			 in middle schools and high schools.</official-title></form>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
 title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Building Understanding, Investment, Learning, and Direction Career and Technical Education Act of 2015</short-title></quote> or the <quote><short-title>BUILD Career and Technical Education Act of 2015</short-title></quote>.</text>
 </section><section commented="no" id="id5d5cd9ec7a38472199d8a0423efb2dd3"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> <paragraph commented="no" id="idb3d8f5ac74234c09bf3b820e1b398042"><enum>(1)</enum><text>The average high school graduation rate for students concentrating in career and technical education programs is 93 percent.</text>
 </paragraph><paragraph commented="no" id="id1eb9dd4b9af4407bbe33bcb7362f5943"><enum>(2)</enum><text>Students at schools with highly integrated rigorous academic and career and technical education programs have significantly higher achievement in reading, mathematics, and science than do students at schools with less integrated programs.</text>
 </paragraph><paragraph commented="no" id="id2d606e3853e44020a53cce4bbe925075"><enum>(3)</enum><text>Four out of 5 graduates of secondary-level career and technical education programs who pursued postsecondary education after secondary school had earned a credential or were still enrolled in postsecondary education 2 years later.</text>
 </paragraph><paragraph commented="no" id="id043BF05961DD4E1D9CD0C5B5FC4975B6"><enum>(4)</enum><text>Eighty percent of students taking a college preparatory academic curriculum with rigorous career and technical education programs met college and career readiness goals, compared to only 63 percent of students taking the same academic core who did not experience rigorous career and technical education programs.</text>
			</paragraph></section><section id="idF5A49178CD2C4B32A931F55B62992437"><enum>3.</enum><header>Pilot grant
			 program to support career and technical education exploration program in
			 middle
			 schools and high schools</header>
 <subsection id="id372FD4772DEB41AC97133EF27A7F63A7"><enum>(a)</enum><header>Purposes</header><text>The purposes of this Act are the following:</text>
 <paragraph commented="no" id="id36193808058644e993f52db305db7790"><enum>(1)</enum><text>To provide students with opportunities to participate in career and technical education exploration programs and to provide information on available career and technical education programs and their impact on college and career readiness.</text>
 </paragraph><paragraph commented="no" id="id97B19DB6C69D4607A10002493BDA516A"><enum>(2)</enum><text>To expand professional growth of, and career opportunities for, students through career and technical education exploration programs.</text>
 </paragraph><paragraph id="id090aab23426e4e10ae49b4f7ab6039b2"><enum>(3)</enum><text>To enhance collaboration between education providers and employers.</text>
 </paragraph><paragraph id="ide941b1cbe1994ea788ebad3f4a0851ca"><enum>(4)</enum><text>To develop or enhance career and technical education exploration programs with ties to a career and technical education program of study.</text>
 </paragraph><paragraph id="id8e0bd313b18d45f2ba9b95d13d9dbc5a"><enum>(5)</enum><text>To evaluate students’ participation in coordinated middle school and high school career and technical education exploration programs.</text>
 </paragraph></subsection><subsection id="idcc9291de4fca4051959bc6b96f70d208"><enum>(b)</enum><header>Definitions</header><text>In this Act:</text>
				<paragraph id="idd9a0f62d84cd4485aec59c3b52c8c4e9"><enum>(1)</enum><header>Career and
 technical education exploration program</header><text>The term <term>career and technical education exploration program</term> means a course or series of courses that provides experiential learning opportunities in 1 or more programs of study (including after school and during the summer), as appropriate, and the opportunity to connect experiential learning to education and career pathways that is offered to middle school students or high school students, or both.</text>
 </paragraph><paragraph id="id28AAE32C761E495E845D3E30860BA126"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Education.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idDF59706CACF442839F662C3D9ACF248D"><enum>(c)</enum><header>Authorization
			 of grant program</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id1B7A3438E8504732AEC49D9E0C9139D7"><enum>(1)</enum><header>In
