			 for domestic and foreign programs and centers for the treatment of victims
			 of torture, and for other purposes.</official-title></form>

 <section display-inline="no-display-inline" id="HCE2659D0911B463B8193FEA4B71E1534" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Torture Victims Relief Reauthorization Act of 2015</short-title></quote>.</text> </section><section id="H2343560377764086AC0A0A1B6D7A6985"><enum>2.</enum><header>Authorization of appropriations for domestic treatment centers for victims of torture</header><text display-inline="no-display-inline">Section 5(b)(1) of the Torture Victims Relief Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/22/2152">22 U.S.C. 2152</external-xref> note) is amended to read as follows:</text>

 <paragraph id="H4B3538F0101E4478AD86ABA8B3FE06F4"><enum>(1)</enum><header>Authorization of appropriations</header><text>Of the amounts authorized to be appropriated for the Department of Health and Human Services for fiscal years 2016 and 2017, there are authorized to be appropriated to carry out subsection (a) $25,000,000 for each of the fiscal years 2016 and 2017.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </section><section id="H88000CFDA7034BF781916EA574AE6FD2"><enum>3.</enum><header>Authorization of appropriations for foreign treatment centers for victims of torture</header><text display-inline="no-display-inline">Section 4(b)(1) of the Torture Victims Relief Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/22/2152">22 U.S.C. 2152</external-xref> note) is amended to read as follows:</text>

 <paragraph id="H865D77C80F814FC8BF63EC1333734E13"><enum>(1)</enum><header>Authorization of appropriations</header><text>Of the amounts authorized to be appropriated for fiscal years 2016 and 2017 pursuant to chapter 1 of part I of the Foreign Assistance Act of 1961, there are authorized to be appropriated to the President to carry out section 130 of such Act $12,000,000 for each of the fiscal years 2016 and 2017.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </section><section id="HDF829FF0A89E41B59183AC8F7F14BF75"><enum>4.</enum><header>Specialized training for Foreign Service officers</header><text display-inline="no-display-inline">Section 7 of the Torture Victims Relief Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/22/2152">22 U.S.C. 2152</external-xref> note) is amended—</text> <paragraph id="HB122BCD335A04351A622DC43FEF8852E"><enum>(1)</enum><text>in subsection (a), in the matter preceding paragraph (1), by inserting <quote>through the Foreign Service Institute</quote> after <quote>foreign service officers</quote>; and</text>
 </paragraph><paragraph id="H8242543E92494C57AE9BDBBD21A18BFD"><enum>(2)</enum><text>by adding at the end the following new subsection:</text> <quoted-block display-inline="no-display-inline" id="H142059DF542C4BF0869852478B106E15" style="OLC"> <subsection id="HE8F46D252D8048C79ECE5B8F2C384C24"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">The Secretary of State shall submit to the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives an annual report on the implementation of subsection (a) for the preceding year, including a description of training on victims of torture for foreign service officers and the number of foreign service officers trained.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section id="HF994D1B04E9B42A4A55FB870B847D482"><enum>5.</enum><header>Report on victims of torture who enter the United States</header><text display-inline="no-display-inline">The Secretary of State shall submit to the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives an annual report on the percentage and number of identified victims of torture who are approved to enter the United States as refugees and their initial placement in the United States.</text>
		</section><section id="H2A51B11F7CFB49EFB719C7A447D8CE89"><enum>6.</enum><header>Guidance and support for indigenous foreign treatment centers and programs for victims of torture</header>
 <subsection id="H99EC2A251B7941D093D1BF6D9782E932"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator of the United States Agency for International Development shall provide guidance and support for indigenous foreign treatment centers and programs for victims of torture in order to increase the capacity of such centers and programs and to train other local health care providers, including hospitals, clinics and other health treatment facilities.</text>
 </subsection><subsection id="H9F647150CBB24CAC9E9233CF9C7A3AB6"><enum>(b)</enum><header>Authorization of appropriations</header><text>Of the amounts authorized to be appropriated for fiscal years 2016 and 2017 to carry out section 130 of the Foreign Assistance Act of 1961, there are authorized to be appropriated to the Administrator such sums as may be necessary to carry out subsection (a) for each of the fiscal years 2016 and 2017.</text></subsection></section></legis-body></bill>
