 <paragraph commented="no" display-inline="no-display-inline" id="id6f8f01b333de4bb482fce9b2e3b71afa"><enum>(1)</enum><text display-inline="yes-display-inline">An estimated 2,000,000 individuals with serious mental illnesses are booked into jails each year, resulting in prevalence rates of serious mental illness in jails that are 3 to 6 times higher than in the general population. An even greater number of individuals who are detained in jails each year have mental health problems that do not rise to the level of a serious mental illness but may still require a resource-intensive response.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idabf69388ee0b45249b43431c92f20e72"><enum>(2)</enum><text display-inline="yes-display-inline">Adults with mental illnesses cycle through jails more often than individuals without mental illnesses, and tend to stay longer (including before trial, during trial, and after sentencing).</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id38f33426b4c54c8bb279078545dcf24b"><enum>(3)</enum><text display-inline="yes-display-inline">According to estimates, almost <fraction>3/4</fraction> of jail detainees with serious mental illnesses have co-occurring substance use disorders, and individuals with mental illnesses are also much more likely to have serious physical health needs.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcc66cb1ba2ae41bd9ef1797f0ad7ff58"><enum>(4)</enum><text display-inline="yes-display-inline">Among individuals under probation supervision, individuals with mental disorders are nearly twice as likely as other individuals to have their community sentence revoked, furthering their involvement in the criminal justice system. Reasons for revocation may be directly or indirectly related to an individual's mental disorder.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="idD2B9409F518C423AA065BE30AE981413" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Sequential intercept model</header>
 <subsection commented="no" display-inline="no-display-inline" id="id44f64fd3-e58a-4cbf-ade2-eeb4848256c3"><enum>(a)</enum><header display-inline="yes-display-inline">Redesignation</header><text display-inline="yes-display-inline">Section 2991 of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797aa">42 U.S.C. 3797aa</external-xref>) is amended by redesignating subsection (i) as subsection (n).</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="id3BEA801BF2304988B1D4CAB74DDB96AD"><enum>(b)</enum><header display-inline="yes-display-inline">Sequential intercept model</header><text display-inline="yes-display-inline">Section 2991 of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797aa">42 U.S.C. 3797aa</external-xref>) is amended by inserting after subsection (h) the following:</text>

					<subsection commented="no" display-inline="no-display-inline" id="idbee24111a32f48108dcf3cb3066897f0"><enum>(i)</enum><header display-inline="yes-display-inline">Sequential intercept grants</header>
 <paragraph commented="no" display-inline="no-display-inline" id="id628a9d3805e8491e8692be56fcc680e3"><enum>(1)</enum><header display-inline="yes-display-inline">Definition</header><text display-inline="yes-display-inline">In this subsection, the term <term>eligible entity</term> means a State, unit of local government, Indian tribe, or tribal organization.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB5219F4E9DF749F1A033D8DD8B717375"><enum>(2)</enum><header display-inline="yes-display-inline">Authorization</header><text display-inline="yes-display-inline">The Attorney General may make grants under this subsection to an eligible entity for sequential intercept mapping and implementation in accordance with paragraph (3).</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7B52352FD24D41479056F0C2BAB124AB"><enum>(3)</enum><header display-inline="yes-display-inline">Sequential intercept mapping; implementation</header><text display-inline="yes-display-inline">An eligible entity that receives a grant under this subsection may use funds for—</text> <subparagraph commented="no" display-inline="no-display-inline" id="idD8C8EC6A7ED146AD81649ECEB27A3695"><enum>(A)</enum><text display-inline="yes-display-inline">sequential intercept mapping, which—</text>
 <clause commented="no" display-inline="no-display-inline" id="idFEB07EF88E6A4747B3D311B3169EA819"><enum>(i)</enum><text display-inline="yes-display-inline">shall consist of—</text> <subclause commented="no" display-inline="no-display-inline" id="id9EA6EF3093E14FE8B1BE43BD4DA6A62F"><enum>(I)</enum><text display-inline="yes-display-inline">convening mental health and criminal justice stakeholders to—</text>
 <item commented="no" display-inline="no-display-inline" id="idD932E5132587498284031DCA510B6928"><enum>(aa)</enum><text display-inline="yes-display-inline">develop a shared understanding of the flow of justice-involved individuals with mental illnesses through the criminal justice system; and</text>
 </item><item commented="no" display-inline="no-display-inline" id="id6F27C3F291FB49F8BE0B1B5D4FAF3F15"><enum>(bb)</enum><text display-inline="yes-display-inline">identify opportunities for improved collaborative responses to the risks and needs of individuals described in item (aa); and</text>
 </item></subclause><subclause commented="no" display-inline="no-display-inline" id="idB4514C1000D64848AE02F1D5CDDCDFE5"><enum>(II)</enum><text display-inline="yes-display-inline">developing strategies to address gaps in services and bring innovative and effective programs to scale along multiple intercepts, including—</text>
 <item commented="no" display-inline="no-display-inline" id="idC8A420E928B34D669DBC677A3B4FDA43"><enum>(aa)</enum><text display-inline="yes-display-inline">emergency and crisis services;</text> </item><item commented="no" display-inline="no-display-inline" id="id7741373132FB49199C01BC325FFEBBB0"><enum>(bb)</enum><text display-inline="yes-display-inline">specialized police-based responses;</text>
 </item><item commented="no" display-inline="no-display-inline" id="id3FF221F43DCC4DA58BB2345A6481284E"><enum>(cc)</enum><text display-inline="yes-display-inline">court hearings and disposition alternatives;</text> </item><item commented="no" display-inline="no-display-inline" id="id8E6896AE083940F5875B655735809319"><enum>(dd)</enum><text display-inline="yes-display-inline">reentry from jails and prisons; and</text>
