			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>National Women’s History Museum
			 Commission Act of 2013</short-title></quote>.</text></section><section changed="deleted" committee-id="SSEG00" id="id272208FD3DF44C12A13297FBC71B04CE" reported-display-style="strikethrough"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="idBACCE986C8774268B3B41E9A1EF5E8ED"><enum>(1)</enum><header>Commission</header><text>The
			 term <term>Commission</term> means the Commission to Study the Potential
			 Creation of a National Women’s History Museum established by section
			 3(a).</text></paragraph><paragraph id="id7BA05CF5BA04489A82D157ABEC45572C"><enum>(2)</enum><header>Museum</header><text>The
			 term <term>Museum</term> means the National Women’s History Museum.</text></paragraph></section><section changed="deleted" committee-id="SSEG00" id="id96931e55c73b4039be86198a168f55a5" reported-display-style="strikethrough"><enum>3.</enum><header>Establishment of
			 Commission</header><subsection id="id86857258eaf6403aaa034f1fc6e6dcbf"><enum>(a)</enum><header>In
			 general</header><text>There is established the Commission to Study the
			 Potential Creation of a National Women’s History Museum.</text></subsection><subsection id="id26389de3eb84445c8be31813cbc67bef"><enum>(b)</enum><header>Membership</header><text>The
			 Commission shall be composed of 8 members, of whom—</text><paragraph id="id291f15cd2ac6424899e949dab1639b56"><enum>(1)</enum><text>2 members shall
			 be appointed by the majority leader of the Senate;</text></paragraph><paragraph id="id1e766619eb4742c6bb798599a1ee73b7"><enum>(2)</enum><text>2 members shall
			 be appointed by the Speaker of the House of Representatives;</text></paragraph><paragraph id="idee0e263d6cb74b4aa6e69072638a7f0d"><enum>(3)</enum><text>2 members shall
			 be appointed by the minority leader of the Senate; and</text></paragraph><paragraph id="id76227681a4a64a7a9478b31ab1cdfcbc"><enum>(4)</enum><text>2 members shall
			 be appointed by the minority leader of the House of Representatives.</text></paragraph></subsection><subsection id="idd0df8c3ba6644abe96ce130be13c2307"><enum>(c)</enum><header>Qualifications</header><text>Members
			 of the Commission shall be appointed to the Commission from among
			 individuals,
			 or representatives of institutions or entities, who possess—</text><paragraph id="id732991418678453c9951e7bf0389a2a9"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id8FD5207F970545519BE25EEDC852F745"><enum>(A)</enum><text>a demonstrated
			 commitment to the research, study, or promotion of women's history, art,
			 political or economic status, or culture; and</text></subparagraph><subparagraph changed="deleted" committee-id="SSEG00" id="idDAFC1C6F28C24EA09925B03596AD6E99" indent="up1" reported-display-style="strikethrough"><enum>(B)</enum><clause commented="no" display-inline="yes-display-inline" id="idB26642B575B748979B597506F5B6314F"><enum>(i)</enum><text>expertise in museum
			 administration;</text></clause><clause changed="deleted" committee-id="SSEG00" id="id146FDC957B5F4F44A4121C669639C7F5" indent="up1" reported-display-style="strikethrough"><enum>(ii)</enum><text>expertise in fundraising for
			 nonprofit or cultural institutions;</text></clause><clause changed="deleted" committee-id="SSEG00" id="id4BD4FB49B58945F3BCF83332ABE4AC16" indent="up1" reported-display-style="strikethrough"><enum>(iii)</enum><text>experience in the study and teaching
			 of women’s history at the post-secondary level;</text></clause><clause changed="deleted" committee-id="SSEG00" id="id317B589A21BF483F82184D9796DB2482" indent="up1" reported-display-style="strikethrough"><enum>(iv)</enum><text>experience in studying the issue of
			 the representation of women in art, life, history, and culture at the
			 Smithsonian Institution; or</text></clause><clause changed="deleted" committee-id="SSEG00" id="idB8088C02F03842B290BA959FF650020E" indent="up1" reported-display-style="strikethrough"><enum>(v)</enum><text>extensive experience in public or
