Perkins Career and Technical Education Act of 2006 to raise the quality of
			 career and technical education programs and to allow local eligible
 recipients to use funding to establish high-quality career academies.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Educating Tomorrow's Workforce Act of 2015</short-title></quote>.</text></section><section id="id4031F67F0FA9418E9F898DB4BC91A41E"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2302">20 U.S.C. 2302</external-xref>) is amended—</text><paragraph id="id8CFFF1500E5C4818AF51C4C142C68441"><enum>(1)</enum><text>by redesignating paragraphs (6) through (9), (10) through (23), and (24) through (34), as paragraphs (7) through (10), (12) through (25), and (27) through (37), respectively;</text></paragraph><paragraph id="id4B8A2BFED7EB435A9846602F5AB2A623"><enum>(2)</enum><text>by inserting after paragraph (5) the following:</text><quoted-block display-inline="no-display-inline" id="id8488E7034EFB455CA87D49AC803E5522" style="OLC"><paragraph id="id607110C151804B5CABEAD893347BA104"><enum>(6)</enum><header>Career and technical education program of study</header><text>The term <term>career and technical education program of study</term> means a coordinated, non-duplicative sequence of secondary and postsecondary academic and technical courses that—</text><subparagraph id="id9c49637d53174249a48f9b6181df9039"><enum>(A)</enum><text>incorporate rigorous, State-identified college and career readiness standards, including state-identified career and technical education standards that address both academic and technical contents;</text></subparagraph><subparagraph id="id9507b391e9e744eca2a00ac7701e3baf"><enum>(B)</enum><text>support attainment of employability and career readiness skills;</text></subparagraph><subparagraph id="idfd2f7a60ccf54618934cc51b3c995e91"><enum>(C)</enum><text>progress in content specificity (by beginning with all aspects of an industry or career cluster and leading to more occupationally specific instruction or by preparing students for ongoing postsecondary career preparation);</text></subparagraph><subparagraph id="ide6289f4c196f45f38779639ee01084e7"><enum>(D)</enum><text>incorporate multiple entry and exit points with portable demonstrations of technical or career competency, which may include credit-transfer agreements or industry-recognized certifications; and</text></subparagraph><subparagraph id="id4e3abdbcfbab476dbb4548947052c6af"><enum>(E)</enum><text>culminate in the attainment of—</text><clause id="idBC89ADCCCC0F4D72BFBB9ED4B4E1969F"><enum>(i)</enum><text>an industry-recognized certification, credential, or license;</text></clause><clause id="id5B91EE531FD54D968734E845D0AB13A9"><enum>(ii)</enum><text>a registered apprenticeship or credit-bearing postsecondary certificate; or</text></clause><clause id="id9656EDBBE8014ACE900DF1283E368CF0"><enum>(iii)</enum><text>an associate or baccalaureate degree.</text></clause></subparagraph></paragraph><after-quoted-block>; </after-quoted-block></quoted-block></paragraph><paragraph id="id877F8F6AAB3E4E3EBA5F8AFC225EE5FE"><enum>(3)</enum><text>by inserting after paragraph (10), as redesignated by paragraph (1), the following:</text><quoted-block display-inline="no-display-inline" id="idCDB72725492141B690D73122C1B6070C" style="OLC"><paragraph id="id83f3aa40cee84e779089b372f626e879"><enum>(11)</enum><header>Credit-transfer agreement</header><text>The term <quote>credit-transfer agreement</quote> means an opportunity for secondary students to be awarded transcripted postsecondary credit, supported with a formal agreement between secondary and postsecondary education systems, for—</text><subparagraph id="id86abb8daee904a1693792f999209b85c"><enum>(A)</enum><text>technical credit such as dual enrollment, dual credit, or articulated credit, which may include credit by examination or credit by performance on technical assessments; or</text></subparagraph><subparagraph id="idf88376e69259498e8a28bd7acc6bb015"><enum>(B)</enum><text>academic credit such as dual enrollment, dual credit, or articulated credit, which may include credit by examination or credit by performance on academic assessments.