		<official-title>To provide for the establishment of the National Volcano Early Warning and Monitoring System.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Volcano Early Warning and Monitoring System Act</short-title></quote>.</text>
 </section><section id="ida38fbc55d4c84bf8b9b8ac9f06471c16"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text> <paragraph id="idf47660c2687740949ba9ddf25fa940c9"><enum>(1)</enum><text>the United States and the territories of the United States contain 169 hazardous volcanoes;</text>
 </paragraph><paragraph id="ided2a9e09f29448bc8991e777598a31a3"><enum>(2)</enum><text>since 1980, eruptions have claimed many lives and cost billions of dollars in property damage in the United States;</text>
 </paragraph><paragraph id="id4ee3de07a1b7490e88b72e95327739ae"><enum>(3)</enum><text>ash eruptions pose a hazard to high-flying jet aircraft, including the more than 50,000 passengers who travel on jets over Alaska and the North Pacific every day;</text>
 </paragraph><paragraph id="idd5cdc57ea55e428a8c9b870df371e9ba"><enum>(4)</enum><text>in 1989, an eruption of Redoubt Volcano, Alaska, caused in-flight failure of all 4 engines of a passenger Boeing 747 aircraft;</text>
 </paragraph><paragraph id="id1f052380365348f28001856ddfcdb08c"><enum>(5)</enum><text>international flights over the Commonwealth of the Northern Mariana Islands and the intense domestic air traffic of the Pacific Northwest also face potential engine failure in the event of an eruption;</text>
 </paragraph><paragraph id="ideb92b4d0d5d84cfd83cbf6ae123d47bf"><enum>(6)</enum><text>mudflows from ice-clad Cascade volcanoes of the States of Washington, Oregon, and California pose a serious hazard to cities and transportation arteries in the Pacific Northwest;</text>
 </paragraph><paragraph id="id922d324ef9aa47d1bc7f6223e97918e5"><enum>(7)</enum><text>lava flows, toxic gas emissions, and explosions impact residents and visitors to the State of Hawaii and have the potential to cause catastrophic property damage;</text>
 </paragraph><paragraph id="id515d6a97668d4699b11954d280e25dc5"><enum>(8)</enum><text>frequent seismic unrest requires careful monitoring in the Mammoth Lakes area of the State of California and Yellowstone National Park in the States of Wyoming, Montana, and Idaho;</text>
 </paragraph><paragraph id="idf2d5b13e6c31471cbe4d1c26fd71763d"><enum>(9)</enum><text>modern technology, in the form of geophysical monitoring networks on the ground and the use of near-real time satellite data, makes possible early warnings typically weeks or months before eruptions, giving emergency response agencies and the public time to prepare, which minimizes potential damage to property and loss of life;</text>
 </paragraph><paragraph id="id07087f108fa14139af034b160e291d45"><enum>(10)</enum><text>the efficacy of monitoring is being demonstrated by—</text> <subparagraph id="id62E079E6B02446D18B62B9FB08459552"><enum>(A)</enum><text>the successful forecasts and warnings of Augustine Volcano in 1986 and 2006, Redoubt Volcano in 1989 through 1990 and 2009, and Mt. Spurr in 1992; and</text>
 </subparagraph><subparagraph id="id7293BCF48EBD4528AAE0D226A1F4DECB"><enum>(B)</enum><text>warnings and forecasts of lava flow advancement in Hawaii during the ongoing eruption of Kilauea;</text> </subparagraph></paragraph><paragraph id="id95e10a870d1e40788b6af29d492107db"><enum>(11)</enum><text>the United States Geological Survey and university and State partners of the United States Geological Survey operate—</text>
 <subparagraph id="idfa5f8d7c0a1d4dda82dad329a3db6992"><enum>(A)</enum><text>the Alaska Volcano Observatory located in Anchorage and Fairbanks, Alaska;</text> </subparagraph><subparagraph id="idb7c253c187d1428a8f571fb8ebb2ff56"><enum>(B)</enum><text>the Cascades Volcano Observatory located in Vancouver, Washington;</text>
 </subparagraph><subparagraph id="idf968c06ecd484679b00e78b6b4f283f8"><enum>(C)</enum><text>the Hawaiian Volcano Observatory located in Hawai’i Volcanoes National Park, Hawaii;</text> </subparagraph><subparagraph id="id472a82c2da334c9c99bb055543a22824"><enum>(D)</enum><text>the Yellowstone Volcano Observatory located in Yellowstone National Park in the State of Wyoming, Montana, and Idaho; and</text>
