 <section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Arm All Pilots Act of 2015</short-title></quote>.</text>
		</section><section id="idEBF5BE9AC31A4141AA74593ACA907B41"><enum>2.</enum><header>Facilitation of  and limitations on training of Federal flight deck officers</header>
 <subsection id="id0C848C1B87EF40FE82548F45EE5B10C7"><enum>(a)</enum><header>Improved access to training facilities</header><text>Section 44921(c)(2)(C)(ii) of title 49, United States Code, is amended—</text> <paragraph id="id6A90DCBE2AD44921BA1149B21AFCF29B"><enum>(1)</enum><text>by striking <quote>The training of</quote> and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="idE868758EAEB74079818BF806012D1912" style="OLC">
 <subclause id="id91FAE5B9DAC1478E8AC83CCDC163D701"><enum>(I)</enum><header>In general</header><text>The training of</text></subclause><after-quoted-block>; and</after-quoted-block></quoted-block> </paragraph><paragraph id="id4DAFCBDF031D4DC79D659A2842D1EF18"><enum>(2)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idD98869FE5E8D4607B291D1B6D21D524D" style="OLC">
 <subclause id="id383C935A279448E898C677ACE8CE7319"><enum>(II)</enum><header>Access to training facilities</header><text>Not later than 180 days after the date of the enactment of the <short-title>Arm All Pilots Act of 2015</short-title>, the Secretary shall—</text> <item id="id0AFE1B42A2314A188BC4A4E2E4E0E0BB"><enum>(aa)</enum><text>designate 5 additional firearms training facilities located in various regions of the United States for Federal flight deck officers relative to the number of such facilities available on the day before such date of enactment;</text>
 </item><item commented="no" display-inline="no-display-inline" id="id184449F27688431294E0304B9D4C6BBB"><enum>(bb)</enum><text>designate firearms training facilities approved before such date of enactment for recurrent training of Federal flight deck officers as facilities approved for initial training and certification of pilots seeking to be deputized as Federal flight deck officers; and</text>
 </item><item commented="no" display-inline="no-display-inline" id="id37D6269FFE694509928B629C9D536602"><enum>(cc)</enum><text>designate additional firearms training facilities for recurrent training of Federal flight deck officers relative to the number of such facilities available on the day before such date of enactment.</text></item></subclause><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="id6AF62789B48F408FADD73EBDEF4FEAA7"><enum>(b)</enum><header>Firearms requalification for Federal flight deck officers</header><text display-inline="yes-display-inline">Section 44921(c)(2)(C)(iii) of such title is amended—</text> <paragraph id="id7E1E09C7957D484BB48AD6653A62279F"><enum>(1)</enum><text>by striking <quote>The Under Secretary shall</quote> and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="idD73C07C8E8D6469695130C730FB25A2E" style="OLC">
 <subclause id="idB2421396E99B48979713CF61B8EA0977"><enum>(I)</enum><header>In general</header><text>The Secretary shall</text></subclause><after-quoted-block>; </after-quoted-block></quoted-block> </paragraph><paragraph id="id33D4EF1D4AA84441BD1F4C931E7AC401"><enum>(2)</enum><text>in subclause (I), as designated by paragraph (1), by striking <quote>the Under Secretary</quote> and inserting <quote>the Secretary, but not more frequently than once every 6 months,</quote>; and</text>
 </paragraph><paragraph id="id65B61C19C81143B1A45951D3CDEB5B18"><enum>(3)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="idB3D6ADA89CCB4751892C5237BDD37BF5" style="OLC"> <subclause id="idCB99D385B9114A88A256DCC36593FFE8"><enum>(II)</enum><header>Use of facilities for requalification</header><text>The Secretary shall allow a Federal flight deck officer to requalify to carry a firearm under the program through training at a private or government-owned gun range certified to provide firearm requalification training.</text>
 </subclause><subclause id="ida607dfbc961648109c0a1e8f5d06c2bc"><enum>(III)</enum><header>Self-reporting</header><text>The Secretary shall determine that a Federal flight deck officer has met the requirements to requalify to carry a firearm under the program if—</text>
 <item id="id6490AFB0F52D4FF39527385643060412"><enum>(aa)</enum><text>the officer reports to the Secretary that the officer has participated in a sufficient number of hours of training to requalify to carry a firearm under the program; and</text>
