of the National Wildlife Refuge System in the State, except that no land may be selected inside the Arctic National Wildlife Refuge.</text>
 </paragraph><paragraph id="idf677b2d5b0bc4db59f171a091755a75b"><enum>(5)</enum><text>Federal land in the State that is located outside of the boundaries of any National Monument or unit of the National Park System.</text>
 </paragraph><paragraph id="id6AD721999A264228A4E4F59AD80267C7"><enum>(6)</enum><text>Land selected under subsection (d).</text> </paragraph></subsection><subsection id="idA99C3395FE614B43BD1825AE5BB24C02"><enum>(d)</enum><header>Selection of excess Federal land</header> <paragraph id="id6080C39EA16C4C1E8C436B41BEAA9537"><enum>(1)</enum><header>In general</header><text>In accordance with paragraph (2), CIRI shall have a right of notice and first refusal to select land located within the region of CIRI in the State that is identified by the Federal Government as excess to the needs of the Federal Government, except to the extent that right would conflict with section 1425(b) of the Alaska National Interest Lands Conservation Act (<external-xref legal-doc="public-law" parsable-cite="pl/96/487">Public Law 96–487</external-xref>; 94 Stat. 2515).</text>
				</paragraph><paragraph id="id6A9F10DF02A74551AAECFE655D2CCA7E"><enum>(2)</enum><header>Requirements</header>
 <subparagraph id="idC0CE4D0525414C7D9B5FBE14CD394475"><enum>(A)</enum><header>Notice</header><text>Prior to any conveyance of excess Federal land within the region of CIRI, the Federal Government shall provide to CIRI notice of the intent of the Federal Government to convey that excess Federal land.</text>
 </subparagraph><subparagraph id="id010204B6069F427287276AAEB3753582"><enum>(B)</enum><header>Deadline</header><text>Not later than 180 days after the date on which the Federal Government provides notice under subparagraph (A), CIRI shall determine whether to acquire the excess Federal land.</text>
 </subparagraph><subparagraph id="idbf8b941c6d484ba4a199dd93b0a33ac0"><enum>(C)</enum><header>Conveyance and relinquishment</header><text>If CIRI chooses to acquire the excess Federal land under subparagraph (B), on conveyance, CIRI shall relinquish the number of acres from the unsatisfied portion of the acreage of land to which CIRI is entitled under the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1601">43 U.S.C. 1601 et seq.</external-xref>) that is equal to—</text>
 <clause commented="no" id="id4BC3E282182246B19E12C405E5A08B4F"><enum>(i)</enum><text>the fair market value per acre of the excess Federal land to be conveyed; divided by</text> </clause><clause commented="no" id="id297FA9473A354DB095EF4F0ADC849D24"><enum>(ii)</enum><text>the difference between—</text>
 <subclause commented="no" id="idE1ACEE4C76144543882FB0609C45F1E6"><enum>(I)</enum><text>the value per acre of land determined from the most recent census of the National Agricultural Statistics Service of the Department of Agriculture of agricultural land values for the State, specifically by the statewide value of land in the State; and</text>
 </subclause><subclause commented="no" id="id6D5FAA9A6EAB4D0B989F972D7AFF505B"><enum>(II)</enum><text>the value of land in the Juneau and Anchorage census areas used for Federal surplus property credits, adjusted for inflation.</text>
							</subclause></clause></subparagraph></paragraph></subsection></section><section id="id82693629927A46C58C10F3585AEDD453"><enum>8.</enum><header>Canyon Village, Kaktovik, and Nagamut</header>
 <text display-inline="no-display-inline">Section 14(h) of the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1613">43 U.S.C. 1613(h)</external-xref>) is amended—</text> <paragraph id="id438A0AC034074B09B0E9E155DEF52011"><enum>(1)</enum><text display-inline="yes-display-inline">in the matter preceding paragraph (1), by striking <quote>and follows</quote> and inserting <quote>as follows</quote>;</text>
 </paragraph><paragraph id="id290F351BFFC642A9B83A75C02A2E10A4"><enum>(2)</enum><text>by striking the semicolon at the end of each of paragraphs (2) through (5) and inserting a period;</text> </paragraph><paragraph id="id5BF0897299CA48068ADAE3C09FF387A9"><enum>(3)</enum><text>in paragraph (6), by striking <quote>this Act;</quote> and inserting <quote>this Act.</quote>;</text>

 <subclause id="id480BF9755F3848DE8BB2074D3EE96300"><enum>(I)</enum><header>In general</header><text>The Secretary shall convey to Kian Tr’ee Corporation, for the Native Village of Canyon Village, the surface estate in the land selected by the Kian Tr’ee Corporation under paragraph (2).</text>