 general</header><text>The Secretary shall award grants to local educational agencies to support career and technical education exploration programs.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD6E2AA65B057492D8EFA7DFF1AFBB62D"><enum>(2)</enum><header>Grant
 duration</header><text>Grants awarded under this Act shall be 2 years in duration.</text>
				</paragraph><paragraph id="id86f1bcfc2c714923abd536b0afa672ed"><enum>(3)</enum><header>District
 capacity taken into account</header><text>In awarding grants under paragraph (1), the Secretary shall take into account the resources and capacity of each local educational agency that applies for a grant.</text>
 </paragraph></subsection><subsection id="idB923325EC9D842E4B92246530CA7C8F4"><enum>(d)</enum><header>Applications</header><text>A local educational agency that desires to receive a grant under this Act shall submit an application to the Secretary at such time, in such manner, and accompanied by such information as the Secretary may require.</text>
 </subsection><subsection id="idE3FE50D3FCE9491DACD3F479BA99CDB8"><enum>(e)</enum><header>Priority</header><text>In awarding grants under this Act, the Secretary shall give priority to grant proposals that—</text>
 <paragraph id="id98FCD0EB679C415790C22E5551CB10A5"><enum>(1)</enum><text>demonstrate—</text> <subparagraph id="idcd13f4e262184378a6410778c91a90c7"><enum>(A)</enum><text>that a partnership among the local educational agency and business, industry, labor, or institutions of higher education, where appropriate to the grant project, exists and will participate in carrying out grant activities under this Act;</text>
 </subparagraph><subparagraph id="id683d2eed3f02411cbead587e91fd0207"><enum>(B)</enum><text>innovative and sustainable design;</text>
 </subparagraph><subparagraph id="ida04b1d9921684fb596bb970841399dff"><enum>(C)</enum><text>a curriculum aligned with State diploma requirements;</text>
 </subparagraph><subparagraph id="id0e1c3e4347ad42978b3a1d160244accf"><enum>(D)</enum><text>a focus on preparing students, including special populations and nontraditional students, with opportunities to explore careers and skills required for jobs in their State and that provide high wages and are in demand;</text>
 </subparagraph><subparagraph id="id0a0e0f0b394149d4a64816d9d44afff5"><enum>(E)</enum><text>a method of evaluating success; and</text>
 </subparagraph><subparagraph id="id2742CA64B7424269AA49F00D3264E50A"><enum>(F)</enum><text>that the programs to be assisted with grant funds are not receiving assistance under the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2301">20 U.S.C. 2301 et seq.</external-xref>); and</text>
 </subparagraph></paragraph><paragraph id="idEFB52B12424742AFB9454A1C1F5F671E"><enum>(2)</enum><text>include an assurance that—</text>
 <subparagraph id="id63D9B7F27D1045EEAE85F74E94714CDB"><enum>(A)</enum><text>the local educational agency will fund the operational costs of the activities described in this Act after the grant period expires; and</text>
 </subparagraph><subparagraph id="idFD034061C80848BAAC37AB7D135D516B"><enum>(B)</enum><text>if the local educational agency charges a fee to participate in the after school and summer components of the career and technical education exploration program to be carried out by the agency, the agency will implement such fee on a sliding scale according to income and established in a manner that makes participation financially feasible for all students.</text>
					</subparagraph></paragraph></subsection><subsection id="idCED961D70376457089C5032CABBF54B3"><enum>(f)</enum><header>Uses of
			 funds</header>
				<paragraph id="idAF768061C34A448F90188B020FE99866"><enum>(1)</enum><header>In
 general</header><text>A local educational agency that receives a grant under this Act shall use the grant funds to carry out any of the following:</text>
 <subparagraph id="id3fb1b9b2d9784d1db8c4eeacaa8ee1c4"><enum>(A)</enum><text>Leasing, purchasing, upgrading, or adapting equipment related to the content of career and technical education exploration program activities.</text>
 </subparagraph><subparagraph id="id33b049e16538475aad90373dd6004672"><enum>(B)</enum><text>Program director, instructor, or other staff expenses to coordinate or implement program activities.</text>
 </subparagraph><subparagraph id="id8c427425b25c4b1abac8b0c4accabba3"><enum>(C)</enum><text>Consultation services with a direct alignment to the program goals.</text>
