		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Smart Building Acceleration Act</short-title></quote>.</text>
 </section><section id="idA2A77AE39E77439F8247D6D3DE13C96F"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text> <paragraph id="idFD3B0E1B0D804B708879095C1DCE6D8E"><enum>(1)</enum><text display-inline="yes-display-inline">the building sector uses more than 40 percent of the energy of the Nation;</text>
 </paragraph><paragraph id="ide09e153e7e294050b3670e6e5c24500d"><enum>(2)</enum><text>emerging building energy monitoring and control technologies are enabling a transition of the building sector to <quote>smart</quote> buildings that have dramatically reduced energy use and improved quality of service to occupants;</text>
 </paragraph><paragraph id="idB7F54BDB100C4943BDC0DC6ACF204ADC"><enum>(3)</enum><text>an analysis of select private-sector smart buildings by the Department of Energy would document the costs and benefits of those emerging technologies, promote their adoption, and accelerate that transition;</text>
 </paragraph><paragraph id="id8f8624bdebd146fea12fb4e408af1e10"><enum>(4)</enum><text>with over 400,000 buildings, the Federal Government is the largest building owner in the United States; and</text>
 </paragraph><paragraph id="id6705cbfc761648859daf61e5ea28b78e"><enum>(5)</enum><text>the Federal Government can also accelerate the transition to smart building technologies by demonstrating and evaluating emerging smart building technologies using existing programs and funding to showcase selected Federal smart buildings.</text>
 </paragraph></section><section id="id2EE7F56956F14A5A905EC03339E0C2B0"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="id6171760E746448BE849A60ACF7BA7803"><enum>(1)</enum><header>Program</header><text>The term <term>program</term> means the smart building program established under section 5(a).</text>
 </paragraph><paragraph id="id5400CBEC5E1346FCA4B03A0FF063E83D"><enum>(2)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of Energy.</text> </paragraph><paragraph id="id2B26E4CFC3CF4594A00958D4812D36F9"><enum>(3)</enum><header>Smart building</header><text display-inline="yes-display-inline">The term <term>smart building</term> means a building with an energy system that—</text>
 <subparagraph id="id51E729DC59D04E2D9744DE8E8AC08238"><enum>(A)</enum><text display-inline="yes-display-inline">is flexible and automated;</text> </subparagraph><subparagraph id="id4847722F2C4C44A894DA052942A1D1D6"><enum>(B)</enum><text>has extensive operational monitoring and communication connectivity, allowing remote monitoring and analysis of all building functions;</text>
 </subparagraph><subparagraph id="id94FC4C2622024E069C344E7363DA2489"><enum>(C)</enum><text>is integrated with the overall building operations for control of energy generation, consumption, and storage; and</text>
 </subparagraph><subparagraph id="id1E6246B2A6D2467EB5475B87F6131735"><enum>(D)</enum><text>communicates with utilities and other third party commercial entities where appropriate.</text> </subparagraph></paragraph></section><section id="id7DDB05C9292D4F41A55CF5650A7C3CFA"><enum>4.</enum><header>Survey of private sector smart buildings</header> <subsection id="idc07729425e874d13b447f6d543471d07"><enum>(a)</enum><header>Survey</header><text>The Secretary shall conduct a survey of privately owned smart buildings throughout the Nation, including commercial buildings and buildings owned by nonprofit organizations and institutions of higher education.</text>
 </subsection><subsection id="idd2960df9e8c246a48ecc5d96aa1b83c6"><enum>(b)</enum><header>Selection</header><text>From among the smart buildings surveyed under subsection (a), the Secretary shall select at least 1 building each from an appropriate range of building sizes and types.</text>