 </subclause><subclause id="idC3206F57B36F463A9D217BA6816DDA1B"><enum>(II)</enum><header>Application</header><text>For purposes of the conveyance under subclause (I), sections 2650.2 and 2653.2(c) of title 43 of the Code of Federal Regulations (or successor regulations) shall not apply.</text>
 </subclause></clause><clause id="id2578E795C68D4705B2F07C11514897B5"><enum>(ii)</enum><header>Limitation</header><text>A conveyance under clause (i)(I) shall not exceed 6,400 acres.</text> </clause><clause id="idA36302CFF36B47A7801B6166C2736752"><enum>(iii)</enum><header>Subsurface estate</header> <subclause id="idCAE598D9432749CDA9248C32AEAA3E42"><enum>(I)</enum><header>In general</header><text>Unless Doyon Limited elects to make a selection under subclause (II), the Secretary shall convey to Doyon Limited the subsurface estate to the land conveyed under clause (i).</text>
 </subclause><subclause id="id120FC3DEEB474450BA3138C9FB7F4B2E"><enum>(II)</enum><header>Alternate selection</header><text>At the option of Doyon Limited, instead of accepting the conveyance under subclause (I)—</text> <item id="idD69A9382BE2C4793B19FDBF9643255AC"><enum>(aa)</enum><text>Doyon Limited may make a selection from existing selections on land withdrawn pursuant to section 11(a)(3) that is equal in acreage to the subsurface estate that would otherwise be conveyed under subclause (I); and</text>
 </item><item id="id98A10951DE0A483EA1AE7837A63BB91C"><enum>(bb)</enum><text>the Secretary shall convey to Doyon Limited the subsurface estate selected under item (aa).</text> </item></subclause></clause></subparagraph><subparagraph id="id4E80E74D4BF04BCF99715E9968EA107B"><enum>(B)</enum><header>Kaktovik</header><text>Notwithstanding section 1302(h)(2) of the Alaska National Interest Lands Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/16/3192">16 U.S.C. 3192(h)(2)</external-xref>), on application by Kaktovik, the Secretary shall withdraw and convey to Kaktovik land within the National Wildlife Refuge System selected by Kaktovik.</text>
						</subparagraph><subparagraph id="idCC7EE6D04FFD460BAAB0FE8F2C40FD6E"><enum>(C)</enum><header>Nagamut</header>
 <clause id="idD39A47A32AF0438A82D6482A6ECACFB5"><enum>(i)</enum><header>In general</header><text>On application by Nagamut, the Secretary shall withdraw and convey to Nagamut the land selected in the application under clause (ii).</text>
 </clause><clause id="id6ADC6C55E174494F8F10640A55B96C1E"><enum>(ii)</enum><header>Land covered by application</header><text>Nagamut may select in the application submitted under clause (i)—</text>
 <subclause id="id3F328E64566A4075B5B7097721ECAAF5"><enum>(I)</enum><text>land within the National Wildlife Refuge System that covers the original township or townships of the Native Village or Native Group under Federal ownership; or</text>
 </subclause><subclause id="id0300738C25354579BE515ACBD71D6134"><enum>(II)</enum><text>land within the National Wildlife Refuge System that is as close to the original townships of the Native Village or Native Group as practicable.</text>
 </subclause></clause><clause commented="no" id="id1CE564F9DDE54BFF8403DBF46FD16702"><enum>(iii)</enum><header>Effect</header><text>A conveyance under this subparagraph shall be such that the conveyance satisfies the unsatisfied portion of the acreage of the land to which Nagamut is entitled under this Act.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="id0f7db922f65e4bd88f203267a5e8e7ed"><enum>9.</enum><header>Alaska Native Corporation authorizations</header>
			<subsection id="idb525093af27d4163aae53f64cfb079a7"><enum>(a)</enum><header>National Historic Preservation</header>
 <paragraph id="idD95E6DB697B24BA1B6FE042C4C6E80ED"><enum>(1)</enum><header>In general</header><text>Section 300319 of title 54, United States Code, is amended to read as follows:</text> <quoted-block display-inline="no-display-inline" id="id6B112747E17A4CB9AB16072E44736C32" style="USC"> <section id="id84E54D62740249D9901F6B20ECAE5A8E"><enum>300319.</enum><header>Tribal and Native Corporation land</header> <subsection id="idE322C9D7576F40C1A50A035B09A0B511"><enum>(a)</enum><header>In general</header><text>In this division, the term <term>tribal and Native Corporation land</term> means—</text>
 <paragraph id="id5bdd60e311f34abab9518fae2e467abe"><enum>(1)</enum><text>all land within the exterior boundaries of any Indian reservation;</text> </paragraph><paragraph commented="no" id="id6cbd5dda22e2428a8e122c7a80b5aa30"><enum>(2)</enum><text>land held in trust by the Federal Government for the benefit of an Indian tribe;</text>
