			 gambling, and for other purposes. </official-title></form>
	<legis-body>
 <section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Restoration of America's Wire Act</short-title></quote>.</text>
 </section><section id="id41AB832B6B97432C8C9E9F2DDCF5B36B"><enum>2.</enum><header>Wire Act clarification</header><text display-inline="no-display-inline">Section 1084 of title 18, United States Code, is amended—</text> <paragraph id="id56CB7A0BD19C430191BDDEF3964A0C3A"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)—</text>
 <subparagraph id="idE2490F32752A42CAB917BDCD3F6FC35A"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>bets or wagers or information assisting in the placing of bets or wagers on any sporting event or contest,</quote> and inserting <quote>any bet or wager, or information assisting in the placing of any bet or wager,</quote>;</text>
 </subparagraph><subparagraph id="id7FFE3310C8BE4213AEF959AB9541459E"><enum>(B)</enum><text>by striking <quote>result of bets or wagers</quote> and inserting <quote>result of any bet or wager</quote>; and</text> </subparagraph><subparagraph id="idB977E0B84E1648B88EF5E24254D369F3"><enum>(C)</enum><text>by striking <quote>or for information assisting in the placing of bets or wagers,</quote>; and</text>
 </subparagraph></paragraph><paragraph id="idAE59D19D84C041659690D8E509963EF1"><enum>(2)</enum><text display-inline="yes-display-inline">by striking subsection (e) and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="idF43E047835814C7FA30DEE8F17FDD9B4" style="OLC"> <subsection id="idF8AB915637934B9D8825D0610F9B5EF5"><enum>(e)</enum><text>As used in this section—</text>
 <paragraph id="id49B4EC52BAAA47F0B0CE52149FC5A504"><enum>(1)</enum><text>the term <term>bet or wager</term> does not include any activities set forth in section 5362(1)(E) of title 31;</text> </paragraph><paragraph id="idF3F75D56DB7E4928B7663A535DE589D5"><enum>(2)</enum><text>the term <term>State</term> means a State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, or a commonwealth, territory, or possession of the United States;</text>
 </paragraph><paragraph id="id55309D137EF449FC9F4BF060FA82D005"><enum>(3)</enum><text>the term <term>uses a wire communication facility for the transmission in interstate or foreign commerce of any bet or wager</term> includes any transmission over the Internet carried interstate or in foreign commerce, incidentally or otherwise; and</text>
 </paragraph><paragraph id="idD3549699848F48FFB6F33BA31528C1AA"><enum>(4)</enum><text>the term <term>wire communication</term> has the meaning given the term in section 3 of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/153">47 U.S.C. 153</external-xref>).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section><section id="idC042CF08CEFF4F3ABE44EEB080399129"><enum>3.</enum><header>Rule of construction</header><text display-inline="no-display-inline">Nothing in this Act, or the amendments made by this Act, shall be construed—</text>
 <paragraph id="idFFB5E47165C54883B847B96D78E0C0A7"><enum>(1)</enum><text>to preempt any State law prohibiting gambling; or</text> </paragraph><paragraph id="id8ACD53CFEBF74F0A86DA3BBB875215CE"><enum>(2)</enum><text>to alter, limit, or extend—</text>
 <subparagraph id="idBC80A8A09FF44B869AAE7D78F060D60A"><enum>(A)</enum><text>the relationship between the Interstate Horseracing Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/15/3001">15 U.S.C. 3001 et seq.</external-xref>) and other Federal laws in effect on the date of enactment of this Act;</text>
 </subparagraph><subparagraph id="id8482D818B4EF43F38C630C961D16C7F3"><enum>(B)</enum><text>the ability of a State licensed lottery (including in conjunction with its supplier) or State licensed retailer to make on-premises retail lottery sales, including through a self-service retail lottery terminal, or to transmit information ancillary to such sales (including information relating to subscriptions or fulfillment of game play), in accordance with applicable Federal and State laws;</text>
 </subparagraph><subparagraph id="id470fd4fe65864edfa3b91dd453bf2954"><enum>(C)</enum><text>the ability of a State licensed gaming establishment or a tribal gaming establishment to transmit information assisting in the placing of a bet or wager on the physical premises of the establishment, in accordance with applicable Federal and State laws; or</text>
 </subparagraph><subparagraph id="id42356C3728544B5EBA780E41E888AA92"><enum>(D)</enum><text>the relationship between Federal laws and State charitable gaming laws.</text></subparagraph></paragraph></section></legis-body></bill>