 </item><item commented="no" display-inline="no-display-inline" id="id6FD0EC10CD9B4F0EA8DC58298F9449EC"><enum>(ee)</enum><text display-inline="yes-display-inline">community supervision, treatment and support services; and</text> </item></subclause></clause><clause commented="no" display-inline="no-display-inline" id="idC5C92B6A781C410BB8CE8EA28E6BB89E"><enum>(ii)</enum><text display-inline="yes-display-inline">may serve as a starting point for the development of strategic plans to achieve positive public health and safety outcomes; and</text>
 </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6C77B2A1B9554E27ADE8DA4A9A7DB4ED"><enum>(B)</enum><text display-inline="yes-display-inline">implementation, which shall—</text> <clause commented="no" display-inline="no-display-inline" id="id15F3C3E6387F492892D1B6276F71B736"><enum>(i)</enum><text display-inline="yes-display-inline">be derived from the strategic plans described in subparagraph (A)(ii); and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id3071A8190529447C8C28E0F3650B222F"><enum>(ii)</enum><text display-inline="yes-display-inline">consist of—</text> <subclause commented="no" display-inline="no-display-inline" id="id0CDD10C7DDCD4029ABF2F457748DB5B0"><enum>(I)</enum><text display-inline="yes-display-inline">hiring and training personnel;</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="id4CF262861C624043B3667EADF353FD73"><enum>(II)</enum><text display-inline="yes-display-inline">identifying the eligible entity's target population;</text> </subclause><subclause commented="no" display-inline="no-display-inline" id="idBCB3D45DE6E84B8C8A75A69DAE6BDF3F"><enum>(III)</enum><text display-inline="yes-display-inline">providing services and supports to reduce unnecessary penetration into the criminal justice system;</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="id74D7AD4B5EE94D8CADD450B95F6FFF3D"><enum>(IV)</enum><text display-inline="yes-display-inline">reducing recidivism;</text> </subclause><subclause commented="no" display-inline="no-display-inline" id="idD4BB4F09866A4862B62193AE2F804485"><enum>(V)</enum><text display-inline="yes-display-inline">evaluating the impact of the eligible entity's approach; and</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="idEC4A9536016A4A3C8F7CF739C57703C4"><enum>(VI)</enum><text display-inline="yes-display-inline">planning for the sustainability of effective interventions.</text></subclause></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </subsection></section><section commented="no" display-inline="no-display-inline" id="id4F2B86957173403E9761D0EEB2CAD13F" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Veterans treatment courts</header><text display-inline="no-display-inline">Section 2991 of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797aa">42 U.S.C. 3797aa</external-xref>) is amended by inserting after subsection (i), as so added by section 4, the following:</text>

				<subsection commented="no" display-inline="no-display-inline" id="id682a1d2d-846b-4518-8f3d-751315e8dff1"><enum>(j)</enum><header display-inline="yes-display-inline">Assisting
				veterans</header>
 <paragraph commented="no" display-inline="no-display-inline" id="ida69ec59c-6553-4370-a98c-74c40d9bb18b"><enum>(1)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this subsection:</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="idc1104439-46c4-4719-aa28-c89d6d31786b"><enum>(A)</enum><header display-inline="yes-display-inline">Peer to peer services
 or programs</header><text display-inline="yes-display-inline">The term <term>peer to peer services or programs</term> means services or programs that connect qualified veterans with other veterans for the purpose of providing support and mentorship to assist qualified veterans in obtaining treatment, recovery, stabilization, or rehabilitation.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6299934e-2706-46f3-b515-f96b32281abb"><enum>(B)</enum><header display-inline="yes-display-inline">Qualified
 veteran</header><text display-inline="yes-display-inline">The term <term>qualified veteran</term> means a preliminarily qualified offender who—</text>
 <clause commented="no" display-inline="no-display-inline" id="id32db3413-2a27-4822-9b40-f33493491607"><enum>(i)</enum><text display-inline="yes-display-inline">served on active duty in any branch of the Armed Forces, including the National Guard or Reserves; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id27f34687-3633-4741-854e-2049feaea168"><enum>(ii)</enum><text display-inline="yes-display-inline">was discharged or released from such service under conditions other than dishonorable.</text>
							</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc9d50e3f-980c-4926-97ca-9c43a13736ff"><enum>(C)</enum><header display-inline="yes-display-inline">Veterans treatment
 court program</header><text display-inline="yes-display-inline">The term <term>veterans treatment court program</term> means a court program involving collaboration among criminal justice, veterans, and mental health and substance abuse agencies that provides qualified veterans with—</text>
 <clause commented="no" display-inline="no-display-inline" id="id69cca4c6-6af6-455f-9c19-00ca0557d308"><enum>(i)</enum><text display-inline="yes-display-inline">intensive judicial supervision and case management, which may include random and frequent drug testing where appropriate;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id95f5df8b-84bb-45cc-975e-f94f21f58f2d"><enum>(ii)</enum><text display-inline="yes-display-inline">a full continuum of treatment services, including mental health services, substance abuse services, medical services, and services to address trauma;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="idfaaccf06-2090-4ae0-9c8b-0c7b2eae2d9b"><enum>(iii)</enum><text display-inline="yes-display-inline">alternatives to incarceration; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="idd1bb175b-99a6-4409-a351-326f2cbc10a7"><enum>(iv)</enum><text display-inline="yes-display-inline">other appropriate services, including housing, transportation, mentoring, employment, job training, education, and assistance in applying for and obtaining available benefits.</text>
							</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida29c95f8-198b-4b9f-9b9b-5324423e2e0f"><enum>(2)</enum><header display-inline="yes-display-inline">Veterans assistance
				program</header>
						<subparagraph commented="no" display-inline="no-display-inline" id="id3cf8ecaf-d09b-4e36-9105-c078ab9c503d"><enum>(A)</enum><header display-inline="yes-display-inline">In
