			 and brokers to information regarding marketplace enrollment.</official-title></form>

 <section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Equalizing the Playing Field for Agents and Brokers Act</short-title></quote>.</text>
		</section><section id="id5E0D5497695E4342B27F5F83E60B438A"><enum>2.</enum><header>Enhancing access for independent agents and brokers</header>
 <subsection id="ide5e0abf53aba4d4db67dec1a171fc8fb"><enum>(a)</enum><header>Agent and broker and consumer support line</header><text>Not later than 30 days after the date of enactment of this Act, the Secretary of Health and Human Services shall establish a dedicated toll-free customer service support help line to enable certified health insurance agents and brokers to seek assistance regarding qualified health plans offered in the Federal health insurance marketplace.</text>
 </subsection><subsection id="id68bd66e5af044376a94ee9fd9d393bac"><enum>(b)</enum><header>National producer number</header><text>Section 1312(e) of the Patient Protection and Affordable Care Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18032">42 U.S.C. 18032(e)</external-xref>) is amended—</text> <paragraph id="id70304C9146D34E86B47E426062F75A2E"><enum>(1)</enum><text>by redesignating paragraphs (1) and (2) as subparagraphs (A) and (B), respectively and redesignating the margins accordingly;</text>
 </paragraph><paragraph id="idBEE12926B37C4F69A0BB0F25D515F00A"><enum>(2)</enum><text>by striking <quote>The Secretary shall</quote> and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="id6A1077A3571940D8A7B386CD57FADCA1" style="OLC"> <paragraph id="idA0F092A5FFCB424E9B524D2EF370E226"><enum>(1)</enum><header>In general</header><text>The Secretary shall</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph id="id5632DE124E884EF1AFB1C38F0D95CA3E"><enum>(3)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="idC02AF4B286B242AC8191BF02F299A50D" style="OLC"> <paragraph id="id8196CE45A6F142E6ADD151977CF73F4E"><enum>(2)</enum><header>List of agents and brokers</header><text>Not later than 14 days after the date of the enactment of this paragraph, the Secretary shall make available on the Internet website maintained by the Federal Government for health insurance coverage (healthcare.gov or any subsequent Internet site (or sites) that is established in whole or in part by the Federal Government to facilitate enrollment in qualified health plans, the receipt of tax credits or cost sharing reduction assistance, or comparisons of available qualified health plans) a list of all agents and brokers who have been trained and are currently certified by the Federal Exchange, including their name and National Producer number and if available their business address, electronic mail address, website, and phone number. The Secretary shall enter into a contract with the National Insurance Producers Registry to regularly verify, at least on a monthly basis, the licensure status of all agents and brokers who have been trained and are currently certified by the Federal Exchange and a mechanism shall be developed and made accessible to all certified agents and brokers to enable such agents and brokers to submit any changes to their contact and licensure information to the Secretary so that such website updates contain accurate agent and broker contact information.</text>
 </paragraph><paragraph id="idBDA03D73EDDC45F7BA0F08ADCD53E25B"><enum>(3)</enum><header>New information disclosure</header><text>Not later than 5 business days after the promulgation of any new regulation, or issuance of any guidance, technical letter, or other official policy statement that impacts the enrollment of individuals in qualified health plans, the receipt of tax credits or cost sharing reduction assistance, or comparisons of available qualified health plans, the Secretary shall provide all navigators (under section 1311(i)), agents, and brokers who have been trained and are currently certified by the Federal Exchange with a clear description of such policy changes, including specific practical guidance as to how certified navigators, agents, and brokers can best assist their clients and help clients take advantage of any such policy changes.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