 </paragraph><paragraph id="id9795ea45b83e4005a4198e4d17aa26b8"><enum>(3)</enum><text>all dependent Indian communities; and</text> </paragraph><paragraph id="idb9be55e1a6a64a7283db0b8e060da569"><enum>(4)</enum><text>land held by a Native Corporation (as defined in section 3 of the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1602">43 U.S.C. 1602</external-xref>)).</text>
 </paragraph></subsection><subsection id="id9553321eff2b470bb4e134a553c592bd"><enum>(b)</enum><header>Effect</header><text>Nothing in this section validates, invalidates, or otherwise affects any claim regarding the existence of Indian country (as defined in section 1151 of title 18), in the State of Alaska.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph><paragraph id="id3B9A951D390C4FE6A329D8D1D20EBACD"><enum>(2)</enum><header>Conforming amendment</header><text>Division A of subtitle III of title 54, United States Code, is amended by striking <quote>tribal land</quote> each place it appears and inserting <quote>tribal and Native Corporation land</quote>.</text> </paragraph><paragraph id="id5794A15A6347477481250C474A308884"><enum>(3)</enum><header>Clerical amendment</header><text>The table of sections affected for title 54, United States Code, is amended by striking the item relating to section 300319 and inserting the following:</text>

 </subparagraph></paragraph></subsection><subsection id="id7d7e4e9165a44838bdce0dcc0b58a3fe"><enum>(c)</enum><header>Native American Graves Protection and Repatriation</header><text>Section 2(7) of the Native American Graves Protection and Repatriation Act (<external-xref legal-doc="usc" parsable-cite="usc/25/3001">25 U.S.C. 3001(7)</external-xref>) is amended by striking <quote>Alaska Native village</quote> and inserting <quote>Alaska Native village, Regional Corporation, or Village Corporation</quote>.</text>
			</subsection></section><section id="idcf80916eff324a89ab7213fd87b31948"><enum>10.</enum><header>Unrecognized Southeast Alaska Native
			 communities recognition and compensation</header>
 <subsection id="H8B5227DC16D74F0B945E2E261139A67F"><enum>(a)</enum><header>Purpose</header><text>The purpose of this section is to redress the omission of the southeastern Alaska communities of Haines, Ketchikan, Petersburg, Tenakee, and Wrangell from eligibility by authorizing the Native people enrolled in the communities—</text>
 <paragraph id="H34B7F16C5E16435D83E6048704E51557"><enum>(1)</enum><text>to form Urban Corporations for the communities under the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1601">43 U.S.C. 1601 et seq.</external-xref>); and</text>
 </paragraph><paragraph id="HB35CF8FD4277476590B1D1D26F3FE911"><enum>(2)</enum><text>to receive certain settlement land pursuant to that Act.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HBDC4703525BB440AB5770759664C36BA"><enum>(b)</enum><header display-inline="yes-display-inline">Establishment of additional Native
 Corporations</header><text display-inline="yes-display-inline">Section 16 of the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1615">43 U.S.C. 1615</external-xref>) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H24669F6795EC49F881C90E17FE20DA69" style="OLC">
					<subsection id="H242FB01F6FCE4BE488669DE323247792"><enum>(e)</enum><header>Native Villages

 general</header><text>The Native residents of each of the Native Villages of Haines, Ketchikan, Petersburg, Tenakee, and Wrangell, Alaska, may organize as Urban Corporations.</text>
						</paragraph><paragraph id="HBCAD4607DEDE4B7EBF820856641FD107"><enum>(2)</enum><header>Effect on
 entitlement to land</header><text>Nothing in this subsection affects any entitlement to land of any Native Corporation established before the date of enactment of this subsection pursuant to this Act or any other provision of law.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="H1684A464135040FDA3C1F9B555F88E16"><enum>(c)</enum><header display-inline="yes-display-inline">Shareholder eligibility</header><text display-inline="yes-display-inline">Section 8 of the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1607">43 U.S.C. 1607</external-xref>) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HD7D9935506A946F9B236BB323ED0F880" style="OLC">
					<subsection id="H7B526385798046CC8BD3FE2566AA6884"><enum>(d)</enum><header>Native Villages
				of Haines, Ketchikan, Petersburg, Tenakee, and Wrangell</header>