 general</header><text display-inline="yes-display-inline">The Attorney General, in consultation with the Secretary of Veterans Affairs, may award grants under this subsection to applicants to establish or expand—</text>
 <clause commented="no" display-inline="no-display-inline" id="id5a1005f0-6566-478e-be4b-7b6e982f3982"><enum>(i)</enum><text display-inline="yes-display-inline">veterans treatment court programs;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id5b84b275-77d9-4f6c-b972-324971ff1091"><enum>(ii)</enum><text display-inline="yes-display-inline">peer to peer services or programs for qualified veterans;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id89eca323-0f87-4362-85d8-958a91877444"><enum>(iii)</enum><text display-inline="yes-display-inline">practices that identify and provide treatment, rehabilitation, legal, transitional, and other appropriate services to qualified veterans who have been incarcerated; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id3e012ac1-0ad4-4608-a345-aeef263a0651"><enum>(iv)</enum><text display-inline="yes-display-inline">training programs to teach criminal justice, law enforcement, corrections, mental health, and substance abuse personnel how to identify and appropriately respond to incidents involving qualified veterans.</text>
 </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id50a8e461-782e-4531-803c-37bcbca5c987"><enum>(B)</enum><header display-inline="yes-display-inline">Priority</header><text display-inline="yes-display-inline">In awarding grants under this subsection, the Attorney General shall give priority to applications that—</text>
 <clause commented="no" display-inline="no-display-inline" id="idc7aed93a-5181-4a4b-b437-1a6f930e9775"><enum>(i)</enum><text display-inline="yes-display-inline">demonstrate collaboration between and joint investments by criminal justice, mental health, substance abuse, and veterans service agencies;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="ida5d448bd-a760-489d-81e8-57e191216daf"><enum>(ii)</enum><text display-inline="yes-display-inline">promote effective strategies to identify and reduce the risk of harm to qualified veterans and public safety; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id6d0113e3-2f8f-4cda-90bf-31b1c44d193b"><enum>(iii)</enum><text display-inline="yes-display-inline">propose interventions with empirical support to improve outcomes for qualified veterans.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </section><section commented="no" display-inline="no-display-inline" id="idbe68a06e-eb9e-4a7c-a4c4-2f3d8d58e80e" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Prison and jails</header><text display-inline="no-display-inline">Section 2991 of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797aa">42 U.S.C. 3797aa</external-xref>) is amended by inserting after subsection (j), as so added by section 5, the following:</text>

				<subsection commented="no" display-inline="no-display-inline" id="id146edf90-f139-4772-9d54-06e51a0e334c"><enum>(k)</enum><header display-inline="yes-display-inline">Correctional
				facilities</header>
					<paragraph commented="no" display-inline="no-display-inline" id="id6e361ca3-e74d-4099-aeda-60bc13559af7"><enum>(1)</enum><header display-inline="yes-display-inline">Definitions</header>
						<subparagraph commented="no" display-inline="no-display-inline" id="id6c2673fe-f72d-45f4-9c5f-0df028a1168b"><enum>(A)</enum><header display-inline="yes-display-inline">Correctional
 facility</header><text display-inline="yes-display-inline">The term <term>correctional facility</term> means a jail, prison, or other detention facility used to house people who have been arrested, detained, held, or convicted by a criminal justice agency or a court.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id67c78ce9-d13a-4f67-bdae-5c0cecedd3d0"><enum>(B)</enum><header display-inline="yes-display-inline">Eligible
 inmate</header><text display-inline="yes-display-inline">The term <term>eligible inmate</term> means an individual who—</text>
 <clause commented="no" display-inline="no-display-inline" id="idd346a533-2620-4296-a468-b451a6f3a665"><enum>(i)</enum><text display-inline="yes-display-inline">is being held, detained, or incarcerated in a correctional facility; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id99f70f71-c1b8-4349-ba27-5ef76cb252ca"><enum>(ii)</enum><text display-inline="yes-display-inline">manifests obvious signs of a mental illness or has been diagnosed by a qualified mental health professional as having a mental illness.</text>
							</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4b40313d-ebce-4927-83ce-e699f55ddcc9"><enum>(2)</enum><header display-inline="yes-display-inline">Correctional facility
 grants</header><text display-inline="yes-display-inline">The Attorney General may award grants to applicants to enhance the capabilities of a correctional facility—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="idab93d6d9-1e0f-47a8-b021-e0ed8982c0bb"><enum>(A)</enum><text display-inline="yes-display-inline">to identify and screen for eligible inmates;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfb0335f6-cf3f-4b23-9767-a90ce03129c8"><enum>(B)</enum><text display-inline="yes-display-inline">to plan and provide—</text>
 <clause commented="no" display-inline="no-display-inline" id="id0d5ee9c6-8f1f-4c0f-a4ec-40ac4764b84b"><enum>(i)</enum><text display-inline="yes-display-inline">initial and periodic assessments of the clinical, medical, and social needs of inmates; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="idacb35836-5373-4892-9922-505d87fd2d74"><enum>(ii)</enum><text display-inline="yes-display-inline">appropriate treatment and services that address the mental health and substance abuse needs of inmates;</text>
 </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0f419ae4-38cd-4d51-8fe7-1f22ad624a3d"><enum>(C)</enum><text display-inline="yes-display-inline">to develop, implement, and enhance—</text>
 <clause commented="no" display-inline="no-display-inline" id="id82c558c0-fffb-44bc-a308-7820c7eb94cd"><enum>(i)</enum><text display-inline="yes-display-inline">post-release transition plans for eligible inmates that, in a comprehensive manner, coordinate health, housing, medical, employment, and other appropriate services and public benefits;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="ida6699d39-3918-43dc-91c1-6d8efce2a845"><enum>(ii)</enum><text display-inline="yes-display-inline">the availability of mental health care services and substance abuse treatment services; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="idaecdee87-26b5-42cd-9a10-f1863f727d8d"><enum>(iii)</enum><text display-inline="yes-display-inline">alternatives to solitary confinement and segregated housing and mental health screening and treatment for inmates placed in solitary confinement or segregated housing; and</text>
