 <legis-body id="HA7BE2DC1D7AB418D9080D2BC1E283B08" style="OLC"><section display-inline="no-display-inline" id="id80A1371E7B6644468E094873AC7B0DD9" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Great Bay Regulatory Improvement Act of 2015</short-title></quote>.</text> </section><section id="H514EEC837C9A4DC39481368ADCC260CD" section-type="subsequent-section"><enum>2.</enum><header>Great Bay Estuary</header> <subsection id="HC969D8BC85794EDBABC1841262C96D14"><enum>(a)</enum><header>Delay of enforcement and establishment</header><text display-inline="yes-display-inline">During the 5-year period beginning on the date of enactment of this Act, the Administrator of the Environmental Protection Agency may not—</text>
 <paragraph id="H1929973F8219460EAF6F7BA869EDB9B9"><enum>(1)</enum><text>require a covered treatment works to commence construction on any upgrade of a facility for the purpose of enforcing water quality standards or effluent limitations with regard to nitrogen under section 402 of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1342">33 U.S.C. 1342</external-xref>); or</text>
 </paragraph><paragraph id="H1A52374BF52F419DBB58375207BEDA4F"><enum>(2)</enum><text display-inline="yes-display-inline">establish any water quality standard or effluent limitation with regard to nitrogen in the Great Bay Estuary under title III of such Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1311">33 U.S.C. 1311 et seq.</external-xref>).</text>
				</paragraph></subsection><subsection id="H9138D922469342CF8DDA206CFB29812C"><enum>(b)</enum><header>Study required</header>
 <paragraph id="H7B346CE75DB743699C745A3FE6799F2B"><enum>(1)</enum><header>In general</header><text>Not later than 5 years after the date of enactment of this Act, the Administrator shall conduct, and make available to the public the results of, a peer-reviewed study regarding eelgrass levels, and the causes of any loss of eelgrass habitat, in the Great Bay Estuary.</text>
 </paragraph><paragraph id="H481CB650D90F4DDD9B4C4AE6B5D43D56"><enum>(2)</enum><header>Public participation</header><text>The Administrator shall allow for public participation in the development of the study conducted under this subsection.</text>
 </paragraph></subsection><subsection id="H826578DD5753465BA8C8FD12BE1595A5"><enum>(c)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H61D62DB192674EC587EA0B1FE8C3026D"><enum>(1)</enum><header>Covered treatment works</header><text display-inline="yes-display-inline">The term <term>covered treatment works</term> means a publicly owned treatment works, as that term is defined in section 212 of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1292">33 U.S.C. 1292</external-xref>), that contributes nitrogen loadings to the Great Bay Estuary.</text>
 </paragraph><paragraph commented="no" id="HDD6614A46FC8474B822E8652F3001BDC"><enum>(2)</enum><header>Great Bay Estuary</header><text display-inline="yes-display-inline">The term <term>Great Bay Estuary</term> means the estuarine zone that extends from the mouth of Portsmouth Harbor, in the vicinity of Portsmouth, New Hampshire, to the head-of-tide for the 8 rivers (including the tributaries of those rivers) that flow into Great Bay, Little Bay, and the Piscataqua River.</text>
 </paragraph><paragraph commented="no" id="H37A4342938674D4284E692F39FBE476A"><enum>(3)</enum><header>Estuarine zone</header><text display-inline="yes-display-inline">The term <term>estuarine zone</term> has the meaning given that term in section 320(k) of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1330">33 U.S.C. 1330(k)</external-xref>).</text>
