		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Low-Income Solar Act</short-title></quote>.</text>
		</section><section id="id3e80f881ccbb4fe587ef6c0c17de9e92"><enum>2.</enum><header>Loan and grant program for solar installations in low-income and underserved areas</header>
 <subsection id="idb50fab1b3caa439dbfc60ba3704db6b5"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph commented="no" display-inline="no-display-inline" id="id70991b01793246849d63ace74b79c5fb"><enum>(1)</enum><header display-inline="yes-display-inline">Administrative expenses</header><text display-inline="yes-display-inline">The term <term>administrative expenses</term> has such meaning as may be established by the Secretary.</text>
 </paragraph><paragraph id="idf2051da975c34f06b525c8d39211f458"><enum>(2)</enum><header>Community solar facility</header><text>The term <term>community solar facility</term> means a community-based distributed photovoltaic solar electricity generating facility that, as determined by the Secretary—</text>
 <subparagraph id="ide09731cfff8b42f4881893db69fa8f28"><enum>(A)</enum><text>is owned by a subscriber organization;</text> </subparagraph><subparagraph id="ideef30f9bbc79469ab7517355cd0a8e5e"><enum>(B)</enum><text>has a nameplate rating of 2 megawatts or less;</text>
 </subparagraph><subparagraph id="idb5993771284440c28113fe2eaefd6272"><enum>(C)</enum><text>is located in or near a community of subscribers to whom the beneficial use of the electricity generated by the facility belongs; and</text>
 </subparagraph><subparagraph id="idef94f14a17394557b622c282026fb283"><enum>(D)</enum><text>reserves not less than 25 percent of the quantity of electricity generated by the facility for low-income households that are subscribers to the facility.</text>
 </subparagraph></paragraph><paragraph id="ide3827297673842fbaaf2312fcd09f351"><enum>(3)</enum><header>Grant-eligible household</header><text>The term <term>grant-eligible household</term> means a household the members of which—</text> <subparagraph id="id10bdf6b0447a4ff6bfc1d6fb418d01d0"><enum>(A)</enum><text>earn an income equal to 80 percent or less of the applicable area median income, as defined for the applicable year by the Secretary of Housing and Urban Development; and</text>
 </subparagraph><subparagraph id="id89e1ee4a589a48c395a7ded0e235338c"><enum>(B)</enum><text>reside in an owner-occupied home.</text> </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1988a6911d6b495aa263307852748ccf"><enum>(4)</enum><header display-inline="yes-display-inline">Indian tribe</header><text display-inline="yes-display-inline">The term <term>Indian tribe</term> means any Indian tribe, band, nation, or other organized group or community, including any Alaskan Native village or regional or village corporation (as defined in, or established pursuant to, the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1601">43 U.S.C. 1601 et seq.</external-xref>)), that is recognized as eligible for the special programs and services provided by the United States to Indians because of their status as Indians.</text>
 </paragraph><paragraph id="id85e634a2e04d48b5921f7bcafd4b925d"><enum>(5)</enum><header>Loan-eligible entity</header><text>The term <term>loan-eligible entity</term> means—</text> <subparagraph id="id4c4fc7d40f6246b1bcf7a65c22be2f1c"><enum>(A)</enum><text>a nonprofit entity;</text>
 </subparagraph><subparagraph id="id595e07e245c54d5db35f5bda2a4ac015"><enum>(B)</enum><text>a unit of State, territorial, or local government;</text> </subparagraph><subparagraph id="idb09bb4cf40b14a70a66006c4253db76f"><enum>(C)</enum><text>an Indian tribe;</text>
 </subparagraph><subparagraph id="id8d14c187c1a04eed8c3e1ce9620b262e"><enum>(D)</enum><text>a rural community (as defined in section 343(a) of the Consolidated Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1991">7 U.S.C. 1991(a)</external-xref>); and</text>
