		<official-title>To amend the Caribbean Basin Economic Recovery Act to extend trade preferences for certain articles

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Haitian Partnership Renewal Act</short-title></quote>.</text>
		</section><section id="idc4d7dbc22ca14a28b5c6e1b00aeda28d"><enum>2.</enum><header>Extension of trade preferences for Haiti</header>
			<subsection id="idEFF64F1A67424C0599BFCCB4A8852941"><enum>(a)</enum><header>Special rules for Haiti</header>
 <paragraph id="id9A0B382F3FFB45F6B31ACA446ED4DB98"><enum>(1)</enum><header>Apparel and other textile articles</header><text>Section 213A(b) of the Caribbean Basin Economic Recovery Act (<external-xref legal-doc="usc" parsable-cite="usc/19/2703a">19 U.S.C. 2703a(b)</external-xref>) is amended—</text> <subparagraph id="id3A20DEF6FE0548989FB5BCB1EF6AD468"><enum>(A)</enum><text>in paragraph (1)—</text>
 <clause id="idEBE129D2E97F4BE8BB6B6B1A05785C39"><enum>(i)</enum><text>in subparagraph (B)(v)(I)(cc), by striking <quote>2017.</quote> and inserting <quote>2017, and in each succeeding 1-year period thereafter.</quote>; and</text> </clause><clause id="idD27E63210E874F6CA5409A14B9FAC99E"><enum>(ii)</enum><text>in subparagraph (C)—</text>
 <subclause id="idE464051A06934D6EB75F60DF482E79D7"><enum>(I)</enum><text>by striking <quote>11</quote>; and</text> </subclause><subclause id="id7E169B7BDBE54B95A75191D9896BC107"><enum>(II)</enum><text>by striking <quote>December 19, 2018.</quote> and inserting <quote>December 19, 2030.</quote>; and</text>
 </subclause></clause></subparagraph><subparagraph id="idac74c8dcd0884ec3a17f6e81eef4ad85"><enum>(B)</enum><text>in paragraph (2)—</text> <clause id="idFDB1AE7CC92547B5BCE24AB953B40D0A"><enum>(i)</enum><text>in subparagraph (A)(ii), by striking <quote>11 succeeding 1-year periods,</quote> and inserting <quote>succeeding 1-year periods through September 30, 2030,</quote>; and</text>
 </clause><clause id="idB63F482B590749169D427929AFF10BCD"><enum>(ii)</enum><text>in subparagraph (B)(iii), by striking <quote>11 succeeding 1-year periods,</quote> and inserting <quote>succeeding 1-year periods through September 30, 2030,</quote>.</text> </clause></subparagraph></paragraph><paragraph id="id6385E0502550490DB8C78FB3F95E7E96"><enum>(2)</enum><header>Extension of special rules</header><text display-inline="yes-display-inline">Section 213A(h) of the Caribbean Basin Economic Recovery Act (<external-xref legal-doc="usc" parsable-cite="usc/19/2703a">19 U.S.C. 2703a(h)</external-xref>) is amended—</text>
 <subparagraph commented="no" id="id17B1CE8C67A744A48C0C8F9E58FFAF1F"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>Except as provided in subsection (b)(1), the</quote> and inserting <quote>The</quote>; and</text> </subparagraph><subparagraph id="idE66877A8999C4A7B80C9471EE398E14E"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>September 30, 2020.</quote> and inserting <quote>September 30, 2030.</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="idBB1B5A0BF1ED489A9C41AD3B98A2008E"><enum>(b)</enum><header>Import-Sensitive articles</header>
 <paragraph id="id4E07ED5041584FE1BA9D1BCF0FC7AA6E"><enum>(1)</enum><header>Transition period treatment of certain textile and apparel articles</header><text display-inline="yes-display-inline">Section 213(b)(2)(A)(iii) of the Caribbean Basin Economic Recovery Act (<external-xref legal-doc="usc" parsable-cite="usc/19/2703">19 U.S.C. 2703(b)(2)(A)(iii)</external-xref>) is amended—</text>