 general</header><text>The Secretary shall enroll to each of the Urban Corporations for Haines, Ketchikan, Petersburg, Tenakee, or Wrangell those individual Natives who enrolled under this Act to the Native Villages of Haines, Ketchikan, Petersburg, Tenakee, or Wrangell, respectively.</text>
						</paragraph><paragraph id="H419D11E698EB40F3976D26718A5BF769"><enum>(2)</enum><header>Number of
 shares</header><text>Each Native who is enrolled to an Urban Corporation for Haines, Ketchikan, Petersburg, Tenakee, or Wrangell pursuant to paragraph (1) and who was enrolled as a shareholders of the Regional Corporation for Southeast Alaska on or before March 30, 1973, shall receive 100 shares of Settlement Common Stock in the respective Urban Corporation.</text>
						</paragraph><paragraph id="H0A63AAEF228441B09AB2194668EC79CC"><enum>(3)</enum><header>Natives
 receiving shares through inheritance</header><text>If a Native received shares of stock in the Regional Corporation for Southeast Alaska through inheritance from a decedent Native who originally enrolled to the Native Village of Haines, Ketchikan, Petersburg, Tenakee, or Wrangell and the decedent Native was not a shareholder in a Village or Urban Corporation, the Native shall receive the identical number of shares of Settlement Common Stock in the Urban Corporation for Haines, Ketchikan, Petersburg, Tenakee, or Wrangell as the number of shares inherited by that Native from the decedent Native who would have been eligible to be enrolled to the respective Urban Corporation.</text>
						</paragraph><paragraph id="H37E6D0CF00BE42DB8F0346F1CECC5580"><enum>(4)</enum><header>Effect on
 entitlement to land</header><text>Nothing in this subsection affects entitlement to land of any Regional Corporation pursuant to section 12(b) or 14(h)(8).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HB4F4E6C4B8B14183B960FCAE7D1A3D96"><enum>(d)</enum><header>Distribution
 rights</header><text display-inline="yes-display-inline">Section 7 of the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1606">43 U.S.C. 1606</external-xref>) is amended—</text>

					<section id="HB1636D87704B42C991A2E85655CA7937"><enum>43.</enum><header>Urban
				Corporations for Haines, Ketchikan, Petersburg, Tenakee, and
			 Wrangell</header>
						<subsection id="HF8912D20ECA24AD9999244FDDB19CCA8"><enum>(a)</enum><header>Offer of
				compensation</header>
							<paragraph id="HAC08C59B3E4A4FE6A24FE1E2DF008F59"><enum>(1)</enum><header>In
 general</header><text>On incorporation of the Urban Corporations for Haines, Ketchikan, Petersburg, Tenakee, and Wrangell, the Secretary, in consultation and coordination with the Secretary of Commerce, and in consultation with representatives of each such Urban Corporation and the Regional Corporation for Southeast Alaska, shall offer as compensation, pursuant to this Act, 1 township of land (23,040 acres) to each of the Urban Corporations for Haines, Ketchikan, Petersburg, Tenakee, and Wrangell, in accordance with this subsection.</text>
							</paragraph><paragraph id="HA1A3125480E44881AA69CA6C6E768C4B"><enum>(2)</enum><header>Local areas of
				historical, cultural, traditional, and economic importance</header>
								<subparagraph id="H9BAC207352F94C2495D672C9A3AE1761"><enum>(A)</enum><header>In
 general</header><text>The Secretary shall offer as compensation under this subsection local areas of historical, cultural, traditional, and economic importance to Alaska Natives from the Villages of Haines, Ketchikan, Petersburg, Tenakee, or Wrangell.</text>
								</subparagraph><subparagraph id="HCBDDC439337245B68043004A02F4FF74"><enum>(B)</enum><header>Selection of
 land</header><text>In selecting the land to be withdrawn and conveyed pursuant to this section, the Secretary—</text>
 <clause id="H70E67CA17AD6457690C6747CAF2807C0"><enum>(i)</enum><text>shall give preference to land with commercial purposes;</text>
 </clause><clause id="H2DEC110E3B4C49EDB94B8B73BEBF6806"><enum>(ii)</enum><text>may include subsistence and cultural sites, aquaculture sites, hydroelectric sites, tideland, surplus Federal property and eco-tourism sites; and</text>
 </clause><clause id="idAA8E3F9A1552487D86D994C5871ECA29"><enum>(iii)</enum><text>shall not include land within a conservation system unit (as defined in section 102 of the Alaska National Interest Lands Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/16/3102">16 U.S.C. 3102</external-xref>)).</text>
									</clause></subparagraph><subparagraph id="HDD083E4CE8D4422580525C22178827FE"><enum>(C)</enum><header>Contiguous,
