 <subsection commented="no" display-inline="no-display-inline" id="idb7ebeba1-5bee-440c-9a03-f747ccc7a310"><enum>(a)</enum><header display-inline="yes-display-inline">Gas and hazardous liquid</header><text display-inline="yes-display-inline">Section 60125(a) is amended—</text> <paragraph commented="no" display-inline="no-display-inline" id="id18a3230b-8bd2-4058-ae9f-795c12c24be8"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>there is authorized to be appropriated to the Department of Transportation for each of fiscal years 2012 through 2015, from fees collected under section 60301, $90,679,000, of which $4,746,000 is for carrying out such section 12 and $ 36,194,000 is for making grants.</quote> and inserting the following: “there are authorized to be appropriated to the Department of Transportation from fees collected under section 60301—</text>

 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2b7e5c6c-82df-4ee2-bc32-a7d94056a36f"><enum>(B)</enum><text display-inline="yes-display-inline">$129,671,000 for fiscal year 2017, of which $9,418,000 shall be expended for carrying out such section 12 and $42,941,000 shall be expended for making grants;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6042aa2b-c8d8-4959-a6cf-129bc4b892a2"><enum>(C)</enum><text display-inline="yes-display-inline">$132,334,000 for fiscal year 2018, of which $9,512,000 shall be expended for carrying out such section 12 and $43,371,000 shall be expended for making grants; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idda115e0b-988f-4770-9afd-ab99e31cfbf3"><enum>(D)</enum><text display-inline="yes-display-inline">$135,051,000 for fiscal year 2019, of which $9,607,000 shall be expended for carrying out such section 12 and $43,805,000 shall be expended for making grants.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0fe02d7e-c23b-4b57-95e9-aca564dcefbd"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (2), by striking <quote>there is authorized to be appropriated for each of fiscal years 2012 through 2015 from the Oil Spill Liability Trust Fund to carry out the provisions of this chapter related to hazardous liquid and section 12 of the Pipeline Safety Improvement Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/49/60101">49 U.S.C. 60101</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/107/355">Public Law 107–355</external-xref>), $18,573,000, of which $2,174,000 is for carrying out such section 12 and $4,558,000 is for making grants.</quote> and inserting the following: <quote>there are authorized to be appropriated from the Oil Spill Liability Trust Fund to carry out the provisions of this chapter related to hazardous liquid and section 12 of the Pipeline Safety Improvement Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/49/60101">49 U.S.C. 60101</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/107/355">Public Law 107–355</external-xref>)—</quote></text>

 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0b63420c-ed1f-4999-ab97-7e6ba3244d72"><enum>(B)</enum><text display-inline="yes-display-inline">$20,288,000 for fiscal year 2017, of which $3,139,000 shall be expended for carrying out such section 12 and $8,795,000 shall be expended for making grants;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4f8c71e8-ca5c-4dad-82e3-6699442f670e"><enum>(C)</enum><text display-inline="yes-display-inline">$20,694,000 for fiscal year 2018, of which $3,171,000 shall be expended for carrying out such section 12 and $8,883,000 shall be expended for making grants; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3a81cdd9-748c-4b93-af19-b1783233b2fd"><enum>(D)</enum><text display-inline="yes-display-inline">$21,108,000 for fiscal year 2019, of which $3,203,000 shall be expended for carrying out such section 12 and $8,972,000 shall be expended for making grants.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ida04bb335-59eb-4787-8524-e5c62997f088"><enum>(b)</enum><header display-inline="yes-display-inline">Emergency response grants</header><text display-inline="yes-display-inline">Section 60125(b)(2) is amended by striking <quote>2012 through 2015</quote> and inserting <quote>2016 through 2019</quote>.</text> </subsection><subsection commented="no" display-inline="no-display-inline" id="idf424259d-1a63-4071-ac2d-54a48f58495e"><enum>(c)</enum><header display-inline="yes-display-inline">One-call notification programs</header><text display-inline="yes-display-inline">Section 6107 is amended—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="id2dfaa72f-c836-445c-811b-13a66430caf2"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>$1,000,000 for each of fiscal years 2012 through 2015</quote> and inserting <quote>$1,060,000 for each of the fiscal years 2016 through 2019</quote>; and</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf90980d4-21c0-4de1-8523-20c1b54c15d8"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b), by striking <quote>2012 through 2015</quote> and inserting <quote>2016 through 2019</quote>.</text>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idf3a9725b-2a8a-4a9f-b85d-d4dfa75b4f6f"><enum>(d)</enum><header display-inline="yes-display-inline">State damage prevention programs</header><text display-inline="yes-display-inline">Section 60134(i) is amended by striking <quote>2012 through 2015</quote> and inserting <quote>2016 through 2019</quote>.</text> </subsection><subsection commented="no" display-inline="no-display-inline" id="id9b8ee1c3-8dc5-42d0-a17d-904332a1cd47"><enum>(e)</enum><header display-inline="yes-display-inline">Community pipeline safety information grants</header><text display-inline="yes-display-inline">Section 60130(c) is amended by striking <quote>2012 through 2015</quote> and inserting <quote>2016 through 2019</quote>.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="id22b3daac-7bef-497d-994e-831047a7d163"><enum>(f)</enum><header display-inline="yes-display-inline">Pipeline integrity program</header><text display-inline="yes-display-inline">Section 12(f) of the Pipeline Safety Improvement Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/49/60101">49 U.S.C. 60101</external-xref> note) is amended by striking <quote>2012 through 2015</quote> and inserting <quote>2016 through 2019</quote>.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="ide84fe0f6-5244-4f75-9447-3e1135931226" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Regulatory updates</header>
 <subsection commented="no" display-inline="no-display-inline" id="idb991503e-9b8f-429a-928f-54cfd4d8af2a"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 120 days after the date of enactment of this Act, and every 90 days thereafter until a final rule has been issued for each of the requirements described under paragraphs (1), (2), and (3), the Secretary of Transportation shall publish an update on a public website regarding the status of a final rule for—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="ida44b6336-4cc6-4c4d-a2ff-7f637e17c453"><enum>(1)</enum><text display-inline="yes-display-inline">regulations required under the Pipeline Safety Regulatory Certainty and Job Creation Act of 2011 (<external-xref legal-doc="public-law" parsable-cite="pl/112/90">Public Law 112–90</external-xref>; 125 Stat. 1904) for which no interim final rule or direct final rule has been issued;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="iddc5c1152-b480-4ff6-b694-41af82ddfea6"><enum>(2)</enum><text display-inline="yes-display-inline">any regulation relating to pipeline safety required by law, other than a regulation described under paragraph (1), for which for more than 2 years after the date of the enacting statute or statutory deadline no interim final rule or direct final rule has been issued; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide639fcae-ba37-4295-812a-06a2fcad3b53"><enum>(3)</enum><text display-inline="yes-display-inline">any other pipeline safety rulemaking categorized as significant.</text> </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id657e5f2f-3a90-4d6b-b2b8-d11f029e522e"><enum>(b)</enum><header display-inline="yes-display-inline">Contents</header><text display-inline="yes-display-inline">Each report under subsection (a) shall include—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="idb228db60-298c-4f0c-aca4-72c8749d8092"><enum>(1)</enum><text display-inline="yes-display-inline">a description of the work plan for the outstanding regulation;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id42265a78-3347-4dea-bc49-b43785c8cb61"><enum>(2)</enum><text display-inline="yes-display-inline">an updated rulemaking timeline for the outstanding regulation;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="iddc373269-4215-458a-a3a7-cb61fdd9c948"><enum>(3)</enum><text display-inline="yes-display-inline">current staff allocations;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idBE0D3BB5B8C946D487C1B8A1954BF544"><enum>(4)</enum><text display-inline="yes-display-inline">any other information collection request with substantial changes;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idfd62f261-8056-413d-ac97-9db488d67022"><enum>(5)</enum><text display-inline="yes-display-inline">current data collection or research relating to the development of the rulemaking;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id81ff7a13-c1fd-45d5-953c-c546ebd426a8"><enum>(6)</enum><text display-inline="yes-display-inline">current collaborative efforts with safety experts and other stakeholders;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide5e5a3ab-6148-4b23-be76-3ac9933ec053"><enum>(7)</enum><text display-inline="yes-display-inline">any resource constraints impacting the rulemaking process for the outstanding regulation; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id713d21d5-893d-48e5-86b3-f60f537c4e5f"><enum>(8)</enum><text display-inline="yes-display-inline">any other details associated with the development of the rulemaking that impact the progress of the rulemaking.</text>