 <subparagraph id="id6D3C589C6AA7416EBDEA548357BBD0DD"><enum>(A)</enum><text>in subclause (II)(cc), by striking <quote>September 30, 2020.</quote> and inserting <quote>September 30, 2030.</quote>; and</text> </subparagraph><subparagraph id="id416CC23F9203474D89343A49FCD71693"><enum>(B)</enum><text>in subclause (IV)(dd), by striking <quote>September 30, 2020.</quote> and inserting <quote>September 30, 2030.</quote>.</text>
 </subparagraph></paragraph><paragraph id="idC003A2B0ACF74712B16BAB179428460C"><enum>(2)</enum><header>Transition period treatment of certain other apparel articles</header><text display-inline="yes-display-inline">Section 213(b)(2)(A)(iv)(II) of the Caribbean Basin Economic Recovery Act (<external-xref legal-doc="usc" parsable-cite="usc/19/2703">19 U.S.C. 2703(b)(2)(A)(iv)(II)</external-xref>) is amended by striking <quote>18</quote>.</text>
 </paragraph><paragraph id="id326B7EDA937742DA8DF40E0ED85FF5A3"><enum>(3)</enum><header>Extension of transition period</header><text display-inline="yes-display-inline">Section 213(b)(5)(D)(i) of the Caribbean Basin Economic Recovery Act (<external-xref legal-doc="usc" parsable-cite="usc/19/2703">19 U.S.C. 2703(b)(5)(D)(i)</external-xref>) is amended by striking <quote>September 30, 2020;</quote> and inserting <quote>September 30, 2030;</quote>.</text>
 </paragraph></subsection></section><section id="id73626a8cf9ad4c9fa9f7184aaa28b338"><enum>3.</enum><header>Duty-free treatment of footwear</header><text display-inline="no-display-inline">Section 213A(b)(3) of the Caribbean Basin Economic Recovery Act (<external-xref legal-doc="usc" parsable-cite="usc/19/2703a">19 U.S.C. 2703a(b)(3)</external-xref>) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="id775A8910585F4A698CED299B1A153663" style="OLC">
				<subparagraph id="idd68ab270f0134fffb6b88168b70716ca"><enum>(H)</enum><header>Footwear</header>
 <clause id="id19AB2D3D9C7740EC9ECD97CA557239A5"><enum>(i)</enum><header>In general</header><text>Any article, other than an article described in clause (ii), that undergoes a change in Haiti to being classifiable under heading 6401, 6402, 6403, 6404, or 6405 of the HTS from being classifiable under any other heading of the HTS and is imported directly from Haiti or the Dominican Republic shall enter the United States free of duty, without regard to the source of the components from which the article is made.</text>
 </clause><clause id="id8E7B755918E04F84A3FD7FDFF1EEFB3A"><enum>(ii)</enum><header>Articles described</header><text>Articles described in this clause are articles classifiable under subheading 6401.10.00, 6401.92.90, 6401.99.10, 6401.99.30, 6401.99.60, 6401.99.90, 6402.91.10, 6402.91.20, 6402.91.26, 6402.91.50, 6402.91.80, 6402.91.90, 6402.99.08, 6402.99.16, 6402.99.19, 6402.99.33, 6402.99.80, 6402.99.90, 6403.91.60, 6403.91.90, 6403.99.60, 6403.99.90, 6404.11.90, or 6404.19.20 of the HTS.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </section><section id="id4AFBD22E12064F77B3EEFB52602464B6"><enum>4.</enum><header>Special rules for certain goods</header><text display-inline="no-display-inline">Section 213A(c) of the Caribbean Basin Economic Recovery Act (<external-xref legal-doc="usc" parsable-cite="usc/19/2703a">19 U.S.C. 2703a(c)</external-xref>) is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="id226B3AA9A7BC4F9894F73B8FED91C53E" style="OLC">
				<subsection id="id0636F397C20A4EE8A5501AD48B2FFECD"><enum>(c)</enum><header>Special rules for certain goods</header>
					<paragraph id="id2f338b9c37d84a53a1aa8843c9e2426a"><enum>(1)</enum><header>Wire harness automotive components</header>