 </subparagraph><subparagraph id="id4da251e4525f4df89a40877dc922c1b2"><enum>(D)</enum><text>Support of professional development programs aligned to the program goals.</text>
 </subparagraph><subparagraph id="id0136aa647a564f3d8fb70c074380986a"><enum>(E)</enum><text>Minor remodeling, if any, necessary to accommodate new equipment obtained pursuant to subparagraph (A).</text>
 </subparagraph><subparagraph id="id00275b7a16194553a452c225b9c06ab5"><enum>(F)</enum><text>Evaluating the access to career and technical education exploration programs and the impact such programs have on the transition to career and technical programs of study (as described in section 122(c)(1)(A) of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2342">20 U.S.C. 2342(c)(1)(A)</external-xref>)), or other postsecondary programs of study, high school completion, and the number of students who earn an industry-recognized credential, associate’s degree, bachelor's degree, or other career and technical education related postsecondary credit in addition to a high school diploma.</text>
					</subparagraph></paragraph><paragraph id="idAD7FB54D4421433A9C9598C7E5E0E716"><enum>(2)</enum><header>Use and
 ownership of materials or equipment</header><text>Any materials or equipment purchased with grant funds awarded under this Act shall be the property of the local educational agency.</text>
				</paragraph><paragraph id="id7f62b118ed6d4445b7850f3d1ec97c96"><enum>(3)</enum><header>Administrative
 costs</header><text>A local educational agency that receives a grant under this Act may use not more than 5 percent of the grant funds for administrative costs associated with carrying out activities under this Act.</text>
				</paragraph></subsection><subsection id="id077A1BBDD09C4305920FE2CA9783EFCD"><enum>(g)</enum><header>Evaluations</header>
				<paragraph id="idEF25B5CA57F544B6A44D0A0FBE9E06D4"><enum>(1)</enum><header>In
 general</header><text>A local educational agency that receives a grant under this Act shall develop an evaluation plan of grant activities that shall include an evaluation of specific outcomes, described in paragraph (2), and progress toward meeting such outcomes within the timeline of the grant that shall be measurable through collection of appropriate data or documented through other records. Such evaluation shall reflect the resources and capacity of the local educational agency.</text>
 </paragraph><paragraph id="id987B628452C24A62B35557EC63389AAB"><enum>(2)</enum><header>Outcomes</header><text>The specific outcomes shall clearly address the following areas:</text>
 <subparagraph id="id8301468f5bee44e6acb0ca6ee1ebf627"><enum>(A)</enum><text>The extent of student participation in career and technical education exploration programs.</text>
 </subparagraph><subparagraph id="id5327aeca79574689a246ad54f6b282d2"><enum>(B)</enum><text>Improved rigor in technical or academic content aligned to diploma requirements and industry recognized technical standards.</text>
 </subparagraph><subparagraph id="idb15e2e7868044d848a49a358218efda4"><enum>(C)</enum><text>Improved alignment between career and technical education and other courses, including core academic subjects.</text>
 </subparagraph><subparagraph id="id0d20d2f9010d4b8fb74611d13696a82f"><enum>(D)</enum><text>The impact such programs have on the transition to career and technical programs of study (as described in section 122(c)(1)(A) of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2342">20 U.S.C. 2342(c)(1)(A)</external-xref>)) and other postsecondary programs of study.</text>
					</subparagraph></paragraph><paragraph id="id3F67E61CFCA24FBA87CCD17450E96FD6"><enum>(3)</enum><header>Submission to
 the department</header><text>A local educational agency that receives a grant under this Act shall submit evaluations conducted under this subsection to the Secretary.</text>
				</paragraph></subsection><subsection id="id000AC51DD82A4347A8CD41B933A62818"><enum>(h)</enum><header>Supplement not
 supplant</header><text>Funds received under this Act shall be used to supplement, and not supplant, funds that would otherwise be used for activities authorized under this Act.</text>
			</subsection><subsection id="id5C222B21D5924C3F910F604F53123EC0"><enum>(i)</enum><header>Authorization
 of appropriations</header><text>There are authorized to be appropriated to carry out this Act $20,000,000 for each of fiscal years 2016 and 2017.</text></subsection></section></legis-body></bill>
