		  Transparency Act of 2006 to increase accountability and transparency in Federal
		  spending, and for other purposes. </official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC"><section commented="no" display-inline="no-display-inline" id="ide814075f-8e67-4fae-9930-65e6efa0f671" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short
		title</header><text display-inline="no-display-inline">This Act may be cited as
		the <quote><short-title>Digital Accountability and Transparency Act of 2014</short-title></quote> or the <quote><short-title>DATA Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id7fb53e8c30fc4ebc896ff5d6906f0426" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Purposes</header><text display-inline="no-display-inline">The purposes of this Act are to—</text><paragraph commented="no" display-inline="no-display-inline" id="ideaa06c133d0d419f9805f34e655d47e7"><enum>(1)</enum><text display-inline="yes-display-inline">expand the
		Federal Funding Accountability and Transparency Act of 2006 (31 U.S.C. 6101
		note) by disclosing direct Federal agency expenditures and linking Federal
		contract, loan, and grant spending information to programs of Federal agencies
		to enable taxpayers and policy makers to track Federal spending more
		effectively;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id12f2f8f894fe4cf8bfaa51ba1f9e0dba"><enum>(2)</enum><text display-inline="yes-display-inline">establish Government-wide data standards for financial data and provide
		consistent, reliable, and searchable Government-wide spending data that is
		displayed accurately for taxpayers and policy makers on USASpending.gov (or a
			 successor system that displays the data);</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id64778e71958a467b91d356c5dee90b42"><enum>(3)</enum><text display-inline="yes-display-inline">simplify
		reporting for entities receiving Federal funds by streamlining reporting
		requirements and reducing compliance costs while improving transparency;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6fac65ad2222499b85c9270dc2d3d7b7"><enum>(4)</enum><text display-inline="yes-display-inline">improve the
		quality of data submitted to USASpending.gov by holding Federal agencies
		accountable for the completeness and accuracy of the data submitted; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id741FA88A23944399BFC9422C8F120967"><enum>(5)</enum><text display-inline="yes-display-inline">apply approaches developed by the Recovery Accountability and Transparency Board to spending across
			 the Federal Government.</text></paragraph></section><section commented="no" display-inline="no-display-inline" id="id46eb4ede0377475a94d75d8a162e5124" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Amendments to
		the Federal Funding Accountability and Transparency Act of 2006</header><text display-inline="no-display-inline">The Federal Funding Accountability and
		Transparency Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/31/6101">31 U.S.C. 6101</external-xref> note) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idaf822a0776694df9aca4b7ec9a08053a"><enum>(1)</enum><text display-inline="yes-display-inline">in
		section 2—</text><subparagraph commented="no" display-inline="no-display-inline" id="idB468C186C51D47B68B8EC570882CA9CF"><enum>(A)</enum><text display-inline="yes-display-inline">in subsection
		(a)—</text><clause commented="no" display-inline="no-display-inline" id="id7f042236748c4718a0fd66163fa88dbc"><enum>(i)</enum><text display-inline="yes-display-inline">in the
		matter preceding paragraph (1), by striking <quote>this section</quote> and
		inserting <quote>this Act</quote>;</text></clause><clause commented="no" display-inline="no-display-inline" id="id1D00A66FB5A6432D8BB098C42FB3BF04"><enum>(ii)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (1), (2), and (3) as paragraphs (2), (4), and (7), respectively;</text></clause><clause commented="no" display-inline="no-display-inline" id="id75A437CF34BF4EEE9B50075CFA65A311"><enum>(iii)</enum><text display-inline="yes-display-inline">by inserting before paragraph (2), as so redesignated, the following:</text><quoted-block display-inline="no-display-inline" id="ide8af7cfbd9fb41f3aa29d2a387789317" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="id68670ee0813e48a7ad22aa9cea410b2d"><enum>(1)</enum><header display-inline="yes-display-inline">Director</header><text display-inline="yes-display-inline">The term <term>Director</term> means the Director of the Office of Management and Budget.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></clause><clause commented="no" display-inline="no-display-inline" id="id7F70A56151A7401597269C00FE7D6ECC"><enum>(iv)</enum><text display-inline="yes-display-inline">by
		inserting after paragraph (2), as so redesignated, the
		following:</text><quoted-block display-inline="no-display-inline" id="idD263E6835D5748D7B651855043909DD6" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="idB857C34A2C3C48E4A54CE0640E225E7F"><enum>(3)</enum><header display-inline="yes-display-inline">Federal