 </subparagraph><subparagraph id="id0c52f3bd375f4360b55798286ea1cbcb"><enum>(E)</enum><text>the California Volcano Observatory, located in Menlo Park, California; and</text> </subparagraph></paragraph><paragraph id="id3d1c6f3f6c8d407896704bb3a7657f08"><enum>(12)</enum><text>a detailed survey of the volcanoes in the United States and the monitoring status of those volcanoes has revealed numerous serious monitoring gaps, leaving the United States exposed to preventable damage from large volcanic eruptions.</text>
 </paragraph></section><section id="id86c1ba5c510547b691c2a3ad75068329"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="id6d6f7de5a7ca40b6824b23ce9a9f5836"><enum>(1)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior, acting through the Director of the United States Geological Survey.</text>
 </paragraph><paragraph id="id8385d1ee28784056b5595607c9007f56"><enum>(2)</enum><header>System</header><text>The term <term>System</term> means the National Volcano Early Warning and Monitoring System established under section 4(a)(1).</text> </paragraph></section><section id="id9de1c8e7c4a54dceaa765f23852df733"><enum>4.</enum><header>National volcano early warning and monitoring system</header> <subsection id="id40314e125dfd4c4aa03d122befbcfed5"><enum>(a)</enum><header>Establishment</header> <paragraph id="ideae302d277a240d5a1e4c1a51a1a8e05"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish within the United States Geological Survey a system, to be known as the <quote>National Volcano Early Warning and Monitoring System</quote>, to monitor, warn, and protect citizens of the United States from undue and avoidable harm from volcanic activity.</text>
 </paragraph><paragraph id="id5190ecf1cdd54348b5114a3910d74017"><enum>(2)</enum><header>Purposes</header><text>The purposes of the System are—</text> <subparagraph id="id9fe9918fa54f48ed9b1203b9d3e103c8"><enum>(A)</enum><text>to organize, modernize, standardize, and stabilize the monitoring systems of the volcano observatories in the United States, which includes the Alaska Volcano Observatory, California Volcano Observatory, Cascades Volcano Observatory, Hawaiian Volcano Observatory, and Yellowstone Volcano Observatory; and</text>
 </subparagraph><subparagraph id="id136b692e61794b11b9c671a88e05c345"><enum>(B)</enum><text>to unify the monitoring systems of volcano observatories in the United States into a single interoperative system.</text>
 </subparagraph></paragraph><paragraph id="id599b168e5a074c41b467dc4ae30aa199"><enum>(3)</enum><header>Objective</header><text>The objective of the System is to monitor all the volcanoes in the United States at a level commensurate with the threat posed by the volcanoes by—</text>
 <subparagraph id="idfe2218b59cba42b691d0132dad271f87"><enum>(A)</enum><text>upgrading existing networks on monitored volcanoes; and</text> </subparagraph><subparagraph id="idc9c3431302c748b4bda49326b5d92786"><enum>(B)</enum><text>installing new networks on unmonitored volcanoes.</text>
					</subparagraph></paragraph></subsection><subsection id="idbb6b8fcd7b694e3f9ad2fef0564a97b1"><enum>(b)</enum><header>System components</header>
 <paragraph id="id23a6eb579de3493faa2c3ec93af44d35"><enum>(1)</enum><header>In general</header><text>The System shall include—</text> <subparagraph id="id3e7d75e25f424ce8a85484a34935d0ab"><enum>(A)</enum><text>a national volcano watch office that is operational 24 hours a day and 7 days a week;</text>
 </subparagraph><subparagraph id="idd369f91e46ae4ca6af2e6da3476383bf"><enum>(B)</enum><text>a national volcano data center; and</text> </subparagraph><subparagraph id="ide2cfa823d68d46779c8bfa23a3f252ed"><enum>(C)</enum><text>an external grants program to support research in volcano monitoring science and technology.</text>