 <subparagraph id="ide0acac31d0c2463f94df555e0ed33a1f"><enum>(A)</enum><header>In general</header><text>Any wire harness automotive component that is the product or manufacture of Haiti and is imported directly from Haiti into the customs territory of the United States shall enter the United States free of duty until September 30, 2030, if Haiti has met the requirements of subsection (d) and if the sum of—</text>
 <clause id="id1ec4d74bbf4d47d4b37c721c87d5c9c1"><enum>(i)</enum><text>the cost or value of the materials produced in Haiti or one or more countries described in subsection (b)(2)(C), or any combination thereof, plus</text>
 </clause><clause id="id2b30243f883545baab1297efebf4cd90"><enum>(ii)</enum><text>the direct costs of processing operations (as defined in section 213(a)(3)) performed in Haiti or the United States, or both,</text>
							</clause><continuation-text continuation-text-level="subparagraph">is not less than 35 percent of the declared customs value of such wire harness automotive
 component.</continuation-text></subparagraph><subparagraph id="idb2866be17fa2478eb8cb5e5d171c2cad"><enum>(B)</enum><header>Wire harness automotive component defined</header><text>For purposes of this subsection, the term <term>wire harness automotive component</term> means any article provided for in subheading 8544.30.00 of the HTS, as in effect on December 20, 2006.</text>
 </subparagraph></paragraph><paragraph id="idd2cbf61f00fc4ec7a2a2c81b3d927550"><enum>(2)</enum><header>Travel goods</header><text>Any article classifiable under subheading 4202.11, 4202.19, 4202.21, 4202.29, 4202.31, 4202.39, 4202.91, or 4202.99 of the HTS that undergoes a change in Haiti to being classifiable under that subheading from being classifiable under a chapter of the HTS other than chapter 42 and is imported directly from Haiti or the Dominican Republic shall enter the United States free of duty, without regard to the source of the components from which the article is made.</text>
 </paragraph><paragraph id="id14d715408a084969ab70f4c53c981b4b"><enum>(3)</enum><header>Leather wearing apparel</header><text>Any article classifiable under subheading 4203.10.40, 4203.29.08, or 4203.29.18 of the HTS that undergoes a change in Haiti to being classifiable under that subheading from being classifiable under a chapter of the HTS other than chapter 42 and is imported directly from Haiti or the Dominican Republic shall enter the United States free of duty, without regard to the source of the components from which the article is made.</text>
 </paragraph><paragraph id="id57190640d9a14a60be0520fd1a3a734a"><enum>(4)</enum><header>Lamps, lighting, and other electrical components</header><text>Any article classifiable under subheading 8536.30, 8539.10, 8539.49, 9032.10, 9405.10, 9405.20, 9405.30, 9405.40, 9405.50, 9405.60, 9405.91, 9405.92, or 9405.99 of the HTS that undergoes a change in Haiti to being classifiable under that subheading from being classifiable under any other chapter of the HTS and is imported directly from Haiti or the Dominican Republic shall enter the United States free of duty.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </section><section id="id8CB72FD6EE8F4F4BBC15BADC1626DE9F"><enum>5.</enum><header>Continuing compliance</header><text display-inline="no-display-inline">Section 213A(d)(3) of the Caribbean Basin Economic Recovery Act (<external-xref legal-doc="usc" parsable-cite="usc/19/2703a">19 U.S.C. 2703a(d)(3)</external-xref>) is amended by striking <quote>terminate</quote> and inserting <quote>terminate, in whole or in part,</quote>.</text>