 compact sites</header><text>The land selected pursuant to this section shall be contiguous and reasonably compact tracts if practicable.</text>
								</subparagraph><subparagraph id="HE9AFB1C4BABC40EC951E80484BCD2C44"><enum>(D)</enum><header>Valid existing
 rights</header><text>The land selected pursuant to this section shall be subject to all valid existing rights and all other provisions of section 14(g), including any lease, contract, permit, right-of-way, or easement (including a lease issued under section 6(g) of the Act of July 7, 1958 (commonly known as the <quote>Alaska Statehood Act</quote>) (48 U.S.C. note prec. 21; <external-xref legal-doc="public-law" parsable-cite="pl/85/508">Public Law 85–508</external-xref>)).</text>
								</subparagraph></paragraph></subsection><subsection id="HCD59407357564B688F47032F61E3300E"><enum>(b)</enum><header>Acceptance or
				rejection of offer</header>
							<paragraph id="H3945316C302E46D697C38E604433956E"><enum>(1)</enum><header>In
 general</header><text>Not later than 1 year after the date of the offer of compensation from the Secretary under subsection (a), each of the Urban Corporations for Haines, Ketchikan, Petersburg, Tenakee, and Wrangell shall accept or reject the offer.</text>
 </paragraph><paragraph id="H354181BC14FF462EB5B5B766773893B1"><enum>(2)</enum><header>Resolution</header><text>To accept or reject the offer, each such Urban Corporation shall provide to the Secretary a properly executed and certified corporate resolution that states that the offer proposed by the Secretary was voted on, and either approved or rejected, by a majority of the shareholders of the Urban Corporation.</text>
							</paragraph><paragraph id="HE919D1A502FB4EC8A40CD994EB1FDF60"><enum>(3)</enum><header>Rejection of
 offer</header><text>If the offer is rejected—</text> <subparagraph id="H1CE4BC87E1EF4256A6965D629B95A143"><enum>(A)</enum><text>the Secretary, in consultation with representatives of the Urban Corporation that rejected the offer and the Regional Corporation for Southeast Alaska, shall revise the offer; and</text>
 </subparagraph><subparagraph id="H622C5EB315BC495AB070C5F8E7B6A35E"><enum>(B)</enum><text>the Urban Corporation shall have an additional 180 days within which to accept or reject the revised offer.</text>
								</subparagraph></paragraph></subsection><subsection id="HDBB7B739D73D4945B0705D21B5CF909B"><enum>(c)</enum><header>Withdrawal and
 conveyance of land and title</header><text>Not later than 180 days after receipt of a corporate resolution of an Urban Corporation approving an offer of the Secretary under subsection (b)(1), the Secretary shall (as appropriate)—</text>
 <paragraph id="H96976EB764D04928A7009166BD06D7CF"><enum>(1)</enum><text>withdraw the land;</text>
 </paragraph><paragraph id="H2B12671E827148AEB5BF6AC3601BF2FD"><enum>(2)</enum><text>convey to the Urban Corporation title to the surface estate of the land; and</text>
 </paragraph><paragraph id="H8095170BFD4843C49CD75A5329C1A759"><enum>(3)</enum><text>convey to the Regional Corporation for Southeast Alaska title the subsurface estate for the land.</text>
							</paragraph></subsection><subsection id="H48780DC49274477081446EE890FBFDA8"><enum>(d)</enum><header>Conveyance of
				roads, trails, log transfer facilities, leases, and
 appurtenances</header><text>The Secretary shall, without consideration of compensation, convey to the Urban Corporations of Haines, Ketchikan, Petersburg, Tenakee, and Wrangell, by quitclaim deed or patent, all right, title, and interest of the United States in all roads, trails, log transfer facilities, leases, and appurtenances on or related to the land conveyed to the Corporations pursuant to subsection (c).</text>
						</subsection><subsection id="H145C69C9766A4E0B9DD48D812F9EE457"><enum>(e)</enum><header>Settlement
				trust</header>
							<paragraph id="H35AA763101934915A9918E4E61D2EC30"><enum>(1)</enum><header>In
 general</header><text>The Urban Corporations of Haines, Ketchikan, Petersburg, Tenakee, and Wrangell may establish a settlement trust in accordance with section 39 for the purposes of promoting the health, education, and welfare of the trust beneficiaries, and preserving the Native heritage and culture, of the communities of Haines, Ketchikan, Petersburg, Tenakee, and Wrangell, respectively.</text>
							</paragraph><paragraph id="H3D212183EE9748A29E59985AD4869BAE"><enum>(2)</enum><header>Proceeds and
 income</header><text>The proceeds and income from the principal of a trust established under paragraph (1) shall—</text>