			 elected service;</text></clause></subparagraph></paragraph><paragraph id="idd1e7adf88141495086a600b9ffb5c16e"><enum>(2)</enum><text>experience in the
			 administration of, or the planning for, the establishment of, museums;
			 or</text></paragraph><paragraph id="id70d966dfd1964b6b8b8c20995adbe3d4"><enum>(3)</enum><text>experience in the
			 planning, design, or construction of museum facilities.</text></paragraph></subsection><subsection id="id9c6e76cba7f4423bbf92f3d33ddfb944"><enum>(d)</enum><header>Prohibition</header><text>No
			 employee of the Federal Government may serve as a member of the
			 Commission.</text></subsection><subsection id="id149E4846D17A4E4CB189B8340A8F0534"><enum>(e)</enum><header>Deadline for
			 initial appointment</header><text>The initial members of the Commission shall
			 be appointed not later than the date that is 90 days after the date of
			 enactment of this Act.</text></subsection><subsection id="id0ec6311548c24baeae17c95a5be0767f"><enum>(f)</enum><header>Vacancies</header><text>A
			 vacancy in the Commission––</text><paragraph id="idb294e64e0d694441816342d83511a92b"><enum>(1)</enum><text>shall not affect
			 the powers of the Commission; and</text></paragraph><paragraph id="id8d73277559544b4698ff3650a81bd884"><enum>(2)</enum><text>shall be filled
			 in the same manner as the original appointment was made.</text></paragraph></subsection><subsection id="id8bf6120a28fc431fa25360a7a98c4dfa"><enum>(g)</enum><header>Chairperson</header><text>The
			 Commission shall, by majority vote of all of the members, select 1 member
			 of
			 the Commission to serve as the Chairperson of the Commission.</text></subsection></section><section changed="deleted" committee-id="SSEG00" id="idaa1ba5a382134a7f962e901caf5c34cd" reported-display-style="strikethrough"><enum>4.</enum><header>Duties of the
			 Commission</header><subsection id="id7b79e3ea2a8a43b698c4a9eae0580a42"><enum>(a)</enum><header>Reports</header><paragraph id="idA3B8C5A36225477892FACED5E7B74F76"><enum>(1)</enum><header>Plan of
			 action</header><text>The Commission shall submit to the President and Congress
			 a report containing the recommendations of the Commission with respect to
			 a
			 plan of action for the establishment and maintenance of a National Women’s
			 History Museum in Washington, DC.</text></paragraph><paragraph id="idf1a4cf08bd47476bb52aea7fcf2b0ac2"><enum>(2)</enum><header>Report on
			 issues</header><text>The Commission shall submit to the President and Congress
			 a report that addresses the following issues:</text><subparagraph id="id6ff0635983f9417a8b81255a761c44f0"><enum>(A)</enum><text>The availability
			 and cost of collections to be acquired and housed in the Museum.</text></subparagraph><subparagraph id="ida9afdb49a47e4b928623e749cc635617"><enum>(B)</enum><text>The impact of the
			 Museum on regional women history-related museums.</text></subparagraph><subparagraph id="id0720dcc1c0d84f50bf162aaf39e85fd2"><enum>(C)</enum><text>Potential
			 locations for the Museum in Washington, DC, and its environs (including
			 the
			 location located on public land bounded by Independence Avenue SW., 14th
			 Street
			 SW., 15th Street SW., and Jefferson Drive SW., in Washington, DC, that is
			 established subject to <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/89">chapter 89</external-xref> of title 40, United States Code
			 (commonly
			 known as the <term>Commemorative Works Act</term>)).</text></subparagraph><subparagraph id="idc879e5cf44b548aea33970d33220de7d"><enum>(D)</enum><text>Whether the
			 Museum should be part of the Smithsonian Institution.</text></subparagraph><subparagraph id="idd89233451d7747a99d7c4a5b0aa42865"><enum>(E)</enum><text>The governance
			 and organizational structure from which the Museum should operate.</text></subparagraph><subparagraph id="id9e89da679dfc4feb8dabde90ae99a66b"><enum>(F)</enum><text>Best practices
