 <section id="HBF3FBCF037EA4D7CA8274C2765FD6B51" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>United States-Jordan Defense Cooperation Act of 2015</short-title></quote>.</text> </section><section id="H79FA93F0BBA948C28183AA5EFCD972DB"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following findings:</text>
 <paragraph id="H821C6788D42C4CDAAAB698C55C939382"><enum>(1)</enum><text display-inline="yes-display-inline">As of January 22, 2015, the United States Government has provided $3,046,343,000 in assistance to respond to the Syria humanitarian crisis, of which nearly $467,000,000 has been provided to the Hashemite Kingdom of Jordan.</text>
 </paragraph><paragraph id="H9D9C992287764E8986EB3BECB415044E"><enum>(2)</enum><text>As of January 2015, according to the United Nations High Commissioner for Refugees, there were 621,937 registered Syrian refugees in Jordan and 83.8 percent of whom lived outside refugee camps.</text>
 </paragraph><paragraph id="H7D45D9818F6F45BA8143815BC22081E8"><enum>(3)</enum><text>In 2000, the United States and Jordan signed a free-trade agreement that went into force in 2001.</text> </paragraph><paragraph id="H570089B1B4DB4F71BDBE241EC79797CD"><enum>(4)</enum><text>In 1996, the United States granted Jordan major non-NATO ally status.</text>
 </paragraph><paragraph id="H46CC94E285A046A6843BD1CD4958F577"><enum>(5)</enum><text>Jordan is suffering from the Syrian refugee crisis and the threat of the Islamic State of Iraq and the Levant (ISIL).</text>
 </paragraph><paragraph id="H2D76A82CD8B9434282620A4195D59301"><enum>(6)</enum><text>The Government of Jordan was elected as a non-permanent member of the United Nations Security Council for a 2-year term ending in December 2015.</text>
 </paragraph><paragraph id="H4D5242CB2768497598D168B92BBFD2CD"><enum>(7)</enum><text>Enhanced support for defense cooperation with Jordan is important to the national security of the United States, including through creation of a status in law for Jordan similar to the countries in the North Atlantic Treaty Organization, Japan, Australia, the Republic of Korea, Israel, and New Zealand, with respect to consideration by Congress of foreign military sales to Jordan.</text>
 </paragraph><paragraph id="H9771EEF4DE904FEFA3093F9E2ABD5AA6"><enum>(8)</enum><text>The Colorado National Guard’s relationship with the Jordanian military provides a significant benefit to both the United States and Jordan.</text>
 </paragraph><paragraph id="H2CDFBD8450724540B78B00ED38C4005F"><enum>(9)</enum><text>Jordanian pilot Moaz al-Kasasbeh was brutally murdered by ISIL.</text> </paragraph><paragraph id="HC0CEF02C17344D11B2C426094F997889"><enum>(10)</enum><text>On February 3, 2015, Secretary of State John Kerry and Jordanian Foreign Minister Nasser Judeh signed a new Memorandum of Understanding that reflects the intention to increase United States assistance to the Government of Jordan from $660,000,000 to $1,000,000,000 for each of the years 2015 through 2017.</text>
 </paragraph></section><section id="H73FBA78B44A44F2B8F6AAF6C625D2899"><enum>3.</enum><header>Statement of policy</header><text display-inline="no-display-inline">It should be the policy of the United States—</text> <paragraph id="id63FDC299DDEA452A9DB13056679B1C46"><enum>(1)</enum><text display-inline="yes-display-inline">to support the Hashemite Kingdom of Jordan in its response to the Syrian refugee crisis;</text>
 </paragraph><paragraph id="id254E288D84DA404AAA96B08F2FE28CC1"><enum>(2)</enum><text display-inline="yes-display-inline">to provide necessary assistance to alleviate the domestic burden to provide basic needs for the assimilated Syrian refugees;</text>
 </paragraph><paragraph id="idB66943624E4646C98F794C813EF6C78E"><enum>(3)</enum><text display-inline="yes-display-inline">to cooperate with Jordan to combat the terrorist threat from the Islamic State of Iraq and the Levant (ISIL) or other terrorist organizations; and</text>
 </paragraph><paragraph id="idB0C344E69458446092674BB2401A741F"><enum>(4)</enum><text display-inline="yes-display-inline">to help secure the border between Jordan and its neighbors Syria and Iraq.</text>
 </paragraph></section><section id="HAB315D0C25EC4080A2DAF223BDC012D8"><enum>4.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that expeditious consideration of certifications of letters of offer to sell defense articles, defense services, design and construction services, and major defense equipment to the Hashemite Kingdom of Jordan under section 36(b) of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2776">22 U.S.C. 2776(b)</external-xref>) is fully consistent with United States security and foreign policy interests and the objectives of world peace and security.</text>
		</section><section id="HD953B0971F644DAEABE7789FFC1D2332"><enum>5.</enum><header>Enhanced defense cooperation</header>
 <subsection id="HAC7F76F79178464A94806404574CE774"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">During the 3-year period beginning on the date of the enactment of this Act, the Hashemite Kingdom of Jordan shall be treated as if it were a country listed in the provisions of law described in subsection (b) for purposes of applying and administering such provisions of law.</text>
 </subsection><subsection id="H28D1F233CEBE4368B4951BA655465A5E"><enum>(b)</enum><header>Arms Export Control Act</header><text>The provisions of law described in this subsection are—</text> <paragraph id="HED1A7FC9AB5E4E1B8C891BBBACA93A2B"><enum>(1)</enum><text display-inline="yes-display-inline">subsections (b)(2), (d)(2)(B), (d)(3)(A)(i), and (d)(5) of section 3 of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2753">22 U.S.C. 2753</external-xref>);</text>
 </paragraph><paragraph id="H05D54C93891646FB82BD60BC17317D22"><enum>(2)</enum><text display-inline="yes-display-inline">subsections (e)(2)(A), (h)(1)(A), and (h)(2) of section 21 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2761">22 U.S.C. 2761</external-xref>);</text> </paragraph><paragraph id="HDAC6DF2DCE6A40728A9AB8194A6BC509"><enum>(3)</enum><text display-inline="yes-display-inline">subsections (b)(1), (b)(2), (b)(6), (c), and (d)(2)(A) of section 36 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2776">22 U.S.C. 2776</external-xref>);</text>
 </paragraph><paragraph id="H8F680AFC6D8B4A8582907E9BD43230F8"><enum>(4)</enum><text>section 62(c)(1) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2796a">22 U.S.C. 2796a(c)(1)</external-xref>); and</text> </paragraph><paragraph id="HC633F354956A4AEE8C5A3EF7500AFCA0"><enum>(5)</enum><text>section 63(a)(2) (<external-xref legal-doc="usc" parsable-cite="usc/22/2796b">22 U.S.C. 2796b(a)(2)</external-xref>).</text>
 </paragraph></subsection></section><section id="H66B62296D7064C1B97E821761C9B6048"><enum>6.</enum><header>Memorandum of understanding</header><text display-inline="no-display-inline">Subject to the availability of appropriations, the Secretary of State is authorized to enter into a memorandum of understanding with the Hashemite Kingdom of Jordan to increase economic support funds, military cooperation, including joint military exercises, personnel exchanges, support for international peacekeeping missions, and enhanced strategic dialogue.</text></section></legis-body></bill>