		  agency</header><text display-inline="yes-display-inline">The term <term>Federal agency</term> has the meaning given
		  the term <term>Executive agency</term> under <external-xref legal-doc="usc" parsable-cite="usc/5/105">section 105</external-xref> of title 5, United
		  States Code.</text></paragraph><after-quoted-block>;
		  </after-quoted-block></quoted-block></clause><clause commented="no" display-inline="no-display-inline" id="idf18d3f655728449a91ee14cffa623b23"><enum>(v)</enum><text display-inline="yes-display-inline">by
		inserting after paragraph (4), as so redesignated, the
		following:</text><quoted-block display-inline="no-display-inline" id="idf101d2d4c5d04a6ea0566a5ea9eb4651" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="iddba58cec5f1145ff948197f43652f5a5"><enum>(5)</enum><header display-inline="yes-display-inline">Object
		  class</header><text display-inline="yes-display-inline">The term <term>object class</term> means the category
		  assigned for purposes of the annual budget of the President submitted under
		  <external-xref legal-doc="usc" parsable-cite="usc/31/1105">section 1105(a)</external-xref> of title 31, United States Code, to the type of property or
		  services purchased by the Federal Government.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc6ae5419f165488b9cdea128bebad4fe"><enum>(6)</enum><header display-inline="yes-display-inline">Program
		  activity</header><text display-inline="yes-display-inline">The term <term>program activity</term> has the meaning
		  given that term under <external-xref legal-doc="usc" parsable-cite="usc/31/1115">section 1115(h)</external-xref> of title 31, United States
		  Code.</text></paragraph><after-quoted-block>;
		  and</after-quoted-block></quoted-block></clause><clause commented="no" display-inline="no-display-inline" id="idFC35BAD1D07A4775AE2A6DD087E313E4"><enum>(vi)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id6A0A9B29A9C3474DAC824240577ACB3E" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="id45F0954C5EE546A9896315BB65FE01F3"><enum>(8)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of the Treasury.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id26192A8309644B77A25D0D63E9DE4A3D"><enum>(B)</enum><text display-inline="yes-display-inline">in subsection (b)—</text><clause commented="no" display-inline="no-display-inline" id="id20CAB062E3534505B7C5231BAE599139"><enum>(i)</enum><text display-inline="yes-display-inline">in paragraph (3), by striking <quote>of the Office of Management and Budget</quote>; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idCF05174E54ED423A943C5AFE03F32010"><enum>(ii)</enum><text display-inline="yes-display-inline">in paragraph (4), by striking <quote>of the Office of Management and Budget</quote>;</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc137794aa5534040a297891d62797901"><enum>(C)</enum><text display-inline="yes-display-inline">in subsection

		  ability to aggregate data for the categories described in paragraphs (1)
		  through (5) without double-counting data; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id80e233c085ca4548b527cc7a8d73f164"><enum>(7)</enum><text display-inline="yes-display-inline">shall ensure that all
		  information published under this section is available—</text><subparagraph commented="no" display-inline="no-display-inline" id="id4787B8D053AA41AC8D168422FB912DA0"><enum>(A)</enum><text display-inline="yes-display-inline">in machine-readable and open formats;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6B906AD9333D4877BB3EA7418932CE88"><enum>(B)</enum><text display-inline="yes-display-inline">to be downloaded in

		  of Federal Funds</header><subsection commented="no" display-inline="no-display-inline" id="id4E15AD6CE66E41D3BDFA9067E4E2D212"><enum>(a)</enum><header display-inline="yes-display-inline">In
		  general</header><text display-inline="yes-display-inline">Not later than 3
		  years after the date of enactment of the <short-title>Digital Accountability and Transparency Act of 2014</short-title>, and monthly when practicable but not less than quarterly thereafter, the Secretary,
		  in consultation with the Director, shall
		  ensure that the information in subsection (b) is posted on the website
		  established under section 2.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id705CDB07F4E14B55A4C0D6DCF298198B"><enum>(b)</enum><header display-inline="yes-display-inline">Information To
		  be posted</header><text display-inline="yes-display-inline">For any funds made available to or expended by a Federal agency or component of a Federal
		  agency, the information to
		  be posted shall include—</text><paragraph commented="no" display-inline="no-display-inline" id="id2404de55272e4fa49faa3ff91ba0c7ce"><enum>(1)</enum><text display-inline="yes-display-inline">for each appropriations account, including an expired or unexpired appropriations account, the
