			 a challenge prize competition.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Spectrum Challenge Prize Act of 2015</short-title></quote>.</text>
 </section><section id="id3b5cd92cf16c4290afad9657c59e52b3"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> <paragraph id="id70431406A1504ECC867C4EA483FD29AF"><enum>(1)</enum><text display-inline="yes-display-inline">The future competitiveness and global technology leadership of the United States depend, in part, upon the availability and efficient use of spectrum.</text>
 </paragraph><paragraph id="idBDCCFF7C9F61404D86F0D23BAA6648E1"><enum>(2)</enum><text display-inline="yes-display-inline">Dramatic improvement in spectrum efficiency would spur innovation, investment, and economic growth.</text> </paragraph><paragraph id="id8C9143AE186F43A29EF0A2CCFDB6ECF5"><enum>(3)</enum><text display-inline="yes-display-inline">Radio frequency spectrum is vital for emergency communications, national security, law enforcement, aviation, maritime safety, space communications, and numerous other Federal functions.</text>
 </paragraph><paragraph id="idFCE477F281E24DECB1BB4F7CCC46D934"><enum>(4)</enum><text display-inline="yes-display-inline">Prize competitions can spur innovation in the private and public sectors.</text> </paragraph></section><section id="id86F8D9FC620C47D494E6D2256D552088"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act—</text>
 <paragraph id="idD8093B97094A4151A715FA2158C3C23C"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>Commission</term> means the Federal Communications Commission;</text> </paragraph><paragraph id="id5229E61324284031AEBA2C70ACBABCF8"><enum>(2)</enum><text display-inline="yes-display-inline">the term <term>prize competition</term> means a prize competition conducted by the Secretary under section 4(a); and</text>
 </paragraph><paragraph id="idAF5D281C34DF4290982FBA3763AA467B"><enum>(3)</enum><text>the term <term>Secretary</term> means the Secretary of Commerce.</text> </paragraph></section><section id="id2cb9fc052b264fa1af420ec124ed9cef"><enum>4.</enum><header>Spectrum challenge prize</header> <subsection id="id9E74522439184C6AB0CE8E198521A42F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, acting through the Assistant Secretary of Commerce for Communications and Information and in consultation with the Under Secretary of Commerce for Standards and Technology, shall—</text>
 <paragraph id="id75A156C3B7E643978279E203FF5D57BE"><enum>(1)</enum><text display-inline="yes-display-inline">conduct prize competitions to dramatically accelerate the development and commercialization of technology that improves spectrum efficiency and is capable of cost-effective deployment; and</text>
 </paragraph><paragraph id="idDCB69424F80D415CB95EC4D05CA0384A"><enum>(2)</enum><text display-inline="yes-display-inline">define a measurable set of performance goals for participants in the prize competitions to demonstrate their solutions on a level playing field while making a significant advancement over the current state of the art.</text>
 </paragraph></subsection><subsection id="id789F8014060B4FCCAA032C569CF5689A"><enum>(b)</enum><header>Authority of Secretary</header><text display-inline="yes-display-inline">In carrying out subsection (a), the Secretary may—</text> <paragraph id="idD53B00A70AEA4C0CBE2709C8E143B8DB"><enum>(1)</enum><text display-inline="yes-display-inline">enter into a grant, contract, cooperative agreement, or other agreement with a private sector for-profit or nonprofit entity to administer the prize competitions;</text>
 </paragraph><paragraph id="idBA2AFCAD4F694337BC3E99DFBC1F5542"><enum>(2)</enum><text display-inline="yes-display-inline">invite the Defense Advanced Research Projects Agency, the Commission, the National Aeronautics and Space Administration, the National Science Foundation, or any other Federal agency to provide advice and assistance in the design or administration of the prize competitions; and</text>
 </paragraph><paragraph id="idEC40D455E3B745B7A267573DE0BAE7BF"><enum>(3)</enum><text display-inline="yes-display-inline">award not more than $5,000,000, in the aggregate, to the winner or winners of the prize competitions.</text>
 </paragraph></subsection></section><section id="id143187c9b9734e7ebb07a7b64b59dd00"><enum>5.</enum><header>Criteria</header><text display-inline="no-display-inline">Not later than 90 days after the date of enactment of this Act, the Commission shall publish a technical paper on spectrum efficiency providing criteria that may be used for the design of the prize competitions.</text>
 </section><section id="id3c54525b4568436690f29dc0b94c7c82"><enum>6.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated such sums as may be necessary to carry out this Act.</text></section></legis-body> </bill>