 </subparagraph><subparagraph id="idfb8bcc25211e40bdb690d7435eee09a0"><enum>(E)</enum><text>any other national or regional entity that—</text> <clause id="id3a0fa822bef447ef9214c42260db4464"><enum>(i)</enum><text>deploys a safe, high-quality photovoltaic solar electricity generating facility for consumers under a model that maximizes energy savings to those consumers; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="idc26641b0b4d0455fa564206c3529f939"><enum>(ii)</enum><text>has experience, as determined by the Secretary, installing solar systems using a job training or community volunteer-based installation model.</text>
 </clause></subparagraph></paragraph><paragraph id="id9e9cc19e1ebb4a07903a98125743c2f3"><enum>(6)</enum><header>Low-income household</header><text>The term <term>low-income household</term> means a household with an income equal to 80 percent or less of the applicable area median income, as defined for the applicable year by the Secretary of Housing and Urban Development.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id272acd3c9e9a4e3da5c9b5db9a56baa6"><enum>(7)</enum><header display-inline="yes-display-inline">Multi-family affordable housing</header><text display-inline="yes-display-inline">The term <term>multi-family affordable housing</term> means any federally subsidized affordable housing complex in which at least 50 percent of the units are reserved for low-income households.</text>
 </paragraph><paragraph id="idd0224cfec64d4b9fa8ad3be3b49caadc"><enum>(8)</enum><header>Photovoltaic solar electricity generating facility</header><text>The term <term>photovoltaic solar electricity generating facility</term> means—</text> <subparagraph id="idD7906B2871E0458AA075B2EE828FA4BA"><enum>(A)</enum><text>a generator that creates electricity from light photons; and</text>
 </subparagraph><subparagraph id="idAFA584C3FF504D82BAA17F6E8F389915"><enum>(B)</enum><text>the accompanying hardware enabling that electricity to flow—</text>
 <clause id="id60DEE831B8E54388BBE88066324D2765"><enum>(i)</enum><text>onto the electric grid; or</text> </clause><clause id="id1D218706EF03415DAEDD96AA66C16D7A"><enum>(ii)</enum><text>into an energy storage device.</text>
 </clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf6ff2af2c4594bebad311a2409dce1ae"><enum>(9)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Energy.</text> </paragraph><paragraph id="id143c9fb07d344e4a83e728d19f6f43f6"><enum>(10)</enum><header>Subscriber</header><text>The term <term>subscriber</term> means an electricity consumer who—</text>
 <subparagraph id="ida8e0ae1ff7ca488c8ba0d9ce6b2d8908"><enum>(A)</enum><text>owns a subscription, or an equivalent unit or share of the capacity or generation, of a community solar facility;</text>
 </subparagraph><subparagraph id="id6c64cfba214648a7ae216a3e8aca451d"><enum>(B)</enum><text>has identified 1 or more physical locations—</text> <clause id="id38305bed79ce4a398de59c8b1cfea94c"><enum>(i)</enum><text>to which the subscription will be attributed;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id23ebf704520142c0a22f9d112cc8f1db"><enum>(ii)</enum><text display-inline="yes-display-inline">within the same electric utility service territory, or within the same geographical area, as the community solar facility, in accordance with applicable State and local law; and</text>
 </clause><clause id="idb2ef81f204e148dcaf62a12c0252107c"><enum>(iii)</enum><text>that may change from time to time, subject to the condition that the physical location shall be within the geographical limits allowed for a subscriber of the applicable community solar facility; and</text>
 </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide83767ddeaff4d9b98b36b38ab50d360"><enum>(C)</enum><text display-inline="yes-display-inline">confirms the status of the consumer as a grant-eligible household for each applicable fiscal year.</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd448a6afc27845889af74d215c68e902"><enum>(11)</enum><header display-inline="yes-display-inline">Subscription</header><text display-inline="yes-display-inline">The term <term>subscription</term> means a share in the capacity, or a proportional interest in the solar electricity generation, of a community solar facility.</text>