			 for engaging women in the development and design of the Museum.</text></subparagraph><subparagraph id="id482ac6d2646c403b98ded2efbe2d068d"><enum>(G)</enum><text>The cost of
			 constructing, operating, and maintaining the Museum.</text></subparagraph></paragraph><paragraph id="idDA10E943755943F79E7296A30EDAEF97"><enum>(3)</enum><header>Deadline</header><text>The
			 reports required under paragraphs (1) and (2) shall be submitted not later
			 than
			 the date that is 18 months after the date of the first meeting of the
			 Commission.</text></paragraph></subsection><subsection id="idce93c93486ed4c69ae82c4d96fde7e65"><enum>(b)</enum><header>Fundraising
			 plan</header><paragraph id="id8EB3544E9B7E4262B83B02CF0840ACE7"><enum>(1)</enum><header>In
			 general</header><text>The Commission shall develop a fundraising plan to
			 support the establishment and maintenance of the Museum through
			 contributions
			 from the public.</text></paragraph><paragraph id="id45CAE81C9D3C401AAFF76A223D1FFB19"><enum>(2)</enum><header>Considerations</header><text>In
			 developing the fundraising plan under paragraph (1), the Commission shall
			 consider—</text><subparagraph id="id22541a4ad496431bbdfa91285cf4b11e"><enum>(A)</enum><text>the role of the
			 National Women’s History Museum (a nonprofit, educational organization
			 described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 that
			 was
			 incorporated in 1996 in Washington, DC, and dedicated for the purpose of
			 establishing a women’s history museum) in raising funds for the
			 construction of
			 the Museum; and</text></subparagraph><subparagraph id="idAD49B32B85E54D0BAAB8C83B7C0DA695"><enum>(B)</enum><text>issues relating
			 to funding the operations and maintenance of the Museum in perpetuity.</text></subparagraph></paragraph></subsection><subsection id="idda924c7f12854582a35634576dec8d08"><enum>(c)</enum><header>Legislation To
			 carry out plan of action</header><text>Based on the recommendations contained
			 in the report submitted under paragraphs (1) and (2) of subsection (a),
			 the
			 Commission shall submit for consideration to the Committees on
			 Transportation
			 and Infrastructure, House Administration, Natural Resources, and
			 Appropriations
			 of the House of Representatives and the Committees on Rules and
			 Administration,
			 Energy and Natural Resources, Environment and Public Works, and
			 Appropriations
			 of the Senate recommendations for a legislative plan of action to
			 establish and
			 construct the Museum.</text></subsection><subsection id="ide3f47018ea954b6ea804d4867e93c4e5"><enum>(d)</enum><header>National
			 conference</header><text>Not later than 18 months after the date on which the
			 initial members of the Commission are appointed under section 3, the
			 Commission
			 may, in carrying out the duties of the Commission under this section,
			 convene a
			 national conference relating to the Museum, to be comprised of individuals
			 committed to the advancement of the life, art, history, and culture of
			 women.</text></subsection></section><section changed="deleted" committee-id="SSEG00" id="id083b7014d5524011b6242945fb8c8562" reported-display-style="strikethrough"><enum>5.</enum><header>Director and
			 staff of Commission</header><subsection id="id44464daf31514fe3ad9b2643037d2875"><enum>(a)</enum><header>Director and
			 staff</header><paragraph id="id6B998255C3094D099DE1E089B28518F1"><enum>(1)</enum><header>In
			 general</header><text>The Commission may employ and compensate an executive
			 director and any other additional personnel that are necessary to enable
			 the
			 Commission to perform the duties of the Commission.</text></paragraph><paragraph id="id7B7854F11F504FFC8243A2CF23BC4F77"><enum>(2)</enum><header>Rates of
			 pay</header><text>Rates of pay for persons employed under paragraph (1) shall
			 be consistent with the rates of pay allowed for employees of a temporary