 </paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id532E00F70850485AB82F6275E0D73F1B" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Hazardous materials identification numbers</header><text display-inline="no-display-inline">The Administrator of the Pipeline and Hazardous Materials Safety Administration shall—</text> <paragraph commented="no" display-inline="no-display-inline" id="id955CDA1B1DF947CBA5C2A4D5D3F3218C"><enum>(1)</enum><text display-inline="yes-display-inline">rescind the implementation of the June 26, 2015 PHMSA interpretative letter (#14–0178); and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7474CE9C9F274BAEABD40ADD9202ECFC"><enum>(2)</enum><text display-inline="yes-display-inline">reinstate paragraphs (4) and (5) of section 172.336(c) of title 49, Code of Federal Regulations, without the reference to <quote>gasohol</quote>, as was originally intended in the March 7, 2013 final rule (PHMSA–2011–0142).</text>
 </paragraph></section><section commented="no" display-inline="no-display-inline" id="id3676ed0e-56a0-4492-a200-c8af0e1080aa" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Statutory preference</header><text display-inline="no-display-inline">The Administrator of the Pipeline and Hazardous Materials Safety Administration shall prioritize the use of Office of Pipeline Safety resources for the development of each outstanding pipeline safety statutory requirement, including requirements for rulemakings and information collection requests, for a rulemaking described in a report under section 3 before beginning any new rulemaking required after the date of the enactment of this Act unless the Secretary of Transportation certifies to Congress that there is a significant need to move forward with a new rulemaking.</text>
		</section><section commented="no" display-inline="no-display-inline" id="ida06f66f7-1683-4975-a008-d2050fdbdac5" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Natural gas integrity management review</header>
 <subsection commented="no" display-inline="no-display-inline" id="id6c31bf4d-f1b5-4c82-a7e6-5961ac60ea37"><enum>(a)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 18 months after the publication of a final rule regarding the safety of gas transmission pipelines (76 Fed. Reg. 53086), the Comptroller General of the United States shall submit a report to Congress regarding the natural gas integrity management program.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="idd9a0b238-278b-42a6-b645-3d15b966604b"><enum>(b)</enum><header display-inline="yes-display-inline">Contents</header><text display-inline="yes-display-inline">The report under subsection (a) shall include—</text> <paragraph commented="no" display-inline="no-display-inline" id="idaab55773-a788-4c0e-926f-a8b927a56918"><enum>(1)</enum><text display-inline="yes-display-inline">an analysis of the extent to which the natural gas integrity management program under section 60109(c) of title 49, United States Code, has improved the safety of natural gas transmission pipelines;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id665a788e-13aa-44b8-8347-422c4cccdc61"><enum>(2)</enum><text display-inline="yes-display-inline">an analysis or recommendations, including consideration of technical, operational, and economic feasibility, regarding changes to the program that would prevent inadvertent releases from pipelines and mitigate any adverse consequences of an inadvertent release, including changes to the current definition of high consequence area, or would expand integrity management beyond high consequence areas;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id96c21498-f67d-4c9a-a39f-d0a464cbe075"><enum>(3)</enum><text display-inline="yes-display-inline">a review of the cost effectiveness of the legacy class location regulations;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0a0acda8-3bdb-4bd0-b8c0-0dbeafba8049"><enum>(4)</enum><text display-inline="yes-display-inline">an analysis of and recommendations regarding what impact pipeline features and conditions, including the age, condition, materials, and construction of a pipeline, should have on risk analysis of a particular pipeline;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide12f1d8c-6a1e-49e1-ab3b-4bec31296417"><enum>(5)</enum><text display-inline="yes-display-inline">a description of any challenges affecting Federal or State regulators in their oversight of the program and how the challenges are being addressed; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id61b42630-89ff-4fe4-862e-ed91d5fd4dd6"><enum>(6)</enum><text display-inline="yes-display-inline">a description of any challenges affecting the natural gas industry in complying with the program, and how the challenges are being addressed.</text>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idcc6c5ebf-c95c-4f27-b750-7ae5730f8745"><enum>(c)</enum><header display-inline="yes-display-inline">Definition of high consequence area</header><text display-inline="yes-display-inline">In this section and in section 7, the term <term>high consequence area</term> means an area described in section 60109(a) of title 49, United States Code.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="id218d025c-5435-4c07-99b4-21ca9852fd84" section-type="subsequent-section"><enum>7.</enum><header display-inline="yes-display-inline">Hazardous liquid integrity management review</header>
 <subsection commented="no" display-inline="no-display-inline" id="id7d6c2eb1-5434-4914-a161-f92cb2ab0f01"><enum>(a)</enum><header display-inline="yes-display-inline">Safety study</header><text display-inline="yes-display-inline">Not later than 18 months after the publication of a final rule regarding the safety of hazardous liquid pipelines (80 Fed. Reg. 61610), the Comptroller General of the United States shall submit a report to Congress regarding the hazardous liquid integrity management program.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="idc5c56df2-cc66-49b4-9c85-ececede0f62a"><enum>(b)</enum><header display-inline="yes-display-inline">Contents</header><text display-inline="yes-display-inline">The report under subsection (a) shall include—</text> <paragraph commented="no" display-inline="no-display-inline" id="id5b11efca-10a5-43af-b36b-9e5de2157613"><enum>(1)</enum><text display-inline="yes-display-inline">an analysis of the extent to which liquid pipeline integrity management in high consequence areas for operators of certain hazardous liquid pipeline facilities, as regulated under sections 195.450 and 195.452 of title 49, Code of Federal Regulations, has improved the safety of hazardous liquid pipelines;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id623989ec-042f-4d40-b033-05b498aa3137"><enum>(2)</enum><text display-inline="yes-display-inline">recommendations, including consideration of technical, operational, and economic feasibility, regarding changes to the program that could prevent inadvertent releases from pipelines and mitigate any adverse consequences of an inadvertent release, including changes to the current definition of high consequence area;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0e355d30-0f07-4fab-ac6f-0c2cef6dd838"><enum>(3)</enum><text display-inline="yes-display-inline">an analysis of how surveying, assessment, mitigation, and monitoring activities, including real-time hazardous liquid pipeline monitoring during significant flood events and information sharing with other Federal agencies, are being used to address risks associated with the dynamic and unique nature of rivers, flood plains, and lakes;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id835ae67f-cb4b-4783-a1c8-19e5e70d7dae"><enum>(4)</enum><text display-inline="yes-display-inline">an analysis of and recommendations regarding what impact pipeline features and conditions, including the age, condition, materials, and construction of a pipeline, should have on risk analysis of a particular pipeline and what changes to the definition of high consequence area could be made to improve pipeline safety; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id49bd0bf1-5df8-40b0-95b7-79d7322cfc26"><enum>(5)</enum><text display-inline="yes-display-inline">a description of any challenges affecting Federal or State regulators in their oversight of the program and how the challenges are being addressed.</text>
 </paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id32602d01-8870-4179-a7ff-4e570155500c" section-type="subsequent-section"><enum>8.</enum><header display-inline="yes-display-inline">Technical safety standards committees</header><text display-inline="no-display-inline">Section 60115(b)(4)(A) is amended by striking <quote>State commissioners. The Secretary shall consult with the national organization of State commissions before selecting those 2 individuals.</quote> and inserting <quote>State officials. The Secretary shall consult with national organizations representing State commissioners or governors when making a selection under this subparagraph.</quote></text>
		</section><section commented="no" display-inline="no-display-inline" id="idaa713c93-85ab-412c-88c8-1090a52f7875" section-type="subsequent-section"><enum>9.</enum><header display-inline="yes-display-inline">Inspection report information</header>