 </paragraph><paragraph id="id9b1cb599880147bbb9fd570dd6843e6a"><enum>(12)</enum><header>Underserved area</header><text>The term <term>underserved area</term> means a geographical area with low or no photovoltaic solar deployment, as determined by the Secretary.</text>
				</paragraph></subsection><subsection id="ida09afa4f18584333a3a6f906f7b9f745"><enum>(b)</enum><header>Establishment of loan and grant program</header>
 <paragraph id="idd9db4468fb0746d9a70c392f191adb18"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish a program under which the Secretary shall provide loans and grants to grant-eligible households and loan-eligible entities for use in accordance with this section.</text>
				</paragraph><paragraph id="id266fb5045b66418f82b53c7ed03bfb1b"><enum>(2)</enum><header>Funding</header>
 <subparagraph id="idd60fc6c32389442ebdabc3fdac1d41c8"><enum>(A)</enum><header>In general</header><text>Subject to the availability of appropriations, the Secretary shall make grants and issue loans in accordance with this subsection.</text>
 </subparagraph><subparagraph id="id092c0a1f85874bb3859598db30c8aad8"><enum>(B)</enum><header>Loans</header><text>Subject to subparagraph (D), not more than 50 percent of funds made available under subparagraph (A) for a fiscal year shall be used to provide loans to loan-eligible entities for—</text>
 <clause id="id707C5908811049E9943693C7D1D3F04B"><enum>(i)</enum><text>community solar facilities; or</text> </clause><clause id="id4E93C7C15D9444718AC0AA9CE425145F"><enum>(ii)</enum><text>multi-family affordable housing solar installations.</text>
 </clause></subparagraph><subparagraph id="idc12acf10bc6749b8b5019ea84e0eb049"><enum>(C)</enum><header>Grants</header><text>After allocating amounts to carry out subparagraph (B), the Secretary shall use the remaining funds made available under subparagraph (A) for a fiscal year to provide grants to grant-eligible households—</text>
 <clause id="idC1BC93CFF5E94106B670E32015D05365"><enum>(i)</enum><text>to pay the upfront costs of photovoltaic solar electricity generating facilities; or</text>
 </clause><clause id="idA229CBE1031944389D1911955FE921B1"><enum>(ii)</enum><text>for any other eligible use described in subsection (e).</text> </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb41d42917c4f4d1b90906b2eeae12bfc"><enum>(D)</enum><header display-inline="yes-display-inline">Increase in grant amount</header><text display-inline="yes-display-inline">Notwithstanding subparagraph (A), if the Secretary determines that more than 50 percent of the amounts described in that subparagraph are necessary during any of fiscal years 2016 through 2030 to provide grants to encourage innovative financing and installation models to reach underserved markets, the Secretary may use more than 50 percent of those amounts to provide those grants.</text>
					</subparagraph></paragraph><paragraph id="id1a32f9ab61104a28a238e3b2cd5991a6"><enum>(3)</enum><header>Goals and accountability</header>
 <subparagraph id="id68e6a47bb5684d379a3314055e389dda"><enum>(A)</enum><header>In general</header><text>In providing loans and grants under this subsection, the Secretary shall take such actions as may be necessary to ensure that—</text>
 <clause id="id075b49c4bd654d5ca79f66d5c05086ed"><enum>(i)</enum><text>the assistance provided under this subsection is used to facilitate and encourage innovative solar installation and financing models, under which the recipients develop and install photovoltaic solar electricity generating facilities that provide significant savings to low-income households while providing job training or community engagement opportunities with respect to each solar system installed;</text>
