129 Stat. 215).</text></subsection><subsection id="id2FEE370F3B4E48929EA3E5546B31C468"><enum>(c)</enum><header>Prohibition on transfer of certain amounts</header><text>The Secretary may not transfer any amounts from the Veterans Choice Fund established under section 802 of the Veterans Access, Choice, and Accountability Act of 2014 (<external-xref legal-doc="public-law" parsable-cite="pl/113/146">Public Law 113–146</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/38/1701">38 U.S.C. 1701</external-xref> note) to fund the increase under subsection (a) of the authorization to carry out the medical facility construction project described in subsection (b).</text></subsection></section><section commented="no" display-inline="no-display-inline" id="HE21A7EC955BE44FF83D9FF44FBCF0F71" section-type="subsequent-section"><enum>502.</enum><header display-inline="yes-display-inline">Project management of super construction projects</header><subsection commented="no" display-inline="no-display-inline" id="H05128B44007842429EF2104B3D1563BD"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 8103 of title 38, United States Code, is amended by adding at the end the following new subsection:</text><quoted-block display-inline="no-display-inline" id="H92FDC9AF6A6F49598DDA26CEB1056D61" style="USC"><subsection commented="no" display-inline="no-display-inline" id="H42DF35A0A4174B67ADF03B40A7165F27"><enum>(e)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H3D4855558D7A4A5895125B583230E68C"><enum>(1)</enum><text display-inline="yes-display-inline">In the case of any super construction project, the Secretary shall enter into an agreement with an appropriate non-Department Federal entity to provide full project management services for the super construction project, including management over the project design, acquisition, construction, and contract changes.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7A4134C36BDA4B9BAE61B0B5F8A9FD4A" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">An agreement entered into under paragraph (1) with a Federal entity shall provide that the Secretary shall reimburse the Federal entity for all costs associated with the provision of project management services under the agreement.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6FDB3E1C2E3A48F48A80CB382C2D79FA" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">In this subsection, the term <term>super construction project</term> means a project for the construction, alteration, or acquisition of a medical facility involving a total expenditure of more than $100,000,000.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="H961D6AA615934735B609BA340213346F"><enum>(b)</enum><header display-inline="yes-display-inline">Application</header><text display-inline="yes-display-inline">The amendment made by subsection (a) shall apply with respect to the following:</text><paragraph commented="no" display-inline="no-display-inline" id="HD1313A38E4D44DB0B9A152011931F820"><enum>(1)</enum><text display-inline="yes-display-inline">The medical facility construction project in Denver, Colorado, specified in section 2 of the Construction Authorization and Choice Improvement Act (<external-xref legal-doc="public-law" parsable-cite="pl/114/19">Public Law 114–19</external-xref>;
