and</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H2EDAC7491901473793DF09CAFB8BD972"><enum>(C)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H5C227C47EA894F2DAF492B785037ECC3" style="OLC"><clause commented="no" display-inline="no-display-inline" id="H6099147D621A4F86B4C8133BCC70F12D"><enum>(ix)</enum><text display-inline="yes-display-inline">information on student attainment of 21st century skills (such as critical thinking, problem-solving, communication, and collaboration).</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="H06C9DCE83D2340AE8C22927B49819976" section-type="subsequent-section"><enum>102.</enum><header display-inline="yes-display-inline">Local educational agency plans</header><text display-inline="no-display-inline">Section 1112(b)(1) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6312">20 U.S.C. 6312(b)(1)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="H47832AA8D1E44ED5A9F3998F200EDA2E"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (B), by inserting <quote>, such as measures of the attainment of 21st century skills (such as critical thinking, problem-solving, communication, and collaboration),</quote> after <quote>any other indicators</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H353DD2C80F03480CAEFE4AC2D4281A8D"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (P), by striking <quote>and</quote> at the end;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC0274D3617294226A7E3DE185A555A93"><enum>(3)</enum><text display-inline="yes-display-inline">in subparagraph (Q), by striking the period and inserting a semicolon; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8541DCB7D0174B15ABE5286FE5345D4A"><enum>(4)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H48AD1F502EF845309F0C8DDAB37AFB1D" style="OLC"><subparagraph commented="no" display-inline="no-display-inline" id="H2F252088DD434F9AA8F850C13F2CFDC7"><enum>(R)</enum><text display-inline="yes-display-inline">a description of the data-sharing agreement or agreements that the local educational agency has entered into with other agencies and organizations so as to provide for shared access to information on student progress and success (consistent with the requirements of subpart 4 of part C of the General Education Provisions Act), integrated planning and joint review of the data, and coordinated adjustments in strategies for programs carried out with funds received under this part and activities in response to changes in student needs or to new challenges;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HBF2D1EED85D14AD78837519D26DE8ED5"><enum>(S)</enum><text display-inline="yes-display-inline">a description of how the local educational agency will carry out programs with funds received under this part in partnership with one or more community partners, including through joint planning and implementation, shared professional development designed to improve the effectiveness of school and community partner staff, development and implementation of shared data systems that support the improvement of such programs and the improvement of the outcomes of such programs, and the alignment and coordination of local educational agency, school, and community partner goals, activities, and training; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H0E659B90289645BC9ADA391214A23026"><enum>(T)</enum><text display-inline="yes-display-inline">a description of how the local educational will carry out programs with funds received under this part with the involvement of one or more intermediary organizations that will assist the agency and its schools by training staff, providing technical assistance that is designed to ensure continuous improvement, helping to ensure accountability for results, and helping to ensure that such funds flow quickly and effectively to effective service providers and activities.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section commented="no" display-inline="no-display-inline" id="HB3BC1922AAF54424818D96F920B1401D" section-type="subsequent-section"><enum>103.</enum><header display-inline="yes-display-inline">Schoolwide programs</header><text display-inline="no-display-inline">Section 1114(b)(1)(J) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6314">20 U.S.C. 6314(b)(1)(J)</external-xref>) is amended by inserting <quote>, with the assistance of one or more intermediary organizations described in section 1112(b)(1)(T),</quote> after <quote>Coordination and integration</quote>.</text></section><section commented="no" display-inline="no-display-inline" id="H61E92987481E4BC8BBA836EAA70C8776" section-type="subsequent-section"><enum>104.</enum><header display-inline="yes-display-inline">Targeted assistance schools</header><text display-inline="no-display-inline">Section 1115(c)(1)(H) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6315">20 U.S.C. 6315(c)(1)(H)</external-xref>) is amended by inserting <quote>, with the assistance of one or more intermediary organizations described in section 1112(b)(1)(T),</quote> after <quote>coordinate and integrate</quote>.</text></section><section commented="no" display-inline="no-display-inline" id="H86AE75686CDD4408AA23CBA4D85AA146" section-type="subsequent-section"><enum>105.</enum><header display-inline="yes-display-inline">Academic assessment and local educational agency and school improvement</header><text display-inline="no-display-inline">Section 1116 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6316">20 U.S.C. 6316</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="HAD32FF012F5045428F7C0619CF37C9A1"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)(1)(B), by inserting <quote>, such as measures of the attainment of 21st century skills,</quote> after <quote>section 1121(b)(1)(A) and (B)</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA65C661CEFA44836B2E6006BCF652CE2"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b)(3)(A)—</text><subparagraph commented="no" display-inline="no-display-inline" id="HF146CFEA8BDA404FAE544F13F3FBF567"><enum>(A)</enum><text display-inline="yes-display-inline">in the matter preceding clause (i), by inserting <quote>community partners and intermediary organizations described in subparagraphs (S) and (T) of section 1112(b)(1),</quote> after <quote>the local educational agency serving the school,</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H1B470A0F868D4218A8D94EBADD27C28D"><enum>(B)</enum><text display-inline="yes-display-inline">in clause (vii), by striking <quote>and the local educational agency</quote> and inserting <quote>, the local educational agency, and community partners and intermediary organizations described in subparagraphs (S) and (T) of section 1112(b)(1)</quote>.</text></subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="H9EE3542D15B447FEA784E195BF4BC7A7" section-type="subsequent-section"><enum>106.