 <subparagraph id="HCB2564135D25420895D9E81E40C89FD3"><enum>(A)</enum><text>first be applied to the support of those enrollees, and the descendants of the enrollees, who are elders or minor children; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H5C044A93453A42FFAE12A9E21D50AA7A"><enum>(B)</enum><text>then to the support of all other enrollees.</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="id250358A195F043389DB98DC742C3F825"><enum>11.</enum><header>Alaska Native veterans land allotment equity</header>
			<subsection id="IDf385e4fc004043ee804a2017ec7b2e71"><enum>(a)</enum><header>Clarification
 regarding occupancy of Native allotments in national forests</header><text display-inline="yes-display-inline">Section 18(a) of the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1617">43 U.S.C. 1617(a)</external-xref>) is amended—</text>
 <paragraph id="id28EECC6EB03C47C08E189A39ED23253E"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>(a) No Native</quote> and inserting the following:</text>

 applications approved</header><text display-inline="yes-display-inline">Any allotment application pending before the Department of the Interior on December 18, 1971, that was closed by the Department pursuant to the civil action styled <quote>Shields v. United States</quote> (698 F.2d 987 (9th Cir. 1983), cert. denied (104 S. Ct. 73 (1983))) shall be reopened and considered to be approved pursuant to this paragraph.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="IDEA30EC6981D7473299BEC9A088E1333B"><enum>(b)</enum><header>Open season for
 certain Alaska Native veterans for allotments</header><text display-inline="yes-display-inline">Section 41 of the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1629g">43 U.S.C. 1629g</external-xref>) is amended—</text>
 <paragraph id="idAF5669555675462D8B41F860751F2B24"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)—</text> <subparagraph id="id183FC7719A944137A9F571091C58E428"><enum>(A)</enum><text>in the subsection heading, by striking <quote><header-in-text level="subsection" style="OLC">In general</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">Alaska Native veteran allotments</header-in-text></quote>;</text>
 </subparagraph><subparagraph id="id2286E637B49841D996826E56C6D4CE79"><enum>(B)</enum><text display-inline="yes-display-inline">by striking paragraphs (1) through (4) and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="id0AB5E0CBC9FD41788B7D8CFC19953413" style="OLC">
							<paragraph id="id0713EFC22BCE4F75906D8894F740CE7B"><enum>(1)</enum><header>Allotments</header>

 recipients</header><text>Any person described in paragraph (1) or (2) of subsection (b) shall be eligible to receive an allotment under the Act of May 17, 1906 (34 Stat. 197, chapter 2469) (as in effect before December 18, 1971), of not more than 2 parcels of Federal land, the total area of which shall not exceed 160 acres.</text>
								</subparagraph><subparagraph id="id4C89BD3CCD3C460EB2A4640CDC1D2A4E"><enum>(B)</enum><header>Filing
 deadline</header><text>An allotment shall be filed for an eligible recipient not later than 3 years after the date on which the Secretary promulgates regulations pursuant to section 13(c) of the <short-title>Alaska Native Claims Settlement Improvement Act of 2016</short-title>.</text>
								</subparagraph></paragraph><paragraph id="id0C4FEB1E841047ECAD5A405675441447"><enum>(2)</enum><header>Land available
				for allotments</header>
								<subparagraph id="id0E096BDA73AA43D8886CDA307C44AFE2"><enum>(A)</enum><header>In
 general</header><text>Subject to subparagraph (C), an allotment under this section shall be selected from land that is—</text>
 <clause id="idD50D1873EF4745C99F795EE9A76752DF"><enum>(i)</enum><subclause commented="no" display-inline="yes-display-inline" id="idF3EFB87BBFCC454AA6C5D2C9C25B6641"><enum>(I)</enum><text>vacant; and</text> </subclause><subclause id="id6C6EEC0B68354D819E7FFDCA0310611C" indent="up1"><enum>(II)</enum><text>owned by the United States;</text>
 </subclause></clause><clause id="idDCE4397022A6420B8005FB96B13D7DCA"><enum>(ii)</enum><text>selected by, or conveyed to, the State of Alaska, if the State voluntarily relinquishes or conveys to the United States the land for the allotment; or</text>
 </clause><clause id="idEEF154B5DDA7477B8865FEA8C7C56EA8"><enum>(iii)</enum><text>selected by, or conveyed to, a Native Corporation, if the Native Corporation voluntarily relinquishes or conveys to the United States the land for the allotment.</text>