			 amount—</text><subparagraph commented="no" display-inline="no-display-inline" id="idF3FAFFA44F37450A94D671FBF8BB6257"><enum>(A)</enum><text display-inline="yes-display-inline">of
		  budget authority appropriated;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id39E46BB5856E4E2F8902F8C80D12C656"><enum>(B)</enum><text display-inline="yes-display-inline">that is obligated;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id55904E256E0F48D5A7CD39055BFDB439"><enum>(C)</enum><text display-inline="yes-display-inline">of unobligated balances; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA7E85AEECE874666A6F89CB5B06FCA26"><enum>(D)</enum><text display-inline="yes-display-inline">of any other budgetary resources;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idefef45ec59104555ba1e2d9e5a128633"><enum>(2)</enum><text display-inline="yes-display-inline">from which accounts and in what amount—</text><subparagraph commented="no" display-inline="no-display-inline" id="idEF5B62451E9B4DD6BF83E59C48CCFC3F"><enum>(A)</enum><text display-inline="yes-display-inline">appropriations are obligated for each program activity; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD2201E16B4E14A2E871A5F9071549677"><enum>(B)</enum><text display-inline="yes-display-inline">outlays are made for each program activity;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id28fc1b2399784b5f939d791feb5d1de2"><enum>(3)</enum><text display-inline="yes-display-inline">from which accounts and in what amount—</text><subparagraph commented="no" display-inline="no-display-inline" id="id6AE9B3FEEFD44737BA6708527A5178B1"><enum>(A)</enum><text display-inline="yes-display-inline">appropriations are obligated  for each object class; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id604A5B2980584B9EAF16F134B207AE51"><enum>(B)</enum><text display-inline="yes-display-inline">outlays are made for each object class; and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEBFBA000B8CB4758BC11892AF3A325C5"><enum>(4)</enum><text display-inline="yes-display-inline">for each program activity, the amount—</text><subparagraph commented="no" display-inline="no-display-inline" id="id45102E2851284371AA3DA2D45E2B2F9F"><enum>(A)</enum><text display-inline="yes-display-inline">obligated for each object class; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id269D2829222F42409E8C65B16BEEBD4D"><enum>(B)</enum><text display-inline="yes-display-inline">of outlays made for each object class.</text></subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id927cdd9e4ac04a709a98aa5eb5315625" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Data
		  standards</header><subsection commented="no" display-inline="no-display-inline" id="idb88e6c63a4854701bf257631eb92173c"><enum>(a)</enum><header display-inline="yes-display-inline">In
		  general</header><paragraph commented="no" display-inline="no-display-inline" id="id1CFA9CD69DB14050828DA7A62A6B1739"><enum>(1)</enum><header display-inline="yes-display-inline">Establishment of standards</header><text display-inline="yes-display-inline">The Secretary and the
		  Director, in consultation with the heads of Federal agencies, shall establish
			 Government-wide
		  financial data standards for	any Federal funds made available to or expended by
			 Federal agencies and entities receiving Federal funds.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9C9B19693EB3490F8ABA8777DE9F27D0"><enum>(2)</enum><header display-inline="yes-display-inline">Data elements</header><text display-inline="yes-display-inline">The financial data standards established under paragraph (1) shall include common data
		  elements for	financial and payment information required to be reported by
		  Federal agencies and entities receiving Federal funds.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idbd2322db7d6146bdb71b6d2bd5c1bab4"><enum>(b)</enum><header display-inline="yes-display-inline">Requirements</header><text display-inline="yes-display-inline">The
		  data standards established under subsection (a) shall, to the extent reasonable
		  and practicable—</text><paragraph commented="no" display-inline="no-display-inline" id="iddc2212f5d41a47c29e0248befaaa9f3a"><enum>(1)</enum><text display-inline="yes-display-inline">incorporate
		  widely accepted common data elements, such as those developed and maintained
		  by—</text><subparagraph commented="no" display-inline="no-display-inline" id="id8EBB60CCDA37495986C8B13831650BA6"><enum>(A)</enum><text display-inline="yes-display-inline">an international
		  voluntary consensus standards body;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id801A8433FB334C3DB61E2214A4A6485E"><enum>(B)</enum><text display-inline="yes-display-inline">Federal agencies
		  with authority over contracting and financial assistance; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id74BD0FCEB7D547BBBDE2C21946948149"><enum>(C)</enum><text display-inline="yes-display-inline">accounting