</text></subparagraph></paragraph><after-quoted-block>; and </after-quoted-block></quoted-block></paragraph><paragraph id="id7E5D3C50BA8B4C9B82F096D036129E29"><enum>(4)</enum><text>by inserting after paragraph (25), as redesignated by paragraph (1), the following:</text><quoted-block display-inline="no-display-inline" id="idB6EED7EA937845EBA717AF7144EB809A" style="OLC"><paragraph id="id207CB25AF8004C3C88A8810E80179624"><enum>(26)</enum><header>Registered apprenticeship program</header><text>The term <term>registered apprenticeship program</term> means an apprenticeship program—</text><subparagraph id="idBB3CD67C55BD471984D2C30767C2D08A"><enum>(A)</enum><text>registered under the Act of August 16, 1937 (commonly known as the ‘‘National Apprenticeship Act’’; 50 Stat. 664, chapter 663; <external-xref legal-doc="usc" parsable-cite="usc/29/50">29 U.S.C. 50 et seq.</external-xref>); and</text></subparagraph><subparagraph id="idC96553DB7BBB4D829CC8C371E62D7CCC"><enum>(B)</enum><text>that meets such other criteria as may be established by the Secretary under this section.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="id42677660C2F54B17877148592EF1ADBE"><enum>3.</enum><header>State plan</header><text display-inline="no-display-inline">Section 122(c)(1) of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2342">20 U.S.C. 2342(c)(1)</external-xref>) is amended—</text><paragraph id="id7488B7C54C284A57909622B7F1B16092"><enum>(1)</enum><text>by striking subparagraph (A);</text></paragraph><paragraph id="idADB1CE5900674A44A185D0F94921AFF1"><enum>(2)</enum><text>by redesignating subparagraphs (B) through (L) as subparagraphs (A) through (K), respectively; and</text></paragraph><paragraph id="id41D1E9D33E3C4A6F9947438B07B834A3"><enum>(3)</enum><text>in subparagraph (A), as redesignated by (2), by striking <quote>the career and technical programs of study described in subparagraph (A)</quote> and inserting <quote>career and technical education programs of study, including a description of how the eligible agency will ensure the quality of any program of study culminating in an industry-recognized certificate, credential, or license</quote>.</text></paragraph></section><section id="idB56BB69204094A60BACB67C41B66F061"><enum>4.</enum><header>State leadership activities</header><text display-inline="no-display-inline">Section 124 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2344">20 U.S.C. 2344</external-xref>) is amended—</text><paragraph id="idE0FBEC55CC144C409E32D4B994F25908"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (b)(6), by striking <quote>programs of study, as described in section 122(c)(1)(A)</quote> and inserting <quote>education programs of study</quote>; and</text></paragraph><paragraph id="id94320FE3FF754DE887E648B436EABB94"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (c)—</text><subparagraph id="idD3A5494576B44B349B2923CFFE96107D"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (9), by striking <quote>, career academies,</quote>;</text></subparagraph><subparagraph id="id97172C2C0EE049EB9AB176930384B2C9"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (16)(B), by striking <quote>and</quote> after the semicolon;</text></subparagraph><subparagraph id="id26F31BCC8F8E4F91ACA2AC2E8009CEF3"><enum>(C)</enum><text display-inline="yes-display-inline">in paragraph (17), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="id3DAB187457014527820F5F3B557AE90C"><enum>(D)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="idCB7EF38C9B6C495D80744E584ABC580C" style="OLC"><paragraph id="ideafc3d956aa14b16aa082dbab31ccf7d"><enum>(18)</enum><text>support for career academies, which—</text><subparagraph id="id863B770D43F4436E95784F06DC653623"><enum>(A)</enum><text>implement a college and career ready curriculum at the secondary education level that integrates rigorous academic, technical, and employability contents through career and technical education programs of study and high-quality elements, including those described in section 134(b)(7);</text></subparagraph><subparagraph id="idB56AE9C1108946A08360DE2232F4804A"><enum>(B)</enum><text>include