 <subsection commented="no" display-inline="no-display-inline" id="id7f9f27ac-0484-4cb7-a95c-a63986c71590"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 30 days after the completion of a pipeline safety inspection, the Administrator of the Pipeline and Hazardous Materials Safety Administration, or the State authority certified under section 60105 of title 49, United States Code, shall—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="id2c8d0a7c-678e-44c7-8952-eb990dba6563"><enum>(1)</enum><text display-inline="yes-display-inline">conduct a post-inspection briefing with the operator outlining concerns, and to the extent practicable, provide written preliminary findings of the inspection; or</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id42312e8c-85e5-4283-8817-6477809880bf"><enum>(2)</enum><text display-inline="yes-display-inline">issue to the operator a final report, notice of amendment of plans or procedures, safety order, or corrective action order, or such other applicable report, notice, or order.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ide0b191c1-0422-4039-a625-c3b39e7c1a04"><enum>(b)</enum><header display-inline="yes-display-inline">Report</header>
 <paragraph commented="no" display-inline="no-display-inline" id="ided30b1c9-8150-4d42-94df-e6c6d8924e1a"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administrator shall submit an annual report to Congress regarding—</text> <subparagraph commented="no" display-inline="no-display-inline" id="id0167eb78-6fb7-4f7a-b43d-f52c32102b82"><enum>(A)</enum><text display-inline="yes-display-inline">the actions that the Pipeline and Hazardous Materials Safety Administration has taken to ensure that inspections by State authorities provide effective and timely oversight; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida5c59782-ab79-4a73-9e88-e8a4c67b8ca2"><enum>(B)</enum><text display-inline="yes-display-inline">statistics relating to the timeliness of the actions described in paragraphs (1) and (2) of subsection (a).</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9d80500a-7283-4b11-bfbb-80a75325d350"><enum>(2)</enum><header display-inline="yes-display-inline">Cessation of effectiveness</header><text display-inline="yes-display-inline">Paragraph (1) shall cease to be effective on September 30, 2019.</text> </paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id6F3703A2FDEB486F9157EFCFD8CAC003" section-type="subsequent-section"><enum>10.</enum><header display-inline="yes-display-inline">Pipeline odorization study</header><text display-inline="no-display-inline">Not later than 180 days after the date of the enactment of this Act, the Comptroller General of the United States shall submit a report to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation of the Senate</committee-name> and the <committee-name committee-id="">Committee on Transportation and Infrastructure of the House of Representatives</committee-name> that assesses—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="ideece5894fa9c4150bb7a0530166d4570"><enum>(1)</enum><text display-inline="yes-display-inline">the feasibility of odorizing all combustible gas in transportation;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7b37cc5ff8944302be68f43e9ae92a63"><enum>(2)</enum><text display-inline="yes-display-inline">the impacts of the odorization of all combustible gas in transportation on manufacturers, agriculture, and other end users; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6423DFFE9C2F43BEB29E73B14D83AC47"><enum>(3)</enum><text display-inline="yes-display-inline">the relative benefits and costs associated with odorizing all combustible gas in transportation, including impacts on health and safety, compared to using other methods to mitigate pipeline leaks.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="id45f301e2-74da-483f-8468-7e0fc43f5028" section-type="subsequent-section"><enum>11.</enum><header display-inline="yes-display-inline">Improving damage prevention technology</header>
 <subsection commented="no" display-inline="no-display-inline" id="id09d86428-bbe7-4efb-b6c1-d5681e07d2b1"><enum>(a)</enum><header display-inline="yes-display-inline">Study</header><text display-inline="yes-display-inline">The Secretary of Transportation, in consultation with stakeholders, shall conduct a study on improving existing damage prevention programs through technological improvements in location, mapping, excavation, and communications practices to prevent accidental excavation damage to a pipe or its coating, including considerations of technical, operational, and economic feasibility and existing damage prevention programs.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="idab253d68-29fd-4963-a618-68c072687b14"><enum>(b)</enum><header display-inline="yes-display-inline">Contents</header><text display-inline="yes-display-inline">The study under subsection (a) shall include—</text> <paragraph commented="no" display-inline="no-display-inline" id="id87b8ac32-396f-4d97-be56-fb4120c9d72f"><enum>(1)</enum><text display-inline="yes-display-inline">an identification of any methods that could improve existing damage prevention programs through location and mapping practices or technologies in an effort to reduce unintended releases caused by excavation;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4b86a90b-037a-49a4-a6ba-5fa4ab75db93"><enum>(2)</enum><text display-inline="yes-display-inline">an analysis of how increased use of GPS digital mapping technologies, predictive analytic tools, public awareness initiatives including one-call initiatives, the use of mobile devices, and other advanced technologies could supplement existing one-call notification and damage prevention programs to reduce the frequency and severity of incidents caused by excavation damage;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida6da0cb5-7664-4f8d-815c-06612ba1c004"><enum>(3)</enum><text display-inline="yes-display-inline">an identification of any methods that could improve excavation practices or technologies in an effort to reduce pipeline damages;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id929914A8F4F343A2AA78A8208E1FCEE7"><enum>(4)</enum><text display-inline="yes-display-inline">an analysis of the feasibility of a national data repository for pipeline excavation accident data that creates standardized data models for storing and sharing pipeline accident information; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb53ad62c-c457-47db-b2e6-47df3da953ce"><enum>(5)</enum><text display-inline="yes-display-inline">an identification of opportunities for stakeholder engagement in preventing excavation damage.</text> </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id6f9fb049-f014-4516-a81b-adf1808a85ec"><enum>(c)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Secretary of Transportation shall submit a report to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation of the Senate</committee-name> and the <committee-name committee-id="">Committee on Transportation and Infrastructure of the House of Representatives</committee-name> regarding the study under this section, including recommendations, that include the consideration of technical, operational, and economic feasibility, on how to incorporate, into existing damage prevention programs, technological improvements and practices that may help prevent accidental excavation damage.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="id3187b469-a4ae-44c5-9e67-d5ae9556a1c6" section-type="subsequent-section"><enum>12.</enum><header display-inline="yes-display-inline">Workforce of Pipeline and Hazardous Materials Safety Administration</header>
 <subsection commented="no" display-inline="no-display-inline" id="id61a927e5-49eb-4c19-9202-94c62188e1b7"><enum>(a)</enum><header display-inline="yes-display-inline">Review</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Administrator of the Pipeline and Hazardous Materials Safety Administration shall submit to Congress a review of Pipeline and Hazardous Materials Safety Administration staff resource management, including geographic allocation plans, hiring challenges, and expected retirement rates and strategies. The review shall include recommendations to address hiring challenges, training needs, and any other identified staff resource challenges.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idfc3ab240-3de8-42df-8721-584d0c4c77e4"><enum>(b)</enum><header display-inline="yes-display-inline">Critical hiring needs</header>
 <paragraph commented="no" display-inline="no-display-inline" id="ideb3ee250-100a-44c7-b05b-baa8251df933"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Beginning on the date on which the review is submitted under subsection (a), the Administrator may certify to Congress, not less frequently than annually, that a severe shortage of qualified candidates or a critical hiring need exists for a position or group of positions in the Pipeline and Hazardous Material Safety Administration.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9aad8d23-3ca2-40ad-94bb-31343e90ec02"><enum>(2)</enum><header display-inline="yes-display-inline">Direct hire authority</header><text display-inline="yes-display-inline">Notwithstanding sections 3309 through 3318 of title 5, United States Code, the Administrator, after making a certification under paragraph (1), may hire a candidate for the position or candidates for the group of positions indicated in the certification, as applicable.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd922ef20-55c4-4711-9e9b-765ce220965c"><enum>(3)</enum><header display-inline="yes-display-inline">Terminations of effectiveness</header><text display-inline="yes-display-inline">The direct hire authority provided under paragraph (2) shall terminate on September 30, 2019.</text> </paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="ida4d47ea5-8a1a-469e-a194-98054cfd558a" section-type="subsequent-section"><enum>13.