 </clause><clause id="id2d44f9d618b74cc2ab559e9084e252bb"><enum>(ii)</enum><text>loan and grant recipients shall—</text> <subclause id="id69e7a785085c4a55aa0235f6094c3da0"><enum>(I)</enum><text>have installed not less than 600 kilowatts of photovoltaic solar energy during the 2-year period preceding the date on which the loan or grant is provided to ensure consumer protection; or</text>
 </subclause><subclause id="id5fbac10b25824c098aca6ec49f8cd794"><enum>(II)</enum><text>until the goal described in subclause (I) is achieved, enter into partnership with an entity that—</text> <item id="id8974c244afb849acb8fe9c528b1264c0"><enum>(aa)</enum><text>has not less than 2 years of experience deploying solar photovoltaic systems for low-income households in a manner that maximizes the savings benefits of solar access; and</text>
 </item><item id="id0c575ec22da44e5baf449ff1ea286a02"><enum>(bb)</enum><text>was primarily responsible for the installation of at least 2 megawatts of solar energy during the 2-year period preceding the date on which the loan or grant is provided;</text>
 </item></subclause></clause><clause id="id196dcf1355e44677aeb3bccf107b83a8"><enum>(iii)</enum><text>the photovoltaic solar electricity generating facilities installed using assistance provided under this subsection are safe, high-quality systems that comply with local building and safety codes and standards;</text>
 </clause><clause id="id52b4c7a86e2947449f5f0c23286203c2"><enum>(iv)</enum><text>the provision of assistance under this subsection establishes and fosters a partnership between the Federal Government and grant-eligible households and loan-eligible entities, resulting in efficient development of solar installations with—</text>
 <subclause id="id5974ad8a2d83414e8c0ee8d48a5d040f"><enum>(I)</enum><text>minimal governmental intervention;</text> </subclause><subclause id="id9b04a79f146847b1a58bb2514cdbc025"><enum>(II)</enum><text>limited governmental regulation; and</text>
 </subclause><subclause id="idcc06c3b3f1124865993032f2be26e0b6"><enum>(III)</enum><text>significant involvement by nonprofit and private entities;</text> </subclause></clause><clause id="id143c608e8608418298479691068734bb"><enum>(v)</enum><text>solar projects installed using assistance provided under this subsection—</text>
 <subclause id="id68827bd353584236b69f7f5b2fb826cb"><enum>(I)</enum><text>shall include job training; and</text> </subclause><subclause id="id132718e9595043d59e2076f5040b240f"><enum>(II)</enum><text>may include community participation in which job trainees and volunteers assist in the development of solar projects;</text>
 </subclause></clause><clause id="id407f06a9c6ab44b995939dd923472a4d"><enum>(vi)</enum><text>assistance provided under this subsection prioritizes development in—</text> <subclause id="id94a5dcdc2dd94077b75d112690a0a837"><enum>(I)</enum><text>areas with low photovoltaic penetration;</text>
 </subclause><subclause id="idaee59f9f27604bb3b10c5418b022ac27"><enum>(II)</enum><text>rural areas;</text> </subclause><subclause id="id324290d5e819418d8c276debf204f5ec"><enum>(III)</enum><text>Indian tribal areas; and</text>
 </subclause><subclause id="id41ec4add502f4316968e1a4a70645a5c"><enum>(IV)</enum><text>other underserved areas, including Alaskan Native and Appalachian communities;</text> </subclause></clause><clause id="id5c867b0d916542f1bf263f3f7fa6f8e6"><enum>(vii)</enum><text>solar systems are developed using assistance provided under this subsection on a geographically diverse basis among the grant-eligible households and loan-eligible entities; and</text>
 </clause><clause id="id543de81886064f42b34c91cc6382c603"><enum>(viii)</enum><text>to the maximum extent practicable, solar installation activities for which assistance is provided under this section leverage, or connect grant-eligible households to, federally or locally subsidized weatherization and energy efficiency efforts that meet or exceed local energy efficiency standards.</text>