</enum><header display-inline="yes-display-inline">School improvement grants</header><text display-inline="no-display-inline">Section 1003(g)(6) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6303">20 U.S.C. 6303(g)(6)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="H3C69C7A7EDB642568FF1A5B1D377519A"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>and</quote> at the end of subparagraph (A);</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HAB78DCB95E5745EC8F31A9EE9EF5A7A0"><enum>(2)</enum><text display-inline="yes-display-inline">by striking the period at the end of subparagraph (B) and inserting <quote>; and</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0A97D3CC4CD24F7081319F5E6B6BF545"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="HC06121CFE8024E88914AA49D9EB0F82A" style="OLC"><subparagraph commented="no" display-inline="no-display-inline" id="H08F46E4C6B044F0481081D752A1B170E"><enum>(C)</enum><text display-inline="yes-display-inline">a commitment to carry out school and local educational agency improvement—</text><clause commented="no" display-inline="no-display-inline" id="HF3B4EF366CC64863BF11713D8815ACFB"><enum>(i)</enum><text display-inline="yes-display-inline">in partnership with one or more community partners, including through joint planning and implementation, shared professional development designed to improve the effectiveness of school and community partner staff, development and implementation of shared data systems that support program improvement and the improvement of program outcomes, and the alignment and coordination of local educational agency, school, and community partner goals, activities, and training; and</text></clause><clause commented="no" display-inline="no-display-inline" id="HA04F435AD9DD4D79802FFCAABB89A0F5"><enum>(ii)</enum><text display-inline="yes-display-inline">with the involvement of one or more intermediary organizations that will assist the agency and its schools by training staff, providing technical assistance that is designed to ensure continuous improvement, helping to ensure accountability for results, and helping to ensure that program funds flow quickly and effectively to effective service providers and activities.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section commented="no" display-inline="no-display-inline" id="HA001D1A62B624612B38CD9AA1B3C19CA" section-type="subsequent-section"><enum>107.</enum><header display-inline="yes-display-inline">Evaluations</header><text display-inline="no-display-inline">Section 1501(a)(2) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6491">20 U.S.C. 6491(a)(2)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="H68A612519F0B41049812D1F59A7A067E"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subparagraph (O) as subparagraph (Q); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC3D8C052BB874E95B181D720CFC2D32E"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after subparagraph (N) the following:</text><quoted-block display-inline="no-display-inline" id="H6301AD84B1C64DF6A2F8D7231B4E5EBB" style="OLC"><subparagraph commented="no" display-inline="no-display-inline" id="HE4CE37F92AA340669BCD7449A281855D"><enum>(O)</enum><text display-inline="yes-display-inline">Whether and how local educational agencies are involving community partners and intermediary organizations in their activities carried out under section 1003(g) and part A, and the impact of that involvement.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE5BBEC0D56124F678F39B216BFDA4E07"><enum>(P)</enum><text display-inline="yes-display-inline">The implementation of the data-sharing agreements entered into under section 1112(b)(1)(E), and the impact of that implementation.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section commented="no" display-inline="no-display-inline" id="H0FB2E0D14C8C4C019E4591D9788ECB26" section-type="subsequent-section"><enum>108.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">Section 9101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idF1E0C4CF16C84CDBAB9F4B35963F505E"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (7) through (24) and (25) through (43) as paragraphs (8) through (25) and (27) through (45), respectively;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idFE9C83443ABF446EBDEAF92FA7F7D036"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after paragraph (6) the following:</text><quoted-block display-inline="no-display-inline" id="id21B6D961FFDB494EA5A7E204C669D704" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="H85D9D61EC42C4CFD9DE2EAFB6A366233"><enum>(7)</enum><header display-inline="yes-display-inline">Community partner</header><text display-inline="yes-display-inline">The term <term>community partner</term> means a nonprofit or public organization that has expertise in the planning and delivery of education and related programs, in forging coordination and cooperation between educators and other members of the community, or in training educators and other deliverers of educational services.</text></paragraph><after-quoted-block>; Perkins Career and Technical Education Act of 2006</header><section commented="no" display-inline="no-display-inline" id="H338A621F832A4011A9B5CE535BAAF940" section-type="subsequent-section"><enum>201.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">Section 3 of the Carl D. and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HBB1AB533439F498F9758957B4F1DE497"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H1B4DCEC1480A4BA683F813016DB8C8B7" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="H13D89966C4DB4EF294CD20D95A385DD9"><enum>(2)</enum><header display-inline="yes-display-inline">Data sharing</header><text display-inline="yes-display-inline">Each eligible entity receiving a grant under this chapter shall, to the extent feasible, enter into data-sharing agreements with other organizations or agencies so as to provide for shared access to information on student progress and success (consistent with the requirements of subpart 4 of part C of the General Education Provisions Act), integrated planning and joint review of the data, and coordinated adjustments in program strategies and activities in response to changes in student needs or to new challenges.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H24BA0263B1A548079FC2D3BE212F549D"><enum>(c)</enum><header display-inline="yes-display-inline">Applications</header><text display-inline="yes-display-inline">Section 404C(a)(2) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a-23">20 U.S.C. 1070a–23(a)(2)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="H4797792918464078A15B9E5AB6434CE3"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>and</quote> at the end of subparagraph (I);</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7B45B7933B3E42DEB8B2EB8BB0E30F58"><enum>(2)</enum><text display-inline="yes-display-inline">by striking the period and inserting <quote>;