</enum><header display-inline="yes-display-inline">Research and development</header> <subsection commented="no" display-inline="no-display-inline" id="id595014f7-ad10-455b-9d1b-b74d8ee2b9bb"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">In developing a research and development program plan under paragraph (3) of section 12(d) of the Pipeline Safety Improvement Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/49/60101">49 U.S.C. 60101</external-xref> note), the Administrator of the Pipeline and Hazardous Material Safety Administration, in consultation with the Assistant Secretary for Research and Technology, shall—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="idb70aa69c-faee-4d4b-844e-d6697a8e9aa1"><enum>(1)</enum><text display-inline="yes-display-inline">detail compliance with the consultation requirement under paragraph (2) of such section;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id26667a21-cece-4232-a5f4-107ebd44535d"><enum>(2)</enum><text display-inline="yes-display-inline">provide opportunities for joint research ventures with non-Federal entities, whenever practicable and appropriate, to leverage limited Federal research resources; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id58c6c77f-20af-4bb8-b480-2fd4d8814f1b"><enum>(3)</enum><text display-inline="yes-display-inline">permit collaborative research and development projects with appropriate non-Federal organizations.</text> </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id1418f962-98e6-4916-8200-2309529e26cc"><enum>(b)</enum><header display-inline="yes-display-inline">Collaborative safety research report</header><text display-inline="yes-display-inline">Section 60124(a)(6) is amended—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="id07591491-2452-41c8-8c1a-dca92f720a4c"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking <quote>and</quote> at the end;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc3a3bfb3-b6f1-4f2e-8dc5-264eeb9a6a07"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (B), by striking the period at the end and inserting <quote>; and</quote>; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9de841eb-d688-44c6-bb38-e243c9adb23b"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id48f93203-8d6a-4963-bdd5-2d4a35c70f2f" style="OLC"> <subparagraph commented="no" display-inline="no-display-inline" id="id5ca1beca-dfe0-4870-b759-c8f71ed38efe"><enum>(C)</enum><text display-inline="yes-display-inline">research activities in collaboration with non-Federal entities, including the intended improvements to safety technology, inspection technology, operator response time, and emergency responder incident response time.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="idbfd6631b-73cc-406f-92df-c1782e10b414" section-type="subsequent-section"><enum>14.</enum><header display-inline="yes-display-inline">Information sharing system</header>
 <subsection commented="no" display-inline="no-display-inline" id="ida7103560-f458-441e-9c9d-41e4e6a2c6e8"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Transportation shall convene a working group to consider the development of a voluntary no-fault information sharing system to encourage collaborative efforts to improve inspection information feedback and information sharing with the purpose of improving natural gas transmission and hazardous liquid pipeline integrity risk analysis.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="idf6ae204a-653b-47e7-83f5-8da192857eb7"><enum>(b)</enum><header display-inline="yes-display-inline">Membership</header><text display-inline="yes-display-inline">The working group described in subsection (a) shall include representatives from—</text> <paragraph commented="no" display-inline="no-display-inline" id="id05cd1242-3525-43bd-9f13-b51b0c334110"><enum>(1)</enum><text display-inline="yes-display-inline">the Pipeline and Hazardous Materials Safety Administration;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0d9d74e5-1fbf-4188-b393-18fb07267497"><enum>(2)</enum><text display-inline="yes-display-inline">industry stakeholders, including operators of pipeline facilities, inspection technology vendors, and pipeline inspection organizations;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id543a14a3-bc83-49d9-ae78-dea4099fd0ba"><enum>(3)</enum><text display-inline="yes-display-inline">safety advocacy groups;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc772f035-e92d-4677-9d87-420f33a0ea10"><enum>(4)</enum><text display-inline="yes-display-inline">research institutions;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5dcba712-aeec-4b95-ac5d-9f636d51ef4f"><enum>(5)</enum><text display-inline="yes-display-inline">State public utility commissions or State officials responsible for pipeline safety oversight;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5cce4624-bd15-4f5f-a531-db0361cd2eae"><enum>(6)</enum><text display-inline="yes-display-inline">State pipeline safety inspectors; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idee7e8dbf-5244-4167-abd8-044ac3613ca1"><enum>(7)</enum><text display-inline="yes-display-inline">labor representatives.</text> </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id4cb6fb63-773d-4b7a-b161-370bd0455875"><enum>(c)</enum><header display-inline="yes-display-inline">Considerations</header><text display-inline="yes-display-inline">The working group described in subsection (a) shall consider and provide recommendations, if applicable, to the Secretary on—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="id945aa1b0-e7a3-454f-ba5e-46ef134ac4b3"><enum>(1)</enum><text display-inline="yes-display-inline">the need for and the identification of a system to ensure that dig verification data is shared with inline inspection operators to the extent consistent with the need to maintain proprietary and security sensitive data in a confidential manner to improve pipeline safety and inspection technology;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide3fe6570-d7aa-4105-bce5-fb7d3ff1f734"><enum>(2)</enum><text display-inline="yes-display-inline">ways to encourage the exchange of pipeline inspection information and the development of advanced pipeline inspection technologies and enhanced risk analysis;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7dc8419d-5e5e-47d4-a918-211142dc1aae"><enum>(3)</enum><text display-inline="yes-display-inline">opportunities to share data, including dig verification data between operators of pipeline facilities and in-line inspector vendors to expand knowledge of the advantages and disadvantages of the different types of in-line inspection technology and methodologies;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5a49ea3b-50b7-47a3-817f-a11d9cca4721"><enum>(4)</enum><text display-inline="yes-display-inline">options to create a secure system that protects proprietary data while encouraging the exchange of pipeline inspection information and the development of advanced pipeline inspection technologies and enhanced risk analysis; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4c425977-5875-4f03-9ab4-a0d646ed0384"><enum>(5)</enum><text display-inline="yes-display-inline">regulatory, funding, and legal barriers to sharing the information described in paragraphs (1) through (4).</text>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id1dced78b-94ac-4ca4-a200-fdf8f98e8713"><enum>(d)</enum><header display-inline="yes-display-inline">FACA</header><text display-inline="yes-display-inline">The working group shall not be subject to the Federal Advisory Committee Act (5 U.S.C. App.).</text> </subsection><subsection commented="no" display-inline="no-display-inline" id="ida8ceb722-9dcb-4f5f-8b3c-6515d4efbc73"><enum>(e)</enum><header display-inline="yes-display-inline">Publication</header><text display-inline="yes-display-inline">The Secretary shall publish the recommendations provided under subsection (c) on a publicly available website.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="id9d262f6f-3b08-4359-8f8a-3726b527573a" section-type="subsequent-section"><enum>15.</enum><header display-inline="yes-display-inline">Nationwide integrated pipeline safety regulatory database</header>
 <subsection commented="no" display-inline="no-display-inline" id="id88cddcc1-1be0-423e-b486-e8b0f6836910"><enum>(a)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 18 months after the date of the enactment of this Act, the Secretary of Transportation shall submit a report to Congress on the feasibility of a national integrated pipeline safety regulatory inspection database to improve communication and collaboration between the Pipeline and Hazardous Materials Safety Administration and State pipeline regulators.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="id3bc25205-d0a3-4a0b-84c2-1c07982b78db"><enum>(b)</enum><header display-inline="yes-display-inline">Contents</header><text display-inline="yes-display-inline">The report under subsection (a) shall include—</text> <paragraph commented="no" display-inline="no-display-inline" id="id63f221f3-764f-4181-8d84-f6771108e6aa"><enum>(1)</enum><text display-inline="yes-display-inline">a description of any efforts currently underway to test a secure information-sharing system for the purpose described in subsection (a);</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb100dfff-205d-4450-80bc-b822fb03373e"><enum>(2)</enum><text display-inline="yes-display-inline">a description of any progress in establishing common standards for maintaining, collecting, and presenting pipeline safety regulatory inspection data, and a methodology for the sharing of the data;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id17faa750-29f9-4003-bb7c-6d4f362e2290"><enum>(3)</enum><text display-inline="yes-display-inline">a description of any existing inadequacies or gaps in State and Federal inspection, enforcement, geospatial, or other pipeline safety regulatory inspection data;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id49f9b107-2f70-4e84-a1de-9446bcb7355c"><enum>(4)</enum><text display-inline="yes-display-inline">a description of the potential safety benefits of a national integrated pipeline database; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1670bbb1-7433-4172-aaf3-f370554dfe04"><enum>(5)</enum><text display-inline="yes-display-inline">recommendations for how to implement a secure information-sharing system that protects proprietary and security sensitive information and data for the purpose described in subsection (a).</text>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idc2b68c4f-edfd-44da-b26f-3034b876547a"><enum>(c)</enum><header display-inline="yes-display-inline">Consultation</header><text display-inline="yes-display-inline">In preparing the report under subsection (a), the Secretary shall consult with stakeholders, including each State authority operating under a certification to regulate intrastate pipelines under section 60105 of title 49, United States Code.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="id4951089f-af74-486d-8c2f-0b8bf44c612f" section-type="subsequent-section"><enum>16.</enum><header display-inline="yes-display-inline">Underground natural gas storage facilities</header>
