 <section id="H400D0F64E1ED474E87CB2F56222CFF0E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Consortia-Led Energy and Advanced Manufacturing Networks Act</short-title></quote>.</text> </section><section id="H0FC01D2A8FF342D390C8883A43AAD697"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H5C7E6BDEF67A4C3EBC021BD8AB5AFEDA"><enum>(1)</enum><header>Advanced manufacturing</header>
 <subparagraph id="idD986C1C78B154956BAFB8867224E3E4B"><enum>(A)</enum><header>In general</header><text>The term <term>advanced manufacturing</term> means a manufacturing process that makes extensive use of computer, high precision, or information technologies integrated with a high performance workforce in a production system capable of furnishing a heterogeneous mix of products in small or large volumes with either the efficiency of mass production or the flexibility of custom manufacturing in order to respond quickly to customer demands.</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H37A02CA31AB04F9588AA873141F287F7"><enum>(B)</enum><header>Inclusions</header><text>The term <term>advanced manufacturing</term> includes—</text> <clause commented="no" display-inline="no-display-inline" id="idE0073712A57E43F0B0EDA9B6EF5E4340"><enum>(i)</enum><text>new ways to manufacture existing products; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id41C2B5FA948D4BA394EDD8FEA4EC9B1B"><enum>(ii)</enum><text>the manufacture of new products emerging from new advanced technologies.</text>
 </clause></subparagraph></paragraph><paragraph id="H2601B5CC9E764F61B7FF017E97157405"><enum>(2)</enum><header>Clean technology</header><text>The term <term>clean technology</term> means a technology, production process, or methodology that—</text> <subparagraph id="H50C705E33A61436DBB343A28623960DB"><enum>(A)</enum><text>produces energy from solar, wind, geothermal, biomass, tidal, wave, ocean, or another renewable energy source (as defined in section 609(a) of the Public Utility Regulatory Policies Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/7/918c">7 U.S.C. 918c(a)</external-xref>));</text>
 </subparagraph><subparagraph id="H91BD8B330EF44A1C8EE65846777C6820"><enum>(B)</enum><text>more efficiently transmits, distributes, or stores energy;</text> </subparagraph><subparagraph id="HCA1378A44D1F45D0B603CCFD5CEEC854"><enum>(C)</enum><text>enhances energy efficiency for buildings and industry, including combined heat and power;</text>
 </subparagraph><subparagraph id="HF5910702B2D5459B9D627F0158769183"><enum>(D)</enum><text>enables the development of a Smart Grid (as described in section 1301 of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17381">42 U.S.C. 17381</external-xref>)), including integration of renewable energy sources and distributed generation, demand response, demand side management, and systems analysis;</text>
 </subparagraph><subparagraph id="H8EFD5CA4B12A4CEABFCDFF1475B25446"><enum>(E)</enum><text>produces an advanced or sustainable material with energy or energy efficiency applications;</text> </subparagraph><subparagraph id="H418563E7D56A4091A9161B41859C70E0"><enum>(F)</enum><text>improves energy efficiency for transportation, including electric vehicles; or</text>
 </subparagraph><subparagraph id="H3965ABABDE2B47B88F441BFF442A377B"><enum>(G)</enum><text>enhances water security through improved water management, conservation, distribution, or end use applications.</text>
 </subparagraph></paragraph><paragraph id="HD73EF37156D441F080C8A9BF2FF1FE7E"><enum>(3)</enum><header>Cluster</header><text>The term <term>cluster</term> means a network of entities directly involved in the research, development, finance, and commercial application of clean technologies and advanced manufacturing whose geographic proximity facilitates the use and sharing of skilled human resources, infrastructure, research facilities, educational and training institutions, venture capital, and input suppliers.</text>
 </paragraph><paragraph id="H2FBF19086C6E4D6A9D7149A5A7026E97"><enum>(4)</enum><header>Consortium</header><text>The term <term>consortium</term> means a clean technology consortium established under the program.</text> </paragraph><paragraph id="id826A9997BC5948B79E6DD76CFB6D4555"><enum>(5)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given the term in section 101(a) of the <act-name parsable-cite="HEA65">Higher Education Act of 1965</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID98E6438C5D8942F49E3F464A7FD4D82C"><enum>(6)</enum><header display-inline="yes-display-inline">National