			 organization under <external-xref legal-doc="usc" parsable-cite="usc/5/3161">section 3161</external-xref> of title 5, United States Code.</text></paragraph></subsection><subsection id="id3ab72c06370346918444ae4dfb537d9d"><enum>(b)</enum><header>Not Federal
			 employment</header><text>Any individual employed under this Act shall not be
			 considered a Federal employee for the purpose of any law governing Federal
			 employment.</text></subsection><subsection id="idDCE6802FAFC5439F951B5778E1C1E193"><enum>(c)</enum><header>Technical
			 assistance</header><paragraph id="id34514C7B839247BDAA4F3A19AC67AB69"><enum>(1)</enum><header>In
			 general</header><text>Subject to paragraph (2), on request of the Commission,
			 the head of a Federal agency may provide technical assistance to the
			 Commission.</text></paragraph><paragraph id="id5C71226BA34947B6830A951C5C19516C"><enum>(2)</enum><header>Prohibition</header><text>No
			 Federal employees may be detailed to the Commission.</text></paragraph></subsection></section><section changed="deleted" committee-id="SSEG00" id="idb59fe242d39743abbd8a80e061dd3399" reported-display-style="strikethrough"><enum>6.</enum><header>Administrative
			 provisions</header><subsection id="idfc6923352cff4730be0ab8e534870a38"><enum>(a)</enum><header>Compensation</header><paragraph id="id3596F8330C344A67AB061EE664BEDA30"><enum>(1)</enum><header>In
			 general</header><text>A member of the Commission—</text><subparagraph id="id1B53BBB67C4B411F9423E484F456AF1E"><enum>(A)</enum><text>shall not be
			 considered to be a Federal employee for any purpose by reason of service
			 on the
			 Commission; and</text></subparagraph><subparagraph id="id4C055842306F4D36ABE759B5193C11E5"><enum>(B)</enum><text>shall serve
			 without pay.</text></subparagraph></paragraph><paragraph id="id7730FD67181D442EB4229E65B30EAD81"><enum>(2)</enum><header>Travel
			 expenses</header><text>A member of the Commission shall be allowed a per diem
			 allowance for travel expenses, at rates consistent with the rates
			 authorized
			 under subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code.</text></paragraph></subsection><subsection id="id11B3C468EC0F41C0BBD5DD7E2300FB1E"><enum>(b)</enum><header>Gifts,
			 bequests, devises</header><text>The Commission may solicit, accept, use, and
			 dispose of gifts, bequests, or devises of money, services, or real or
			 personal
			 property for the purpose of aiding or facilitating the work of the
			 Commission.</text></subsection><subsection id="id7e98a30fbee546f9afcea99df55b2998"><enum>(c)</enum><header>Federal
			 advisory committee act</header><text>The Commission shall not be subject to the
			 Federal Advisory Committee Act (5 U.S.C. App.).</text></subsection></section><section changed="deleted" committee-id="SSEG00" id="idf687d0dbab1140a693d6df00ab652a0f" reported-display-style="strikethrough"><enum>7.</enum><header>Termination</header><text display-inline="no-display-inline">The Commission shall terminate on the date
			 that is 30 days after the date on which the final versions of the reports
			 required under section 4(a) are submitted.</text></section><section changed="deleted" committee-id="SSEG00" id="id75bdb57a8b6e41129b44a5944e06b93e" reported-display-style="strikethrough"><enum>8.</enum><header>Funding</header><subsection id="id4DF9A29377EA4EB8AD88B223C04E05AD"><enum>(a)</enum><header>In
			 general</header><text>The Commission shall be solely responsible for acceptance
			 of contributions for, and payment of the expenses of, the Commission.</text></subsection><subsection id="idFD4527745A06442489F4EAF7BA74E000"><enum>(b)</enum><header>Prohibition</header><text display-inline="yes-display-inline">No Federal funds may be obligated to carry
