 <section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Career and Technical Education Opportunity Act</short-title></quote>.</text>
 </section><section id="id8D8F12E609234D8F91C0649CC09126F7"><enum>2.</enum><header>Expansion of eligible programs</header><text display-inline="no-display-inline">The Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001 et seq.</external-xref>) is amended—</text> <paragraph id="idDDD50ACE4D5D42CBA3D64C48B83589FD"><enum>(1)</enum><text display-inline="yes-display-inline">in section 481(b), by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id5F6B81D4BA7D41A7ABC757BFA4138983" style="OLC">
 <paragraph id="idC5FAE8A0965342B7BAB8FF3C348E0959" indent="up1"><enum>(5)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id325678EE91504ECA811DA22CFBBB19BB"><enum>(A)</enum><text>For purposes of parts D and E, the term <term>eligible program</term> includes a program of not less than 250 clock hours of instruction, offered during a minimum of 5 weeks of instruction that leads an industry-recognized credential.</text>
 </subparagraph><subparagraph id="id5A5DDB73424C4F0693E5C1B3B9009CF5" indent="up1"><enum>(B)</enum><text>In this paragraph, the term <term>industry-recognized credential</term> means an industry-recognized credential that—</text> <clause id="id17248B86DFC74350B86A60BFF317702F"><enum>(i)</enum><text>is demonstrated to be of high quality by the institution offering the program in the program participation agreement under section 487;</text>
 </clause><clause id="idDA0FD3D6C145495690F3C4E4AC7D2886"><enum>(ii)</enum><text>meets the current, as of the date of the determination, or projected needs of a local or regional workforce for recruitment, screening, hiring, retention, or advancement purposes—</text>
 <subclause id="id69C0D8B5C72045E7AFAE1B742247FECF"><enum>(I)</enum><text>as determined by the State in which the program is located, in consultation with business entities; or</text>
 </subclause><subclause id="id1A1EF942492F4A3F924C8B6E72056ED4"><enum>(II)</enum><text>as demonstrated by the institution offering the program leading to the credential; and</text> </subclause></clause><clause id="id443F238B8CBF498EAE3085B6AED3DD48"><enum>(iii)</enum><text>is, where applicable, endorsed by a nationally recognized trade association or organization representing a significant part of the industry or sector.</text></clause></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph id="id37D42E1B59BB41408F28E320D33A6A23"><enum>(2)</enum><text>in section 487(a), by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="idEF629F2C777F4B75AAE7221877D0196C" style="OLC"> <paragraph id="id4B7E0729821C4DA6BA1C089104C2896D"><enum>(30)</enum><text>In the case of an institution that offers a program of not less than 250 clock hours of instruction, offered during a minimum of 5 weeks of instruction that leads an industry-recognized credential, as provided under section 481(b)(5), the institution will demonstrate to the Secretary that the industry-recognized credential is of high quality.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