 </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id58d3acff-1c19-4e05-bce6-491ba2ad6abe"><enum>(D)</enum><text display-inline="yes-display-inline">to train each employee of the correctional facility to identify and appropriately respond to incidents involving inmates with mental health or co-occurring mental health and substance abuse disorders.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </section><section commented="no" display-inline="no-display-inline" id="idca3e0e05f1884b0bb2af7ba652cf17f8" section-type="subsequent-section"><enum>7.</enum><header display-inline="yes-display-inline">Allowable uses</header><text display-inline="no-display-inline">Section 2991(b)(5)(I) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797aa">42 U.S.C. 3797aa(b)(5)(I)</external-xref>) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="idab8156d8182e43eeba366b4a4af5c752" style="OLC">
 <clause commented="no" display-inline="no-display-inline" id="idcf713ebbdd5c40019bbaf5b78715733e"><enum>(v)</enum><header display-inline="yes-display-inline">Teams addressing frequent users of crisis services</header><text display-inline="yes-display-inline">Multidisciplinary teams that—</text> <subclause commented="no" display-inline="no-display-inline" id="id178FA15DA73D445CB2E0038C0F1831D2"><enum>(I)</enum><text display-inline="yes-display-inline">coordinate, implement, and administer community-based crisis responses and long-term plans for frequent users of crisis services;</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="idBF71103654934E18BF5952165B79A275"><enum>(II)</enum><text display-inline="yes-display-inline">provide training on how to respond appropriately to the unique issues involving frequent users of crisis services for public service personnel, including criminal justice, mental health, substance abuse, emergency room, healthcare, law enforcement, corrections, and housing personnel;</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="id2f0d0f23284647da9a34f1cfeef59212"><enum>(III)</enum><text display-inline="yes-display-inline">develop or support alternatives to hospital and jail admissions for frequent users of crisis services that provide treatment, stabilization, and other appropriate supports in the least restrictive, yet appropriate, environment; and</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="id58e332d06413408092d6ce0d74bf3a77"><enum>(IV)</enum><text display-inline="yes-display-inline">develop protocols and systems among law enforcement, mental health, substance abuse, housing, corrections, and emergency medical service operations to provide coordinated assistance to frequent users of crisis services.</text></subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="ideb89e60b-d4c0-44b0-b61e-49054b0a7ae1" section-type="subsequent-section"><enum>8.</enum><header display-inline="yes-display-inline">Law enforcement
 training</header><text display-inline="no-display-inline">Section 2991(h) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797aa">42 U.S.C. 3797aa(h)</external-xref>) is amended—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="id5e2b1483-fcea-4c6b-839f-642da42a4f4d"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id02c13044-9edd-439d-8e6d-9c5f1512f04e" style="OLC">
					<subparagraph commented="no" display-inline="no-display-inline" id="idd8337abe-8fd8-4fe8-bb09-c56915166ec3"><enum>(F)</enum><header display-inline="yes-display-inline">Academy
 training</header><text display-inline="yes-display-inline">To provide support for academy curricula, law enforcement officer orientation programs, continuing education training, and other programs that teach law enforcement personnel how to identify and respond to incidents involving persons with mental health disorders or co-occurring mental health and substance abuse disorders.</text></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5b42a128-9ff7-4659-a721-3b920c31731f"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id9b4311bb-6578-4413-8c5a-b0bcf8da3bbf" style="OLC">
					<paragraph commented="no" display-inline="no-display-inline" id="idc33fb8db-a979-41a9-a881-86a6805592ed"><enum>(4)</enum><header display-inline="yes-display-inline">Priority
 consideration</header><text display-inline="yes-display-inline">The Attorney General, in awarding grants under this subsection, shall give priority to programs that law enforcement personnel and members of the mental health and substance abuse professions develop and administer cooperatively.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section commented="no" display-inline="no-display-inline" id="id6F8068F5735C441A8506288ACF7C1E51" section-type="subsequent-section"><enum>9.</enum><header display-inline="yes-display-inline">Federal law enforcement training</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, the Attorney General shall provide direction and guidance for the following:</text>
 <paragraph commented="no" display-inline="no-display-inline" id="idd5e677da4c4944b1af79cbf48d8305c1"><enum>(1)</enum><header display-inline="yes-display-inline">Training programs</header><text display-inline="yes-display-inline">Programs that offer specialized and comprehensive training, in procedures to identify and appropriately respond to incidents in which the unique needs of individuals who have a mental illness are involved, to first responders and tactical units of—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="id0D77C939727B48D9BF46F8C5101E2DDC"><enum>(A)</enum><text display-inline="yes-display-inline">Federal law enforcement agencies; and</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1C2E970390D24168B2E75ED99FF02997"><enum>(B)</enum><text display-inline="yes-display-inline">other Federal criminal justice agencies such as the Bureau of Prisons, the Administrative Office of the United States Courts, and other agencies that the Attorney General determines appropriate.</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6c13543c0b9f465aacfb004c783e54d4"><enum>(2)</enum><header display-inline="yes-display-inline">Improved technology</header><text display-inline="yes-display-inline">The establishment of, or improvement of existing, computerized information systems to provide timely information to employees of Federal law enforcement agencies, and Federal criminal justice agencies to improve the response of such employees to situations involving individuals who have a mental illness.</text>
