		<official-title>To prohibit the closure of United States Naval Station, Guantanamo Bay, Cuba, to prohibit the
			 transfer or release of detainees at that Naval Station to the United
			 States, and for other purposes.</official-title>

	<legis-body>
 <section id="idbe2e81a646e244a19e330c08192344a7" section-type="section-one"><enum>1.</enum><header>Prohibition on closure or abandonment of United States Naval Station, Guantanamo Bay, Cuba</header><text display-inline="no-display-inline">No amounts authorized to be appropriated or otherwise made available for any department or agency of the United States Government may be used—</text>
 <paragraph id="idd999dbb8daa34a9e808d8e21852801f6"><enum>(1)</enum><text>to close or abandon United States Naval Station, Guantanamo Bay, Cuba;</text> </paragraph><paragraph id="id6913f8983eef4635b33b1005bd4ebde3"><enum>(2)</enum><text>to relinquish control of Guantanamo Bay to the Republic of Cuba; or</text>
 </paragraph><paragraph id="id76cc750f5ff34760b2443e40f7cb7ee0"><enum>(3)</enum><text>to implement a material modification to the Treaty Between the United States of America and Cuba signed at Washington, DC, on May 29, 1934, that constructively closes United States Naval Station, Guantanamo Bay.</text>
			</paragraph></section><section id="idd92e1603e85b4a38879c596cdcf8b0a6"><enum>2.</enum><header>Prohibition on transfer or release of individuals detained at United States Naval Station,
 Guantanamo Bay, Cuba, to the United States</header><text display-inline="no-display-inline">No amounts authorized to be appropriated or otherwise available for any department or agency of the United States Government may be used to transfer, release, or assist in the transfer or release to or within the United States, its territories, or possessions of Khalid Sheikh Mohammed or any other detainee who—</text>
 <paragraph id="id5b7847b7414e438faff69573193fcc80"><enum>(1)</enum><text>is not a United States citizen or a member of the Armed Forces of the United States; and</text> </paragraph><paragraph id="id79f635b83c654910873fce002bd0e52b"><enum>(2)</enum><text>is or was held on or after January 20, 2009, at United States Naval Station, Guantanamo Bay, Cuba, by the Department of Defense.</text>
			</paragraph></section><section id="idb8b7043d1a254545a154fd25d3a3fb8b"><enum>3.</enum><header>Public notice on release of any detainee released from United States Naval Station, Guantanamo Bay,
			 Cuba</header>
 <subsection id="idF5627DF9FC9F4ABB91E79AA506B1EC94"><enum>(a)</enum><header>Public notice required</header><text display-inline="yes-display-inline">Not later than 21 days before the transfer or release of such individual, the Secretary of Defense shall make available to the public a notice on the intended transfer or release of any individual currently detained at United States Naval Station, Guantanamo Bay, Cuba.</text>
 </subsection><subsection id="id1D5C5C78F8124BBEBFB769133B8D5607"><enum>(b)</enum><header>Elements</header><text display-inline="yes-display-inline">The notice under subsection (a) on an individual intended to be transferred or released shall include the following:</text>
 <paragraph id="id80e788a10f294be9ba29b003c41dc0c4"><enum>(1)</enum><text>The name of the individual.</text> </paragraph><paragraph id="idab9509be35a44b1a895bb11c72775ed2"><enum>(2)</enum><text>The location to which the individual will be transferred or released.</text>
 </paragraph><paragraph id="idae687b03da9041b39a1d31aac8899119"><enum>(3)</enum><text>A summary of the agreement, if any, made with the government or entity of the location accepting the individual after transfer or release.</text>
 </paragraph><paragraph id="id548be8d5f7a24c9f893070c3fe72d26e"><enum>(4)</enum><text>The actions being taken to mitigate the risks of the transfer or release of the individual.</text> </paragraph></subsection></section></legis-body> </bill>