									</clause></subparagraph><subparagraph id="idFE3D137F64D245EBA02A6DA15C44857F"><enum>(B)</enum><header>Relinquishment
 by Native Corporation</header><text>If a Native Corporation relinquishes land under subparagraph (A)(iii), the Native Corporation may select appropriate Federal land, as determined by the Secretary, the area of which is equal to the area of the land relinquished by the Native Corporation, to replace the relinquished land.</text>
 </subparagraph><subparagraph id="id1CBA67B0C817406593F1FD318F67C2CB"><enum>(C)</enum><header>Exclusions</header><text>An allotment under this section shall not be selected from land that is located within—</text>
 <clause id="id476B7767F1444AA7A611403226B2E8EF"><enum>(i)</enum><text>a right-of-way of the TransAlaska Pipeline;</text>
 </clause><clause id="id7822942096E44EACB4E77ECA60A3C350"><enum>(ii)</enum><text>an inner or outer corridor of such a right-of-way; or</text>
 </clause><clause id="id8b108a82cfb94aef9673b0c5293d1662"><enum>(iii)</enum><text>a unit of the National Park System, a National Preserve, or a National Monument.</text> </clause></subparagraph></paragraph><paragraph id="id3B841A8346F549BF988AEDB99C55B6EE"><enum>(3)</enum><header>Alternative allotments</header><text>A person described in paragraph (1) or (2) of subsection (b) who qualifies for an allotment under this section on land described in paragraph (2)(C) may select an alternative allotment from land that is—</text>
 <subparagraph id="idBAE2BF91B3A74293B22064346090E599"><enum>(A)</enum><text>located within the boundaries of land described in paragraph (2)(C);</text>
 </subparagraph><subparagraph id="id3EA99AAD32574EFAA44FC0E584188905"><enum>(B)</enum><clause commented="no" display-inline="yes-display-inline" id="id4E1F908DBF404D71AB9184846DAFC6D1"><enum>(i)</enum><subclause commented="no" display-inline="yes-display-inline" id="id6167C3062EFB418BA52214AC59DA2AD2"><enum>(I)</enum><text>withdrawn under section 11(a)(1)(C); and</text>
 </subclause><subclause id="id576F9682DBCC45A5BB17B871E96F645C" indent="up2"><enum>(II)</enum><text>not selected, or relinquished after selection, under section 11(a)(3);</text>
 </subclause></clause><clause id="id108A2661AEB74BFE83C7D5FACE3CC5D3" indent="up1"><enum>(ii)</enum><text>contiguous to an outer boundary of land withdrawn under section 11(a)(1)(C); or</text>
 </clause><clause id="idC4CA96A9465A440B945D37428D5B93A7" indent="up1"><enum>(iii)</enum><text>vacant, unappropriated, and unreserved; and</text>
 </clause></subparagraph><subparagraph id="idE0EBFD162E154E46893671CEE45FAA7E"><enum>(C)</enum><text>not a unit of the National Park System, a National Preserve, or a National Monument.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block> </subparagraph><subparagraph id="idF12955F365D648DDAFFC1FD242C98E71"><enum>(C)</enum><text>by redesignating paragraphs (5) and (6) as paragraphs (4) and (5), respectively;</text>
 </subparagraph></paragraph><paragraph id="id5B0F4B03F1FD41CA82C69CC21F9D6935"><enum>(2)</enum><text>in subsection (b)—</text>
 <subparagraph id="id772F0104B8B5463C89A92A28BD515BA6"><enum>(A)</enum><text>in paragraph (1), by striking subparagraph (B) and inserting the following:</text>

 </subparagraph><subparagraph id="ID5FAF713B7CB14176AC2EF595C1FE943B"><enum>(C)</enum><text>in paragraph (3), by inserting before the period at the end the following: <quote>, other than an heir who applies for, and receives, an allotment on behalf of the estate of a deceased individual under paragraph (2)</quote>;</text>
 </subparagraph></paragraph><paragraph id="id28E39CC3FD5D42299C8C31DD33BA637E"><enum>(3)</enum><text>by redesignating subsections (d) and (e) as subsections (f) and (g), respectively; and</text>
 </paragraph><paragraph id="idBF7AF3F766754426ACB6768C548529DF"><enum>(4)</enum><text>by inserting after subsection (c) the following:</text> <quoted-block id="ID2CA78D24303448408C14DC12AAEC9BF4"> <subsection id="IDC13F38958CE54F1BBEC0292D7FDA35CE"><enum>(d)</enum><header>Approval of allotments</header> <paragraph id="id40AFF75EC3684127A31DB992A904498A"><enum>(1)</enum><header>In general</header><text>Subject to any valid right in existence on the date of enactment of the <short-title>Alaska Native Claims Settlement Improvement Act of 2016</short-title>, and except as provided in paragraph (3), not later than December 31, 2020, the Secretary shall—</text>
 <subparagraph id="id2F64B4E535934720ABED724DD7684742"><enum>(A)</enum><text>approve any application for an allotment filed in accordance with subsection (a); and</text>