experiential or work-based learning for secondary school students, in collaboration with local and regional employers;</text></subparagraph><subparagraph id="id83F9222C39FD417AA03E51A9CD941268"><enum>(C)</enum><text>include opportunities for secondary school students to earn postsecondary credit while in secondary school, such as through credit transfer agreements including dual enrollment; and</text></subparagraph><subparagraph commented="no" id="id09F161DDAD484B5F8B3183E5AECDE351"><enum>(D)</enum><text>establish and maintain ongoing partnerships—</text><clause commented="no" id="id03F3A5B6F7004950A18FF19F8488283C"><enum>(i)</enum><text>between the local educational agency, business and industry, and institutions of higher education or postsecondary vocational institutions (as defined in section 102(c) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002(c)</external-xref>)); and</text></clause><clause commented="no" id="id676F788FD825403793AA57C6E70FDF16"><enum>(ii)</enum><text>which may also include local government, such as workforce and economic development entities.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section><section id="idE9D29CACA22F4933A013F5E6E16C3BB8"><enum>5.</enum><header>Local plan for career and technical education programs</header><text display-inline="no-display-inline">Section 134(b) of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2354">20 U.S.C. 2354(b)</external-xref>) is amended—</text><paragraph id="idDDF2F22C3B744EDE9FA86A7F52BCB09F"><enum>(1)</enum><text>in paragraph (3)(A), by striking <quote>programs of study described in section 122(c)(1)(A)</quote> and inserting <quote>education programs of study</quote>; and</text></paragraph><paragraph id="id85DA2D8B34CD469F8175516C33DA3A27"><enum>(2)</enum><text>by striking paragraph (7) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="idDED4A12E5CA54EA7A7CA5506B21BE43B" style="OLC"><paragraph id="ide9f5114b66554b7595f5cee62539db83"><enum>(7)</enum><text>describe how the eligible recipient will conduct an assessment of local needs related to career and technical education as part of the local plan development process and how such needs assessment will be updated annually in subsequent years of the local plan, including how the needs assessment includes an evaluation of progress toward specific elements leading to high-quality implementation of career and technical education programs of study, including—</text><subparagraph id="ideb8b7dfb00764da6b13ff3dfbe2a555c"><enum>(A)</enum><text>sustained, intensive, and focused professional development for teachers, principals, administrators, and school counselors on both content and pedagogy that—</text><clause id="id5e89977b29444e858f6a84d99341f756"><enum>(i)</enum><text>supports high-quality academic and career and technical education instruction; and</text></clause><clause id="id9458f4e92117448fb8a7b29c3f3aab4b"><enum>(ii)</enum><text>ensures local, regional, and State labor market information as applicable is utilized to make informed decisions about program offerings and to advise students of career opportunities and benefits;</text></clause></subparagraph><subparagraph id="id8449557293744c4aa01ba4dcedd59cce"><enum>(B)</enum><text>a curriculum aligned with the requirements for a career and technical education program of study;</text></subparagraph><subparagraph id="ide9a3cc39135649499eb8309dad5aee9b"><enum>(C)</enum><text>teaching and learning strategies focused on the integration of academic and career and technical education content, including supports necessary to implement such strategies;</text></subparagraph><subparagraph id="id5319f11d92ba47809752edf0f3f6878b"><enum>(D)</enum><text>ongoing relationships between education, business and industry, and other community stakeholders;</text></subparagraph><subparagraph id="id439ef2fecde44adc83f15c64cfe761d8"><enum>(E)</enum><text>opportunities for secondary students to earn postsecondary credit while in secondary school, such as through credit transfer agreements including dual enrollment;</text></subparagraph><subparagraph id="idb787880e84834f5f88b25817587f0851"><enum>(F)</enum><text>career