 of major revenue legislation.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC"><section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Accurate Budgeting Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="HA1297DA46C374248BBEB792608246292" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Macroeconomic impact analyses for major revenue legislation</header><subsection commented="no" display-inline="no-display-inline" id="HA601F9F4ADD7478BAEA3BEA01947BBBD"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Part A of title IV of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/651">2 U.S.C. 651 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H995146600A974E8688B82264669FDD7B" style="traditional"><section commented="no" display-inline="no-display-inline" id="HA84F2B7A1F604BCD8D32E347C5425D15" section-type="subsequent-section"><enum>407.</enum><header>Macroeconomic impact analysis of major revenue legislation</header><subsection commented="no" display-inline="yes-display-inline" id="H1124824AE8794D4CBC7B942397C9DADC"><enum>(a)</enum><header display-inline="yes-display-inline">Joint Committee on Taxation</header><text display-inline="yes-display-inline">The Joint Committee on Taxation shall, to the extent practicable, prepare for each major revenue bill or resolution which is—</text><paragraph commented="no" display-inline="no-display-inline" id="id32CA98CC1DD045248BADA61058178F96"><enum>(1)</enum><text display-inline="yes-display-inline">reported by the Committee on Ways and Means of the House of Representatives or the Committee on Finance of the Senate; or</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idDADA9E0F73624098B8801BDFAD7A7A25"><enum>(2)</enum><text display-inline="yes-display-inline">considered on the floor of the House of Representatives or the Senate,</text></paragraph></subsection><continuation-text commented="no" continuation-text-level="section">as a
			 supplement to estimates prepared under section 402, a macroeconomic impact
			 analysis of the budgetary effects of such bill or resolution  for the 10
			 fiscal-year period beginning with the first fiscal year for which an
			 estimate was prepared under section 402 and each of the next three 10
			 fiscal-year periods.  To the extent practicable, the Joint Committee on
			 Taxation’s macroeconomic impact analysis shall be included in full as part
			 of the Congressional Budget Office report accompanying such bill or
			 resolution under section 402. If a macroeconomic impact analysis is not
			 included
			 as part of the Congressional Budget Office report relating to a major
			 revenue bill or resolution, the Chairman of the Committee reporting the
			 bill or resolution shall cause the analysis to be entered
 into the Congressional Record of the Senate and House of Representatives.</continuation-text></section><subsection commented="no" display-inline="no-display-inline" id="HB7BC5D3CBFC64E769014CFAB655BDAB1"><enum>(b)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">As used in this section:</text><paragraph commented="no" display-inline="no-display-inline" id="H74A7D00DB0B443AC9710134EB85F49EA"><enum>(1)</enum><header display-inline="yes-display-inline">Macroeconomic impact analysis</header><text display-inline="yes-display-inline">The term <term>macroeconomic impact analysis</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="H266004C49AB942AA80CEA34C033FB3C8"><enum>(A)</enum><text display-inline="yes-display-inline">an estimate of the changes in economic output, employment, interest rates, capital stock, and tax revenues expected to result from the revenue provisions in the proposal to which section 201(f) applies;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HDF62FD53E9B54D38B78E370260C0E1AF"><enum>(B)</enum><text display-inline="yes-display-inline">an estimate of revenue feedback expected to result from those revenue provisions; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H402C3E7E1FC0430CAE49888E1F767F0E"><enum>(C)</enum><text display-inline="yes-display-inline">a statement identifying the critical assumptions and the source of data underlying that estimate, to the extent necessary to make the models comprehensible to academic and public policy analysts.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFD4D5CFDDB2B472BA1D24A9DE76B0EDA"><enum>(2)</enum><header display-inline="yes-display-inline">Major revenue bill or resolution</header><text display-inline="yes-display-inline">The term <term>major revenue bill or resolution</term> means a bill, resolution, or conference report for which—</text><subparagraph commented="no" display-inline="no-display-inline" id="id2E436D2C9B07421799140964A995B54B"><enum>(A)</enum><text display-inline="yes-display-inline">either—</text><clause commented="no" display-inline="no-display-inline" id="id14BFBB23BAF14A298CCBFD6A8A9FE90E"><enum>(i)</enum><text display-inline="yes-display-inline">the sum of the positive changes in revenues resulting from such measure (not including the impact of any timing shifts for the due date for estimated corporate income tax payments) for any fiscal year in the period for which an estimate is prepared under section 402; or</text></clause><clause commented="no" display-inline="no-display-inline" id="idCF6A9B64BF1A40368FC5AB5FA60CA7B9"><enum>(ii)</enum><text display-inline="yes-display-inline">the absolute value of the sum of the negative changes in revenues resulting from such measure (not including the impact of any timing shifts for the due date for estimated corporate income tax payments) for any fiscal year for which such an estimate is prepared,</text></clause><continuation-text commented="no" continuation-text-level="subparagraph">is greater than</continuation-text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id29C5A46A6CAF4FB7BA859DA860FC4112"><enum>(B)</enum><text display-inline="yes-display-inline">0.25 percent of the current projected gross domestic product of the United States (as determined by the Bureau of Economic Analysis of the Department of Commerce) for such fiscal year.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2E5AF38CBD884240A6A05EFE20E1C14A"><enum>(3)</enum><header display-inline="yes-display-inline">Revenue feedback</header><text display-inline="yes-display-inline">The term <term>revenue feedback</term> means changes in revenue resulting from changes in economic growth as the result of the enactment of any major revenue bill or resolution.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="HE0F0EA28FD4E4E4C8EFC951E9DC8214E"><enum>(b)</enum><header display-inline="yes-display-inline">Conforming amendment</header><text display-inline="yes-display-inline">The table of contents set forth in section 1(b) of the Congressional Budget and Impoundment Control Act of 1974 is amended by inserting after the item relating to section 406 the following:</text><quoted-block display-inline="no-display-inline" id="H7CE6CBDEB8764A348973063B16DB6633" style="OLC"><toc container-level="quoted-block-container" idref="H995146600A974E8688B82264669FDD7B" lowest-bolded-level="division-lowest-bolded" lowest-level="section" quoted-block="no-quoted-block" regeneration="yes-regeneration"><toc-entry bold="off" idref="HA84F2B7A1F604BCD8D32E347C5425D15" level="section">Sec. 407. Macroeconomic impact analysis of major revenue legislation.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