 </clause></subparagraph><subparagraph id="id27d4141116784e59a53288437da0fc5f"><enum>(B)</enum><header>Determination</header><text>If, at any time, the Secretary determines that the goals described in this paragraph cannot be met by providing assistance in accordance with this subsection, the Secretary shall immediately submit to the appropriate committees of Congress a written notice of that determination, including any proposed changes necessary to achieve the goals under this paragraph.</text>
					</subparagraph></paragraph><paragraph id="id26cc10473a5d488aafa85319b64bb29a"><enum>(4)</enum><header>Community solar facilities</header>
 <subparagraph id="id7cfee3ef90344281ae0e59cbeb697a36"><enum>(A)</enum><header>In general</header><text>A community solar facility may use a loan provided under this subsection only to offset the costs of generation and provision of solar energy to low-income households that are subscribers of the community solar facility.</text>
 </subparagraph><subparagraph id="id0c9973f39ee54fcf82e37adaf84d7c3a"><enum>(B)</enum><header>Transfer and assignment of subscriptions</header><text>A subscription to a community solar facility that receives assistance under this subsection may be transferred or assigned by the subscriber to—</text>
 <clause id="idcd5ebbf49a6549d797b59903052019c9"><enum>(i)</enum><text>any subscriber organization; or</text> </clause><clause id="id5c0db2dc6d70464ea34c8fea10bdd944"><enum>(ii)</enum><text>any individual or entity who qualifies to be a subscriber to that community solar facility.</text>
						</clause></subparagraph><subparagraph id="id067e9e93fbb14d9b859a0d226f6c7404"><enum>(C)</enum><header>Treatment</header>
 <clause id="id99888be230bd44d780eeb0afe4625ba2"><enum>(i)</enum><header>In general</header><text>No owner, operator, or subscriber of a community solar facility that receives assistance under this subsection shall be subject to regulation by the Federal Energy Regulatory Commission solely as a result of an interest in the community solar facility.</text>
 </clause><clause id="idc5e4986fbeb7465fb975a54e86262166"><enum>(ii)</enum><header>Price of subscription</header><text>The price paid for any subscription to a community solar facility shall not be subject to the regulation of any Federal department, agency, or commission.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="id4825d8180a0a4bca95775dee78d25a19"><enum>(c)</enum><header>National competition</header>
 <paragraph id="id6b20cb5492fc42d2ba378111e7a7252d"><enum>(1)</enum><header>In general</header><text>The Secretary shall select grant-eligible households and loan-eligible entities to receive loans or grants under this section through a nationwide competitive process, to be established by the Secretary.</text>
 </paragraph><paragraph id="id39ee0e4eb9f341ed8da88c494db9bd25"><enum>(2)</enum><header>Applications</header><text>To be eligible to receive a loan or grant under this section, a grant-eligible household or loan-eligible entity shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text>
 </paragraph><paragraph id="id89064ac25c3546f7b78492e24f012f5e"><enum>(3)</enum><header>Requirements</header><text>In selecting grant-eligible households and loan-eligible entities to receive loans or grants under this section, the Secretary shall, at a minimum—</text>
 <subparagraph id="id932621b398df4231ae9bc1a762115010"><enum>(A)</enum><text>require that the grant-eligible household or loan-eligible entity—</text> <clause id="id66a318f57168447abb69de5f8f419a46"><enum>(i)</enum><text>enter into a grant or loan agreement, as applicable, under subsection (d); and</text>
 </clause><clause id="id01d2920db0db4f4aa0c632fbc9b79498"><enum>(ii)</enum><text>has obtained financial commitments (or has demonstrated the capacity to obtain financial commitments) necessary to comply with that agreement;</text>
 </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id78b1d37d4f9a42548e9cf1e15f3a0df9"><enum>(B)</enum><text display-inline="yes-display-inline">ensure that loans and grants are provided, and amounts are used, in a manner that results in geographical diversity throughout the United States and within States, territories, and Indian tribal land among photovoltaic solar electricity generating facilities installed using the assistance provided under this section;</text>