 Laboratory</header><text display-inline="yes-display-inline">The term <term>National Laboratory</term> has the meaning given the term in section 2 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15801">42 U.S.C. 15801</external-xref>).</text>
 </paragraph><paragraph id="id0DA2433C2B4C462E8DDC2114E151E1E1"><enum>(7)</enum><header>Program</header><text>The term <term>program</term> means the clean technology consortia grant program established under section 3(a).</text> </paragraph><paragraph id="H7BE3DC43DDA9418A9B01C3BFE78B8A2B"><enum>(8)</enum><header>Project</header><text>The term <term>project</term> means an activity with respect to which a consortium provides support under this Act.</text>
 </paragraph><paragraph id="H24E51B638D6D4EA6BCF47CD2E4015C99"><enum>(9)</enum><header>Qualifying entity</header><text>The term <term>qualifying entity</term> means—</text> <subparagraph commented="no" id="H6AFB6E1EC04C42FEAECEF0524D5B84AD"><enum>(A)</enum><text display-inline="yes-display-inline">an institution of higher education that has entered into a partnership agreement with a private-sector entity;</text>
 </subparagraph><subparagraph id="H6F18C585F7634157BF26B64DF9420DB0"><enum>(B)</enum><text>a Federal or State entity with a focus on developing clean technologies or clusters, as determined by the Secretary;</text>
 </subparagraph><subparagraph id="HE99462B23507487F8A30375F195E52E6"><enum>(C)</enum><text>a nongovernmental organization with expertise in translational research, clean technology, or cluster development; or</text>
 </subparagraph><subparagraph id="HA2F3F7F6F29B409785FE6EA26F4F7777"><enum>(D)</enum><text>any other entity determined appropriate by the Secretary.</text> </subparagraph></paragraph><paragraph id="H38CE473CBF1F4FFA83B0847E0C0E3FDE"><enum>(10)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Commerce.</text>
 </paragraph><paragraph id="HB8034BEC64B14E12BD370BACDB0F64B2"><enum>(11)</enum><header>Translational research</header><text>The term <term>translational research</term> means the coordination of basic or applied research with technical applications to enable promising discoveries or inventions to achieve commercial application.</text>
			</paragraph></section><section id="HB211797557E2429B8BD8D7437364299B"><enum>3.</enum><header>Establishment of clean technology consortia grant program</header>
 <subsection id="H85F12BBA4559440DB3CF376775E215E1"><enum>(a)</enum><header>In general</header><text>The Secretary shall establish a program to enhance the economic, environmental, and energy security of the United States by promoting domestic development, manufacture, and deployment of state-of-the-art clean technologies by making grants to eligible clean technology consortia.</text>
 </subsection><subsection id="H7E5EAEC50F384CA19AE522CC54BDDDEE"><enum>(b)</enum><header>Consultation and coordination required</header><text>In carrying out the program, the Secretary shall—</text> <paragraph id="idA73572784C024384BAF012A3725E597F"><enum>(1)</enum><text>leverage the expertise and resources of private research communities, institutions of higher education, industry, venture capital, National Laboratories, and other participants in technology innovation—</text>
 <subparagraph id="HABD4EA4591194AD6BB5708CD4E7EC01E"><enum>(A)</enum><text>to support collaborative, cross-disciplinary research and development in clean technologies and advanced manufacturing; and</text>
 </subparagraph><subparagraph id="HA2520772EF714B70BB39C327247C8705"><enum>(B)</enum><text display-inline="yes-display-inline">to develop and accelerate the commercial application of innovative clean technologies and advanced manufacturing practices; and</text>
 </subparagraph></paragraph><paragraph id="H317D599D305743D38C7FD795C2D607F2"><enum>(2)</enum><text display-inline="yes-display-inline">coordinate the innovation activities of consortia with activities carried out by the Secretary of Energy, the Secretary of Defense, other Federal agency heads, industry, and institutions of higher education, including by annually—</text>
