		<section id="S1" section-type="section-one"><enum>1.</enum><header>Repeals</header>
			<subsection id="id0943518AC51F474BBAE680E9F0BA4172"><enum>(a)</enum><header>In general</header>
 <paragraph id="id3583194D378C40F09A9909730B177ACC"><enum>(1)</enum><text display-inline="yes-display-inline">Sections 962 and 963 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16292">42 U.S.C. 16292</external-xref>, 16293) are repealed.</text> </paragraph><paragraph id="idD93CDCEEC9E04E24B74A9DF65F000553"><enum>(2)</enum><text display-inline="yes-display-inline">Subtitle A of title IV of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15961">42 U.S.C. 15961 et seq.</external-xref>) is repealed.</text>
				</paragraph></subsection><subsection id="idA40CE25E24C642B6A78AFC49E47D9EDD"><enum>(b)</enum><header>Conforming amendments</header>
 <paragraph id="id052A757731544C168DAEB1BEEEDE40A4"><enum>(1)</enum><text>Section 703(a)(3) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17251">42 U.S.C. 17251(a)(3)</external-xref>) is amended—</text>
 <subparagraph id="idBDF6B3FA719F47E78325BE354C00CBA1"><enum>(A)</enum><text>in the matter preceding subparagraph (A), by striking the first and second sentences; and</text> </subparagraph><subparagraph id="id8C0467E1D5FE4E3AB8141327D32C18BA"><enum>(B)</enum><text>in subparagraph (B), by striking <quote>including</quote> in the matter preceding clause (i) and all that follows through the period at the end and inserting <quote>, including such geologic sequestration projects as are approved by the Secretary</quote>.</text>
 </subparagraph></paragraph><paragraph id="idAAB647D223E74BDB99ED1DF558141B47"><enum>(2)</enum><text>Section 704 of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17252">42 U.S.C. 17252</external-xref>) is amended in the first sentence by striking <quote>under section 963(c)(3) of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16293">42 U.S.C. 16293(c)(3)</external-xref>), as added by section 702 of this subtitle, and</quote>.</text>
				</paragraph></subsection></section><section id="idDE2654EB16F346C89B641BB8E661E84B"><enum>2.</enum><header>Establishment of coal technology program</header>
 <subsection id="idC09B8FFC92B84A798D15D68AFCCAC7E6"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Energy Policy Act of 2005 (as amended by section 2) is amended by inserting after section 961 (<external-xref legal-doc="usc" parsable-cite="usc/42/16291">42 U.S.C. 16291</external-xref>) the following:</text>
				<quoted-block display-inline="no-display-inline" id="idB089BC499C6F41C4A149B5DD9F4ED9FF" style="OLC">
					<section id="id8A12B902566244E8B7CE5B27AAE2AE98"><enum>962.</enum><header>Coal technology program</header>
 <subsection id="idE16479E5957947EF8CC6FB9C6CEA655E"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="idA8D5DFFCB3BD4AAAAD618BD3C7C3CC5D"><enum>(1)</enum><header>Large-scale pilot project</header><text>The term <term>large-scale pilot project</term> means a pilot project that—</text>
 <subparagraph id="id8d1b4733f5ec46baa6c2ae92f2405d27"><enum>(A)</enum><text>represents the scale of technology development beyond laboratory development and bench scale testing, but not yet advanced to the point of being tested under real operational conditions at commercial scale;</text>
 </subparagraph><subparagraph id="idEC76848A7E704EE49777BE0A5A6CE96A"><enum>(B)</enum><text>represents the scale of technology necessary to gain the operational data needed to understand the technical and performance risks of the technology before the application of that technology at commercial scale or in commercial-scale demonstration; and</text>
 </subparagraph><subparagraph id="id6187E61010F34E878FCE08090F6804E8"><enum>(C)</enum><text>is large enough—</text> <clause id="id2776463E98A341CB9B1D7EAD7A6D4DB4"><enum>(i)</enum><text>to validate scaling factors; and</text>