 <subsection commented="no" display-inline="no-display-inline" id="idFE55E91F0B6943D38207E441FA4A8E09"><enum>(a)</enum><header display-inline="yes-display-inline">Defined term</header><text display-inline="yes-display-inline">Section 60101(a) is amended—</text> <paragraph commented="no" display-inline="no-display-inline" id="id88861088FCBB45A78A411CF9546E0646"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (21)(B), by striking the period at the end and inserting a semicolon;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA74843BD98C04C4DBB6E10F3DA3DD3C0"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (24), by striking <quote>and</quote> at the end;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id97C4E3B7C0D04BA6BB5890C98B11727D"><enum>(3)</enum><text display-inline="yes-display-inline">in paragraph (25), by striking the period at the end and inserting a semicolon; and</text>

 <subparagraph commented="no" display-inline="no-display-inline" id="idd94d2cfc-b76c-479a-b15e-f560964767b6"><enum>(A)</enum><text display-inline="yes-display-inline">a depleted hydrocarbon reservoir;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id947f60b2-2520-4540-8063-a5b646483d89"><enum>(B)</enum><text display-inline="yes-display-inline">an aquifer reservoir; or</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfa2d874c-f197-4f72-89ff-ffd928bb90cf"><enum>(C)</enum><text display-inline="yes-display-inline">a solution mined salt cavern reservoir.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id4a50b263-c397-46c1-9ee1-b7e6b446aa25"><enum>(b)</enum><header display-inline="yes-display-inline">Standards for underground natural gas storage facilities</header><text display-inline="yes-display-inline">Chapter 601 is amended by inserting after section 60103 the following:</text>

					<section commented="no" display-inline="no-display-inline" id="idA86EE0BB4A7D4DF4B167C2299A014BF5" section-type="subsequent-section"><enum>60103A.</enum><header display-inline="yes-display-inline">Standards for underground natural gas storage facilities</header>
 <subsection commented="no" display-inline="no-display-inline" id="idF767DA502794445C93D4B17498D82896"><enum>(a)</enum><header display-inline="yes-display-inline">Minimum uniform safety standards</header><text display-inline="yes-display-inline">Not later than 2 years after the date of the enactment of the <short-title>SAFE PIPES Act</short-title>, the Secretary of Transportation, in consultation with the heads of other relevant Federal agencies, shall issue minimum uniform safety standards, incorporating, to the extent practicable, consensus standards for the operation, environmental protection, and integrity management of underground natural gas storage facilities.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="id64ade5fc-f972-4b5d-9f0e-fbed309b97f3"><enum>(b)</enum><header display-inline="yes-display-inline">Considerations</header><text display-inline="yes-display-inline">In developing uniform safety standards under subsection (a), the Secretary shall—</text> <paragraph commented="no" display-inline="no-display-inline" id="id324a16bc-1ace-4440-aca8-26371187c0c0"><enum>(1)</enum><text display-inline="yes-display-inline">consider the economic impacts of the regulations on individual gas customers to the extent practicable;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3cecf021-5d56-47e4-904d-f37537d7ab8c"><enum>(2)</enum><text display-inline="yes-display-inline">ensure that the regulations do not have a significant economic impact on end users to the extent practicable;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id197dda6a-02fb-42c8-9ec4-9030110bf425"><enum>(3)</enum><text display-inline="yes-display-inline">consider existing consensus standards; and</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1A6D105E110643B28D0FCCD5AA7A35E7"><enum>(4)</enum><text display-inline="yes-display-inline">consider the recommendations of the Aliso Canyon Task Force under section 27 of the <short-title>Securing America’s Future Energy: Protecting our Infrastructure of Pipelines and Enhancing Safety Act</short-title>.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id7c9f86dc-7d06-4162-b460-d790ec578fcf"><enum>(c)</enum><header display-inline="yes-display-inline">User fees</header>
 <paragraph commented="no" display-inline="no-display-inline" id="id091ffcf7-82d8-49aa-b015-4aa6c7f486df"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">A fee shall be imposed on an entity operating an underground natural gas storage facility to which this section applies. Any such fee imposed shall be collected before the end of the fiscal year to which it applies.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id356e621a-7664-4f3c-8025-b3f8bbdbcc75"><enum>(2)</enum><header display-inline="yes-display-inline">Means of collection</header><text display-inline="yes-display-inline">The Secretary shall prescribe procedures to collect fees under this subsection. The Secretary may use a department, agency, or instrumentality of the United States Government or of a State or local government to collect the fee and may reimburse the department, agency, or instrumentality a reasonable amount for its services.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id887e6260-5459-48fb-981c-cf107ed40184"><enum>(3)</enum><header display-inline="yes-display-inline">Use of fees</header>
 <subparagraph commented="no" display-inline="no-display-inline" id="id5f8d8d62-7e36-4856-900b-fb84b6615128"><enum>(A)</enum><header display-inline="yes-display-inline">Account</header><text display-inline="yes-display-inline">There is established an underground natural gas storage facility safety account in the Pipeline Safety Fund established under section 60301, in the Treasury of the United States.</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id74e9ee77-52ef-4764-b1e6-288732483a8f"><enum>(B)</enum><header display-inline="yes-display-inline">Use of fees</header><text display-inline="yes-display-inline">A fee collected under this subsection—</text> <clause commented="no" display-inline="no-display-inline" id="id97e5cb45-4a47-458e-b3ba-9e3250a265a2"><enum>(i)</enum><text display-inline="yes-display-inline">shall be deposited in the underground natural gas storage facility safety account; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id78f2bbeb-63d3-4609-8a2b-470089e0bfb0"><enum>(ii)</enum><text display-inline="yes-display-inline">if the fee is related to an underground natural gas storage facility, may be used only for an activity related to underground natural gas storage safety under this section.</text>
 </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7fe4c494-e65f-445b-939f-cd48c1088720"><enum>(C)</enum><header display-inline="yes-display-inline">Limitation</header><text display-inline="yes-display-inline">Amounts collected under this subsection shall be made available only to the extent provided in advance in an appropriation law for an activity related to underground natural gas storage safety.</text>
								</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id94b2c80a-c9d2-4679-a532-def5c9453955"><enum>(d)</enum><header display-inline="yes-display-inline">Rules of construction</header>
 <paragraph commented="no" display-inline="no-display-inline" id="id52c8284d-9150-4653-8767-d62643b5054e"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Nothing in this section may be construed to affect any Federal regulation relating to gas pipeline facilities that is in effect on the day before the date of enactment of the <short-title>SAFE PIPES Act</short-title>.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcbcf8be6-54d9-4bc4-9453-4c728071bfab"><enum>(2)</enum><header display-inline="yes-display-inline">Limitations</header><text display-inline="yes-display-inline">Nothing in this section may be construed to authorize the Secretary—</text> <subparagraph commented="no" display-inline="no-display-inline" id="idF92E267EB24741E59F0E258876ABB524"><enum>(A)</enum><text display-inline="yes-display-inline">to prescribe the location of an underground natural gas storage facility; or</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA549C3AA354F4739B6FC217F7CA537D7"><enum>(B)</enum><text display-inline="yes-display-inline">to require the Secretary’s permission to construct a facility referred to in subparagraph (A).</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="idB52B3D129EA84384A5873219B61CC9FB"><enum>(c)</enum><header display-inline="yes-display-inline">Clerical amendment</header><text display-inline="yes-display-inline">The table of sections for chapter 601 is amended by inserting after the item relating to section 60103 the following:</text>