 </paragraph></section><section commented="no" display-inline="no-display-inline" id="id3098e4a61c5d4598888d7ed59566ecc1" section-type="subsequent-section"><enum>10.</enum><header display-inline="yes-display-inline">GAO report</header><text display-inline="no-display-inline">No later than 1 year after the date of enactment of this Act, the Comptroller General of the United States, in coordination with the Attorney General, shall submit to Congress a report on—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="id74a8420d9bee46a98cbba9e34822b709"><enum>(1)</enum><text display-inline="yes-display-inline">the practices that Federal first responders, tactical units, and corrections officers are trained to use in responding to individuals with mental illness;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id39f45c96ef7749b28cef8e80a61efaaf"><enum>(2)</enum><text display-inline="yes-display-inline">procedures to identify and appropriately respond to incidents in which the unique needs of individuals who have a mental illness are involved, to Federal first responders and tactical units;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id25ae2e60822f4c75a41151bb389f227b"><enum>(3)</enum><text display-inline="yes-display-inline">the application of evidence-based practices in criminal justice settings to better address individuals with mental illnesses; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idab0302cf58cd474cb61b4bbf2dba9561"><enum>(4)</enum><text display-inline="yes-display-inline">recommendations on how the Department of Justice can expand and improve information sharing and dissemination of best practices.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="id3590d67a-8aca-4498-9e03-d6b6799b3946" section-type="subsequent-section"><enum>11.</enum><header display-inline="yes-display-inline">Evidence based
 practices</header><text display-inline="no-display-inline">Section 2991(c) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797aa">42 U.S.C. 3797aa(c)</external-xref>) is amended—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="idf7ff6757-7692-482b-a861-0348f23a3023"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (3), by striking <quote>or</quote> at the end;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2234107b-7aef-4caa-bf15-22c4c3e6502e"><enum>(2)</enum><text display-inline="yes-display-inline">by redesignating paragraph (4) as paragraph (6); and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc5330b26-831c-4516-be4b-ba29770e33b6"><enum>(3)</enum><text display-inline="yes-display-inline">by inserting after paragraph (3), the following:</text>
				<quoted-block display-inline="no-display-inline" id="idd6c1146d-76a1-474b-a2ae-7bf533180a68" style="OLC">
 <paragraph commented="no" display-inline="no-display-inline" id="id9e318932-d20a-41c0-ad63-10c7fba269f6"><enum>(4)</enum><text display-inline="yes-display-inline">propose interventions that have been shown by empirical evidence to reduce recidivism;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide90d663d-e13b-4f3b-a6e1-b480eea54d5a"><enum>(5)</enum><text display-inline="yes-display-inline">when appropriate, use validated assessment tools to target preliminarily qualified offenders with a moderate or high risk of recidivism and a need for treatment and services; or</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="idce9b74a3-e5ec-475d-8855-944bb110a66f" section-type="subsequent-section"><enum>12.</enum><header display-inline="yes-display-inline">Transparency, program accountability, and enhancement of local authority</header>
			<subsection commented="no" display-inline="no-display-inline" id="id45d087e3-e372-4eac-979a-62030e64a358"><enum>(a)</enum><header display-inline="yes-display-inline">In
 general</header><text display-inline="yes-display-inline">Section 2991(a) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797aa">42 U.S.C. 3797aa(a)</external-xref>) is amended—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="id83c426b1-24cd-4d7d-b4c4-13a831aa0d05"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (7)—</text> <subparagraph commented="no" display-inline="no-display-inline" id="id9f80a79e-7708-43f8-90d3-cb145414b41b"><enum>(A)</enum><text display-inline="yes-display-inline">in the heading, by striking <quote><header-in-text level="paragraph" style="OLC">Mental illness</header-in-text></quote> and inserting <quote><header-in-text level="paragraph" style="OLC">Mental illness; mental health disorder</header-in-text></quote>; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbb382f17-0bd0-407b-a597-0bd91f4a2dcd"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>term <term>mental illness</term> means</quote> and inserting <quote>terms <term>mental illness</term> and <term>mental health disorder</term> mean</quote>; and</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id54e600ef-8969-463a-94fc-4a0b3aecc1af"><enum>(2)</enum><text display-inline="yes-display-inline">by striking paragraph (9) and inserting the following:</text>

							<subparagraph commented="no" display-inline="no-display-inline" id="id8460e956-c699-4d42-9393-39b54f5a00d3"><enum>(A)</enum><header display-inline="yes-display-inline">In
 general</header><text display-inline="yes-display-inline">The term <term>preliminarily qualified offender</term> means an adult or juvenile accused of an offense who—</text>
 <clause commented="no" display-inline="no-display-inline" id="id73a76a0f-aa9e-41fb-bd5e-fe5069850793"><enum>(i)</enum><subclause commented="no" display-inline="yes-display-inline" id="idc864e8fe-b78d-43f9-aa89-884aa7f4ab2a"><enum>(I)</enum><text display-inline="yes-display-inline">previously or currently has been diagnosed by a qualified mental health professional as having a mental illness or co-occurring mental illness and substance abuse disorders;</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="id65bcf4cd-5c5e-4be6-a7fa-db3e6c0f9978" indent="up1"><enum>(II)</enum><text display-inline="yes-display-inline">manifests obvious signs of mental illness or co-occurring mental illness and substance abuse disorders during arrest or confinement or before any court; or</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="ide46c10b8-940a-4236-974a-2c69d3422979" indent="up1"><enum>(III)</enum><text display-inline="yes-display-inline">in the case of a veterans treatment court provided under subsection (i), has been diagnosed with, or manifests obvious signs of, mental illness or a substance abuse disorder or co-occurring mental illness and substance abuse disorder;</text>
