 <section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Alaska Native Access Card Act</short-title></quote>.</text>
		</section><section id="id1BE9FF00EC4C4CA0A1F64FB7B01DFA1D"><enum>2.</enum><header>Definition of Alaska Native</header>
 <subsection id="id35cef513e4c542a19464f9f735bcbda3"><enum>(a)</enum><header>Definition</header><text>Section 3 of the Marine Mammal Protection Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/16/1362">16 U.S.C. 1362</external-xref>) is amended—</text> <paragraph id="idf8cdb10d3a9f4b9288b002ba85676e2a"><enum>(1)</enum><text>by redesignating paragraphs (1) through (29) as paragraphs (7), (5), (8), (11), (12), (14), (15), (17), (19), (20), (21), (24), (26), (29), (30), (9), (4), (10), (25), (22), (23), (3), (2), (27), (28), (18), (16), (13), and (6), respectively;</text>
 </paragraph><paragraph id="id09FECD3DA77C4E6DA6EF3E52FD1AC797"><enum>(2)</enum><text>in paragraph (2) (as so redesignated), by striking <quote>Indians, Aleuts, or Eskimos</quote> and inserting <quote>Alaska Natives</quote>;</text> </paragraph><paragraph id="id5A1C3D2FF7634540B3D606BF203B2C87"><enum>(3)</enum><text>in subparagraph (B) of paragraph (24) (as so redesignated), by striking <quote>in section</quote> and inserting <quote>In section</quote>; and</text>
 </paragraph><paragraph id="id5C71E1D182774A93A41209C24DDE9A72"><enum>(4)</enum><text>by inserting before paragraph (2) (as so redesignated) the following:</text> <quoted-block display-inline="no-display-inline" id="id6011603c0d7e40a28cc26ef987d58f46" style="OLC"> <paragraph id="id6f59e423d02c4e838ca8360814a88cb7"><enum>(1)</enum><header>Alaska Native</header> <subparagraph id="id7F523751581047BB92DD36A64604B5FC"><enum>(A)</enum><header>In general</header><text>The term <term>Alaska Native</term> has the meaning given the term <term>Native</term> in section 3 of the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1602">43 U.S.C. 1602</external-xref>).</text>
 </subparagraph><subparagraph id="idAB243E7582684527894B9B18331EB78E"><enum>(B)</enum><header>Inclusion</header><text>The term <term>Alaska Native</term> includes any Tsimishian Indian, regardless of whether the Tsimishian Indian is enrolled in the Metlakatla Indian Community.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="id72a0c94c2b034173b105f38a47c6ebe0"><enum>(b)</enum><header>Conforming amendments</header>
 <paragraph id="idCE89869C99E146869C53AE95F2E8488D"><enum>(1)</enum><text>Section 101 of the Marine Mammal Protection Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/16/1371">16 U.S.C. 1371</external-xref>) is amended—</text> <subparagraph id="id556B31C21FD24EDF9A8659C6D3B42284"><enum>(A)</enum><text>in subsections (a) and (b), by striking <quote>Indian, Aleut, or Eskimo</quote> each place it appears and inserting <quote>Alaska Native</quote>;</text>
 </subparagraph><subparagraph id="id3e8b46ef3f4a449088270c5478a66f97"><enum>(B)</enum><text>in subsection (a)(5)(D)(iv), by striking <quote>clauses</quote> and inserting <quote>clause</quote>; and</text> </subparagraph><subparagraph id="id20175D7109F040428DBAE36D2D472843"><enum>(C)</enum><text>in subsection (b)—</text>
 <clause id="idB6AC714E63E64284A1B5C1285AF949F7"><enum>(i)</enum><text>in paragraph (2), by striking <quote>native</quote> each place it appears and inserting <quote>Alaska Native</quote>; and</text> </clause><clause id="id1bd261eff9474731bdfcdde029f10e24"><enum>(ii)</enum><text>in the undesignated matter following paragraph (3), in the first sentence, by striking <quote>Indians, Aleuts, or Eskimos</quote> and inserting <quote>Alaska Natives</quote>.</text>
 </clause></subparagraph></paragraph><paragraph id="idcdadf733ecaf4577b8e9b0cef66b9eca"><enum>(2)</enum><text>Section 109 of the Marine Mammal Protection Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/16/1379">16 U.S.C. 1379</external-xref>) is amended—</text> <subparagraph id="idB146595B607146B2AD0F3CF33B39BD62"><enum>(A)</enum><text>in subsection (b)(3)(B)(i), by striking <quote>section 3(14)(B)</quote> and inserting <quote>section 3(29)(B)</quote>;</text>
