		<official-title>To amend the Elementary and Secondary Education Act of 1965 to authorize local educational agencies
			 and schools to carry out child sexual abuse awareness and prevention
			 programs or activities.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Child Sexual Abuse Awareness and Prevention Act </short-title></quote>.</text>
 </section><section id="id8736d995a2994c2286e21fcd3cec119d"><enum>2.</enum><header>Child sexual abuse awareness and prevention</header><text display-inline="no-display-inline">Section 5571 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7275">20 U.S.C. 7275</external-xref>) is amended—</text>
 <paragraph id="idFAFD6027D8264C15A37B947158637FFC"><enum>(1)</enum><text display-inline="yes-display-inline">in the section heading by inserting <quote><header-in-text level="section" style="OLC">child sexual abuse and</header-in-text></quote> after <quote><header-in-text level="section" style="OLC">combat</header-in-text></quote>;</text> </paragraph><paragraph id="id8AD0DFACE2F54882BB38A98CCF4A5620"><enum>(2)</enum><text>in subsection (b)(1)—</text>
 <subparagraph id="idE9302D10E18A4278BBF175E858BC9343"><enum>(A)</enum><text>in subparagraph (C), by striking <quote>and</quote> after the semicolon;</text> </subparagraph><subparagraph id="id956469771E0D48B5990A7E53885DD541"><enum>(B)</enum><text>in subparagraph (D), by striking the period at the end and inserting <quote>; and</quote>; and</text>
 </subparagraph><subparagraph id="idDD2A6AA8F2BE4554BB9F764CAC409748"><enum>(C)</enum><text>by adding at the end the following;</text> <quoted-block display-inline="no-display-inline" id="idA341A7C8A3734FF99CE633AC6B0F8B3F" style="OLC"> <subparagraph id="idFE12178CB175438ABBCBFD11D0363AB3"><enum>(E)</enum><text>to carry out child sexual abuse awareness and prevention programs or activities.</text></subparagraph><after-quoted-block>; </after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="idAB1B432B3B774A819E3A0A29CEA5506B"><enum>(3)</enum><text>in subsection (c)—</text> <subparagraph id="id5D0101178D2048148127A8854EC2B30B"><enum>(A)</enum><text>by redesignating paragraph (6) as paragraph (8); and</text>
 </subparagraph><subparagraph id="idAE51C2FBE76948318F5DF13AD75E6E33"><enum>(B)</enum><text>by inserting after paragraph (5) the following:</text> <quoted-block display-inline="no-display-inline" id="id7A35C9CFF57E46A0B45A2D2D33D8721D" style="OLC"> <paragraph id="id6B79FA6DF68B4562866483591014B3DD"><enum>(6)</enum><text>To provide age-appropriate and developmentally appropriate instruction for early childhood, elementary school, and secondary school students in child sexual abuse awareness and prevention, including how to recognize child sexual abuse and how to safely report child sexual abuse.</text>
 </paragraph><paragraph id="id76F1AF7A44C448AD944CFBE2F23475E7"><enum>(7)</enum><text>To provide information to parents and guardians of early childhood, elementary school, and secondary school students about child sexual abuse awareness and prevention, including how to recognize child sexual abuse and how to discuss child sexual abuse with a child.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="idbafc62b0e5fa43fba648c08848e85038"><enum>(4)</enum><text>in subsection (e), by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id187c168562b848a9a5ae2af7865f6c68" style="OLC"> <paragraph id="id770073dd879d45d1a93cd1c609185bef"><enum>(5)</enum><text>A description of how the local educational agency will ensure that a program or activity developed or carried out using funds provided under the grant is consistent with the principles of effectiveness described in subsection (f).</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph id="id67481767ec6c4e9ea62cdd8f87cb910f"><enum>(5)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id642FBAF2D3C6400AAE5ECFFD6C1AF7B0" style="OLC"> <subsection id="id1b45958249294260a942b1eddac820a3"><enum>(f)</enum><header>Principles of effectiveness</header> <paragraph id="ida0752416cb344f278b09b716e0fa6280"><enum>(1)</enum><header>In general</header><text>For a program or activity developed or carried out under this section to meet the principles of effectiveness, such program or activity shall—</text>
 <subparagraph id="id161863eed4c9493e8d58781f4d48fddb"><enum>(A)</enum><text>be based upon an assessment of objective data regarding the need for programs and activities in the elementary school or secondary school to be served to—</text>
 <clause id="id339e721d5dea4b94bd3718fa73702e9d"><enum>(i)</enum><text>improve school safety and promote students’ physical and mental health and well-being; and</text> </clause><clause id="id4276e777270f4ffcb3db4480ed7e819f"><enum>(ii)</enum><text>strengthen parent and community engagement to ensure a healthy, safe, and supportive school environment;</text>
 </clause></subparagraph><subparagraph id="idaa1e4b9eac2b4690bf3a3dab097e695f"><enum>(B)</enum><text>be based upon established State requirements and evidence-based criteria aimed at ensuring a healthy, safe, and supportive school environment for students in the elementary school or secondary school that will be served by the program; and</text>
 </subparagraph><subparagraph id="idb1a6bb475cfb46be895d29a861d6f0de"><enum>(C)</enum><text>include meaningful and ongoing consultation with and input from teachers, principals, school leaders, and parents in the development of the application and administration of the program or activity.</text>
							</subparagraph></paragraph><paragraph id="id5394b3b96e314bd1bd129e289aa2fb96"><enum>(2)</enum><header>Periodic evaluation</header>
 <subparagraph id="ide5d6d4ade07841089c4adb79f8b8105b"><enum>(A)</enum><header>In general</header><text>The program or activity shall undergo a periodic independent, third party evaluation to assess the extent to which the program or activity has helped the local educational agency or school provide students with a healthy, safe, and supportive school environment that promotes school safety and students’ physical and mental health and well-being.</text>
 </subparagraph><subparagraph id="ida0253f57048c459791f23db27b033341"><enum>(B)</enum><header>Use of results</header><text>The local educational agency shall ensure that the results of the periodic evaluations described under subparagraph (A) are—</text>
 <clause id="id0954845608d74310a6e47f9f4aaaa11d"><enum>(i)</enum><text>used to refine, improve, and strengthen the program or activity, and to refine locally determined criteria described under paragraph (1)(B); and</text>
 </clause><clause id="ida73f9ddabe924fdbbdc4a89ffedd3626"><enum>(ii)</enum><text>made available to the public and the State.</text> </clause></subparagraph></paragraph><paragraph id="idc435e6d538bc4f18a3359ca5e4c4fc53"><enum>(3)</enum><header>Prohibition</header><text>Nothing in this subsection shall be construed to authorize the Secretary or any other officer or employee of the Federal Government to mandate, direct, or control, the principles of effectiveness developed or utilized by a local educational agency under this subsection.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