		  standards organizations;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5a19fc2deae54fde8372a8c88873d745"><enum>(2)</enum><text display-inline="yes-display-inline">incorporate a
		  widely accepted, nonproprietary, searchable, platform-independent
		  computer-readable format;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8a56e71d253b4c25a2e4671c2c9a2a64"><enum>(3)</enum><text display-inline="yes-display-inline">include
		  unique  identifiers for Federal awards and entities receiving
		  Federal awards that can be consistently applied Government-wide;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf80f38929ffc4ba4b0703b9dc5a0059c"><enum>(4)</enum><text display-inline="yes-display-inline">be
		  consistent with and implement applicable accounting principles;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id57d9cbf7df344ee7afec9674f2751fe2"><enum>(5)</enum><text display-inline="yes-display-inline">be
		  capable of being continually upgraded as necessary;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide51e1bd7042647f8aebe8d94a6f4da70"><enum>(6)</enum><text display-inline="yes-display-inline">produce
		  consistent and comparable data, including across program activities; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id05c81f7c12274e8388fd4841b2b00fb7"><enum>(7)</enum><text display-inline="yes-display-inline">establish a
		  standard method of conveying the reporting period, reporting entity, unit of
		  measure, and other associated attributes.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idf65f4eb84d7e4a8688179349b99c0bba"><enum>(c)</enum><header display-inline="yes-display-inline">Deadlines</header><paragraph commented="no" display-inline="no-display-inline" id="id10bf297c68ee4fc1b66ee30d416d3d12"><enum>(1)</enum><header display-inline="yes-display-inline">Guidance</header><text display-inline="yes-display-inline">Not
		  later than 1 year after the date of enactment of the
		  <short-title>Digital Accountability and Transparency Act of 2014</short-title>, the Director and the Secretary shall issue guidance to
		  Federal agencies on the data standards established under subsection (a).</text></paragraph><paragraph id="idc3f7847773ed450ab60bbd4a731dc022"><enum>(2)</enum><header>Agencies</header><subparagraph id="id544B2B7F91C94D0E9713BDC9346EF6BA"><enum>(A)</enum><header>In general</header><text>Except as provided in subparagraph (B), not
		  later than 2 years after the date on which the guidance under paragraph (1) is
		  issued, each Federal agency shall report financial and
		  payment information data in accordance with the data standards established
		  under subsection (a).</text></subparagraph><subparagraph id="id6730E248CCCA4E769E5556411F6E7A59"><enum>(B)</enum><header>Noninterference with auditability of Department of Defense financial statements</header><clause id="idBFE97B9F4C594DFFAD570E4C4FE1C856"><enum>(i)</enum><header>In general</header><text>Upon request by the Secretary of Defense, the Director may grant an extension of the deadline under
			 subparagraph (A) to the Department of Defense for a period of not more
			 than 6 months to report financial and
		  payment information data in accordance with the data standards established
		  under subsection (a).</text></clause><clause id="id61BF1C1261604E86856B3B06ABB46C78"><enum>(ii)</enum><header>Limitation</header><text>The Director may not grant more than 3 extensions to the Secretary of Defense under clause (i).</text></clause><clause id="id585BC95EE0734D82862074F6C1664804"><enum>(iii)</enum><header>Notification</header><text>The Director of the Office of Management and Budget shall notify the Committee on Homeland Security
			 and Governmental Affairs and the Committee on Armed Services of the Senate
			 and the Committee on Oversight and Government Reform and the Committee on
			 Armed Services of the House of Representatives of—</text><subclause id="idD214DF6752E94408831CD1B5848246A2"><enum>(I)</enum><text>each grant of an extension  under clause (i); and</text></subclause><subclause id="id7721E6F8AD114F168E38E9EEABB43A12"><enum>(II)</enum><text>the reasons for granting such an extension.</text></subclause></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6bc05fa5208a48fc87a8b884abb94a2a"><enum>(3)</enum><header display-inline="yes-display-inline">Website</header><text display-inline="yes-display-inline">Not
		  later than 3 years after the date on which the guidance under paragraph (1) is
		  issued, the Director and the Secretary
		  shall ensure that the data standards established under
		  subsection (a) are applied to the data made available on the website
		  established under section 2.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id4468507fa8c3452794cc52fa5e093857"><enum>(d)</enum><header display-inline="yes-display-inline">Consultation</header><text display-inline="yes-display-inline">The