 </clause><clause id="id97F53ABE1BD54CC9A84464F5B3D4920E"><enum>(ii)</enum><text>to demonstrate the interaction between major components so that control philosophies for a new process can be developed and enable the technology to advance from large-scale pilot plant application to commercial scale demonstration or application.</text>
 </clause></subparagraph></paragraph><paragraph id="idAD24FD9E7B10464DBF191FDE4CEE9237"><enum>(2)</enum><header>Program</header><text>The term <term>program</term> means the program established under subsection (b).</text> </paragraph><paragraph id="idAA7C669125BD4718BB6D3A774E2CF6F4"><enum>(3)</enum><header>Transformational technology</header> <subparagraph id="idE1C3564F1FFC45B6B1E4C23A8A5E1D99"><enum>(A)</enum><header>In general</header><text>The term <term>transformational technology</term> means a power generation technology that represents an entirely new way to convert energy that will enable a step change in performance, efficiency, and cost of electricity as compared to the technology in existence on the date of enactment of this Act.</text>
 </subparagraph><subparagraph id="id1725232828C34FA483A0DCE52A1930D4"><enum>(B)</enum><header>Inclusions</header><text>The term <term>transformational technology</term> includes a broad range of technology improvements, including—</text> <clause id="idD364E74877AB4B8284021325AED9FA06"><enum>(i)</enum><text>thermodynamic improvements in energy conversion and heat transfer, including—</text>
 <subclause id="id429E942F11184B67A739F8A7974C1D38"><enum>(I)</enum><text>pressurized oxygen combustion;</text> </subclause><subclause id="id61A83D33BA154253A2A364A6AB89F44C"><enum>(II)</enum><text>chemical looping; and</text>
 </subclause><subclause id="idD2E6ACB3E7FC49859DB7588D8FB79F5C"><enum>(III)</enum><text>the replacement of steam cycles with supercritical carbon dioxide cycles;</text> </subclause></clause><clause id="idE33C03AD9F6F43BF9A28CE6EF83DA2A1"><enum>(ii)</enum><text>improvements in turbine technology; and</text>
 </clause><clause id="id836E58746FF544C1B551CA92951EADBA"><enum>(iii)</enum><text>improvements in carbon capture systems technology.</text> </clause></subparagraph></paragraph></subsection><subsection id="id904BEC7873984AA3998D6CE4D743B5C7"><enum>(b)</enum><header>Coal technology program</header> <paragraph id="id7D4D36FF1C574F33ACCEBD6BCE767D7A"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish a coal technology program to ensure the continued use of the abundant, domestic coal resources of the United States through the development of technologies that will significantly improve the efficiency, effectiveness, costs, and environmental performance of coal use.</text>
 </paragraph><paragraph id="id0E827A2DDB9043538A1429A4A4E8B105"><enum>(2)</enum><header>Requirements</header><text>The program shall include—</text> <subparagraph id="idd7b720b46c1f4b4bba8b0dff793f7365"><enum>(A)</enum><text>a research and development program;</text>
 </subparagraph><subparagraph id="id5d25f0d02f9b471caa7827c311972e1e"><enum>(B)</enum><text>large-scale pilot projects; and</text> </subparagraph><subparagraph id="ideefa06021c374391b948fec734f45c67"><enum>(C)</enum><text>demonstration projects.</text>
 </subparagraph></paragraph><paragraph id="id8311922643604A668130439A59DEF290"><enum>(3)</enum><header>Performance standards</header><text>In consultation with the interested entities described in paragraph (4)(C), the Secretary shall develop performance standards for technologies and the application of those technologies included in the program, taking into consideration the following objectives:</text>
 <subparagraph id="iddbd1c14f39b04e0898b36794afa525f5"><enum>(A)</enum><text>Ensure reliable, low cost power from new and existing coal plants.</text> </subparagraph><subparagraph id="id7078259f68684efc86bde1b0fe703da4"><enum>(B)</enum><text>Have high conversion efficiencies.</text>