 </subsection><subsection id="id87f9b145049e4e259873fec3335d7808"><enum>(c)</enum><header>Evaluation</header><text>Using the guidelines of the Federal Energy Management Program relating to whole-building evaluation, measurement, and verification, the Secretary shall evaluate the costs and benefits of the buildings selected under subsection (b), including an identification of—</text>
 <paragraph id="idA1FA4B155E6D4C5495F278637E68A9BF"><enum>(1)</enum><text>which advanced building technologies—</text> <subparagraph id="id5D66D9F65F9342E788203941DBCDE4C8"><enum>(A)</enum><text>are most cost-effective; and</text>
 </subparagraph><subparagraph id="id361CC90906124DDF81EA9B68431A750B"><enum>(B)</enum><text>show the most promise for—</text> <clause id="id8241842FFAC342D98BF1ACFB91B51984"><enum>(i)</enum><text>increasing building energy savings;</text>
 </clause><clause id="id2C2F979B26D6455B9F5906328E6798D5"><enum>(ii)</enum><text>increasing service performance to building occupants; and</text> </clause><clause id="id0990C124B7A94040A9674038EFAE59B8"><enum>(iii)</enum><text>reducing environmental impacts; and</text>
 </clause></subparagraph></paragraph><paragraph id="idC56CF40F3490487DBEC522704CBFD2AC"><enum>(2)</enum><text>any other information the Secretary determines to be appropriate.</text> </paragraph></subsection></section><section id="id19BEF675B6864F0B85D49EA44B657203"><enum>5.</enum><header>Federal smart building program</header> <subsection id="id8BA20A4D25E44CCBB9C9DD6EEB9CB7B2"><enum>(a)</enum><header>Establishment</header><text>The Secretary shall establish a program to establish 1 or more smart buildings under the jurisdiction of several key Federal agencies, including buildings that are owned by the Federal Government but are commercially operated, to demonstrate the costs and benefits of smart buildings.</text>
 </subsection><subsection id="id6D13A3CAC91348FDB533890A11A54665"><enum>(b)</enum><header>Federal agency described</header><text>The key Federal agencies referred to in subsection (a) shall include—</text> <paragraph id="id9C9ECBDE42184B3C8D965A7E73D1FC4A"><enum>(1)</enum><text>the Department of Defense;</text>
 </paragraph><paragraph id="id51EF8CE3102446CD964ED9B8B1F86890"><enum>(2)</enum><text>the Department of Energy;</text> </paragraph><paragraph id="idF2B8030E097C40C9BF350B3108623210"><enum>(3)</enum><text>the Department of Veterans Affairs; and</text>
 </paragraph><paragraph id="id635E1677D07446B4A338E3E2B5698502"><enum>(4)</enum><text>the General Services Administration.</text> </paragraph></subsection><subsection id="id48F714A5B4104C9ABB181368E9882E87"><enum>(c)</enum><header>Requirement</header><text>In carrying out the program, the Secretary shall leverage existing procurement mechanisms.</text>
 </subsection><subsection id="id4B002A4AEACE4D6BBBE12D7246CDCEA4"><enum>(d)</enum><header>Evaluation</header><text>Using the guidelines of the Federal Energy Management Program relating to whole-building evaluation, measurement, and verification, the Secretary shall evaluate the costs and benefits of the buildings selected under this section including an identification of—</text>
 <paragraph id="idd98d361c5c40405582863e7e4411cb86"><enum>(1)</enum><text>which advanced building technologies—</text> <subparagraph id="id45a2ea4c01e84645a0f2c95f8ac0d802"><enum>(A)</enum><text>are most cost-effective; and</text>
 </subparagraph><subparagraph id="id19f99a3984524cbaa816708d6302737a"><enum>(B)</enum><text>show the most promise for—</text> <clause id="id8cb19336c2444a4da2e40c69b1ac198b"><enum>(i)</enum><text>increasing building energy savings;</text>
 </clause><clause id="iddd51522337994fc19d8184d07ccd0ac6"><enum>(ii)</enum><text>increasing service performance to building occupants; and</text> </clause><clause id="idc05ca8702d464230b26cb0b19997369b"><enum>(iii)</enum><text>reducing environmental impacts; and</text>