 </subclause></clause><clause commented="no" display-inline="no-display-inline" id="id21e24d75-88b7-4cc1-880f-f9e58d87b1aa"><enum>(ii)</enum><text display-inline="yes-display-inline">has been unanimously approved for participation in a program funded under this section by, when appropriate—</text>
 <subclause commented="no" display-inline="no-display-inline" id="id210776F6BBC94D5E9CF03FEF45FE014F"><enum>(I)</enum><text display-inline="yes-display-inline">the relevant—</text> <item commented="no" display-inline="no-display-inline" id="id9f2c9ded-b4d8-49dd-bd13-fe9409a25f15"><enum>(aa)</enum><text display-inline="yes-display-inline">prosecuting attorney;</text>
 </item><item commented="no" display-inline="no-display-inline" id="ide2ea983c-b6d3-4529-a821-a767633b124f"><enum>(bb)</enum><text display-inline="yes-display-inline">defense attorney;</text> </item><item commented="no" display-inline="no-display-inline" id="idc1ecf81d-41f1-419a-a560-d64e3df55906"><enum>(cc)</enum><text display-inline="yes-display-inline">probation or corrections official; and</text>
 </item><item commented="no" display-inline="no-display-inline" id="id8040ff0b-8913-42cf-b4c7-0cc09855926a"><enum>(dd)</enum><text display-inline="yes-display-inline">judge; and</text> </item></subclause><subclause commented="no" display-inline="no-display-inline" id="ide4d170d7-76a2-4cf1-84e0-a79fa7851311"><enum>(II)</enum><text display-inline="yes-display-inline">a representative from the relevant mental health agency described in subsection (b)(5)(B)(i);</text>
 </subclause></clause><clause commented="no" display-inline="no-display-inline" id="idEABC6599337847CE8A9270E4D446A2B9"><enum>(iii)</enum><text display-inline="yes-display-inline">has been determined, by each person described in clause (ii) who is involved in approving the adult or juvenile for participation in a program funded under this section, to not pose a risk of violence to any person in the program, or the public, if selected to participate in the program; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id02F2D732C2F84B0688175CD90D8135B3"><enum>(iv)</enum><text display-inline="yes-display-inline">has not been charged with or convicted of—</text> <subclause commented="no" display-inline="no-display-inline" id="idC7166385BFDC40E0B037BBA4AF7E53DF"><enum>(I)</enum><text display-inline="yes-display-inline">any sex offense (as defined in section 111 of the Sex Offender Registration and Notification Act (<external-xref legal-doc="usc" parsable-cite="usc/42/16911">42 U.S.C. 16911</external-xref>)) or any offense relating to the sexual exploitation of children; or</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="idD78AB912CB6943BF86243C038225B5EB"><enum>(II)</enum><text display-inline="yes-display-inline">murder or assault with intent to commit murder.</text> </subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id22c09d17-9111-4565-a683-d17f595f1aae"><enum>(B)</enum><header display-inline="yes-display-inline">Determination</header><text display-inline="yes-display-inline">In determining whether to designate a defendant as a preliminarily qualified offender, the relevant prosecuting attorney, defense attorney, probation or corrections official, judge, and mental health or substance abuse agency representative shall take into account—</text>
 <clause commented="no" display-inline="no-display-inline" id="id3d853f46-9362-4241-9fc5-9f7cee3a21a2"><enum>(i)</enum><text display-inline="yes-display-inline">whether the participation of the defendant in the program would pose a substantial risk of violence to the community;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="ide3f8d0fa-8fd0-4c37-8933-70531c303a56"><enum>(ii)</enum><text display-inline="yes-display-inline">the criminal history of the defendant and the nature and severity of the offense for which the defendant is charged;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="idb7097379-95a5-4625-8b6a-03aaf6e4280b"><enum>(iii)</enum><text display-inline="yes-display-inline">the views of any relevant victims to the offense;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id48420dc7-52c3-499b-aa9f-ce1e9f2dcf00"><enum>(iv)</enum><text display-inline="yes-display-inline">the extent to which the defendant would benefit from participation in the program;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id9676dcd6-7198-416c-828f-91b7725e4c6b"><enum>(v)</enum><text display-inline="yes-display-inline">the extent to which the community would realize cost savings because of the defendant's participation in the program; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id6aef756a-f037-4ec7-af0e-425d28377762"><enum>(vi)</enum><text display-inline="yes-display-inline">whether the defendant satisfies the eligibility criteria for program participation unanimously established by the relevant prosecuting attorney, defense attorney, probation or corrections official, judge and mental health or substance abuse agency representative.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id8f5e9d37-1136-440e-81d0-ed8b777f35af"><enum>(b)</enum><header display-inline="yes-display-inline">Technical and
 conforming amendment</header><text display-inline="yes-display-inline">Section 2927(2) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797s-6">42 U.S.C. 3797s–6(2)</external-xref>) is amended by striking <quote>has the meaning given that term in section 2991(a).</quote> and inserting “means an offense that—</text>
				<quoted-block display-inline="no-display-inline" id="idc79b5f47-5c66-4f15-b6c3-f9e9fd3a7dd4" style="OLC">
 <subparagraph commented="no" display-inline="no-display-inline" id="id779495fe-7bbc-43e2-a791-85cefb8d667b"><enum>(A)</enum><text display-inline="yes-display-inline">does not have as an element the use, attempted use, or threatened use of physical force against the person or property of another; or</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8a02d1e9-3823-4f6a-9abe-15a5bc5a4760"><enum>(B)</enum><text display-inline="yes-display-inline">is not a felony that by its nature involves a substantial risk that physical force against the person or property of another may be used in the course of committing the offense.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="idf5808415818e4adea39e9667f61a25ef" section-type="subsequent-section"><enum>13.</enum><header display-inline="yes-display-inline">Grant