		  Director and the Secretary shall consult with public and private stakeholders in
		  establishing data standards under this section.</text></subsection></section><section commented="no" display-inline="no-display-inline" id="id0f6fde29065645bf82f272be60b66ddb" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Simplifying
		  Federal award reporting</header><subsection commented="no" display-inline="no-display-inline" id="idea4b483c61d04feb92b45c9c17d46983"><enum>(a)</enum><header display-inline="yes-display-inline">In
		  general</header><text display-inline="yes-display-inline">The Director, in
		  consultation with relevant Federal agencies, recipients of Federal awards,
		  including State and local governments, and institutions of higher education (as
		  defined in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>)),
		  shall review the information required to be reported by recipients of Federal
		  awards to identify—</text><paragraph commented="no" display-inline="no-display-inline" id="idBA52F4C59AAD4CAF9262A81E0FF6B6BA"><enum>(1)</enum><text display-inline="yes-display-inline">common reporting
		  elements across the Federal Government;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2A9A7262B6424B5BB9B957CBEF806A1C"><enum>(2)</enum><text display-inline="yes-display-inline">unnecessary
		  duplication in financial reporting; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD6C07A41674E4BEAAF1456E60D75EFAC"><enum>(3)</enum><text display-inline="yes-display-inline">unnecessarily
		  burdensome reporting requirements for recipients of Federal awards.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idC5FC551A973844C99C7341CC198F5BF2"><enum>(b)</enum><header display-inline="yes-display-inline">Pilot
		  program</header><paragraph commented="no" display-inline="no-display-inline" id="id8681DFC30C6C49A09378A16D9FBB1CF0"><enum>(1)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">Not
		  later than 1 year after the date of enactment of the
		  <short-title>Digital Accountability and Transparency Act of 2014</short-title>, the Director, or a Federal agency designated by the Director, shall establish a pilot program (in
			 this section referred to as the <quote>pilot program</quote>) with the participation of appropriate Federal agencies to
		  facilitate the development of recommendations for—</text><subparagraph commented="no" display-inline="no-display-inline" id="id99CD000A600F4F718911ABFBFB2D833B"><enum>(A)</enum><text display-inline="yes-display-inline">standardized reporting
		  elements across the Federal Government;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB341C6ED3505472CB52E0C33907A01A7"><enum>(B)</enum><text display-inline="yes-display-inline">the elimination
		  of unnecessary duplication in financial reporting; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id756F2E9142884DB4BE2F6A8ACADF5927"><enum>(C)</enum><text display-inline="yes-display-inline">the reduction of
		  compliance costs for recipients of Federal awards.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9608c9b526e0460ebf0c87501674b102"><enum>(2)</enum><header display-inline="yes-display-inline">Requirements</header><text display-inline="yes-display-inline">The
		  pilot program shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="id02cde65554c442aba09cf6376809c1b1"><enum>(A)</enum><text display-inline="yes-display-inline">include a
		  combination of Federal contracts, grants, and subawards, the aggregate value of
		  which is not less than $1,000,000,000 and not more than $2,000,000,000;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idcff94aef05b4429496f9f23eab16c283"><enum>(B)</enum><text display-inline="yes-display-inline">include a diverse
		  group of recipients of Federal awards; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id66db1069dc1e473bace8ed10aba70902"><enum>(C)</enum><text display-inline="yes-display-inline">to the extent
		  practicable, include recipients who receive Federal awards from multiple
		  programs across multiple agencies.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide2008df782f54c2ca384a2d19d9b172e"><enum>(3)</enum><header display-inline="yes-display-inline">Data
		  collection</header><text display-inline="yes-display-inline">The pilot program shall include data collected during
		  a 12-month reporting cycle.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="iddc9129fd92b345d39770d2f1d07e50a8"><enum>(4)</enum><header display-inline="yes-display-inline">Reporting and
		  evaluation requirements</header><text display-inline="yes-display-inline">Each recipient of a Federal award
		  participating in the pilot program shall submit to the Office of Management and
		  Budget or the Federal agency designated under paragraph (1), as appropriate, any
			 requested reports of the selected Federal awards.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6a3d1602b021478ab58ff5acd60b3ea1"><enum>(5)</enum><header display-inline="yes-display-inline">Termination</header><text display-inline="yes-display-inline">The
