			 Fund of 2001, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
		  <quote><short-title>James Zadroga 9/11 Health and Compensation Reauthorization Act</short-title></quote>.</text></section><section id="id98F5A32F88DD4CF8857AA85E6EA86348"><enum>2.</enum><header>Reauthorizing the World Trade Center Health Program</header><subsection id="id915450B493B14B218A03C9A11D0D0055"><enum>(a)</enum><header>World Trade Center Health Program Fund</header><text>Section 3351 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300mm-61">42 U.S.C. 300mm–61</external-xref>) is amended—</text><paragraph id="idE6F6E38A1A9448BF910A52E234615F84"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="id365B1A420CF549AF98CCF5626FC51409"><enum>(A)</enum><text>in paragraph (2)—</text><clause id="idB8CF8BA851E14877A0E456F8A747CE5F"><enum>(i)</enum><text>in the matter preceding subparagraph (A), by striking <quote>2012</quote> and all that follows through <quote>2011)</quote> and inserting <quote>2015 through 2041</quote>; and</text></clause><clause id="idF0558FD34D3E4402B023B33B89B0D99C"><enum>(ii)</enum><text>by striking subparagraph (A) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="idEC2AB192D878412795C947E0738D5B91" style="OLC"><subparagraph id="id3FFFC6E98473452DA3894888BA71D3F3"><enum>(A)</enum><text>the Federal share, consisting of—</text><clause id="id799F7CBF69AF48B9A75DB5CEFC6E0B6F"><enum>(i)</enum><text>for fiscal year 2015, $431,000,000; and</text></clause><clause id="id1BCC8085A20D4FA5940A497A152C8BE5"><enum>(ii)</enum><text>for each fiscal year thereafter through fiscal year 2041, the amount specified under this
			 subparagraph for the previous fiscal year increased by the percentage
			 increase in the medical care component of the consumer price index for all
			 urban consumers as estimated by
			 the Secretary for the 12-month period
			 ending with March of the previous fiscal year; plus</text></clause></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph commented="no" id="idDDBC82EEE4A544D5A7B6D65696C4BC58"><enum>(B)</enum><text>by striking paragraph (4) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="id60C70FDD8CD54D7D9E5F2BB16BF7F913" style="OLC"><paragraph id="id98F50A395A834184916B8E0E16C9E331"><enum>(4)</enum><header>Amounts from prior fiscal years</header><text>Amounts that were deposited, or identified for deposit, for any fiscal year preceding fiscal year
			 2015, under paragraph
			 (2)(A)(ii)(I), as such paragraph was in effect on the day
			 before the date of enactment of the <short-title>James Zadroga 9/11 Health and Compensation Reauthorization Act</short-title>, that were not expended in carrying out this title for any such fiscal year, shall remain
			 deposited, or be deposited, as the case may be, 
			 into the Fund.</text></paragraph><paragraph id="idEB9DF3C945374A168E30E5880E7311AE"><enum>(5)</enum><header>Amounts to remain available until expended</header><text>Amounts deposited into the Fund under this subsection shall remain available until expended.</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" id="idACB3768E01F04563BF0C8C0E999C208F"><enum>(2)</enum><text>in subsection (b)(1), by striking <quote>sections 3302(a)</quote> and all that follows through <quote>3342</quote> and inserting <quote>sections 3301(e), 3301(f), 3302(a), 3302(b),  3303, 3304, 3305(a)(1), 3305(a)(2), 3305(c), 3341,
			 and 3342</quote>; and</text></paragraph><paragraph commented="no" id="id3791D962FBF3447BBA08B35018ADB7B5"><enum>(3)</enum><text>in subsection (c)—</text><subparagraph commented="no" id="id28425DF7BE8A4692A641D4E778CC18A5"><enum>(A)</enum><text>in paragraph (1)(C), by striking <quote>consumer price index for all urban consumers (all items; United States city average)</quote> and inserting <quote>medical care component of the consumer price index for all urban consumers</quote>;</text></subparagraph><subparagraph commented="no" id="id9C43A717781C4830874B901382076F8E"><enum>(B)</enum><text>in paragraph (2)—</text><clause commented="no" id="id0EC1A373C8D042559FDAEB5341C9A28C"><enum>(i)</enum><text>in subparagraph (B), by striking <quote>and</quote> at the end;</text></clause><clause commented="no" id="idBB27D3D1462E42FCA740AB7415A67C11"><enum>(ii)</enum><text>in subparagraph (C)—</text><subclause commented="no" id="idFCB07A5D88F94FD2A6904A3DD730DAF4"><enum>(I)</enum><text>by striking <quote>for each subsequent fiscal year</quote> and inserting <quote>for each of fiscal years 2013 through 2014</quote>; and</text></subclause><subclause commented="no" id="id2AD7813794EF49A0B8747C9ACB6DA10F"><enum>(II)</enum><text>by striking the period and inserting a semicolon; and</text></subclause></clause><clause commented="no" id="id738912A0A1B04E29ACE8E80CB69994CE"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id41D792B19D234CA6B76420AC300DDA0F" style="OLC"><subparagraph commented="no" display-inline="no-display-inline" id="id90F5FC3425BD438B916300066ECAD52F"><enum>(D)</enum><text display-inline="yes-display-inline">for fiscal year 2015, $200,000; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9B8EFC6A77BB46EA9736055AEA4B391E"><enum>(E)</enum><text display-inline="yes-display-inline">for each subsequent fiscal year, the amount specified under this paragraph for the previous fiscal