				<quoted-block display-inline="no-display-inline" id="idafdd20c0-35e3-4a91-8d76-86161c90a7a2" style="USC"><toc><toc-entry bold="off" idref="idA86EE0BB4A7D4DF4B167C2299A014BF5" level="section">60103A.  </subsection></section><section commented="no" display-inline="no-display-inline" id="idC246C22128204E9698881CA1AEE9AAB6" section-type="subsequent-section"><enum>17.</enum><header display-inline="yes-display-inline">Joint inspection and oversight</header><text display-inline="no-display-inline">To ensure the safety of pipeline transportation, the Secretary of Transportation shall coordinate with States to ensure safety through the following:</text>
 <paragraph commented="no" display-inline="no-display-inline" id="idF98F2C1BFE2945E0B764D0F7364EA9AA"><enum>(1)</enum><text display-inline="yes-display-inline">At the request of a State authority, the Secretary shall allow for a certified state authority under section 60105 of title 49, United States Code, to participate in the inspection of an interstate pipeline facility.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id07785223AEF443D9A4E5B1A630FEB9BC"><enum>(2)</enum><text display-inline="yes-display-inline">Where appropriate, may provide temporary authority for a certified State authority under that section to participate in oversight of interstate pipeline safety transportation to ensure proper safety oversight and prevent an adverse impact on public safety.</text>
 </paragraph></section><section commented="no" display-inline="no-display-inline" id="id0295e8c1-d402-46fb-85e6-7f48a5f1dad8" section-type="subsequent-section"><enum>18.</enum><header display-inline="yes-display-inline">Response plans</header><text display-inline="no-display-inline">In preparing or reviewing a response plan under part 194 of title 49, Code of Federal Regulations, the Administrator of the Pipeline and Hazardous Materials Safety Administration and an operator shall each address, to the maximum extent practicable, the impact of a worse case discharge of oil, or the substantial threat of such a discharge, into or on any navigable waters or adjoining shorelines that may be covered in whole or in part by ice.</text>
 </section><section commented="no" display-inline="no-display-inline" id="id79bff810-b262-4520-b516-3ee0f64bc35e" section-type="subsequent-section"><enum>19.</enum><header display-inline="yes-display-inline">High consequence areas</header><text display-inline="no-display-inline">The Secretary of Transportation shall revise section 195.6(b) of title 49, Code of Federal Regulations to explicitly state that the Great Lakes are a USA ecological resource (as defined in section 195.6(b) of that title) for purposes of determining whether a pipeline is in a high consequence area (as defined in section 195.450 of that title).</text>
 </section><section commented="no" display-inline="no-display-inline" id="id31c9e418-a78d-44e9-8cb0-2c1d7f4e9aea" section-type="subsequent-section"><enum>20.</enum><header display-inline="yes-display-inline">Surface transportation security review</header><text display-inline="no-display-inline">Not later than 1 year after the date of the enactment of this Act, the Comptroller General of the United States shall submit a report to Congress on the staffing, resource allocation, oversight strategy, and management of the Transportation Security Administration’s pipeline security program and other surface transportation programs. The report shall include information on the coordination between the Transportation Security Administration, other Federal stakeholders, and industry.</text>
		</section><section commented="no" display-inline="no-display-inline" id="id4e23f683757c463eb72ea03148a3b1be" section-type="subsequent-section"><enum>21.</enum><header display-inline="yes-display-inline">Small scale liquefied natural gas facilities</header>
 <subsection commented="no" display-inline="no-display-inline" id="idd3c27d5ae3d64264a45f21a5702a752a"><enum>(a)</enum><header display-inline="yes-display-inline">Defined term</header><text display-inline="yes-display-inline">Section 60101(a), as amended by section 16, is further amended by inserting after paragraph (25) the following:</text>
				<quoted-block display-inline="no-display-inline" id="idB036247F0E414E899A9EC2A9189340A4" style="OLC">
 <paragraph commented="no" display-inline="no-display-inline" id="idbc06e32298964428b434d541896087bf"><enum>(26)</enum><text display-inline="yes-display-inline"><term>small scale liquefied natural gas facility</term> means a permanent intrastate liquefied natural gas facility (other than a peak shaving facility) that produces liquefied natural gas for—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="id484E55D9564D4DB582A911C772159F1A"><enum>(A)</enum><text display-inline="yes-display-inline">use as a fuel in the United States; or</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB5A18A79C9124838ACF9CDB89C04632C"><enum>(B)</enum><text display-inline="yes-display-inline">transportation in the United States by a means other than a pipeline facility; and</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="id8b1526b13da0455c94ccd2ef31513365"><enum>(b)</enum><header display-inline="yes-display-inline">Siting standards for permanent small scale liquefied natural gas facilities</header><text display-inline="yes-display-inline">Section 60103(a) is amended to read as follows:</text> <quoted-block display-inline="no-display-inline" id="id8CEB232603534682A49D98671269924C" style="OLC"> <subsection commented="no" display-inline="no-display-inline" id="id0376600E6BD248C389F309EB6E17E406"><enum>(a)</enum><header display-inline="yes-display-inline">Location standards</header> <paragraph commented="no" display-inline="no-display-inline" id="id3890F9707D4740E0AE9EB1770163F5E1"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary of Transportation shall prescribe minimum safety standards for deciding on the permanent location of a new liquefied natural gas pipeline facility or small scale liquefied natural gas facility.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2e517cc0045145e8a659dca1e7fe306b"><enum>(2)</enum><header display-inline="yes-display-inline">Liquefied natural gas facilities</header><text display-inline="yes-display-inline">In prescribing a minimum safety standard for deciding on the permanent location of a new liquefied natural gas facility, the Secretary of Transportation shall consider—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="idc1f509f4b3444cf4b04b059d5234c0be"><enum>(A)</enum><text display-inline="yes-display-inline">the kind and use of the facility;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id296cfdb8f0a64d978e71f8fedb4e896f"><enum>(B)</enum><text display-inline="yes-display-inline">the existing and projected population and demographic characteristics of the location;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb3fb374e78bb4b0ab20b44e31f8e8007"><enum>(C)</enum><text display-inline="yes-display-inline">the existing and proposed land uses near the location;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idde5d51988ca44b1ea696664596403e01"><enum>(D)</enum><text display-inline="yes-display-inline">the natural physical aspects of the location;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8fef6d1156324de7984a3de6abb198c1"><enum>(E)</enum><text display-inline="yes-display-inline">medical, law enforcement, and fire prevention capabilities near the location that can cope with a risk caused by the facility; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd3e61ac67fb84221b9b67cab86658f7c"><enum>(F)</enum><text display-inline="yes-display-inline">the need to encourage remote siting.</text> </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0773227f91954432b934bfeb535b3a59"><enum>(3)</enum><header display-inline="yes-display-inline">Small scale liquefied natural gas facilities</header> <subparagraph commented="no" display-inline="no-display-inline" id="id8E595ACD1BBB497CA1D2D0486073C871"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 18 months after the date of the enactment of the <short-title>SAFE PIPES Act</short-title>, the Secretary of Transportation shall prescribe minimum safety standards for permanent small scale liquefied natural gas facilities.</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id82b1609fe2474e74ac990af580eaa1c1"><enum>(B)</enum><header display-inline="yes-display-inline">Considerations</header><text display-inline="yes-display-inline">In prescribing minimum safety standards under this paragraph, the Secretary shall consider—</text> <clause commented="no" display-inline="no-display-inline" id="id0271a3b5193443bfaabf7c747f98207d"><enum>(i)</enum><text display-inline="yes-display-inline">the value of establishing risk-based approaches;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id05ff0b2f2ceb48fbb063aed823102f9e"><enum>(ii)</enum><text display-inline="yes-display-inline">the benefit of incorporating industry standards and best practices;</text> </clause><clause commented="no" display-inline="no-display-inline" id="id5079d2bf21f647e4a048505399484c55"><enum>(iii)</enum><text display-inline="yes-display-inline">the need to encourage the use of best available technology; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id7d85bfaa40da4df2bfa83c6cbf2c286a"><enum>(iv)</enum><text display-inline="yes-display-inline">the factors prescribed in paragraph (2), as appropriate.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </subsection></section><section commented="no" display-inline="no-display-inline" id="id88D39ACF5E494A23916AAE0CFBECBDE6" section-type="subsequent-section"><enum>22.