		  pilot program shall terminate on the date that is 2 years after the date on
		  which the pilot program is established.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf4e663a783ad4e8dabd82e5fc9f483e0"><enum>(6)</enum><header display-inline="yes-display-inline">Report to
		  Congress</header><text display-inline="yes-display-inline">Not later than 90 days after the date on which the pilot
		  program terminates under paragraph (5), the Director shall submit to the
			 Committee on Homeland Security and
		  Governmental Affairs and the Committee on the Budget of the Senate and the
		  Committee on Oversight and Government Reform and the Committee on the Budget of
		  the House of Representatives a report on the pilot program, which shall
		  include—</text><subparagraph commented="no" display-inline="no-display-inline" id="idc4416b5429e742f79ff57bc3efe1f507"><enum>(A)</enum><text display-inline="yes-display-inline">a description of
		  the data collected under the pilot program, the usefulness of the data
		  provided, and the cost to collect the data from recipients; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id06182043083c49d19aa93995bae5dbc4"><enum>(B)</enum><text display-inline="yes-display-inline">a discussion of any legislative action required and recommendations
		  for—</text><clause commented="no" display-inline="no-display-inline" id="idcd993a5fb5cb4d2e9bf3882d59dd6742"><enum>(i)</enum><text display-inline="yes-display-inline">consolidating
		  aspects of Federal financial reporting to reduce the costs to recipients of
		  Federal awards;</text></clause><clause commented="no" display-inline="no-display-inline" id="id77d49b426556480290ee72e3a083924c"><enum>(ii)</enum><text display-inline="yes-display-inline">automating
		  aspects of Federal financial reporting to increase efficiency and reduce the
		  costs to recipients of Federal awards;</text></clause><clause commented="no" display-inline="no-display-inline" id="id067c54861cf7480ea94b9005341b3685"><enum>(iii)</enum><text display-inline="yes-display-inline">simplifying the reporting requirements for
		  recipients of Federal awards; and</text></clause><clause commented="no" display-inline="no-display-inline" id="ida07080d5422c49e7866bef3409cd1b8b"><enum>(iv)</enum><text display-inline="yes-display-inline">improving
		  financial transparency.</text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idDE084A4DE8EC4B2AB26BBBB458239766"><enum>(7)</enum><header display-inline="yes-display-inline">Government-wide implementation</header><text display-inline="yes-display-inline">Not later than 1 year after the date on which the Director submits the report under paragraph (6),
			 the Director shall issue guidance to the heads of Federal agencies as to
			 how the Government-wide financial data standards established under
			 section 4(a) shall be applied to the information required to be reported
			 by
			 entities
			 receiving Federal awards to—</text><subparagraph commented="no" display-inline="no-display-inline" id="id7A700B5CAEAE4D5BA9E857F93AF34B19"><enum>(A)</enum><text display-inline="yes-display-inline">reduce the burden of complying with reporting requirements; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9809643D9156437E8BAA4D947903E880"><enum>(B)</enum><text display-inline="yes-display-inline">simplify the reporting process, including by reducing duplicative reports.</text></subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id51009fc3845f4697b66257b7fb7a99bf" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Accountability
		  for Federal funding</header><subsection commented="no" display-inline="no-display-inline" id="id4cbe6683ceb54e9f9eefbb22dc614a70"><enum>(a)</enum><header display-inline="yes-display-inline">Inspector
		  general reports</header><paragraph commented="no" display-inline="no-display-inline" id="idFBA9FA83567249EB965992F56078D9CD"><enum>(1)</enum><header display-inline="yes-display-inline">In
		  general</header><text display-inline="yes-display-inline">In accordance with paragraph (2), the Inspector General
		  of each Federal agency, in consultation with the Comptroller General of the
		  United States, shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="idFC684D5914424D65BB2A9038E63C008E"><enum>(A)</enum><text display-inline="yes-display-inline">review a
		  statistically valid sampling of the spending data submitted under this Act by
		  the Federal agency; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE093982DD2884D3CBFC99AA6AA101B6A"><enum>(B)</enum><text display-inline="yes-display-inline">submit to
		  Congress and make publically available a report assessing the completeness,
		  timeliness, quality, and accuracy of the data sampled and the implementation