 </item><item id="id49ED9464E99F43A98259619CE4852ACD"><enum>(bb)</enum><text>the administrator of the facility at which the officer conducted the requalification training verifies that the officer participated in that number of hours of training.</text></item></subclause><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="id52F9D0ADCA5549D6B15D59D7C4C3FC53"><enum>(c)</enum><header>Limitations on training</header><text display-inline="yes-display-inline">Section 44921(c)(2) of such title is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="idEF382956FAFD48B787B65F26F5E31504" style="OLC"> <subparagraph id="id1B3FEDB333654889918BE3E21835391C"><enum>(D)</enum><header>Limitations on training</header> <clause id="ide19bdbf2e0654f948e63344e70a663ec"><enum>(i)</enum><header>Initial training</header><text>The Secretary may require—</text>
 <subclause id="id0F6CC8E2DF4747E188F8AF8E130412FB"><enum>(I)</enum><text>initial training of not more than 5 days for a pilot to be deputized as a Federal flight deck officer;</text>
 </subclause><subclause id="idF18D8ED92EBA4D27AC56627847565B55"><enum>(II)</enum><text>the pilot to be physically present at the training facility for not more than 2 days of such training; and</text>
 </subclause><subclause id="id860F0C3FA1F04EC1AC9CA53E6FE0881F"><enum>(III)</enum><text>not more than 3 days of such training to be in the form of certified online training administered by the Department of Homeland Security.</text>
 </subclause></clause><clause id="id7148bcbc2d524fceabd1db8a1de6b13c"><enum>(ii)</enum><header>Recurrent training</header><text>The Secretary may require—</text> <subclause id="id7A86042E7CD04266873D0B25FAB09358"><enum>(I)</enum><text>recurrent training of not more than 2 days, not more frequently than once every 5 years, for a pilot to maintain deputization as a Federal flight deck officer;</text>
 </subclause><subclause id="idFF3D5D14A42C4729A6D01DB4F4C3895B"><enum>(II)</enum><text>the pilot to be physically present at the training facility for a full-day training session for not more than one day of such training; and</text>
 </subclause><subclause id="idA209751E410D46CC8C11FC3BA9A99FC0"><enum>(III)</enum><text>not more than one day of such training to be in the form of certified online training administered by the Department of Homeland Security.</text></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="idD9F95D7FB44A42B0BA7AAAD93D54D0B9"><enum>(d)</enum><header>Other measures To facilitate training</header><text display-inline="yes-display-inline">Section 44921(e) of such title is amended—</text> <paragraph id="idB9E8C240AB02466BAC8E388E436931F1"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>Pilots participating</quote> and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="id8DC3C55CB8D3400AAA4698683B2218CB" style="OLC">
 <paragraph id="idC6A2293ED4124A539BEFC6962857E34B"><enum>(1)</enum><header>In general</header><text>Pilots participating</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block> </paragraph><paragraph id="idC22B8D3F952D4AA1AB3F0033A8F407C1"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="id187CFFF9C92C46B89A131E898853A723" style="OLC">
						<paragraph id="idF6E16EA8F8D444BAA3E2887BBFF7FBAC"><enum>(2)</enum><header>Facilitation of training</header>
 <subparagraph id="id7D13FF8F3E3B471B81D3D28D65B52103"><enum>(A)</enum><header>Time off for training</header><text>An air carrier shall permit a Federal flight deck officer or a pilot seeking to be deputized as a Federal flight deck officer to take a reasonable amount of leave from work to participate in initial and recurrent training for the program. An air carrier shall not be obligated to provide such an officer or pilot compensation for such leave.</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2d525970793b4793883eb7ec7472dbaa"><enum>(B)</enum><header>Practice ammunition</header><text>At the request of a Federal flight deck officer, the Secretary shall provide to the officer sufficient practice ammunition to conduct at least one practice course every month.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="id29a76e9f74d9434fb397a880fec70e4f"><enum>3.</enum><header>Carriage of firearms by Federal flight deck officers</header>
 <subsection id="id65343F3281264F17BED9CE7B01CC2062"><enum>(a)</enum><header>General authority</header><text display-inline="yes-display-inline">Section 44921(f) of title 49, United States Code, is amended—</text> <paragraph id="idE1A701402EF14764B97F84CE85D0F9E4"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (2) and (3) as paragraphs (4) and (5), respectively; and</text>
