 <section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Elevating Educator Preparation Through Innovation Act of 2016</short-title></quote>.</text>
 </section><section id="id7708D94B05FD4518A6A807EE422FCB97"><enum>2.</enum><header>Definitions under title II</header><text display-inline="no-display-inline">Section 200 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1021">20 U.S.C. 1021</external-xref>) is amended—</text> <paragraph id="idE0D8A19F4C5E454288C599A385C98D1B"><enum>(1)</enum><text display-inline="yes-display-inline">by striking paragraph (6) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="id4479f6d9cf974d4098baee3b31b53cd7" style="OLC">
					<paragraph id="idE1C0E643AF28403FAD7346D72D094C9D"><enum>(6)</enum><header>Eligible partnership</header>
 <subparagraph id="id099BF61D92B745AA82FA5D0B72E686B8"><enum>(A)</enum><header>Eligible entity</header><text>In this paragraph, the term <term>eligible entity</term> means an entity that shall include—</text> <clause id="idD5D916B2895342088D2DDD7FDDCBB893"><enum>(i)</enum><text>a high-need local educational agency; and</text>
 </clause><clause id="idDBC8347F0E1A4C05A0151A455A8D1B42"><enum>(ii)</enum><subclause commented="no" display-inline="yes-display-inline" id="idD6879FC291334A5FBF0834A079F9CBD4"><enum>(I)</enum><text>a high-need school or a consortium of high-need schools served by the high-need local educational agency; or</text>
 </subclause><subclause id="id0F6478D63C1B461C9B874BB957A650BD" indent="up1"><enum>(II)</enum><text>as applicable, a high-need early childhood education program.</text> </subclause></clause></subparagraph><subparagraph id="idEC7EA93BD7244DFCBEC0A2C97D349991"><enum>(B)</enum><header>In general</header><text>Except as otherwise provided in section 251, the term <term>eligible partnership</term> means an eligible entity that is in partnership with at least one of the following entities that has a demonstrated record of success with high-need local educational agencies (including addressing the eligible entity’s current human capital needs):</text>
 <clause id="idDAED913507924C68A8BA1E012D7D35E7"><enum>(i)</enum><text>A partner institution.</text> </clause><clause id="idA4C57FDF3A314944B6DB6AFCC30884C3"><enum>(ii)</enum><text>A school, department, or program of education within such partner institution, which may include an existing teacher professional development program with proven outcomes within a four-year institution of higher education that provides intensive and sustained collaboration between faculty and local educational agencies consistent with the requirements of this title.</text>
 </clause><clause id="idB9B829E3437C4196AB34243818B4495A"><enum>(iii)</enum><text>A school or department of arts and sciences within such partner institution.</text> </clause><clause id="idce71d2f5da7f4154926a2f82a2b667c5"><enum>(iv)</enum><text>An entity operating a program that provides alternative routes to State certification of teachers.</text>
 </clause><clause id="ide0d1de98008b439bafcfb6ef28475260"><enum>(v)</enum><text>A public or private nonprofit educational organization.</text> </clause><clause id="ida0a756d163ec4e8da7dc4f3ccb1417eb"><enum>(vi)</enum><text>An educational service agency.</text>
 </clause></subparagraph><subparagraph id="id661D206F9694427B90BA98330ACCBCCE"><enum>(C)</enum><header>Permissive partners</header><text>An <term>eligible partnership</term> may include any of the following:</text> <clause id="idaf3774262d81406db89f3c652886d9c2"><enum>(i)</enum><text>The Governor of the State.</text>
 </clause><clause id="id436148232e664ab7843eb27cd71c414e"><enum>(ii)</enum><text>The State educational agency.</text> </clause><clause id="id345c54c0ac83421fb500432cf74234ec"><enum>(iii)</enum><text>The State board of education.</text>
 </clause><clause id="id24fcd99e17754ef1a9a0a58fe8ab48f6"><enum>(iv)</enum><text>The State agency for higher education.</text> </clause><clause id="id0de1015482fb48a0a8922fa6452831e9"><enum>(v)</enum><text>A business.</text>
 </clause><clause id="idd3d29a5acbc2428dbe9c0e96daf448f7"><enum>(vi)</enum><text>A teacher organization.</text> </clause><clause id="id1cf45e23c85a4ae1af14682315f52818"><enum>(vii)</enum><text>A high-performing local educational agency, or a consortium of such local educational agencies, that can serve as a resource to the partnership.</text>
 </clause><clause id="id31aaca31023a489c861baa5ee14f5f41"><enum>(viii)</enum><text>A charter school (as defined in section 4310 of the Elementary and Secondary Education Act of 1965).</text>
 </clause><clause id="id74E0B7BB826340459B04C38EC38AD45C"><enum>(ix)</enum><text>A school or department within the partner institution that focuses on psychology and human development.</text>
 </clause><clause id="id87448382aafc45759bab7f8d668ca2de"><enum>(x)</enum><text>A school or department within the partner institution with comparable expertise in the disciplines of teaching, learning, and child and adolescent development.</text></clause></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </paragraph><paragraph id="id465E99A9CAAD48C29830464189C40622"><enum>(2)</enum><text>in paragraph (22)—</text> <subparagraph id="id30D2B686591C4ACDB87E63D0CE9E8831"><enum>(A)</enum><text>in subparagraph (B), by striking <quote>the partner institution</quote> and inserting <quote>an eligible partner described in any of clauses (i) through (vi) of paragraph (6)(B)</quote>; and</text>