 </subparagraph></paragraph><paragraph id="idaf4d92802a8a4227946ba59ceb123e98"><enum>(2)</enum><header>Modernization activities</header><text>Modernization activities under the System shall include the comprehensive application of emerging technologies, including digital broadband seismometers, real-time continuous Global Positioning System receivers, satellite and airborne radar interferometry, acoustic pressure sensors, and spectrometry to measure gas emissions.</text>
				</paragraph></subsection><subsection id="idf5eac80c2670495a9d86080caffce52c"><enum>(c)</enum><header>Management</header>
				<paragraph id="id36ae2794ddee4371a8c40864f111a058"><enum>(1)</enum><header>Management plan</header>
 <subparagraph id="id68793a0a95ce4ead91f1b191e554b365"><enum>(A)</enum><header>In general</header><text>Not later than 90 days after the date of enactment of this Act, the Secretary shall submit to Congress a 5-year management plan for establishing and operating the System.</text>
 </subparagraph><subparagraph id="idd9cea7e7ef0c40da8a044c0279fab10e"><enum>(B)</enum><header>Inclusions</header><text>The management plan submitted under subparagraph (A) shall include—</text> <clause id="idec7cb7074e0f4396b69ea837a135099a"><enum>(i)</enum><text>annual cost estimates for modernization activities and operation of the System;</text>
 </clause><clause id="id5e2bb17824db4c54a28df81c61e716e6"><enum>(ii)</enum><text>annual milestones, standards, and performance goals; and</text> </clause><clause id="id9b6d35089ffd42799341d7e93f12f039"><enum>(iii)</enum><text>recommendations for, and prog­ress towards, establishing new, or enhancing existing, partnerships to leverage resources.</text>
 </clause></subparagraph></paragraph><paragraph id="id1bb0bda9d0654492b494d784653be66b"><enum>(2)</enum><header>Advisory committee</header><text>The Secretary shall establish an advisory committee to assist the Secretary in implementing the System, to be comprised of representatives of relevant agencies and members of the scientific community, to be appointed by the Secretary.</text>
 </paragraph><paragraph id="idae56459f35704be18c61c37c3202fb04"><enum>(3)</enum><header>Partnerships</header><text>The Secretary may enter into cooperative agreements with institutions of higher education and State agencies designating the institutions of higher education and State agencies as volcano observatory partners for the System.</text>
 </paragraph><paragraph id="idbc88a72b431f4670beefbdf6a9e187a2"><enum>(4)</enum><header>Coordination</header><text>The Secretary shall coordinate the activities under this Act with the heads of relevant Federal agencies, including—</text>
 <subparagraph id="idcbb1c4e8256c4491a60e6f30bf288fbb"><enum>(A)</enum><text>the Secretary of Transportation;</text> </subparagraph><subparagraph id="id0c9cca1dc5f147ecb6239b4049f0952c"><enum>(B)</enum><text>the Administrator of the Federal Aviation Administration;</text>
 </subparagraph><subparagraph id="id0dcd02d559e5410eb5c3a245032523e6"><enum>(C)</enum><text>the Administrator of the National Oceanic and Atmospheric Administration; and</text> </subparagraph><subparagraph id="id3ef802bc10424cf3a35a9cfba7ffb43b"><enum>(D)</enum><text>the Director of the Federal Emergency Management Administration.</text>
 </subparagraph></paragraph></subsection><subsection id="ide977a6e0cf554b0a823b88b59ef7c7ae"><enum>(d)</enum><header>Annual report</header><text>Annually, the Secretary shall submit to Congress a report that describes the activities carried out under this Act.</text>
			</subsection></section><section id="id33ae76af734c425a8115666b2a1dcb9f"><enum>5.</enum><header>Funding</header>
 <subsection id="id762355CBBB2A4E069CD7A566D8F3A1F9"><enum>(a)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated such sums as are necessary to carry out this Act for each of fiscal years 2016 through 2026.</text>
 </subsection><subsection id="id5B71D1FDAE6E4C4FAD026C3CEF6C5D78"><enum>(b)</enum><header>Effect on other sources of Federal funding</header><text>Amounts made available under this section shall supplement, and not supplant, Federal funds made available for other United States Geological Survey hazards activities and programs.</text></subsection></section></legis-body>