 </paragraph><paragraph id="id6C51582A42F64A2BB973D9206207D884"><enum>(2)</enum><text>by striking paragraph (1) and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="idCDD9C0BEE9CA453E8F156FB7525BC143" style="OLC"> <paragraph id="id9dfe05f9f3ea47b1b7f0362f51c92280"><enum>(1)</enum><header>In general</header><text>The Secretary shall authorize a Federal flight deck officer to carry a firearm while engaged in providing air transportation or intrastate air transportation. The authority provided to a Federal flight deck officer under this paragraph includes the authority to carry a firearm—</text>
 <subparagraph id="idFAFCDD7884794BA39591BCE9CF5A17E4"><enum>(A)</enum><text>on the officer’s body, loaded, and holstered;</text> </subparagraph><subparagraph id="id06a53da2471042a59529ab0599996f0f"><enum>(B)</enum><text>when traveling to a flight duty assignment, throughout the duty assignment, and when traveling from a flight duty assignment to the officer’s home or place where the officer is residing when traveling; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide67a6598045943658ff6a3f55495124e"><enum>(C)</enum><text>in the passenger cabin and while traveling in a cockpit jump seat.</text> </subparagraph></paragraph><paragraph id="id4fca12d92f4d4f8ea5f4c1d9eb8ecf84"><enum>(2)</enum><header>Concealed carry</header><text>A Federal flight deck officer shall make reasonable efforts to keep the officer's firearm concealed when in public.</text>
 </paragraph><paragraph id="id6B26CC33CA60498B85257BEE940A090F"><enum>(3)</enum><header>Purchase of firearm by officer</header><text>Notwithstanding subsection (c)(1), a Federal flight deck officer may purchase a firearm and carry that firearm aboard an aircraft of which the officer is the pilot in accordance with this section if the firearm is of a type that may be used under the program.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="id1B9071A5CB71417A97AF7E516206E913"><enum>(b)</enum><header>Carriage of firearms on international flights</header><text>Paragraph (5) of section 44921(f) of such title, as redesignated by subsection (a)(1), is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="idE9E1223942BF491AAD00F7B1A56AC03D" style="OLC">
					<paragraph id="ide7a626ae3b9b4edba8a35c58d0945b20"><enum>(5)</enum><header>Carrying firearms outside united states</header>
 <subparagraph id="id2055417C5AD84D0AA0972F220EA21275"><enum>(A)</enum><header>In general</header><text>In consultation with the Secretary of State, the Secretary—</text> <clause id="id17E38B9B89B6403492C14DA781D2BC82"><enum>(i)</enum><text>may take such action as may be necessary to ensure that a Federal flight deck officer may carry a firearm in a foreign country whenever necessary to participate in the program; and</text>
 </clause><clause id="id8B153A1BE9FA4977BD457BEE4C39494B"><enum>(ii)</enum><text>shall take such actions as are within the authority of the Secretary to ensure that a Federal flight deck officer may carry a firearm while engaged in providing foreign air transportation.</text>
 </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6243670919a24f60a6dfda1284c98d8b"><enum>(B)</enum><header>Consistency with Federal air marshal program</header><text>The Secretary shall work to make policies relating to the carriage of firearms on flights in foreign air transportation by Federal flight deck officers consistent with the policies of the Federal air marshal program for carrying firearms on such flights.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id3821F0589D514C0DAAEEE2E2CC11C547"><enum>(c)</enum><header>Carriage of firearm in passenger cabin</header>
 <paragraph id="idd06dae686b4442088a3c7cfcf1aa5b5f"><enum>(1)</enum><header>Rule of construction</header><text>Section 44921 of title 49, United States Code, is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="idFBA0D5BE13F64D9BAF42656C35250318" style="OLC"> <subsection id="id58737FF3BCFF419A99EA60C6C4E4BE9F"><enum>(l)</enum><header>Rule of construction</header><text>Nothing in this section shall be construed to require a Federal flight deck officer to place a firearm in a locked container, or in any other manner render the firearm unavailable, when the cockpit door is opened.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph><paragraph id="idc6eeed7d32524954b5837ced054dd37e"><enum>(2)</enum><header>Conforming repeal</header><text>Section 44921(b)(3) of title 49, United States Code, is amended—</text> <subparagraph id="id26D3E0ADCA244EC6AC5B3C2FF138E112"><enum>(A)</enum><text>by striking subparagraph (G); and</text>
 </subparagraph><subparagraph id="idAABBE2342E7D4CEF8EF4E711A9959933"><enum>(B)</enum><text>by redesignating subparagraphs (H) through (N) as subparagraphs (G) through (M), respectively.</text> </subparagraph></paragraph></subsection><subsection id="idE39B7C4019F547689627408A52C63317"><enum>(d)</enum><header>Regulations</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of Homeland Security shall—</text>