 accountability</header><text display-inline="no-display-inline">Section 2991 of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797aa">42 U.S.C. 3797aa</external-xref>) is amended by inserting after subsection (k), as so added by section 6, the following:</text>
			<quoted-block display-inline="no-display-inline" id="ide7b8b6f6d8ea4cf68c03da05a475800f" style="OLC">
 <subsection commented="no" display-inline="no-display-inline" id="id048105f4823a462b8898ae3c8775c82b"><enum>(l)</enum><header display-inline="yes-display-inline">Accountability</header><text display-inline="yes-display-inline">All grants awarded by the Attorney General under this section shall be subject to the following accountability provisions:</text>
					<paragraph commented="no" display-inline="no-display-inline" id="id484e768559064f5e89047121ff3166ac"><enum>(1)</enum><header display-inline="yes-display-inline">Audit
				requirement</header>
 <subparagraph commented="no" display-inline="no-display-inline" id="ida216906746cb45978d3b4272171226d6"><enum>(A)</enum><header display-inline="yes-display-inline">Definition</header><text display-inline="yes-display-inline">In this paragraph, the term <term>unresolved audit finding</term> means a finding in the final audit report of the Inspector General of the Department of Justice that the audited grantee has utilized grant funds for an unauthorized expenditure or otherwise unallowable cost that is not closed or resolved within 12 months from the date when the final audit report is issued.</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9f95fa28f2314f4ca79f02fc57bff533"><enum>(B)</enum><header display-inline="yes-display-inline">Audits</header><text display-inline="yes-display-inline">Beginning in the first fiscal year beginning after the date of enactment of this subsection, and in each fiscal year thereafter, the Inspector General of the Department of Justice shall conduct audits of recipients of grants under this section to prevent waste, fraud, and abuse of funds by grantees. The Inspector General shall determine the appropriate number of grantees to be audited each year.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id917432ec027f41edba0ae65c61bce039"><enum>(C)</enum><header display-inline="yes-display-inline">Mandatory
 exclusion</header><text display-inline="yes-display-inline">A recipient of grant funds under this section that is found to have an unresolved audit finding shall not be eligible to receive grant funds under this section during the first 2 fiscal years beginning after the end of the 12-month period described in subparagraph (A).</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id08c371a359c8411aa850b55888e00dd0"><enum>(D)</enum><header display-inline="yes-display-inline">Priority</header><text display-inline="yes-display-inline">In awarding grants under this section, the Attorney General shall give priority to eligible applicants that did not have an unresolved audit finding during the 3 fiscal years before submitting an application for a grant under this section.</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7d475790c7ee4dcba71a929062696609"><enum>(E)</enum><header display-inline="yes-display-inline">Reimbursement</header><text display-inline="yes-display-inline">If an entity is awarded grant funds under this section during the 2-fiscal-year period during which the entity is barred from receiving grants under subparagraph (C), the Attorney General shall—</text>
 <clause commented="no" display-inline="no-display-inline" id="ide793ed9ac3534fa58197a3f024af2436"><enum>(i)</enum><text display-inline="yes-display-inline">deposit an amount equal to the amount of the grant funds that were improperly awarded to the grantee into the General Fund of the Treasury; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id225d8042f1b2484ea6791781bb31dda6"><enum>(ii)</enum><text display-inline="yes-display-inline">seek to recoup the costs of the repayment to the fund from the grant recipient that was erroneously awarded grant funds.</text>
							</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id64983d01e0964095875f67c565d52e58"><enum>(2)</enum><header display-inline="yes-display-inline">Nonprofit organization
				requirements</header>
 <subparagraph commented="no" display-inline="no-display-inline" id="id0e3f5ca532714b959c568f72b0aa4eaa"><enum>(A)</enum><header display-inline="yes-display-inline">Definition</header><text display-inline="yes-display-inline">For purposes of this paragraph and the grant programs under this part, the term <term>nonprofit organization</term> means an organization that is described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and is exempt from taxation under section 501(a) of such Code.</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id57eda5b33a87473490875060fa146f30"><enum>(B)</enum><header display-inline="yes-display-inline">Prohibition</header><text display-inline="yes-display-inline">The Attorney General may not award a grant under this part to a nonprofit organization that holds money in offshore accounts for the purpose of avoiding paying the tax described in <external-xref legal-doc="usc" parsable-cite="usc/26/511">section 511(a)</external-xref> of the Internal Revenue Code of 1986.</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id294157931d724848b3322438b9945eba"><enum>(C)</enum><header display-inline="yes-display-inline">Disclosure</header><text display-inline="yes-display-inline">Each nonprofit organization that is awarded a grant under this section and uses the procedures prescribed in regulations to create a rebuttable presumption of reasonableness for the compensation of its officers, directors, trustees, and key employees, shall disclose to the Attorney General, in the application for the grant, the process for determining such compensation, including the independent persons involved in reviewing and approving such compensation, the comparability data used, and contemporaneous substantiation of the deliberation and decision. Upon request, the Attorney General shall make the information disclosed under this subparagraph available for public inspection.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf5c149055c384ed5bb4f1d3bf746a6fe"><enum>(3)</enum><header display-inline="yes-display-inline">Conference