 </subparagraph><subparagraph id="id1a2e124eb0db4c64b4f3be4f52995d01"><enum>(C)</enum><text>to the maximum extent practicable, expand photovoltaic solar energy availability to—</text> <clause commented="no" display-inline="no-display-inline" id="id2a2163ee84c14b5ca2b8f0f32f527945"><enum>(i)</enum><text display-inline="yes-display-inline">geographical areas, throughout the United States and within States, territories, and Indian tribal land, with—</text>
 <subclause id="ida492eae8c4fb4043af73f7b933d6f4f0"><enum>(I)</enum><text>low photovoltaic solar penetration; or</text> </subclause><subclause id="idd9986382c8ba47bd8c2bb90fa99dd35e"><enum>(II)</enum><text>areas with a higher cost burden with respect to the deployment or installation of photovoltaic solar electricity generating facilities;</text>
 </subclause></clause><clause id="id2cfee6e474994d0186b82ff7ca424350"><enum>(ii)</enum><text>rural communities;</text> </clause><clause id="id3feec2b7ee8e454c9d02efad0eb3e5e1"><enum>(iii)</enum><text>Indian tribes; and</text>
 </clause><clause id="ide937368ed9eb49e697a9f097b4b6e744"><enum>(iv)</enum><text>other underserved areas, including Appalachian and Alaska Native communities;</text> </clause></subparagraph><subparagraph id="idb779ecd1fe9b4600860a4d0f9c634329"><enum>(D)</enum><text>take into account the warranty period and quality of the applicable photovoltaic solar electricity generating facility equipment and any necessary interconnecting equipment; and</text>
 </subparagraph><subparagraph id="ida6a33b151e9947c8908b90275b058b83"><enum>(E)</enum><text>ensure all calculations for estimated household energy savings are based solely on electricity offsets from the photovoltaic solar electricity generating facilities.</text>
					</subparagraph></paragraph></subsection><subsection id="id48cb7a9759844ece87dd38717c2e495d"><enum>(d)</enum><header>Loan and grant agreements</header>
 <paragraph id="idf6352df945f74f38840df16d67b33c0c"><enum>(1)</enum><header>In general</header><text>As a condition of receiving a loan or grant under this section, a grant-eligible household or loan-eligible entity shall enter into a loan or grant agreement, as applicable, with the Secretary.</text>
 </paragraph><paragraph id="id4d2d0fd6cfc54c1e80c85ecb9181c440"><enum>(2)</enum><header>Requirements</header><text>A loan or grant agreement under this subsection shall—</text> <subparagraph id="id8c810ea1e80c454dabefaa262c2f2ca0"><enum>(A)</enum><text>require the grant-eligible household or loan-eligible entity—</text>
 <clause id="id1a20488bcc974758b74061be129a1f36"><enum>(i)</enum><text>to use the assistance provided under this section only in accordance with this section;</text> </clause><clause id="id62a69ab9b2f540e6ae107c6658d099e0"><enum>(ii)</enum><text>to install such number of solar systems with such defined capacity target (expressed in megawatts) as may be established by the Secretary, taking into consideration the costs associated with carrying out loan or grant obligations in the areas in which the solar systems will be developed;</text>
 </clause><clause id="id41e18743311a471d80cba5cef508f334"><enum>(iii)</enum><text>to use the assistance in a manner that leverages other sources of funding (other than loans or grants under this section), including private or public funds, in developing the solar projects; and</text>
 </clause><clause id="ide5e649c3448945c9a546357cc630e692"><enum>(iv)</enum><text>to establish loan terms, if applicable, that maximize the benefit to the low-income households receiving solar energy from the loan-eligible entity;</text>