 <paragraph id="id45E251FFF6CE45A1ACCC38EAD0213EAE"><enum>(1)</enum><text>prescribe regulations on the proper storage of firearms when a Federal flight deck officer is at home or where the officer is residing when traveling; and</text>
 </paragraph><paragraph id="id6CD4817BFE014C588A599397F2B48026"><enum>(2)</enum><text>revise the procedural requirements established under section 44921(b)(1) of title 49, United States Code, to implement the amendments made by subsection (c).</text>
 </paragraph></subsection></section><section id="idFA1A2D45428A47F78B0C539CDF8464A5"><enum>4.</enum><header>Physical standards for Federal flight deck officers</header><text display-inline="no-display-inline">Section 44921(d)(2) of title 49, United States Code, is amended—</text> <paragraph id="idA99825BB46AE4B2FA0A3B90466062280"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (A), (B), and (C) as clauses (i), (ii), and (iii), respectively, and by moving such clauses, as so redesignated, 2 ems to the right;</text>
 </paragraph><paragraph id="id05470075C1C94B7BB0EAB103D5111C93"><enum>(2)</enum><text>by striking <quote>A pilot is</quote> and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="idF1FC8E5D23704F10BA5570EA0F2F1A1B" style="OLC"> <subparagraph id="id7F21EB84160B4D89A4AA29CF296A7CF5"><enum>(A)</enum><header>In general</header><text>A pilot is</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph id="id1ED73BFE6CDE4E5D8C45C558CEE8ECD4"><enum>(3)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id531DC37187A64DA7ADD2C969D2391822" style="OLC"> <subparagraph id="id232BD269D9074AF79423CFDCAA899A5E"><enum>(B)</enum><header>Consistency with requirements for certain medical certificates</header><text display-inline="yes-display-inline">In establishing standards under subparagraph (A)(ii), the Secretary may not establish medical or physical standards for a pilot to become a Federal flight deck officer that are inconsistent with or more stringent than the requirements of the Federal Aviation Administration for the issuance of a first- or second-class airman medical certificate under part 67 of title 14, Code of Federal Regulations (or any corresponding similar regulation or ruling).</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section id="id168B699DFDEE4E2997F91756D25CAB97"><enum>5.</enum><header>Transfer of Federal flight deck officers from inactive to active status</header><text display-inline="no-display-inline">Section 44921(d) of such title is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="idA3EB46584C3449F08C0696C74F271540" style="OLC"> <paragraph id="id5392A833FE914C5091A6EA46C9989F21"><enum>(5)</enum><header>Transfer from inactive to active status</header><text>A pilot deputized as a Federal flight deck officer who moves to inactive status may return to active status after completing one program of recurrent training described in subsection (c).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </section><section id="id4207C692635A4C0FA9AEFED33FAF874E"><enum>6.</enum><header>Facilitation of security screening of Federal flight deck officers</header><text display-inline="no-display-inline">Section 44921 of title 49, United States Code, as amended by section 3(c)(1), is further amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="id64B134791BB340C1B9386B083E12B20C" style="OLC">
				<subsection id="id7FD33376818D439393D85B7D84A80523"><enum>(m)</enum><header>Facilitation of security screening of Federal flight deck officers</header>
 <paragraph id="ida39ba0a7ec3d4bf8ba53bf1480cd0fc3"><enum>(1)</enum><header>Eligibility for expedited screening</header><text>The Secretary shall allow a Federal flight deck officer to be screened through the crew member identity verification program of the Transportation Security Administration (commonly known as the <quote>Known Crew Member program</quote>) when entering the sterile area of an airport.</text>
 </paragraph><paragraph id="idc9676d1c2f994ef8ba6d47e799000412"><enum>(2)</enum><header>Prohibition on paperwork</header><text>The Secretary may not require a Federal flight deck officer to fill out any forms or paperwork when entering the sterile area of an airport.</text>