</enum><header display-inline="yes-display-inline">Report on natural gas leak reporting</header> <subsection commented="no" display-inline="no-display-inline" id="id6a443299474e4e7f8e583bb2e5389f02"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Administrator of the Pipeline and Hazardous Materials Safety Administration shall submit to Congress a report on the metrics provided to the Pipeline and Hazardous Materials Safety Administration and other Federal and State agencies related to lost and unaccounted for natural gas from distribution pipelines and systems.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="id49005ddcaa354971b7dadef1fdf169c4"><enum>(b)</enum><header display-inline="yes-display-inline">Elements</header><text display-inline="yes-display-inline">The report required under subsection (a) shall include the following elements:</text> <paragraph commented="no" display-inline="no-display-inline" id="id7ee20b4e6bc2499facfd02c2efe7ee23"><enum>(1)</enum><text display-inline="yes-display-inline">An examination of different reporting requirements or standards for lost and unaccounted for natural gas to different agencies, the reasons for any such discrepancies, and recommendations for harmonizing and improving the accuracy of reporting.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idff258ea838d04ba081437e8bc704ff5d"><enum>(2)</enum><text display-inline="yes-display-inline">An analysis of whether separate or alternative reporting could better measure the amounts and identify the location of lost and unaccounted for natural gas from natural gas distribution systems.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id85353ac222d84e28aad307aa8c2314e2"><enum>(3)</enum><text display-inline="yes-display-inline">A description of potential safety issues associated with natural gas that is lost and unaccounted for from natural gas distribution systems.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9A82370B1FC64025AE1BE622E21A2DF9"><enum>(4)</enum><text display-inline="yes-display-inline">An assessment of whether alternate reporting and measures will resolve any safety issues identified under paragraph (3), including an analysis of the potential impact, including potential savings, on rate payers and end users of natural gas products of such reporting and measures.</text>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id261B4E35BB0B4707B4AA64611D8F3F4D"><enum>(c)</enum><header display-inline="yes-display-inline">Consideration of recommendations</header><text display-inline="yes-display-inline">If the Administrator determines that alternate reporting structures or recommendations included in the report required under subsection (a) would significantly improve the reporting and measurement of lost and unaccounted for gas or safety of systems, the Administrator shall, not later than 180 days after making such determination, issue regulations, as the Administrator determines appropriate, to implement the recommendations.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="id059fd507483f4fa08ac9fdcb8df6915e" section-type="subsequent-section"><enum>23.</enum><header display-inline="yes-display-inline">Comptroller General review of State policies relating to natural gas leaks</header>
 <subsection commented="no" display-inline="no-display-inline" id="id9a5d9db411da464ab372aa3d4fc6d206"><enum>(a)</enum><header display-inline="yes-display-inline">Review</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall conduct a State-by-State review of State-level policies that—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="idc947d03014894e468c75cadf0e393148"><enum>(1)</enum><text display-inline="yes-display-inline">encourage the repair and replacement of leaking natural gas distribution pipelines or systems that pose a safety threat, such as timelines to repair leaks and limits on cost recovery from ratepayers; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcc3627e014214961a18fbeb4f357b003"><enum>(2)</enum><text display-inline="yes-display-inline">that may create barriers for entities to conduct work to repair and replace leaking natural gas pipelines or distribution systems.</text>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id15a6deb05f0a4efca56fe15444195b6f"><enum>(b)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Comptroller General shall submit to Congress and the Pipeline and Hazardous Materials Safety Administration a report summarizing the findings of the review conducted under subsection (a) and making recommendations on Federal or State policies or best practices that may improve safety by accelerating the repair and replacement of natural gas pipelines or systems that are leaking or releasing natural gas, including policies within the jurisdiction of the Pipeline and Hazardous Materials Safety Administration. The report shall consider the potential impact, including potential savings, of the implementation of its recommendations on ratepayers or end users of the natural gas pipeline system.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="id2d6894cb45ff45749f701462a8c62717"><enum>(c)</enum><header display-inline="yes-display-inline">Consideration of recommendations</header><text display-inline="yes-display-inline">If the Comptroller General makes recommendations in the report submitted under subsection (a) on Federal or State policies or best practices within the jurisdiction of the Pipeline and Hazardous Materials Safety Administration, the Administrator shall, not later than 90 days after such submission, review such recommendations and report to Congress on the feasibility of implementing such recommendations. If the Administrator determines that the recommendations would significantly improve pipeline safety, the Administrator shall, not later than 180 days after making such determination and in coordination with the heads of other relevant agencies as appropriate, issue regulations, as the Administrator determines appropriate, to implement the recommendations.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="id41CE5D737CFA422380849CCB9923434E" section-type="subsequent-section"><enum>24.</enum><header display-inline="yes-display-inline">Provision of response plans to
			 appropriate committees of Congress</header>
			<subsection commented="no" display-inline="no-display-inline" id="id9A982C127EF749EA8D6F6C5A60E4DC5C"><enum>(a)</enum><header display-inline="yes-display-inline">Provision of plans</header>
 <paragraph commented="no" display-inline="no-display-inline" id="idC775F61EA7FF4080A0F23D3BC29BDE98"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Notwithstanding subsection (a)(2) of section 60138 of title 49, United States Code, and subject to paragraph (2), upon the request of the Chairperson or Ranking Member of an appropriate committee of Congress, the Administrator of the Pipeline and Hazardous Materials Safety Administration shall provide the Chairperson or Ranking Member, as applicable, a uniquely identifiable, unredacted copy of an oil response plan under that section.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2A82A1981C6A46C7BCE2AEE6F96A5480"><enum>(2)</enum><header display-inline="yes-display-inline">Protection of information</header><text display-inline="yes-display-inline">Any information subject to exclusion under section 60138(a)(2) of title 49, United States Code, that is provided under paragraph (1) shall be afforded appropriate protection against unauthorized public disclosure, consistent with the rules and practices related to the protection of confidential information received by Congress.</text>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id21604796604645BC838B081941D9B278"><enum>(b)</enum><header display-inline="yes-display-inline">Rule of construction</header><text display-inline="yes-display-inline">Nothing in this section shall be construed as affecting the provision of any other report, data, or other information to Congress, or its handling thereof.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="id773833AA8F334828A1F4B6FCB04F475A" section-type="subsequent-section"><enum>25.</enum><header display-inline="yes-display-inline">Consultation with FERC as part of pre-filing procedures and permitting process for new natural gas
 pipeline infrastructure</header><text display-inline="no-display-inline">Where appropriate, the Administrator of the Pipeline and Hazardous Materials Safety Administration shall consult with the Federal Energy Regulatory Commission during its pre-filing procedures and permitting process for new natural gas pipeline infrastructure to ensure the protection of people and the environment from the potential risks of hazardous materials transportation by pipeline.</text>
 </section><section commented="no" display-inline="no-display-inline" id="id7F8FCD0E8967489695CB360E439D446F" section-type="subsequent-section"><enum>26.</enum><header display-inline="yes-display-inline">Maintenance of effort</header><text display-inline="no-display-inline">Section 60107(b) is amended to read as follows:</text> <quoted-block display-inline="no-display-inline" id="idB236BF42E06641E59DD5D900D8618EC9" style="OLC"> <subsection commented="no" display-inline="no-display-inline" id="id35879C86E8BE410599CD8BB907BF6227"><enum>(b)</enum><header display-inline="yes-display-inline">Payments</header><text display-inline="yes-display-inline">After notifying and consulting with a State authority, the Secretary may withhold any part of a payment when the Secretary decides that the authority is not carrying out satisfactorily a safety program or not acting satisfactorily as an agent. The Secretary may pay an authority under this section only when the authority ensures the Secretary that it will provide the remaining costs of a safety program, except when the Secretary waives this requirement.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="idBB7207C05F8B46F498D87C230999BDE8" section-type="subsequent-section"><enum>27.</enum><header display-inline="yes-display-inline">Aliso Canyon natural gas leak task force</header>