 </subparagraph><subparagraph id="id6fa4384e8bab40769c9d1049c717c5b2"><enum>(C)</enum><text>Address emissions of carbon dioxide through high efficiency platforms and carbon capture from new and existing coal plants.</text>
 </subparagraph><subparagraph id="id84167c5a68be4f519a6523ba0e83f540"><enum>(D)</enum><text>Support small-scale and modular technologies to enable incremental capacity additions and load growth.</text>
 </subparagraph><subparagraph id="idc93ef145405647a0bc47bdf409aabda5"><enum>(E)</enum><text>Support flexible baseload operations for new and existing applications of coal generation.</text> </subparagraph><subparagraph id="id5287e1f4a3dc4161bc4863608467c5ba"><enum>(F)</enum><text>Further reduce emissions of criteria pollutants and reduce the use and manage the discharge of water in power plant operations.</text>
 </subparagraph><subparagraph id="id1ebf79a3ec6d4bfb86572a0dbac6b4d0"><enum>(G)</enum><text>Accelerate the development of technologies that have transformational energy conversion characteristics.</text>
 </subparagraph><subparagraph id="id47b8f7119ea949429f7ab341c2713d23"><enum>(H)</enum><text>Validate geologic storage of large volumes of anthropogenic sources of carbon dioxide and the infrastructure needed to support a carbon dioxide use and storage industry.</text>
 </subparagraph><subparagraph id="id978ae35faddd4f54b4a9753be0352f55"><enum>(I)</enum><text>Examine methods of converting coal to other valuable products and commodities in addition to electricity.</text>
 </subparagraph></paragraph><paragraph id="idc1a0377ffc0a47ac8483494a38943fe0"><enum>(4)</enum><header>Consultations required</header><text>In carrying out the program, the Secretary shall—</text> <subparagraph id="id01812e8979354afaac079c61d0e8f1d1"><enum>(A)</enum><text>undertake international collaborations, as recommended by the National Coal Council;</text>
 </subparagraph><subparagraph id="id111B05D9039C4F6FAF99D3C11AB56FE0"><enum>(B)</enum><text>use existing authorities to encourage international cooperation; and</text> </subparagraph><subparagraph id="idf1e32727e9fe4b02a96569d04adb18a3"><enum>(C)</enum><text>consult with interested entities, including—</text>
 <clause id="ide2f6525408f74fb7a84b98dc93f06dea"><enum>(i)</enum><text>coal producers;</text> </clause><clause id="id6f0743dbe2754021aba0375ace610e53"><enum>(ii)</enum><text>industries that use coal;</text>
 </clause><clause id="id6a0751421d4e4a579fa9bcc78de8355e"><enum>(iii)</enum><text>organizations that promote coal and advanced coal technologies;</text> </clause><clause id="id9e5850d024e34cda94fa6fc70bd2df46"><enum>(iv)</enum><text>environmental organizations;</text>
 </clause><clause id="idd1d54e43e2d0449cae5fd15cbba5310b"><enum>(v)</enum><text>organizations representing workers; and</text> </clause><clause id="idcfe3faa7fff24a268b6e95a6706b3d30"><enum>(vi)</enum><text>organizations representing consumers.</text>
									</clause></subparagraph></paragraph></subsection><subsection id="idEE91EF4B752742E4869F44693B6D0AD6"><enum>(c)</enum><header>Report</header>
 <paragraph id="idA47F809D0B5E485B993AFD18D2F353E3"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of this Act, the Secretary shall submit to Congress a report describing the performance standards adopted under subsection (b)(3).</text>
 </paragraph><paragraph id="idF5BC74A5823F44FF90CEE8E656725362"><enum>(2)</enum><header>Update</header><text>Once every 2 years after the initial report is submitted under paragraph (1), the Secretary shall submit to Congress a report describing the progress made towards achieving the objectives and performance standards adopted under subsection (b)(3).</text>
							</paragraph></subsection><subsection id="idac960e0ed4ff42d6adc093041268aac2"><enum>(d)</enum><header>Funding</header>