 </clause></subparagraph><subparagraph id="iddcfa49b82d3246ebb5707e4d8dcd04db"><enum>(B)</enum><text>require the Secretary to rescind any amounts provided to the grant-eligible household or loan-eligible entity that are not used during the 2-year period beginning on the date on which the amounts are initially distributed to the grant-eligible household or loan-eligible entity, except in any case in which the grant-eligible household or loan-eligible entity has demonstrated to the satisfaction of the Secretary that a longer period, not to exceed 3 years after the date of initial distribution, is necessary to deliver proposed services;</text>
 </subparagraph><subparagraph id="id373ba949d6874bec8151ef1ef1dbd1d6"><enum>(C)</enum><text>for a loan provided under this section, establish—</text> <clause id="id2de97610db184317bfeea240a3b1034f"><enum>(i)</enum><text>an interest rate equal to the then-current cost of funds to the Department of the Treasury for obligations of comparable maturity to the loan; and</text>
 </clause><clause id="id19b86ceebcbe428495f0c60eb8ec766f"><enum>(ii)</enum><text>a payout time that maximizes the savings to customers during the effective period of the agreement; and</text>
 </clause></subparagraph><subparagraph id="id8bc89fc7b5ba4a4a8e9486b650581f14"><enum>(D)</enum><text>contain such other terms as the Secretary may require to ensure compliance with the requirements of this section.</text>
 </subparagraph></paragraph></subsection><subsection id="ide5d382c454274f2d8fed5c45c1f73dc9"><enum>(e)</enum><header>Use</header><text>A grant-eligible household or loan-eligible entity shall use a loan or grant provided under this section only for the following activities, for the purpose of developing new photovoltaic solar projects in the United States for low-income households and individuals who otherwise would likely be unable to afford or purchase photovoltaic solar systems:</text>
 <paragraph id="ide0d73c27dfa646fd9ec2b2598c483a01"><enum>(1)</enum><header>Photovoltaic solar equipment and installation</header><text>To pay the costs of—</text> <subparagraph id="id6e36edc1fa9b43f89abfcf52bb603956"><enum>(A)</enum><text>solar equipment, including only photovoltaic solar equipment and storage and all hardware or software components relating to safely producing, monitoring, and connecting the system to the electric grid or onsite storage; and</text>
 </subparagraph><subparagraph id="idc54107181a81447fb42d3605262bc7c5"><enum>(B)</enum><text>installation, including all direct labor associated with installing the photovoltaic solar equipment.</text>
 </subparagraph></paragraph><paragraph id="id1d4f633523d64b39a9cb61d13595f632"><enum>(2)</enum><header>Job training</header><text>To fund onsite job training and community or volunteer engagement, including—</text> <subparagraph id="idf4926b2aa2f34eeda0f08a9fadcd42a8"><enum>(A)</enum><text>only job training costs directly associated with the solar projects funded under this section; and</text>
 </subparagraph><subparagraph id="id16e6d910a84e4ace914d312ad93c666c"><enum>(B)</enum><text>job training opportunities that may cover the full range of the solar value chain, such as marketing and outreach, customer acquisition, system design, and installation positions.</text>
 </subparagraph></paragraph><paragraph id="idb437c6c7d340453ea6e6b175c3a5381c"><enum>(3)</enum><header>Deployment support</header><text>To fund entities that have a demonstrated ability, as determined by the Secretary—</text> <subparagraph id="id74b0aa1d4593446da95f25be3bf8985a"><enum>(A)</enum><text>to advise State and local entities regarding low-income solar policy, regulatory, and program design to continue and expand the work of the entities;</text>
 </subparagraph><subparagraph id="id984dd3c6d49e4eebaf600c2b69bc9413"><enum>(B)</enum><text>to foster community outreach and education regarding the benefits of photovoltaic solar energy for low-income and disadvantaged communities; or</text>
 </subparagraph><subparagraph id="idd40057d0c4d3486e9cf5502deb256881"><enum>(C)</enum><text>to provide apprenticeship program opportunities registered and approved by—</text> <clause id="id8E8A79947D784D9BA0C2DAE97BADAEE0"><enum>(i)</enum><text>the Office of Apprenticeship of the Department of Labor pursuant to part 29 of title 29, Code of Federal Regulations (or successor regulations); or</text>
