			 Department of Veterans Affairs in Denver, Colorado, to authorize transfers
			 of amounts to carry out the replacement of such medical center, and for
			 other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC"><section commented="no" display-inline="no-display-inline" id="id359CF4EF0F5041C4BD96C5F453FB7A3F" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Extension of authorization for Department of Veterans Affairs major medical facility project
 previously authorized</header><text display-inline="no-display-inline">Section 2(a) of the Construction Authorization and Choice Improvement Act (<external-xref legal-doc="public-law" parsable-cite="pl/114/19">Public Law 114–19</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id1A9BBE7B5EAC4ECABBA56FAF137C795F"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>in fiscal year 2015,</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id789A7CFDBCB54FB188A20263B20A848D"><enum>(2)</enum><text display-inline="yes-display-inline">by striking <quote>$900,000,000</quote> and inserting <quote>$1,050,000,000</quote>.</text></paragraph></section><section commented="no" display-inline="no-display-inline" id="id543f2783d662476c8c5340865b3f4a59" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Limited, one-time authority to transfer specific amounts to carry out major medical facility project in Denver, Colorado</header><subsection commented="no" display-inline="no-display-inline" id="iddb13d76952f24e4e82cf61e292538ab6"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Of the unobligated balances of amounts available to the Department of Veterans Affairs for fiscal year 2015, the Secretary of Veterans Affairs may transfer amounts from the appropriations accounts under the following headings, in the amounts and from the activities specified, to the appropriations account under the heading <quote>Construction, Major Projects</quote>:</text><paragraph commented="no" display-inline="no-display-inline" id="id40519432f4804a35bb939dcf2800841a"><enum>(1)</enum><text display-inline="yes-display-inline"><quote>Medical Services</quote>, $6,494,000 to be derived from amounts available for the Human Capital Investment Plan.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id454acc0f0ee54f6297010e05bff95015"><enum>(2)</enum><text display-inline="yes-display-inline"><quote>Medical Support and Compliance</quote>, $1,611,000 to be derived from amounts available for the Human Capital Investment Plan.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc3d2dba4de74475d93d89bd2f579a1f6"><enum>(3)</enum><text display-inline="yes-display-inline"><quote>Medical Facilities</quote>, $80,735,000 to be derived from amounts available for green energy projects of the Department and human capital investment plans.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id02d451657e8642889694298b3638c644"><enum>(4)</enum><text display-inline="yes-display-inline"><quote>National Cemetery Administration</quote>, $60,000 to be derived from amounts available for the Human Capital Investment Plan.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1de8eda819204216a0b4c3ad749b48d6"><enum>(5)</enum><text display-inline="yes-display-inline"><quote>General Administration</quote>, $1,130,000 to be derived from amounts available for the Office of the Secretary.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc67ba101f2a54bc6978e8773c7e115fc"><enum>(6)</enum><text display-inline="yes-display-inline"><quote>General Operating Expenses, Veterans Benefits Administration</quote>, $670,000 to be derived from amounts available for the Human Capital Investment Plan.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id538cd67f36b443a3a5d813458f32a720"><enum>(7)</enum><text display-inline="yes-display-inline"><quote>Information Technology Systems</quote>, $240,000 to be derived from amounts available for the Human Capital Investment Plan.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="iddb70e16ca0b94d88b4af0049870171c0"><enum>(8)</enum><text display-inline="yes-display-inline"><quote>Construction, Minor Projects</quote>, $3,000,000 to be derived from amounts available for minor construction projects at the staff offices of the Department.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id1ee391923ba84562b8e2cfefd4941e13"><enum>(b)</enum><header display-inline="yes-display-inline">Transfer of amounts available in funds</header><paragraph commented="no" display-inline="no-display-inline" id="id8E44B2BB0A3E4C449CC357C6FEC01CB7"><enum>(1)</enum><header display-inline="yes-display-inline">Revolving supply fund</header><text display-inline="yes-display-inline">Of the unobligated balances of amounts available in the revolving supply fund of the Department under section 8121 of title 38, United States Code, the Secretary may transfer $20,030,000 to the appropriations account under the heading <quote>Construction, Major Projects</quote>.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idae0d035fa85b4cb4b6b5355f8d7c387e"><enum>(2)</enum><header display-inline="yes-display-inline">Franchise fund</header><text display-inline="yes-display-inline">Of the unobligated balances of amounts available in the Department of Veterans Affairs Franchise Fund established in title I of the Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 1997 (<external-xref legal-doc="public-law" parsable-cite="pl/104/204">Public Law 104–204</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/31/501">31 U.S.C. 501</external-xref> note), the Secretary may transfer $36,030,000 to the appropriations account under the heading <quote>Construction, Major Projects</quote>.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id5fab8e762b2d4d23bf3eb68c0609bd9b"><enum>(c)</enum><header display-inline="yes-display-inline">Use of amounts and availability</header><text display-inline="yes-display-inline">The amounts transferred under subsections (a) and (b) shall—</text><paragraph commented="no" display-inline="no-display-inline" id="id3bc1baa8aadc4db3aa4349505dad021a"><enum>(1)</enum><text display-inline="yes-display-inline">be used only to carry out the major medical facility construction project in Denver, Colorado, specified in section 2 of the Construction Authorization and Choice Improvement Act (<external-xref legal-doc="public-law" parsable-cite="pl/114/19">Public Law 114–19</external-xref>); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcca63cc457fd4e83b484ca46daa74899"><enum>(2)</enum><text display-inline="yes-display-inline">remain available until September 30, 2016.</text></paragraph></subsection></section></legis-body><attestation><attestation-group><attestor display="no"></attestor><role>Speaker of the House of