 <paragraph id="id1932404673604A7E98F6FC0ED692869F"><enum>(1)</enum><header>Authorization of Appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to the Secretary to carry out this Act, to remain available until expended—</text>
 <subparagraph id="idc5bb1026ed2845cebb26c0b7b83b9dca"><enum>(A)</enum><text>$610,000,000 for each of fiscal years 2017 through 2020; and</text> </subparagraph><subparagraph id="id8e39c1f9f73f4c789e3cee8649fd16ad"><enum>(B)</enum><text>$560,000,000 for fiscal year 2021.</text>
 </subparagraph></paragraph><paragraph id="ida2653ceefca44defa94ef15613981f9e"><enum>(2)</enum><header>Allocations</header><text>The amounts made available under paragraph (1) shall be allocated as follows:</text> <subparagraph id="id88bc85df253741738e020374d15f54b3"><enum>(A)</enum><text>For activities under the research and development program component described in subsection (b)(2)(A)—</text>
 <clause id="idf4aac67c2f0545ed972b13d746b67c81"><enum>(i)</enum><text>$275,000,000 for each of fiscal years 2017 through 2020; and</text> </clause><clause id="ida3ee5f0e0846443f99c09e092b9982e7"><enum>(ii)</enum><text>$200,000,000 for fiscal year 2021.</text>
 </clause></subparagraph><subparagraph id="id8ebb19f0a91c4794b8a178ee0e95415b"><enum>(B)</enum><text>For activities under the demonstration projects program component described in subsection (b)(2)(B)—</text>
 <clause id="id414f1e18d3dc4ffc9831edf0dceb1f76"><enum>(i)</enum><text>$50,000,000 for each of fiscal years 2017 through 2020; and</text> </clause><clause id="idf37f49139bad427b8183b9d94b6f3a34"><enum>(ii)</enum><text>$75,000,000 for fiscal year 2021.</text>
 </clause></subparagraph><subparagraph id="id7a1d53c118344d44bab365a09192541b"><enum>(C)</enum><text>For activities under the large-scale pilot projects program component described in subsection (b)(2)(C), $285,000,000 for each of fiscal years 2017 through 2021.</text></subparagraph></paragraph></subsection></section><after-quoted-block>. </after-quoted-block></quoted-block>
 </subsection><subsection id="id8EB268D4977C4B499C6FBA523550BB0F"><enum>(b)</enum><header>Cost sharing for large-Scale pilot projects</header><text>Section 988(c) of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16352">42 U.S.C. 16352(c)</external-xref>) is amended—</text> <paragraph id="id7F316D2A9A0E47239AA50FA51DCA57B4"><enum>(1)</enum><text>in paragraph (1), by striking <quote>paragraph (2)</quote> and inserting <quote>paragraphs (2) and (3)</quote>; and</text>
 </paragraph><paragraph id="idDA72AB2BB14149EAB4AA56D162BB29AF"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="idB1BB388C75674A81B5B0420190FC5679" style="OLC"> <paragraph id="id4A42FD1F53B14029A9FB2B19B4B185D8"><enum>(3)</enum><header>Cost-sharing for large-scale pilot projects</header><text>Notwithstanding any other provision of this Act, the cost-sharing requirements under this section shall not apply to the coal technology program established under section 962.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="idB0CE800C5C4E4EDFAB3ED54C3EA07254"><enum>(c)</enum><header>Conforming amendment</header><text>The table of contents of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15801">42 U.S.C. 15801</external-xref> note) is amended—</text> <paragraph id="idDD82DA3E69114153AEB558434E9F8E7C"><enum>(1)</enum><text>by striking the items relating to sections 962 and 963 and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="idF1A7451C022248CCBD47E2261D53D02D" style="OLC"><toc><toc-entry bold="off" level="section">Sec. 962. Coal technology program.</toc-entry></toc><after-quoted-block>;</after-quoted-block></quoted-block>
 <continuation-text continuation-text-level="paragraph">and</continuation-text></paragraph><paragraph id="id3E7DCE7CF2FD45C6B0AF63DF63CF5DE6"><enum>(2)</enum><text>by striking the items relating to subtitle A of title IV.</text> </paragraph></subsection></section></legis-body> </bill>