 <subparagraph id="H91B24BACF0784C1C815C70E26372DB3B"><enum>(A)</enum><text display-inline="yes-display-inline">issuing guidance regarding national clean technology and advanced manufacturing development priorities and strategic objectives; and</text>
 </subparagraph><subparagraph id="HCB8077E598E94BE5ADC1954553FFB68A"><enum>(B)</enum><text display-inline="yes-display-inline">convening a conference relating to clean technology and advanced manufacturing, which shall bring together representatives of Federal agencies, industry, institutions of higher education, and other entities to share research and commercialization results, program plans, and opportunities for collaboration.</text>
 </subparagraph></paragraph></subsection><subsection id="H1FABFF7BA1EA4750AAE6255F1A491CD1"><enum>(c)</enum><header>Purposes of consortia</header><text>The purposes of a consortia receiving a grant under the program shall include—</text> <paragraph id="HD3F9FFE2286840AE9B077F6DE2DF0F3A"><enum>(1)</enum><text>promoting new innovative clean technologies that have demonstrated interest and potential for commercialization;</text>
 </paragraph><paragraph id="H006ED6C94A624DADB785A0148B9362B5"><enum>(2)</enum><text>expanding advanced manufacturing capabilities, networks, supply chains, and assets, in the area of clean technologies, that contribute to regional and national manufacturing competitiveness and potential for growth;</text>
 </paragraph><paragraph id="H591388C4974E403C8BC9AB51929B25D7"><enum>(3)</enum><text>promoting job creation and entrepreneurship through the establishment of new companies, the expansion of existing companies, and commercialization of clean technologies;</text>
 </paragraph><paragraph id="HB7FDEC15DD7F4F26813039170EEAE9F0"><enum>(4)</enum><text>providing technical or financial assistance to companies desiring to invest in clean technologies, new products or services, or enhanced processes that will grow sales and jobs;</text>
 </paragraph><paragraph id="H856619A555834EB68C5A2C4198DC0C70"><enum>(5)</enum><text>determining opportunities and challenges that companies are facing and how to improve the use or production by those companies of clean technologies;</text>
 </paragraph><paragraph id="H72B6E7FB31C84267A99B4EEC53571931"><enum>(6)</enum><text>assisting individual small- and medium-sized enterprises with adopting and using new clean technologies and related business and advanced manufacturing practices;</text>
 </paragraph><paragraph id="HA08FEFDE64F040DB9979A583175B0122"><enum>(7)</enum><text>accelerating investment in, and deployment of, clean technologies through public-private partnerships;</text>
 </paragraph><paragraph id="H89404AD00C774723B4368B3541A3FCCA"><enum>(8)</enum><text>encouraging partnering between and among emerging and established clean technology and advanced manufacturing enterprises; and</text>
 </paragraph><paragraph id="HA185274F769D495BB8D36C50B72248A6"><enum>(9)</enum><text>demonstrating a comprehensive and successful model for commercialization of clean technologies for promotion and emulation.</text>
				</paragraph></subsection><subsection id="H500A59BABF704201B53BAA5BF9C92DCD"><enum>(d)</enum><header>Grant program</header>
 <paragraph commented="no" id="H3153BD4CBEC34C8F8457AC002C96E31F"><enum>(1)</enum><header>In general</header><text>The Secretary shall award grants on a competitive basis—</text> <subparagraph commented="no" id="H978F58604E9349D4B3EA54F91D20FC7F"><enum>(A)</enum><text>not later than 2 years after the date of enactment of this Act, to at least 1 eligible consortium; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H6AACE6D414204FF2AF9BD926C999DFF9"><enum>(B)</enum><text>not later than 10 years after the date of enactment of this Act, to not fewer than 6 eligible consortia.</text>
 </subparagraph></paragraph><paragraph id="H484E6F7A9D6944D194B4B3AE1D46FAC6"><enum>(2)</enum><header>Eligibility</header><text>To be eligible to receive a grant under paragraph (1), a consortium shall—</text> <subparagraph id="H8E125BBF23EB4EF6AA89B3D215875D41"><enum>(A)</enum><text>consist of—</text>