				expenditures</header>
 <subparagraph commented="no" display-inline="no-display-inline" id="id3a5fe470596d457488a1b817233e1b58"><enum>(A)</enum><header display-inline="yes-display-inline">Limitation</header><text display-inline="yes-display-inline">No amounts made available to the Department of Justice under this section may be used by the Attorney General, or by any individual or entity awarded discretionary funds through a cooperative agreement under this section, to host or support any expenditure for conferences that uses more than $20,000 in funds made available by the Department of Justice, unless the head of the relevant agency or department, provides prior written authorization that the funds may be expended to host the conference.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9ec167604d6d44e0a16937329a83cb90"><enum>(B)</enum><header display-inline="yes-display-inline">Written
 approval</header><text display-inline="yes-display-inline">Written approval under subparagraph (A) shall include a written estimate of all costs associated with the conference, including the cost of all food, beverages, audio-visual equipment, honoraria for speakers, and entertainment.</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9acea6af1a7d4c3dbd6ac14f88ac59a9"><enum>(C)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">The Deputy Attorney General shall submit an annual report to the Committee on the Judiciary of the Senate and the Committee on the Judiciary of the House of Representatives on all conference expenditures approved under this paragraph.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id19e27ba7f8b345b1b4a6f062ad43a12e"><enum>(4)</enum><header display-inline="yes-display-inline">Annual
 certification</header><text display-inline="yes-display-inline">Beginning in the first fiscal year beginning after the date of enactment of this subsection, the Attorney General shall submit, to the Committee on the Judiciary and the Committee on Appropriations of the Senate and the Committee on the Judiciary and the Committee on Appropriations of the House of Representatives, an annual certification—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="id1e6095dcd94e475e9b876df7ca87df75"><enum>(A)</enum><text display-inline="yes-display-inline">indicating whether—</text>
 <clause commented="no" display-inline="no-display-inline" id="idd8e926c007be4e63bed034afde7db3b1"><enum>(i)</enum><text display-inline="yes-display-inline">all audits issued by the Office of the Inspector General under paragraph (1) have been completed and reviewed by the appropriate Assistant Attorney General or Director;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id91a20512573b479b81ed2617c2b02587"><enum>(ii)</enum><text display-inline="yes-display-inline">all mandatory exclusions required under paragraph (1)(C) have been issued; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id8159d4c1d69247fbbd8329ea53066598"><enum>(iii)</enum><text display-inline="yes-display-inline">all reimbursements required under paragraph (1)(E) have been made; and</text>
 </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id076cef39965a47b783c467d878dbc97f"><enum>(B)</enum><text display-inline="yes-display-inline">that includes a list of any grant recipients excluded under paragraph (1) from the previous year.</text>
						</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id4c05d371d84543cd80027dbbcf56e2c4"><enum>(m)</enum><header display-inline="yes-display-inline">Preventing duplicative
				grants</header>
					<paragraph commented="no" display-inline="no-display-inline" id="id9613990561674c60aa9f2533c9b9f85b"><enum>(1)</enum><header display-inline="yes-display-inline">In
 general</header><text display-inline="yes-display-inline">Before the Attorney General awards a grant to an applicant under this section, the Attorney General shall compare potential grant awards with other grants awarded under this Act to determine if duplicate grant awards are awarded for the same purpose.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id224466fba3c6451d87acacc5c5fb07cb"><enum>(2)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">If the Attorney General awards duplicate grants to the same applicant for the same purpose the Attorney General shall submit to the Committee on the Judiciary of the Senate and the Committee on the Judiciary of the House of Representatives a report that includes—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="id54cade99d37f4905abf04b627f2986df"><enum>(A)</enum><text display-inline="yes-display-inline">a list of all duplicate grants awarded, including the total dollar amount of any duplicate grants awarded; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8d55a41ea6d54a9ebf86ac06a7e7393b"><enum>(B)</enum><text display-inline="yes-display-inline">the reason the Attorney General awarded the duplicate grants.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="id05184fee-1888-4180-9291-bf8d27979cf5" section-type="subsequent-section"><enum>14.</enum><header display-inline="yes-display-inline">Reauthorization of
 appropriations</header><text display-inline="no-display-inline">Subsection (n) of section 2991 of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797aa">42 U.S.C. 3797aa</external-xref>), as redesignated by section 4(a), is amended—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="id1e656778-7e7a-4998-910b-2578bf1f5545"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1)—</text> <subparagraph commented="no" display-inline="no-display-inline" id="id12aad45b-15d7-43ad-8f50-fbd747c08803"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (B), by striking <quote>and</quote> at the end;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idcafc8149-1d7b-4969-91ca-80372773e298"><enum>(B)</enum><text display-inline="yes-display-inline">in subparagraph (C), by striking the period and inserting <quote>; and</quote>; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3a0106ae-eee2-436b-89b9-0d528b5602df"><enum>(C)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idb6585644-29b4-4e0b-ad99-932cd011a62d" style="OLC">
 <subparagraph commented="no" display-inline="no-display-inline" id="id0b696cae-b97a-4858-ab95-714cb6493693"><enum>(D)</enum><text display-inline="yes-display-inline">$18,000,000 for each of fiscal years 2016 through 2020.</text></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id99b3a238-3799-4ed1-993e-d0b2aad84609"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