			 out this Act.</text></subsection></section></legis-body><legis-body display-enacting-clause="no-display-enacting-clause"><section changed="added" committee-id="SSEG00" id="H9BF54757CF1A42429E83B24083659C72" reported-display-style="italic" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Commission to Study the Potential Creation of a National Women’s History Museum Act</short-title></quote>.</text></section><section changed="added" committee-id="SSEG00" id="HEDE89A66DC434CD4AE6DFC30C6700A75" reported-display-style="italic"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="HAD4F8E0787524036B8E30647142D3D4A"><enum>(1)</enum><header>Commission</header><text>The term <term>Commission</term> means the Commission to Study the Potential Creation of a National Women’s History Museum
			 established by section 3(a).</text></paragraph><paragraph id="H3B44FA54D3854F71B2C41A366F26F870"><enum>(2)</enum><header>Museum</header><text>The term <term>Museum</term> means the National Women’s History Museum.</text></paragraph></section><section changed="added" committee-id="SSEG00" id="H4D89B6BC01A94C628BF79FF1D503AA2D" reported-display-style="italic"><enum>3.</enum><header>Establishment of Commission</header><subsection id="HFC96CF60FEED4B09817954D41C308AE6"><enum>(a)</enum><header>In general</header><text>There is established the Commission to Study the Potential Creation of a National Women’s History
			 Museum.</text></subsection><subsection id="HCDE3F22D8F514E089E8DF8FA8145C160"><enum>(b)</enum><header>Membership</header><text>The Commission shall be composed of 8 members, of whom—</text><paragraph id="H3C49B594719345CFBEB6C83F72A0DD4F"><enum>(1)</enum><text>2 members shall be appointed by the majority leader of the Senate;</text></paragraph><paragraph id="HFEB082F376D14733BD0EC55F9E954AC9"><enum>(2)</enum><text>2 members shall be appointed by the Speaker of the House of Representatives;</text></paragraph><paragraph id="HE63AE350678449F5B5D44140AD1E5378"><enum>(3)</enum><text>2 members shall be appointed by the minority leader of the Senate; and</text></paragraph><paragraph id="H16E1D6C31419463AAB9EC1DAF4A35791"><enum>(4)</enum><text>2 members shall be appointed by the minority leader of the House of Representatives.</text></paragraph></subsection><subsection id="H46690F50D70D4CAE8D0C7BBA2EF0F7D9"><enum>(c)</enum><header>Qualifications</header><text>Members of the Commission shall be appointed to the Commission from among individuals, or
			 representatives of institutions or entities, who possess—</text><paragraph id="HC815A2DB50A3496195CA6D78AF5E470E"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H083A0471A5484716A657D1D03C2B38BE"><enum>(A)</enum><text>a demonstrated commitment to the research, study, or promotion of women's history, art, political
			 or economic status, or culture; and</text></subparagraph><subparagraph changed="added" committee-id="SSEG00" id="HF339B04D3A754969A4A664E2C47DED54" indent="up1" reported-display-style="italic"><enum>(B)</enum><clause commented="no" display-inline="yes-display-inline" id="H5C6AF68FC1AF4994AD7CAF36A35B1BE9"><enum>(i)</enum><text>expertise in museum administration;</text></clause><clause changed="added" committee-id="SSEG00" id="HE7E9CCBB0A4F4E769985D43050674F8C" indent="up1" reported-display-style="italic"><enum>(ii)</enum><text>expertise in fundraising for nonprofit or cultural institutions;</text></clause><clause changed="added" committee-id="SSEG00" id="H09F3FCE58DFD48C8BACA256866ADFFAB" indent="up1" reported-display-style="italic"><enum>(iii)</enum><text>experience in the study and teaching of women’s history;</text></clause><clause changed="added" committee-id="SSEG00" id="H2383CDE9E1194F948C850BD451425982" indent="up1" reported-display-style="italic"><enum>(iv)</enum><text>experience in studying the issue of the representation of women in art, life, history, and culture