 </subparagraph><subparagraph id="id8A34C19D2E0A4704A91E089C9BB9D9E1"><enum>(B)</enum><text>issue a certificate of allotment under such terms, conditions, and restrictions as the Secretary determines to be appropriate.</text>
 </subparagraph></paragraph><paragraph id="ID940E37712C814BE284C27C5617A7DDFA"><enum>(2)</enum><header>Notification</header><text>Not later than December 31, 2017, on receipt of an application for an allotment under this section, the Secretary shall provide to any person or entity that has an interest in land described in subsection (a)(2) that is potentially adverse to the interest of the applicant a notice of the right of the person or entity, by not later than 90 days after the date of receipt of the notice—</text>
 <subparagraph id="id6CDB58372E0D4E5BA02D6091565BE3BF"><enum>(A)</enum><text>to initiate a private contest of the allotment; or</text>
 </subparagraph><subparagraph id="idEAE35BFAC341488BA9EACECDCDE4D06C"><enum>(B)</enum><text>to file a protest against the allotment in accordance with procedures established by the Secretary.</text>
								</subparagraph></paragraph><paragraph id="IDD759DD0E274C465B8F8A5584E30ED734"><enum>(3)</enum><header>Action by
 Secretary</header><text>If a private contest or protest relating to an application for an allotment is initiated or filed under paragraph (2), the Secretary shall not issue a certificate for the allotment under paragraph (1)(B) until a final determination has been made with respect to the private contest or protest.</text>
 </paragraph></subsection><subsection id="IDF18B10548F99417393708773B3B4F6F9"><enum>(e)</enum><header>Reselection</header><text>A person that selected an allotment under this section may withdraw that selection and reselect land in accordance with this section after the date of enactment of the <short-title>Alaska Native Claims Settlement Improvement Act of 2016</short-title>, if the land originally selected—</text>
 <paragraph id="id83B2A5274121432796AAB1E034F121B5"><enum>(1)</enum><text>was selected before the date of enactment of the <short-title>Alaska Native Claims Settlement Improvement Act of 2016</short-title>; and</text>
 </paragraph><paragraph id="id8790CCE588684FFABECB4878AA7ADD2A"><enum>(2)</enum><text>as of the date of enactment of that Act, was not conveyed to the person.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID8BBCE420B50F4166BE1CD39BF6E8D540"><enum>(c)</enum><header>Regulations</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Secretary of the Interior shall promulgate final regulations to carry out the amendments made by this section.</text>
			</subsection></section><section id="id6ba261e9ec2c450fafbbb14cf7e87a89"><enum>12.</enum><header>13th Regional Corporation</header>
 <subsection id="id0E93236CADD6470EA88971606E658CEE"><enum>(a)</enum><header>Definitions</header><text>In this section, the terms <term>Native</term> and <term>Regional Corporation</term> have the meanings given those terms in section 3 of the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1602">43 U.S.C. 1602</external-xref>).</text>
 </subsection><subsection id="idF41DDC03352D4C0FB8C7D3DFA0A230EC"><enum>(b)</enum><header>Authorization</header><text display-inline="yes-display-inline">A Regional Corporation for Natives who are non-residents of Alaska may be established for the thirteenth region in accordance with section 7(c) of the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1606">43 U.S.C. 1606(c)</external-xref>).</text>
			</subsection><subsection id="idB489A490E8904E3DB6FF4E52824440AA"><enum>(c)</enum><header>Meeting</header>
 <paragraph id="idE04F6C43BEB842ED996AE41F378D7F32"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Subject to paragraph (2), as soon as practicable after the date of enactment of this Act, the Secretary shall convene a meeting of the shareholders of the Regional Corporation established pursuant to section 7(c) of the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1606">43 U.S.C. 1606(c)</external-xref>) for the purpose of the election of a board of directors.</text>
 </paragraph><paragraph id="id932CBABA2FC540BA949C6416B9C48361"><enum>(2)</enum><header>Notice requirement</header><text display-inline="yes-display-inline">In advance of the meeting under paragraph (1), the Secretary shall notify the roll of current shareholders of the Regional Corporation (as determined under section 5(b) of the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1604">43 U.S.C. 1604(b)</external-xref>)) of the time and place of the meeting.</text></paragraph></subsection></section></legis-body>