 </paragraph><paragraph commented="no" id="idE132C85539E1407BA1873D1571B470A7"><enum>(3)</enum><header>Sterile area defined</header><text>In this subsection, the term <term>sterile area</term> has the meaning given that term in section 1540.5 of title 49, Code of Federal Regulations (or any corresponding similar regulation or ruling).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </section><section id="id0A62CB3B880847029BA6FD6ABEEDE63F"><enum>7.</enum><header>Technical corrections</header><text display-inline="no-display-inline">Section 44921 of title 49, United States Code, as amended by this Act, is further amended—</text> <paragraph id="id18B4478C35F94A3BAE99CB9919F3B256"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>Under Secretary of Transportation for Security</quote> and inserting <quote>Secretary of Homeland Security</quote>;</text>
 </paragraph><paragraph id="idC976521614584D9D9B03807BB3FECDC1"><enum>(2)</enum><text>in subsection (d)(4), by striking <quote>may,</quote> and inserting <quote>may</quote>;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD670FADBF40C434194CB98932158DB7A"><enum>(3)</enum><text>in subsection (i)(2), by striking <quote>the Under Secretary may</quote> and inserting <quote>may</quote>;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7479835420BC4B8FB5F06F5662C6DECA"><enum>(4)</enum><text>in subsection (k)—</text> <subparagraph commented="no" display-inline="no-display-inline" id="id019989B7E36A49548FD88B9E6A76E02C"><enum>(A)</enum><text>by striking paragraphs (2) and (3); and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id66704FEECC9049F08918861E00E67F81"><enum>(B)</enum><text>by striking <quote><header-in-text level="subsection" style="OLC">Applicability</header-in-text></quote> and all that follows through <quote>This section</quote> and inserting <quote><header-in-text level="subsection" style="OLC">Applicability</header-in-text>.—This section</quote>;</text> </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC462C79285AF45878624B8C32E6F1028"><enum>(5)</enum><text>by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="idCD89DDE189924BA0B572507F4780DE8C" style="OLC">
 <subsection id="id3A47134D2BFB4F40AA221603CB063AEC"><enum>(n)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="id8db5483c69c14db98b1d0d0ade2e7a14"><enum>(1)</enum><header>Pilot</header><text>The term <term>pilot</term> means an individual who has final authority and responsibility for the operation and safety of the flight or any other flight deck crew member.</text>
 </paragraph><paragraph id="id4344f38610674b4ba114bd022055cb75"><enum>(2)</enum><header>All-cargo air transportation</header><text>The term <term>air transportation</term> includes all-cargo air transportation.</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block> </paragraph><paragraph id="id8D0886F0FF3047B7AF2F221174AE03B0"><enum>(6)</enum><text>by striking <quote>Under Secretary</quote> each place it appears and inserting <quote>Secretary</quote>.</text>
			</paragraph></section><section id="id50468B171AC34B59835693D66B621DC7"><enum>8.</enum><header>Refunds of certain security service fees for air carriers with Federal flight deck officers on all
 flights</header><text display-inline="no-display-inline">Section 44940 of title 49, United States Code, is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id07FC6D42575A4A0D9CC953567E6DA29A" style="OLC"> <subsection id="id4C333AF730C648DCAF50010E81A0E57E"><enum>(j)</enum><header>Refund of fees for air carriers with Federal flight deck officers on all flights</header><text>From fees received in a fiscal year under subsection (a)(1), each air carrier that certifies to the Secretary of Homeland Security that all flights operated by the air carrier have on board a pilot deputized as a Federal flight deck officer under section 44921 shall receive an amount equal to 10 percent of the fees collected under subsection (a)(1) from passengers on flights operated by that air carrier in that fiscal year.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </section><section id="idB689E5471C034FA1837B43135AA51D02"><enum>9.</enum><header>Treatment of information about Federal flight deck officers as sensitive security information</header><text display-inline="no-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Homeland Security shall revise section 15.5(b)(11) of title 49, Code of Federal Regulations, to classify information about pilots deputized as Federal flight deck officers under section 44921 of title 49, United States Code, as sensitive security information in a manner consistent with the classification of information about Federal air marshals.</text>
 </section><section id="idDA9A671595B24147919DB8D859ABBE78"><enum>10.</enum><header>Regulations</header><text display-inline="no-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Homeland Security shall prescribe such regulations as may be necessary to carry out this Act and the amendments made by this Act.</text></section></legis-body></bill>