			 at the Smithsonian Institution;</text></clause><clause changed="added" committee-id="SSEG00" id="HDE35DF862CD446E0BCCAAB0169007315" indent="up1" reported-display-style="italic"><enum>(v)</enum><text>extensive experience in public or elected service; or</text></clause><clause changed="added" committee-id="SSEG00" id="idE5F226499FA7409ABEF7BBE7D0B21B99" indent="up1" reported-display-style="italic"><enum>(vi)</enum><text>experience as a professional historian	with expertise in women’s history;</text></clause></subparagraph></paragraph><paragraph id="H0B5359DDAF5B4E8BBFE5271353ADE28C"><enum>(2)</enum><text>experience in the administration of, or the planning for, the establishment of, museums; or</text></paragraph><paragraph id="H26781632DBD24666BDCDFB197BB09D2F"><enum>(3)</enum><text>experience in the planning, design, or construction of museum facilities.</text></paragraph></subsection><subsection id="H2503E638D6E346DF831F636E368FB672"><enum>(d)</enum><header>Prohibition</header><text>No employee of the Federal Government may serve as a member of the Commission.</text></subsection><subsection id="HCA00DAEE8998473CAD26587B7CA08910"><enum>(e)</enum><header>Deadline for initial appointment</header><text>The initial members of the Commission shall be appointed not later than the date that is 90 days
			 after the date of enactment of this Act.</text></subsection><subsection id="H52B9BCA094B54953B4B4AE1F94575C13"><enum>(f)</enum><header>Vacancies</header><text>A vacancy in the Commission––</text><paragraph id="H4AF0881DB2D44F0BAE1B3E593BB582D2"><enum>(1)</enum><text>shall not affect the powers of the Commission; and</text></paragraph><paragraph id="H68011AD840AA459CA3FC8E08B434456F"><enum>(2)</enum><text>shall be filled in the same manner as the original appointment was made.</text></paragraph></subsection><subsection id="H6D0AC78E5F8A4B2FAF914212315828C6"><enum>(g)</enum><header>Chairperson</header><text>The Commission shall, by majority vote of all of the members, select 1 member of the Commission to
			 serve as the Chairperson of the Commission.</text></subsection></section><section changed="added" committee-id="SSEG00" id="H2BA7E114639F4FDABE902D796E4CD967" reported-display-style="italic"><enum>4.</enum><header>Duties of the Commission</header><subsection id="H822D4BAF46AB49F2AE336365638106F5"><enum>(a)</enum><header>Reports</header><paragraph id="HBF1F721F5D07492AA91E5F913809AB81"><enum>(1)</enum><header>Plan of action</header><text>The Commission shall submit to the President and Congress a report containing the recommendations
			 of the Commission with respect to a plan of action for the establishment
			 and maintenance of a National Women’s History Museum in Washington, DC.</text></paragraph><paragraph id="H37A8384E1B774BE4821C8E44601F2D73"><enum>(2)</enum><header>Report on issues</header><text>The Commission shall submit to the President and Congress a report that addresses the following
			 issues:</text><subparagraph id="H15D82A28D3DB400B820354BAA836EF6B"><enum>(A)</enum><text>The availability and cost of collections to be acquired and housed in the Museum.</text></subparagraph><subparagraph id="H4D9AA07909CC4026A4193E94A02C75F1"><enum>(B)</enum><text>The impact of the Museum on regional women history-related museums.</text></subparagraph><subparagraph id="H274EE33986464E6F8B57A1C7A56228E8"><enum>(C)</enum><text>Potential locations for the Museum in Washington, DC, and its environs.</text></subparagraph><subparagraph id="H1942205014A244E080D4BB902B073D45"><enum>(D)</enum><text>Whether the Museum should be part of the Smithsonian Institution.</text></subparagraph><subparagraph id="H7ECE9DB567BE4ED2A87EA2C08F9036A0"><enum>(E)</enum><text>The governance and organizational structure from which the Museum should operate.</text></subparagraph><subparagraph id="HA931EF2C79E24D6F94C27D2C7CDA6F0D"><enum>(F)</enum><text>Best practices for engaging women in the development and design of the Museum.</text></subparagraph><subparagraph id="H75CA87397E9A45B2B5BB4DF22E6BE442"><enum>(G)</enum><text>The cost of constructing, operating, and maintaining the Museum.</text></subparagraph></paragraph><paragraph id="HF9C2A448F4554F19B1C811A165F7229C"><enum>(3)</enum><header>Deadline</header><text>The reports required under paragraphs (1) and (2) shall be submitted not later than the date that