		  and use of data standards by the Federal agency.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0306306AF62D461B8D19D2A4DDE521F5"><enum>(2)</enum><header display-inline="yes-display-inline">Deadlines</header><subparagraph commented="no" display-inline="no-display-inline" id="id8E9B834072CB4359A801B1C52BFDD6EC"><enum>(A)</enum><header display-inline="yes-display-inline">First
		  report</header><text display-inline="yes-display-inline">Not later than 18 months after the date on which the Director and the Secretary issue guidance to
			 Federal agencies under section 4(c)(1), the Inspector
			 General of each Federal agency
		  shall submit and make publically available a report as described in paragraph
			 (1).</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA35B75941E48437D8085A37438BAA206"><enum>(B)</enum><header display-inline="yes-display-inline">Subsequent
		  reports</header><text display-inline="yes-display-inline">On the same date as the Inspector General of each Federal
		  agency submits the second and fourth reports under sections 3521(f) and
			 9105(a)(3) of title 31,
		  United States Code, that are submitted after the report under subparagraph (A),
		  the Inspector General shall submit and make publically available a report as
			 described in paragraph (1). The
		  report submitted under this subparagraph may be submitted as a part of the
		  report submitted under section <external-xref legal-doc="usc" parsable-cite="usc/31/3521">3521(f)</external-xref> or <external-xref legal-doc="usc" parsable-cite="usc/31/9105">9105(a)(3)</external-xref> of title 31, United States
			 Code.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id52755a12beba4420b662f73d021eaef9"><enum>(b)</enum><header display-inline="yes-display-inline">Comptroller
		  general reports</header><paragraph commented="no" display-inline="no-display-inline" id="id0E9812107C63415CABAFD57CFDCB1F2A"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">In accordance with paragraph (2) and after a review of the reports submitted under subsection (a),
			 the Comptroller General of the United States shall submit
		  to Congress and make publically available a report assessing and comparing the
		  data completeness, timeliness, quality, and accuracy of the data submitted
		  under this Act by Federal agencies and the implementation and use of data
		  standards by Federal agencies.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7F6C5FF56E7840BB9BB5805A796C6503"><enum>(2)</enum><header display-inline="yes-display-inline">Deadlines</header><text display-inline="yes-display-inline">Not later than 30 months after the date on which the Director and the Secretary issue guidance to
			 Federal agencies under section 4(c)(1), and every 2 years
			 thereafter until the date that is 4  years after the date on which the
			 first report is submitted under this subsection, the Comptroller General
			 of the United States shall submit and make publically available a report
			 as described in paragraph (1).</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id5E4FA9E2453746CE80052A5947170D46"><enum>(c)</enum><header display-inline="yes-display-inline">Recovery Accountability and Transparency Board Data Analysis Center</header><paragraph commented="no" display-inline="no-display-inline" id="ide30bea4aa6834241a363ecfd1914015f"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary may establish a data analysis center or expand an existing service to
			 provide data, analytic tools, and data
			 management techniques to support—</text><subparagraph commented="no" display-inline="no-display-inline" id="idB7F48E5D12F545CC9A2710F4E4F1E6F9"><enum>(A)</enum><text display-inline="yes-display-inline">the
			 prevention and reduction of improper payments by Federal agencies; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id49650C138C5A451699DBA6BA698DD425"><enum>(B)</enum><text display-inline="yes-display-inline">improving efficiency and transparency in Federal spending.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2FAB1DCB9A804EB299D70E35C1053292"><enum>(2)</enum><header display-inline="yes-display-inline">Data availability</header><text display-inline="yes-display-inline">The Secretary shall enter into memoranda of understanding with Federal agencies, including
			 Inspectors General and Federal law enforcement agencies—</text><subparagraph commented="no" display-inline="no-display-inline" id="id381314F3945E40E385C7AD801196FE1C"><enum>(A)</enum><text display-inline="yes-display-inline">under which the Secretary may provide data from the data analysis center for—</text><clause commented="no" display-inline="no-display-inline" id="idA4730985513E442F8A714E50EED8BE6F"><enum>(i)</enum><text display-inline="yes-display-inline">the purposes set forth under paragraph (1);</text></clause><clause commented="no" display-inline="no-display-inline" id="id7F9DF06A571249899615CEAB31119A0D"><enum>(ii)</enum><text display-inline="yes-display-inline">the identification, prevention, and reduction of waste, fraud, and abuse relating to Federal
