			 bill or resolution.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
			<text display-inline="no-display-inline">This Act may be cited as the
		  <quote><short-title>Carbon Pollution Transparency Act of 2014</short-title></quote>.</text>
		</section><section id="idB3C02956F52D4DFB9C39B0DAE6AC8312"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="idBBF155F9C6E047E1A62C914C3392E0B9"><enum>(1)</enum><header>Carbon score</header><text>The term <term>carbon score</term> means the projected net greenhouse gas emissions that would result—</text><subparagraph id="id769AF84605D34350A573C55608A48B6D"><enum>(A)</enum><text>from the enactment and implementation of a bill or resolution; and</text></subparagraph><subparagraph id="id01F612F24D1F473784E70F739000ED29"><enum>(B)</enum><text>if the amounts authorized to be appropriated, or otherwise made available, in the bill or
			 resolution were fully appropriated.</text></subparagraph></paragraph><paragraph id="idF927BDADE4E746F9B173D186E033C5FA"><enum>(2)</enum><header>Director</header><text>The term <term>Director</term> means the Director of the Congressional Budget Office.</text></paragraph><paragraph id="idCB46D38514F945A0AF48F872CD95DB72"><enum>(3)</enum><header>Greenhouse gas</header><text>The term <term>greenhouse gas</term> has the meaning given the term in section 211(o)(1) of the Clean Air Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7545">42 U.S.C. 7545(o)(1)</external-xref>).</text></paragraph><paragraph id="id9E522A42A5F142E98A87851A056CE6D1"><enum>(4)</enum><header>Net greenhouse gas emissions</header><text>The term <term>net greenhouse gas emissions</term> means	the net quantity of all greenhouse gases emitted into the atmosphere, including emissions
			 by sources and removals by sinks, where the total quantity of emissions
			 for each gas is expressed as a carbon dioxide equivalent.</text></paragraph></section><section id="id315BE65988344C6BA87E0D7D5C686A75"><enum>3.</enum><header>Carbon score</header><subsection id="id05F3ED37AC874A31BA46DE3DE50968EF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">In carrying out section 402 of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/653">2 U.S.C. 653</external-xref>), the Director
			 shall include in the analysis submitted to the appropriate committee of
			 Congress the carbon score of each public bill or resolution.</text></subsection><subsection id="idA956839744D34E60A1924B3C11BCA4D9"><enum>(b)</enum><header>Net greenhouse gas emissions baseline</header><text>In calculating the carbon score under subsection (a), the Director shall base any calculation of
			 the increase or decrease of the level of greenhouse gas emissions on a
			 comparison with the level of greenhouse gas emissions occurring under
			 current law.</text></subsection><subsection id="id3d68cb3b964644d198ded2157ef04580"><enum>(c)</enum><header>Scope of calculated emissions</header><text>In calculating the carbon score under subsection (a), the Director shall consider all likely
			 changes in net greenhouse gas emissions, including—</text><paragraph id="id2A7CDF813CC247AEAD0DD8208EFEF1D0"><enum>(1)</enum><text>any changes to net greenhouse gas emissions that would directly  result from activities required to
			 carry out the bill or resolution; and</text></paragraph><paragraph id="idB1DAEE129E384600BAD0F10E471AE2E0"><enum>(2)</enum><text>any changes to net greenhouse gas emissions that would—</text><subparagraph id="idC55289224FE246E8A1A9547CA65AE741"><enum>(A)</enum><text>indirectly result from activities required to carry out the bill or resolution; and</text></subparagraph><subparagraph id="idBC1436FA33A84D2B957D91A2C37A9A44"><enum>(B)</enum><text>not otherwise have occurred.</text></subparagraph></paragraph></subsection><subsection id="idfcdc88e560e64ba39341d34de658e6a5"><enum>(d)</enum><header>Established best practices</header><text>In calculating the carbon score under subsection (a),  the Director shall, to the maximum extent
			 practicable, use established best practices for estimating emissions, such
			 as—</text><paragraph id="id065CFA60DAB14DE8B3394DB4BBC13111"><enum>(1)</enum><text>lifecycle analysis; and</text></paragraph><paragraph id="id2FB5C3DD84A843A78A7AAB9FA7600706"><enum>(2)</enum><text>internationally recognized methodologies  (such as guidelines from the International Panel on
			 Climate Change).</text></paragraph></subsection><subsection id="idCAB718E0E4484A81B6F3A1446DA1C647"><enum>(e)</enum><header>Timeline</header><text>The Director shall calculate the carbon score under subsection (a) on the same timeline as the
			 Director carries out the analysis under section 402 of the Congressional
			 Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/653">2 U.S.C. 653</external-xref>).</text>
			</subsection></section><section id="id961E7F64A663456888F771639C5D0AA7"><enum>4.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated to the Director such sums as are necessary to develop the
			 expertise and capacity required to carry out the analyses required under
			 section 3.</text></section></legis-body>