			 is 18 months after the date of the first meeting of the Commission.</text></paragraph></subsection><subsection id="HE8C259C80EDF46D89DA3624A13EABF87"><enum>(b)</enum><header>Fundraising plan</header><paragraph id="H4F4308E12BB24BCF91771618940433F4"><enum>(1)</enum><header>In general</header><text>The Commission shall develop a fundraising plan to support the establishment, operation, and
			 maintenance of the Museum through contributions from the public.</text></paragraph><paragraph id="H48EB0003E6FB47E292DF00407BB51436"><enum>(2)</enum><header>Considerations</header><text>In developing the fundraising plan under paragraph (1), the Commission shall consider—</text><subparagraph id="HB5BF2B5FD1954054B17F902851D0B611"><enum>(A)</enum><text>the role of the National Women’s History Museum (a nonprofit, educational organization described in
			 <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 that was
			 incorporated in 1996 in Washington, DC, and dedicated for the purpose of
			 establishing a women’s history museum) in raising funds for the
			 construction of the Museum; and</text></subparagraph><subparagraph id="HE2DDEBFDBAA141239951BB57A107CBCD"><enum>(B)</enum><text>issues relating to funding the operations and maintenance of the Museum in perpetuity without
			 reliance on appropriations of Federal funds.</text></subparagraph></paragraph><paragraph id="H5DA52FBBCA92434492DCA4ECAD39DB9B"><enum>(3)</enum><header>Independent review</header><text>The Commission shall obtain an independent review of the viability of the plan developed under
			 paragraph (1) and such review shall include an analysis as to whether the
			 plan is likely to achieve the level of resources necessary to fund the
			 construction of the Museum and the operations and maintenance of the
			 Museum in perpetuity without reliance on appropriations of Federal funds.</text></paragraph><paragraph id="HC0DED13A887648AB83C7A03A806B81C1"><enum>(4)</enum><header>Submission</header><text>The Commission shall submit the plan developed under paragraph (1) and the review conducted under
			 paragraph (3) to the Committees on Transportation and Infrastructure,
			 House Administration, Natural Resources, and Appropriations of the House
			 of Representatives and the Committees on Rules and Administration, Energy
			 and Natural Resources, and Appropriations of the Senate.</text></paragraph></subsection><subsection id="H66D0365A92364A0380CCB0CCB7AE2917"><enum>(c)</enum><header>Legislation To carry out plan of action</header><text>Based on the recommendations contained in the report submitted under paragraphs (1) and (2) of
			 subsection (a), the Commission shall submit for consideration to the
			 Committees on Transportation and Infrastructure, House Administration,
			 Natural Resources, and Appropriations of the House of Representatives and
			 the Committees on Rules and Administration, Energy and Natural Resources,
			 and Appropriations of the Senate recommendations for a legislative plan of
			 action to establish and construct the Museum.</text></subsection><subsection id="H532360FB820A4750AD19DF6C3092AA8B"><enum>(d)</enum><header>National conference</header><text>Not later than 18 months after the date on which the initial members of the Commission are
			 appointed under section 3, the Commission may, in carrying out the duties
			 of the Commission under this section, convene a national conference
			 relating to the Museum, to be comprised of individuals committed to the
			 advancement of the life, art, history, and culture of women.</text></subsection></section><section changed="added" committee-id="SSEG00" id="H0AAEABEE54A4414EBBC2712506811511" reported-display-style="italic"><enum>5.</enum><header>Director and staff of Commission</header><subsection id="H346339DC25004EC5A8FA41F103260923"><enum>(a)</enum><header>Director and staff</header><paragraph id="H4B618D51AFFF4155B022792BC13D20E2"><enum>(1)</enum><header>In general</header><text>The Commission may employ and compensate an executive director and any other additional personnel
			 that are necessary to enable the Commission to perform the duties of the