 </subparagraph><subparagraph id="id6BCAEEA90D104A5B93F872FFBADB0BCE"><enum>(B)</enum><text>in paragraphs (1) and (2) of subsection (d), by striking <quote>section 3(14)(B)</quote> each place it appears and inserting <quote>section 3(29)(B)</quote>; and</text> </subparagraph><subparagraph id="id6670E9FED7E54D439E200637CC48024A"><enum>(C)</enum><text>in subsection (e)(2)(B), by striking <quote>Alaskan Natives</quote> and inserting <quote>Alaska Natives</quote>.</text>
 </subparagraph></paragraph><paragraph id="id636a9228231c4d49b1591ce405e33149"><enum>(3)</enum><text>Section 202(a)(7) of the Marine Mammal Protection Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/16/1402">16 U.S.C. 1402(a)(7)</external-xref>) is amended by striking <quote>Indians, Eskimos, and Aleuts</quote> and inserting <quote>Alaska Natives</quote>.</text>
 </paragraph><paragraph id="id464fc0f502464065a0ff4b6a07c5c10b"><enum>(4)</enum><text>Section 408(g)(2) of the Marine Mammal Protection Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/16/1421f-1">16 U.S.C. 1421f–1(g)(2)</external-xref>) is amended by striking <quote>section 3(12)(A)</quote> and inserting <quote>section 3(24)(A)</quote>.</text>
 </paragraph><paragraph id="id03a92c336f61437090c243d3ad5a03b5"><enum>(5)</enum><text>Section 508(a)(1) of the Marine Mammal Protection Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/16/1423g">16 U.S.C. 1423g(a)(1)</external-xref>) is amended by striking <quote>Alaskan natives</quote> and inserting <quote>Alaska Natives</quote>.</text>
 </paragraph></subsection></section><section id="id1BF912BD7B3B4CC5834F8753AE715790"><enum>3.</enum><header>Alaska Native access cards</header><text display-inline="no-display-inline">Section 101(a)(6) of the Marine Mammal Protection Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/16/1371">16 U.S.C. 1371(a)(6)</external-xref>) is amended—</text> <paragraph id="id373073C4A7A54D68B12EE263265FDEB7"><enum>(1)</enum><text>in subparagraph (A)—</text>
 <subparagraph id="idEF22C09AFA0742228AD9BA1524488778"><enum>(A)</enum><text>in clause (ii), by striking <quote>or</quote> after the semicolon;</text> </subparagraph><subparagraph id="id5EE3E2CCDDF346CDBADAB41AA8EBC87F"><enum>(B)</enum><text>in clause (iii), by striking the period at the end and inserting <quote>; or</quote>; and</text>
 </subparagraph><subparagraph id="id0017F215AFDE495E8272816B0E20114D"><enum>(C)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id9F4E90854C0E4625BEC78613C337DA0E" style="OLC"> <clause id="id18DCBC5F965C4C0D9D6704295A5C5860"><enum>(iv)</enum><text>is imported into the United States for noncommercial purposes by an Alaska Native presenting an Alaska Native Access Card issued under subparagraph (C).</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="id29BF59E3B33A49638FFC21A5A3009F6D"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id8915506C412548B49071706749D2E139" style="OLC"> <subparagraph id="id6859F440F6354D11B78E01953D0170EB"><enum>(C)</enum><header>Establishment of Alaska Native access cards</header> <clause id="idC0DA7B90A21746EF82B85D415C3FA932"><enum>(i)</enum><header>In general</header><text>Not later than 90 days after the date of enactment of the <short-title>Alaska Native Access Card Act</short-title>, the Secretary shall develop and implement a process for issuing an access card, to be known as an <quote>Alaska Native Access Card</quote> (referred to in this subparagraph as an <term>access card</term>) to any Alaska Native who applies for an access card.</text>
 </clause><clause id="id188904C9B0E347B79671A200102B1AF0"><enum>(ii)</enum><header>Authorization</header><text>An access card issued under this subparagraph shall authorize the import by Alaska Natives of marine mammal products.</text>
 </clause><clause id="id9D2AC669BBF74ED58C427D9BCBCAF867"><enum>(iii)</enum><header>Deadline</header><text>Not later than 30 days after receipt of an application under clause (i), the Secretary shall issue the access card to the applicant.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