 </clause></subparagraph></paragraph><paragraph id="id470c213a78994e5cb09ff6afbd499d27"><enum>(2)</enum><text>any other information the Secretary determines to be appropriate.</text> </paragraph></subsection></section><section id="id7B8DBB9EE73F49048620BD4AE471AEE1"><enum>6.</enum><header>Leveraging existing programs</header> <subsection id="iddd21367d9fa6466299a6e156a74e6254"><enum>(a)</enum><header>Better Building Challenge</header><text>As part of the Better Building Challenge of the Department of Energy, the Secretary shall develop a smart building accelerator in consultation with major private sector property owners to demonstrate innovative policies and approaches that will accelerate the transition to smart buildings.</text>
			</subsection><subsection id="idE4A762459C084B63A80DA59BAFA9CB3A"><enum>(b)</enum><header>Research and development</header>
 <paragraph id="idC5C052D4C5AB40C4B9CD06C86F86690E"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall conduct research and development to address key barriers to the integration of advanced building technologies and to accelerate the transition to smart buildings.</text>
 </paragraph><paragraph id="id95F496F1CBDB4C8BBCF6AE4F023475BE"><enum>(2)</enum><header>Inclusion</header><text>The research and development conducted under paragraph (1) shall include research and development on—</text>
 <subparagraph id="id5b9e048884374fdba3232b2dd2713a06"><enum>(A)</enum><text>physical components, such as sensors and controls;</text> </subparagraph><subparagraph id="idB2534495376D463DAB43ED369E09229E"><enum>(B)</enum><text>reducing the cost of key components to accelerate the adoption of smart building technologies;</text>
 </subparagraph><subparagraph id="id63091ef1908e458c9bdb9d3f1ca0c96b"><enum>(C)</enum><text>data management, including the capture and analysis of data and the interoperability of the energy systems;</text>
 </subparagraph><subparagraph id="id599f2d83027443b69f4f1e8b9de00403"><enum>(D)</enum><text>business models, including how business models may limit the adoption of smart building technologies and how to support transactive energy;</text>
 </subparagraph><subparagraph id="id2af5d25f83284e8caa43266f5c40582b"><enum>(E)</enum><text>characterization of buildings and components;</text> </subparagraph><subparagraph id="id8a7be54230c24983ba18e8be82d0003c"><enum>(F)</enum><text>consumer and utility protections;</text>
 </subparagraph><subparagraph id="id8b44b6f3aadf4f3bbd3fa4281e0c2fc2"><enum>(G)</enum><text>continuous management, including the challenges of managing multiple energy systems and optimizing systems for disparate stakeholders; and</text>
 </subparagraph><subparagraph id="ide2f6cce4a61b4b08bff79cb530c18928"><enum>(H)</enum><text>other areas of research and development, as determined appropriate by the Secretary.</text> </subparagraph></paragraph></subsection></section><section id="idF502C28CC1C44A31B7DE614730419F71"><enum>7.</enum><header>Report</header><text display-inline="no-display-inline">Not later than 18 months after the date of enactment of this Act, the Secretary shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Energy and Commerce of the House of Representatives a report on—</text>
 <paragraph id="id2D92CAEAC8F04808AC852B270A31A0D6"><enum>(1)</enum><text>the survey and evaluation of private sector smart buildings carried out under section 4;</text> </paragraph><paragraph id="id06AA2A8048694BE5AF1C47B80FA244C5"><enum>(2)</enum><text display-inline="yes-display-inline">the evaluation of Federal smart buildings carried out under section 5; and</text>
 </paragraph><paragraph id="id69E643882C5547299CCB62655F872C07"><enum>(3)</enum><text>any recommendations of the Secretary to further accelerate the transition to smart buildings.</text></paragraph></section></legis-body> </bill>