 <clause id="HEC67CF6868F846A4932420FB596B0CAE"><enum>(i)</enum><text>one or more institutions of higher education that can demonstrate a significant annual clean technology research budget, entrepreneurial support programs, and technology licensing expertise; and</text>
 </clause><clause id="H2ABDFD6D0B0F4F1DAC054600894C1BE0"><enum>(ii)</enum><text>a total of 3 or more qualifying entities that can demonstrate expertise in translational research, clean technology, and cluster development;</text>
 </clause></subparagraph><subparagraph id="H2886D6338A1F47DD933B71C8C937F73C"><enum>(B)</enum><text>have established a binding agreement among the members of the consortium that documents—</text> <clause id="HEC0C680C2EDF42D1A45F4CBAA007568E"><enum>(i)</enum><text>the structure of the partnership agreement;</text>
 </clause><clause id="H6E34AE858C9C4BF9946BCE0DBB59C483"><enum>(ii)</enum><text>a governance and management structure that enables cost-effective use of grant funds;</text> </clause><clause id="H57B54EA913B8458EA386535ED1C36F0D"><enum>(iii)</enum><text display-inline="yes-display-inline">a conflicts-of-interest policy, including procedures, consistent with those procedures of the Department of Commerce, to ensure that employees and designees for consortium activities who are in decisionmaking capacities disclose all material conflicts of interest, including financial, organizational, and personal conflicts of interest;</text>
 </clause><clause id="HEB68BE4B26DB4DE298CB3CB1555E42AB"><enum>(iv)</enum><text>an accounting structure that meets the requirements of the Secretary and that may be audited under subsection (e); and</text>
 </clause><clause id="HD62E51D7E1234AE79F3B702F18932275"><enum>(v)</enum><text>the existence of an external advisory committee under paragraph (5);</text> </clause></subparagraph><subparagraph id="HD2BD25430F3D4B16BAC0936F5D101415"><enum>(C)</enum><text>demonstrate that the consortium receives funding from one or more non-Federal sources, such as a State and participants of the consortium, that may be used to support projects;</text>
 </subparagraph><subparagraph id="H83B86DF807B04D038F7FF485E5C638B4"><enum>(D)</enum><text>be part of an existing cluster or demonstrate high potential to develop a new cluster;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H600DCDA560BD4C459ED1A92541EA8191"><enum>(E)</enum><text>operate as a nonprofit organization or a public-private partnership under an operating agreement led by a nonprofit organization; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1743FF112A9E41719A7217012A512FF9"><enum>(F)</enum><text>establish an external advisory committee under paragraph (5).</text>
					</subparagraph></paragraph><paragraph id="H31DA608D1265456C8126F49FFAC54AB2"><enum>(3)</enum><header>Grant period; amount of grant</header>
					<subparagraph id="idBB709334C15E41C3B757FD8D5FFAB57F"><enum>(A)</enum><header>Grant period</header>
 <clause id="H85897EA16208408486D939068E2D9CC3"><enum>(i)</enum><header>In general</header><text>The initial period of a grant awarded under paragraph (1) shall not exceed 5 years.</text> </clause><clause id="H687C75272187482495D5F588C544A6BA"><enum>(ii)</enum><header>Extension</header><text>The Secretary may extend the term of a grant for a period of not more than 5 additional years.</text>
						</clause></subparagraph><subparagraph id="HD18FD75F06A14AA3AA0629B3724B3B8F"><enum>(B)</enum><header>Amount of grant</header>
 <clause id="H6894D2F300304740871B37546E4C1B53"><enum>(i)</enum><header>In general</header><text>A grant awarded under paragraph (1) shall not exceed the lesser of—</text> <subclause id="H6C22B01ADBD0409EBFBF6421551C3711"><enum>(I)</enum><text>$30,000,000 per fiscal year; or</text>
 </subclause><subclause id="HE836F156808B48D78FBE464C33B0EE6E"><enum>(II)</enum><text>the collective contributions of non-Federal entities to the consortium, as described in paragraph (2)(C).</text>
 </subclause></clause><clause id="H512909CA44024BBBA1CB8CB308600EBA"><enum>(ii)</enum><header>Flexibility</header><text>In determining the amount of a grant under this section, the Secretary shall consider—</text> <subclause id="HC66B250958244A2C9BF3309C4A38673F"><enum>(I)</enum><text>the translational research capacity of the consortium;</text>