 </subparagraph><subparagraph id="id10D58506CBDB446E85FD2E078CEEE72B"><enum>(B)</enum><text>by striking subparagraph (D) and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="idDB6D5A2458AF43DC95F158DEB2245986" style="OLC"> <subparagraph id="id702DB1DA5DD0478F8C3D4E115AD82366"><enum>(D)</enum><text>prior to completion of the program, attains full State teacher certification or licensure and, with respect to special education teachers, meets the qualifications described in section 612(a)(14)(C) of the Individuals with Disabilities Education Act.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="id056783BCC22C48D1A134FBEECDFD465E"><enum>(3)</enum><text>in paragraph (23)(A), by inserting <quote>, which may include through the use of data, including data from interim, formative, and summative assessments, and student growth data, attendance, behavior, and course grades to improve student achievement and to improve classroom instruction</quote> after <quote>knowledge</quote>.</text>
 </paragraph></section><section id="idBAD7ED0554404A5E92A48BDC708E55BD"><enum>3.</enum><header>Use of grants</header><text display-inline="no-display-inline">Section 202(c) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1022a">20 U.S.C. 1022a(c)</external-xref>) is amended—</text> <paragraph id="id10D5C563A88248D896A10F9F81EDCDB6"><enum>(1)</enum><text>in paragraph (1), by striking <quote>and</quote> after the semicolon;</text>
 </paragraph><paragraph id="idC7F65A0115BB467B9694DC5ABCA27034"><enum>(2)</enum><text>in paragraph (2), by striking the period at the end and inserting <quote>; and</quote>; and</text> </paragraph><paragraph id="id6FA80B233C1F47A49FC7EC0AC9F274D4"><enum>(3)</enum><text>by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="idDC9F656D14084F42AE8EAFD9A153D13C" style="OLC">
 <paragraph id="idC0A85743041F4B7B966E83A8EC399D15"><enum>(3)</enum><text>may use not more than 10 percent of grant funds to—</text> <subparagraph id="idf4e93243eaff4e3c925ef7e90339a6ba"><enum>(A)</enum><text>encourage the preservice and inservice clinical experiences and interactions of prospective and resident teachers to inform the design of high-quality professional development, as described in section 8101(42) of the Elementary and Secondary Education Act of 1965, and induction programs for new teachers, if the student teaching or teaching residency program school and the placement school of such teachers are served by the same local educational agency;</text>
 </subparagraph><subparagraph id="id35e8eccc968d4ce9b465b1fdaa0a29a6"><enum>(B)</enum><text>improve teacher preparation programs' clinical experiences, interactions, and curricula by identifying skill deficits of prospective teachers; and</text>
 </subparagraph><subparagraph id="id1c9259fb9b154187a4c9b0886b2cb45d"><enum>(C)</enum><text>create a feedback loop using data between teacher preparation programs and local educational agencies’ professional development for new teachers.</text></subparagraph></paragraph><after-quoted-block>. </after-quoted-block></quoted-block>
 </paragraph></section><section id="idD80BEF36E2684D6586B06BB9B5C5E14E"><enum>4.</enum><header>Evaluations</header><text display-inline="no-display-inline">Section 204(d) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1022b">20 U.S.C. 1022b</external-xref>) is amended to read as follows:</text> <quoted-block display-inline="no-display-inline" id="id3FA7F92DB6164641A8965C11585A8DFE" style="OLC"> <subsection id="id210b2cf9cabe4e6eb22c305ced153aa2"><enum>(d)</enum><header>Evaluation and dissemination</header><text>From amounts appropriated under section 209, the Secretary, acting through the Director of the Institute of Education Sciences, shall—</text>
 <paragraph id="idCB107BA12F12464E95A67C6DCF96B7FD"><enum>(1)</enum><text>carry out an independent evaluation to measure the effectiveness of the programs operated by the partnerships assisted under this part;</text>
 </paragraph><paragraph commented="no" id="idE4A9E42EB6504764A015E983EF0D08AF"><enum>(2)</enum><text>report the findings regarding the evaluation to the authorizing committees; and</text>
 </paragraph><paragraph commented="no" id="id98C0CC00F55142FAB9E5E59108E12024"><enum>(3)</enum><text>disseminate—</text> <subparagraph commented="no" display-inline="no-display-inline" id="idE7FC7AC7163D45CFABA898BB6FDC92FF"><enum>(A)</enum><text>successful practices developed by eligible partnerships under this part; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idF866CFB263D747AE8BB254F7C3EF35B4"><enum>(B)</enum><text>information regarding such practices that were found to be ineffective.</text></subparagraph></paragraph></subsection><after-quoted-block>. </after-quoted-block></quoted-block> </section></legis-body></bill>