			 spending; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idED40850D9AED4145A436297BFC111BA0"><enum>(iii)</enum><text display-inline="yes-display-inline">use in the conduct of criminal and other investigations; and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC00CFBF76E3445B7B13164A57A4C323D"><enum>(B)</enum><text display-inline="yes-display-inline">which may require the Federal agency, Inspector General, or Federal law enforcement agency to
			 provide reimbursement to the Secretary for the reasonable cost of carrying
			 out the agreement.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3F054269168241299F95525A8DA96DDC"><enum>(3)</enum><header display-inline="yes-display-inline">Transfer</header><text display-inline="yes-display-inline">Upon the establishment of a data analysis center or the expansion of a service under paragraph (1),
			 and on or before the date on which the Recovery
			 Accountability and Transparency Board terminates, and
			 in addition to any other transfer that the Director determines is
			 necessary under <external-xref legal-doc="usc" parsable-cite="usc/31/1531">section 1531</external-xref> of title 31, United States Code, there are
			 transferred to the Department of the Treasury all assets identified by the
			 Secretary that support the
			 operations and activities of the Recovery Operations Center of the
			 Recovery Accountability and Transparency Board relating to
			 the detection of waste, fraud, and abuse in the use of Federal funds that
			 are in existence on the day before the transfer.</text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id38c8b27ab72d45b793aa1763fef46606" section-type="subsequent-section"><enum>7.</enum><header display-inline="yes-display-inline">Classified and
		  protected information</header><text display-inline="no-display-inline">Nothing
		  in this Act shall require the disclosure to the public of—</text><paragraph commented="no" display-inline="no-display-inline" id="id03830afdc0e84e1d8774d514efa1636c"><enum>(1)</enum><text display-inline="yes-display-inline">information
		  that would be exempt from disclosure under <external-xref legal-doc="usc" parsable-cite="usc/5/552">section 552</external-xref> of title 5, United States
			 Code
		  (commonly known as the <quote>Freedom of Information Act</quote>); or</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id917d83469a274283b267ed4eb3f900a1"><enum>(2)</enum><text display-inline="yes-display-inline">information
		  protected under <external-xref legal-doc="usc" parsable-cite="usc/5/552a">section 552a</external-xref> of title 5, United States Code (commonly known as
		  the <quote>Privacy Act of 1974</quote>), or section 6103 of the Internal
		  Revenue Code of
		  1986.</text></paragraph></section><section commented="no" display-inline="no-display-inline" id="id6D2212F1988847A38533CD2C7EFCFCDC" section-type="subsequent-section"><enum>8.</enum><header display-inline="yes-display-inline">No private right of action</header><subsection commented="no" display-inline="no-display-inline" id="id23ACBBDE96674F52A39458E9AFB33A30"><enum></enum><text display-inline="yes-display-inline">Nothing in this Act shall be construed to create a private right of action for enforcement of any
			 provision of this Act.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section commented="no" display-inline="no-display-inline" id="id0489b3b3fddb47b1851eb158f13c0d4c" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Executive agency
		accounting and other financial management reports and plans</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/31/3512">Section 3512(a)(1)</external-xref> of title 31, United States
		Code, is amended by inserting <quote>and make available on the website described
		under section 1122</quote> after <quote>appropriate committees of
		Congress</quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id8908b9b97ca04f1293be289d3ba94bc8" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Debt collection improvement</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/31/3716">Section 3716(c)(6)</external-xref> of title 31, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idef1d5d298759446dbd47600bd9301f53"><enum>(1)</enum><text display-inline="yes-display-inline">by inserting <quote>(A)</quote> before <quote>Any Federal agency</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd9a444a60bc34ea2850fe9e1535f69be"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (A), as so designated, by striking <quote>180 days</quote> and inserting <quote>120 days</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd42cae73ecac452e8e0079c53a399a71"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="idd0301733bcc14be4895c4f39f0d88651" style="OLC"><subparagraph commented="no" display-inline="no-display-inline" id="idfa0ae2be0277467580d131559c4dae6c" indent="up2"><enum>(B)</enum><text display-inline="yes-display-inline">The Secretary of the Treasury shall notify Congress of any instance in which an agency fails to