 </subclause><subclause id="H3CCF181BD6DB4607ACA56C4F27B3E338"><enum>(II)</enum><text>the financial, human, and facility resources of the qualifying entities; and</text> </subclause><subclause id="H3D76095B0D474C9EBAAF5338237D4705"><enum>(III)</enum><text>the cluster of which the consortium is a part.</text>
 </subclause></clause><clause commented="no" display-inline="no-display-inline" id="HCF76C79728624FEE91357931B4D572DA"><enum>(iii)</enum><header>Increases in amounts</header><text>Subject to clause (i), a consortium may request an increase in the amount of a grant at the time the consortium requests an extension under subparagraph (A)(ii).</text>
						</clause></subparagraph></paragraph><paragraph id="idC9FE44823A3B4FE2BAB6889E083DCD85"><enum>(4)</enum><header>Applications</header>
 <subparagraph id="id4EFFE834BE37425FB6E7294F4989267A"><enum>(A)</enum><header>In general</header><text>An eligible consortium desiring a grant under paragraph (1) shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text>
 </subparagraph><subparagraph id="H276EDFC969D14A72A50B5BF7B8E5F21C"><enum>(B)</enum><header>Disqualification</header><text>The Secretary may disqualify an application if the Secretary determines that the conflicts-of-interest policy of the consortium, as described in paragraph (2)(B)(iii), is inadequate.</text>
					</subparagraph></paragraph><paragraph id="HB311EB4CF1384DC1B3031E8319CD9A50"><enum>(5)</enum><header>External advisory committees</header>
 <subparagraph id="H714E3307BB014F71AAA7B03C2281DFAC"><enum>(A)</enum><header>In general</header><text>To be eligible to receive a grant under paragraph (1), a consortium shall establish an external advisory committee, the members of which shall have extensive and relevant scientific, technical, industry, financial, or research management expertise.</text>
 </subparagraph><subparagraph id="H95D19E54B6284379904690034087FB3C"><enum>(B)</enum><header>Duties</header><text>An external advisory committee shall—</text> <clause id="H9282B9D592D34B06AB5CAC0BA1AEBB54"><enum>(i)</enum><text>review the proposed plans, programs, project selection criteria, and projects of the consortium; and</text>
 </clause><clause id="HF73F4E43939145BF8BC2075DC676F2FD"><enum>(ii)</enum><text>ensure that projects selected by the consortium meet the applicable conflicts-of-interest policy of the consortium.</text>
 </clause></subparagraph><subparagraph id="H2331276B70704293AA9734AD95204D0E"><enum>(C)</enum><header>Members</header><text>An external advisory committee shall consist of—</text> <clause id="H4B8513EC28054D7FBE493D3AD2719350"><enum>(i)</enum><text>representatives of the members of the consortium; and</text>
 </clause><clause id="H0EAC8E2FD0664662AFFA22539A0AFD04"><enum>(ii)</enum><text>such representatives of industry, including entrepreneurs and venture capitalists, as the members of the consortium determine to be necessary.</text>
 </clause></subparagraph><subparagraph id="HBF520B2557A74AF4BBF7A01AD99EF7C5"><enum>(D)</enum><header>Secretary as member</header><text>The Secretary shall join the external advisory committee of each consortium that receives a grant.</text> </subparagraph></paragraph><paragraph id="HF666AB75B876480E9771C3F528362686"><enum>(6)</enum><header>Use of grant funds</header> <subparagraph id="HA5FD02DB6D994DAF846CE8F5050D7BF0"><enum>(A)</enum><header>In general</header><text>Subject to subparagraph (C), a consortium awarded a grant under paragraph (1) shall use the grant amounts to support translational research, technology development, manufacturing innovation, and commercialization activities relating to clean technology.</text>
 </subparagraph><subparagraph id="H13BDA445B7C3490DA2B19E1899C90858"><enum>(B)</enum><header>Project selection</header><text>As a condition of receiving a grant under paragraph (1), a consortium shall—</text> <clause id="H278CF56B597F42FF982C46F9F0080920"><enum>(i)</enum><text>develop and make available to the public on the website of the Department of Commerce proposed plans, programs, project selection criteria, and terms for individual project awards;</text>
 </clause><clause id="H5B50403B34FB4B1AA2ED8252DA2B39C5"><enum>(ii)</enum><text>establish policies—</text> <subclause id="HA34623018C904F13ADF12067EE30C892"><enum>(I)</enum><text>to prevent resources provided to the consortium from being used to displace private sector investment otherwise likely to occur, including investment from private sector entities that are members of the consortium;</text>