 </clause><clause id="id9514214B08704D46B7FBC2D3B62099A6"><enum>(ii)</enum><text>a State Apprenticeship Agency recognized by that Office.</text>
 </clause></subparagraph></paragraph><paragraph id="id8ab8830b258341a7bab480de75e6acf2"><enum>(4)</enum><header>Administration</header><text>To pay the administrative expenses of the grant-eligible household or loan-eligible entity, including preproject feasibility efforts, in carrying out the duties of the Secretary associated with delivering proposed services, subject to the requirement that not more than 15 percent of the total amount of the assistance provided to the grant-eligible household or loan-eligible entity under this section may be used for administrative expenses.</text>
				</paragraph></subsection><subsection id="idbbca8c84bdb34e83a908acbe8439715b"><enum>(f)</enum><header>Compliance</header>
 <paragraph id="id075b69d74fd74c7fb56a0b4c852dea0c"><enum>(1)</enum><header>Records and audits</header><text>During the period beginning on the date of initial distribution to a grant-eligible household or loan-eligible entity of a loan or grant under this section and ending on the termination date of the loan or grant under subsection (g), the grant-eligible household or loan-eligible entity shall maintain such records and adopt such administrative practices as the Secretary may require to ensure compliance with the requirements of this section and the applicable loan or grant agreement.</text>
 </paragraph><paragraph id="id8f469d2fae334c2685e6695de5b7a87e"><enum>(2)</enum><header>Determination by secretary</header><text>If the Secretary determines that a grant-eligible household or loan-eligible entity that receives a grant or loan under this section has not, during the 2-year period beginning on the date of initial distribution to the grant-eligible household or loan-eligible entity of the assistance (or such longer period as is established under subsection (d)(2)(B)), substantially fulfilled the obligations of the grant-eligible household or loan-eligible entity under the applicable loan or grant agreement, the Secretary shall—</text>
 <subparagraph id="idc7f3585a46724c9fac2abfd1b2605fd6"><enum>(A)</enum><text>rescind the balance of any funds distributed to, but not used by, the grant-eligible household or loan-eligible entity under this section; and</text>
 </subparagraph><subparagraph id="id1f8707541d0349a9a6488fca6ae3eb7e"><enum>(B)</enum><text>use those amounts to provide other loans or grants in accordance with this section.</text> </subparagraph></paragraph></subsection><subsection id="id3aa583ba2a254164ad83ef710fd347c2"><enum>(g)</enum><header>Termination</header><text>The Secretary shall terminate a loan or grant provided under this section on a determination that the total amount of the loan or grant (excluding any interest, fees, and other earnings of the loan or grant) has been—</text>
 <paragraph id="idbcbdf4e15e8f436b94118994e644cdde"><enum>(1)</enum><text>fully expended by the grant-eligible household or loan-eligible entity; or</text> </paragraph><paragraph id="idc2098564a47c481c8e4940062d3886e4"><enum>(2)</enum><text>returned to the Secretary.</text>
 </paragraph></subsection><subsection id="id2f9bddaf42a04faa829ead957ed57aa6"><enum>(h)</enum><header>Regulations</header><text>Not later than 90 days after the date of enactment of this Act, the Secretary shall promulgate such regulations as the Secretary determines to be necessary to carry out this section, to take effect on the date of promulgation.</text>
 </subsection><subsection id="ida4f428c26a3c4994b83ab4abeebea1d6"><enum>(i)</enum><header>Funding</header><text>There is authorized to be appropriated to the Secretary to carry out this section $200,000,000 for each of fiscal years 2016 through 2030, to remain available until expended.</text>