			 Commission.</text></paragraph><paragraph id="H1FA8AF4C760C4E908473478F737B83DB"><enum>(2)</enum><header>Rates of pay</header><text>Rates of pay for persons employed under paragraph (1) shall be consistent with the rates of pay
			 allowed for employees of a temporary organization under section 3161 of
			 title 5, United States Code.</text></paragraph></subsection><subsection id="H064B3F33D9334A258F8D7C5332022AD5"><enum>(b)</enum><header>Not Federal employment</header><text>Any individual employed under this Act shall not be considered a Federal employee for the purpose
			 of any law governing Federal employment.</text></subsection><subsection id="H305BDAE632904357A81B026879BCC94B"><enum>(c)</enum><header>Technical assistance</header><paragraph id="H67B09DA19B2048278F1A467AAE2ABAB3"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), on request of the Commission, the head of a Federal agency may provide
			 technical assistance to the Commission.</text></paragraph><paragraph id="H213135A787AF4E6C923D8E75C0ECC0B2"><enum>(2)</enum><header>Prohibition</header><text>No Federal employees may be detailed to the Commission.</text></paragraph></subsection></section><section changed="added" committee-id="SSEG00" id="HF20DA29391D3471CA450FA158DDE0B47" reported-display-style="italic"><enum>6.</enum><header>Administrative provisions</header><subsection id="H25BF8208B0F54E1694253B6E7DD2446E"><enum>(a)</enum><header>Compensation</header><paragraph id="HA788BC3D65F24718A7C027D0C2941B15"><enum>(1)</enum><header>In general</header><text>A member of the Commission—</text><subparagraph id="HBDA58AEA8B694FAB93707A93AB1E856A"><enum>(A)</enum><text>shall not be considered to be a Federal employee for any purpose by reason of service on the
			 Commission; and</text></subparagraph><subparagraph id="H43964BCF8E344669B77F945396128595"><enum>(B)</enum><text>shall serve without pay.</text></subparagraph></paragraph><paragraph id="HE15E2E20B2914CF9A004EFE9C15B3413"><enum>(2)</enum><header>Travel expenses</header><text>A member of the Commission shall be allowed a per diem allowance for travel expenses, at rates
			 consistent with those authorized under subchapter I of chapter 57 of title
			 5, United States Code.</text></paragraph></subsection><subsection id="HF9DB8CAA917846BAB51978116D309478"><enum>(b)</enum><header>Gifts, bequests, devises</header><text>The Commission may solicit, accept, use, and dispose of gifts, bequests, or devises of money,
			 services, or real or personal property for the purpose of aiding or
			 facilitating the work of the Commission.</text></subsection><subsection id="H7F440AF284B5413195A59B71F68CD0D1"><enum>(c)</enum><header>Federal advisory committee act</header><text>The Commission shall not be subject to the Federal Advisory Committee Act (5 U.S.C. App.).</text></subsection></section><section changed="added" committee-id="SSEG00" id="HDAC13286721E4918B1933A1DF795A843" reported-display-style="italic"><enum>7.</enum><header>Termination</header><text display-inline="no-display-inline">The Commission shall terminate on the date that is 30 days after the date on which the final
			 versions of the reports required under section 4(a) are submitted.</text></section><section changed="added" committee-id="SSEG00" id="HDA8B0CF7EFD34476B33B0E8E0BDB84F2" reported-display-style="italic"><enum>8.</enum><header>Funding</header><subsection id="HFCA47E872B1D459DA46E62858D269E83"><enum>(a)</enum><header>In general</header><text>The Commission shall be solely responsible for acceptance of contributions for, and payment of the
			 expenses of, the Commission.</text></subsection><subsection id="H3FA5071B6065423E9693774E8048ACBF"><enum>(b)</enum><header>Prohibition</header><text display-inline="yes-display-inline">No Federal funds may be obligated to carry out this Act.</text></subsection></section></legis-body><endorsement><action-date>December 10, 2014</action-date><action-desc>Reported with an amendment</action-desc></endorsement></bill>