 </subclause><subclause id="HA346DF66895F49098B835EC93FDB19FD"><enum>(II)</enum><text>to facilitate the participation of private entities that invest in clean technologies—</text> <item id="idB4876D6A56324CF2AFB3EFB7375D28BA"><enum>(aa)</enum><text>to perform due diligence on award proposals;</text>
 </item><item id="id29045E621AF34A7090A08F12E6F95DF4"><enum>(bb)</enum><text>to participate in the award review process; and</text>
 </item><item id="id650796F38FD340169406E2D37758E3BB"><enum>(cc)</enum><text>to provide guidance to projects supported by the consortium; and</text>
 </item></subclause><subclause id="H8FE793B3B40D40A09F83B35FD779CE78"><enum>(III)</enum><text>to facilitate the participation of entities with a demonstrated history of commercial application of clean technologies in the development of consortium projects;</text>
 </subclause></clause><clause id="H51B63147039E412DB2289644FA04CD80"><enum>(iii)</enum><text>oversee project solicitations, review proposed projects, and select projects for awards; and</text> </clause><clause id="H32E486EC01344C23B0798A0D164E4470"><enum>(iv)</enum><text>monitor project implementation.</text>
						</clause></subparagraph><subparagraph id="H490985B1CF844EAA910EE2629EAA5D5C"><enum>(C)</enum><header>Limitations</header>
 <clause id="H68B162A7739640FFAB7BF0A160E2900E"><enum>(i)</enum><header>Administrative expenses</header><text>A consortium may not use greater than 10 percent of the grant amounts for administrative expenses.</text>
 </clause><clause id="H62F4D6647E0C49C1B24DA09F8F0EDA81"><enum>(ii)</enum><header>Prohibition on use</header><text>A consortium may not use any grant amounts to construct a new building or facility.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="H81BD773C1EC240D0B52BBD19F6A033E5"><enum>(e)</enum><header>Audits</header>
 <paragraph id="HF0B280E7E51E4FDAB6D03F613C815F63"><enum>(1)</enum><header>In general</header><text>A consortium that receives a grant under subsection (d)(1) shall carry out, in accordance with such requirements as the Secretary may prescribe, an annual audit to determine whether the grant has been used in accordance with this Act.</text>
 </paragraph><paragraph id="H1DB3F458384C48B89D286E9E0FC553DE"><enum>(2)</enum><header>Report</header><text>The consortium shall submit a copy of each audit under paragraph (1) to the Secretary and the Comptroller General of the United States.</text>
 </paragraph><paragraph id="H811B0FBC820349FDB3AAC25FAC8E1DA8"><enum>(3)</enum><header>GAO review</header><text>As a condition of receiving a grant under this Act, a consortium shall allow the Comptroller General of the United States, on the request of the Comptroller General, full access to the books, records, and personnel of consortium.</text>
 </paragraph><paragraph id="H11AACDD3916D431B8FAF7F8E7C0E3DC2"><enum>(4)</enum><header>Reports to Congress</header><text>The Secretary shall submit to Congress annually a report that includes—</text> <subparagraph id="HA4726669BB36405D9F695F7007693FF5"><enum>(A)</enum><text>a copy of each audit carried out under paragraph (1); and</text>
 </subparagraph><subparagraph id="HA158DA08B0A44A16ADD5A327F3A04963"><enum>(B)</enum><text>any recommendations of the Secretary relating to the program.</text> </subparagraph></paragraph></subsection><subsection id="H0104EE267A8849C9ADF904FB44443234"><enum>(f)</enum><header>Revocation of awards</header><text>The Secretary may—</text>
 <paragraph id="H925C9A123B1F4A338FE3E33AB1B9E6B9"><enum>(1)</enum><text>review the grants awarded under subsection (d)(1); and</text> </paragraph><paragraph id="HC078ACA548D34E15921DE054AA5BA024"><enum>(2)</enum><text>revoke a grant awarded under subsection (d)(1) if the Secretary determines that a consortium has used the grant in a manner that is not consistent with this Act.</text>
 </paragraph></subsection></section><section id="H9C0050609AF7440D8DFCB6AD6B9EE149"><enum>4.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There is authorized to be appropriated to the Secretary to carry out this Act $100,000,000.</text></section></legis-body></bill>