 <subsection commented="no" display-inline="no-display-inline" id="idAE64C5979A0F47E3872BDF0D72977FEF"><enum>(a)</enum><header display-inline="yes-display-inline">Establishment of task force</header><text display-inline="yes-display-inline">Not later than 15 days after the date of enactment of this Act, the Secretary of Energy shall lead and establish an Aliso Canyon Task Force (referred to in this section as the <quote>task force</quote>).</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="idCF65DBF163754DB59001A39DA753B407"><enum>(b)</enum><header display-inline="yes-display-inline">Membership of task force</header><text display-inline="yes-display-inline">In addition to the Secretary, the task force shall be composed of—</text> <paragraph commented="no" display-inline="no-display-inline" id="idBA5F7247233F4DA79B781E33A6B97724"><enum>(1)</enum><text display-inline="yes-display-inline">1 representative from the Pipeline and Hazardous Materials Safety Administration;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id11BC2FD08AD24529AC9960BB9B5530CA"><enum>(2)</enum><text display-inline="yes-display-inline">1 representative from the Department of Health and Human Services;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF8703F62CD7E4706934DC95833AD1E34"><enum>(3)</enum><text display-inline="yes-display-inline">1 representative from the Environmental Protection Agency;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6215AB46FA884DBA9DB26E122A80B4DC"><enum>(4)</enum><text display-inline="yes-display-inline">1 representative from the Department of the Interior;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id89122A05558E42B8807BC6B00C1D0182"><enum>(5)</enum><text display-inline="yes-display-inline">1 representative from the Department of Commerce; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC0A48337221643648778304AE5D2A85D"><enum>(6)</enum><text display-inline="yes-display-inline">1 representative from the Federal Energy Regulatory Commission.</text> </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id28F3D8E5470D4AE8A6DDED47448F113E"><enum>(c)</enum><header display-inline="yes-display-inline">Report</header> <paragraph commented="no" display-inline="no-display-inline" id="idC797BD7AF7C34469B7A6081A7ED1D2DD"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the task force shall submit a final report that contains the information described in paragraph (2) to—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="id34EA7929499545B9A929E80FFFFE7CB9"><enum>(A)</enum><text display-inline="yes-display-inline">the Committee on Energy and Natural Resources of the Senate;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id81263DE249334C5D8A7894611C189063"><enum>(B)</enum><text display-inline="yes-display-inline">the Committee on Natural Resources of the House of Representatives;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE19BD30968714795A7CED96588470E91"><enum>(C)</enum><text display-inline="yes-display-inline">the Committee on Environment and Public Works of the Senate;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id20C29439B70945768F87068D1506FBCF"><enum>(D)</enum><text display-inline="yes-display-inline">the Committee on Transportation and Infrastructure of the House of Representatives;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id303D7C31D4E74C5CB58989C73FABBACC"><enum>(E)</enum><text display-inline="yes-display-inline">the Committee on Commerce, Science, and Transportation of the Senate;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8F46125F72724342BE892382DAD0314F"><enum>(F)</enum><text display-inline="yes-display-inline">the Committee on Energy and Commerce of the House of Representatives;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id477F8CC21B2D4915BF07DAF8848319E3"><enum>(G)</enum><text display-inline="yes-display-inline">the Committee on Health, Education, Labor, and Pensions of the Senate;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1DA1F42544AA4D22AC930E6D22A0B547"><enum>(H)</enum><text display-inline="yes-display-inline">the Committee on Education and the Workforce of the House of Representatives;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id76FC86CEC0F2422A83E05598D861BCE2"><enum>(I)</enum><text display-inline="yes-display-inline">the President; and</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id124D491BD901488FBF5504AECC68455E"><enum>(J)</enum><text display-inline="yes-display-inline">relevant Federal and State agencies.</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB1D7BE9D4F2D48309349FFFB4FD76DE0"><enum>(2)</enum><header display-inline="yes-display-inline">Information included</header><text display-inline="yes-display-inline">The report submitted under paragraph (1) shall include, at a minimum—</text> <subparagraph commented="no" display-inline="no-display-inline" id="idF8A0136FED7E4E9DAE2BF06D925B3492"><enum>(A)</enum><text display-inline="yes-display-inline">an analysis and conclusion of the cause and contributing factors of the Aliso Canyon natural gas leak;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA1713473648448B1AA4EC123166974D4"><enum>(B)</enum><text display-inline="yes-display-inline">an analysis of measures taken to stop the natural gas leak, with an immediate focus on other, more effective measures that could be taken;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6D8985F88398432889DA8DAC083E6C85"><enum>(C)</enum><text display-inline="yes-display-inline">an assessment of the impact of the natural gas leak on health, safety, the environment, and the economy of the residents and property surrounding Aliso Canyon, on wholesale and retail electricity prices, and on the reliability of the bulk-power system;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1F80089294334C82AA3D7FA0758E24E3"><enum>(D)</enum><text display-inline="yes-display-inline">an analysis of how Federal, State, and local agencies responded to the natural gas leak;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4E824A3F9BF64D6C9A859FA348AD823C"><enum>(E)</enum><text display-inline="yes-display-inline">in order to lessen the negative impacts of natural gas leaks from underground storage facilities, recommendations on how to improve—</text>
 <clause commented="no" display-inline="no-display-inline" id="id86813BA5C9F84AB48ECDB6A5BAE99C36"><enum>(i)</enum><text display-inline="yes-display-inline">the response to a future leak; and</text> </clause><clause commented="no" display-inline="no-display-inline" id="idAE22B4C9C0D84C5E86C93D6172BA10DC"><enum>(ii)</enum><text display-inline="yes-display-inline">coordination between all appropriate Federal, State, and local agencies in the response to the Aliso Canyon natural gas leak and future natural gas leaks;</text>
 </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id30C19299ADDF4C21ABFA3A4AD5E5A4F4"><enum>(F)</enum><text display-inline="yes-display-inline">an analysis of the potential for a similar natural gas leak to occur at other underground natural gas storage facilities in the United States;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD4F0FDBFA11C438FA9DED2937C847E20"><enum>(G)</enum><text display-inline="yes-display-inline">recommendations on how to prevent any future natural gas leaks;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idCEC0EDBFDF1C422A823140BD6595E94B"><enum>(H)</enum><text display-inline="yes-display-inline">recommendations on whether to continue operations at Aliso Canyon and other underground storage facilities in close proximity to residential populations based on an assessment of the risk of a future natural gas leak; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id93A77317F3904487AA5752D9910F1106"><enum>(I)</enum><text display-inline="yes-display-inline">a recommendation on information that is not currently collected but that would be in the public interest to collect and distribute to agencies and institutions for the continued study and monitoring of natural gas storage infrastructure in the United States.</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id61ADB60901344C0484F1681F7AA17BF7"><enum>(3)</enum><header display-inline="yes-display-inline">Publication</header><text display-inline="yes-display-inline">The final report under paragraph (1) shall be made available to the public in an electronically accessible format.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idFD4D0ECAC62848FDB2FBEAF9FE4EF0BD"><enum>(4)</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="yes-display-inline">If, before the final report is submitted under paragraph (1), the task force finds methods to solve the natural gas leak at Aliso Canyon, finds methods to better protect the affected communities, or finds methods to help prevent other leaks, the task force shall immediately submit such findings to the entities described in subparagraphs (A) through (J) of paragraph (1).</text>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idEEC0CD8697594E12BA89769E2A17E519"><enum>(d)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out this section such sums as may be necessary.</text></subsection></section></legis-body><attestation><attestation-group><attestation-date chamber="Senate" date="20160303">Passed the Senate March 3, 2016.</attestation-date><attestor display="no"></attestor><role>Secretary</role></attestation-group></attestation><endorsement display="yes"></endorsement></bill>