and technical student organizations, or other activities that promote the development of leadership and employability skills;</text></subparagraph><subparagraph id="idaad2e75ddb6d453abb47d96dea3c134f"><enum>(G)</enum><text>appropriate equipment and technology aligned with business and industry needs;</text></subparagraph><subparagraph id="id65222f92ff654198a76d8cb1038ffcc2"><enum>(H)</enum><text>a continuum of work-based learning opportunities, such as job shadowing, mentorships, internships, apprenticeships, clinical experiences, service learning experiences, and cooperative education;</text></subparagraph><subparagraph id="ida33ad7774ecb43bca973133af3d45932"><enum>(I)</enum><text>valid and reliable technical skills assessments to measure student achievement, which may include industry-recognized certifications or may lead to other credentials;</text></subparagraph><subparagraph id="idcdadd45672054733b1f4da3f059d61c4"><enum>(J)</enum><text>support services to ensure equitable participation for all students; and</text></subparagraph><subparagraph id="id0cab3e4858e34540abecb887d50c5a59"><enum>(K)</enum><text>recruitment and retention efforts to ensure highly effective educators, principals, and administrators.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="id4B5BF4CF76454A169D225FA96945B7CA"><enum>6.</enum><header>Local uses of funds</header><text display-inline="no-display-inline">Section 135 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2355">20 U.S.C. 2355</external-xref>) is amended—</text><paragraph id="idDF6D8959F37246B796EABC111ADB3EB6"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (b)—</text><subparagraph id="id89E3A7F85973481BAFBF214EED509DCD"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>programs of study described in section 122(c)(1)(A)</quote>; and inserting <quote>education programs of study</quote>; and</text></subparagraph><subparagraph id="idCFEF97F72BA044CC82EDB7EDECEACD75"><enum>(B)</enum><text>in paragraph (2), by striking <quote>career and technical program of study described in section 122(c)(1)(A)</quote> and inserting <quote>career and technical education program of study</quote>; and</text></subparagraph></paragraph><paragraph id="id74E66F351AFC4642B0ABEAC53D9BBB66"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (c)—</text><subparagraph id="idD4287FB8F95D4D12B49016260F6BE240"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (19)—</text><clause id="id6908CFEEA0774DD6A303677CBDBBE847"><enum>(i)</enum><text display-inline="yes-display-inline">in subparagraph (C), by striking <quote>programs of study described in section 122(c)(1)(A)</quote> and inserting <quote>education programs of study</quote>; and</text></clause><clause id="idBEE51553E4264C4F85B700FF7ED5999E"><enum>(ii)</enum><text display-inline="yes-display-inline">in subparagraph (D), by striking <quote>and</quote> after the semicolon;</text></clause></subparagraph><subparagraph id="idF02EB77222644D89B6CF91DE9054DF92"><enum>(B)</enum><text>in paragraph (20), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="idFACA1B7055C347D8AEB43ED9FF670442"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id351F7F73755541ECB9243C7E813C624F" style="OLC"><paragraph id="idF877F83C6D704E7183C9156E5E89BD78"><enum>(21)</enum><text>to provide support for career academies, as described in section 124(c)(18).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section><section id="idC91492C1EDAA4752AA62760CB206A5A7"><enum>7.</enum><header>Conforming amendments</header><text display-inline="no-display-inline">Section 113 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2323">20 U.S.C. 2323</external-xref>) is amended—</text><paragraph id="id7A3AC62980E048FDB1AEFB56263F5B0F"><enum>(1)</enum><text>in subsection (b)(4)(C)(ii)(I), by striking <quote>section 3(29)</quote> and inserting <quote>section 3(32)</quote>; and</text></paragraph><paragraph id="id0CE5E6B7EA2B4AC4ADBFC8F55E44EA5D"><enum>(2)</enum><text>in subsection (c)(2)(A), by striking <quote>section 3(29)</quote> and inserting <quote>section 3(32)</quote>.</text></paragraph></section></legis-body></bill>