			 year increased by the percentage increase in the consumer price index for
			 all urban consumers (all items; United States city average) as estimated
			 by the Secretary for the 12-month period ending with March of the previous
			 year.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2D2869EBE1C94FDEA39F58918C6B8086"><enum>(C)</enum><text>in paragraph (4)—</text><clause commented="no" display-inline="no-display-inline" id="id854EBE8204514492937FF07F80878AC4"><enum>(i)</enum><text>in subparagraph (B), by striking <quote>and</quote> at the end;</text></clause><clause commented="no" display-inline="no-display-inline" id="idACE42E0D46EA4977A376A8CA90A73B17"><enum>(ii)</enum><text>in subparagraph (C)—</text><subclause commented="no" display-inline="no-display-inline" id="idDA3BFCA2BA8E4D579552871719A640A4"><enum>(I)</enum><text>by striking <quote>for each subsequent fiscal year</quote> and inserting <quote>for each of fiscal years 2013 through 2016</quote>; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idFB7D01C56610416288F9FB2C580F451E"><enum>(II)</enum><text>by striking the period and inserting a semicolon; and</text></subclause></clause><clause commented="no" display-inline="no-display-inline" id="idF7ED6397B85C4A3DA47697D77B887FEB"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id7D928767E9A64ABDAB114F4BD0BC9D3C" style="OLC"><subparagraph id="id513B4F8BBF7549E4B927A93ECC19DA5B"><enum>(D)</enum><text>for fiscal year 2017, $15,000,000; and</text></subparagraph><subparagraph id="id42D101FC4C1D4DDD9FE151AB795D2C12"><enum>(E)</enum><text>for each subsequent fiscal year, the amount specified under this paragraph for the previous fiscal
			 year increased by the percentage increase in the consumer price index for
			 all urban consumers (all items; United States city average) as estimated
			 by the Secretary for the 12-month period ending with March of the previous
			 year.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph></paragraph></subsection><subsection id="id244FE62878F74AC385ABCDE7938263FF"><enum>(b)</enum><header>Regulations</header><text>Section 3301 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300mm">42 U.S.C. 300mm</external-xref>) is amended by adding at the end the
			 following:</text><quoted-block display-inline="no-display-inline" id="id89D9C050F52C478C928B8BE6C7B78058" style="OLC"><subsection id="idFFA314B6F4184709BDD60F9C06A2EE6A"><enum>(i)</enum><header>Regulations</header><text>The WTC Program Administrator is authorized to promulgate such regulations as the
			 Administrator 
			 determines necessary to administer this title.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id8DFD05194D7444F8B50EE8BD8AF720F4"><enum>(c)</enum><header>Clinical centers of excellence and data centers</header><text>Section 3305 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300mm-4">42 U.S.C. 300mm–4</external-xref>) is amended—</text><paragraph id="idAAC37003933044D4871C73BADFA1CF56"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph commented="no" id="idCFCC9B144B40459283192338580715E9"><enum>(A)</enum><text>in paragraph (1)(B), by inserting <quote>and retention</quote> after <quote>outreach</quote>;  and</text></subparagraph><subparagraph id="id876046DF342D43E28D8F9B5792362BFF"><enum>(B)</enum><text>in paragraph (2)(A)—</text><clause id="id11F5928A026D47A48FCFE5C47BC9FD96"><enum>(i)</enum><text>in clause (i), by inserting before the semicolon <quote>, including data on the evaluation of any new WTC-related health conditions identified under
			 section 3304(a)</quote>; and</text></clause><clause id="idE27661B2F40A485082F39D795D8F8984"><enum>(ii)</enum><text>in clause (iii), by inserting <quote>and retention</quote> after <quote>outreach</quote>; and</text></clause></subparagraph></paragraph><paragraph id="id028CEE240AAC431EB17B67BBF092597B"><enum>(2)</enum><text>in subsection (b)(1)(B)(vi), by striking <quote>section 3304(c)</quote> and inserting <quote>section 3304(d)</quote>.</text></paragraph></subsection><subsection id="idBD6DD340BE664AF3861B5A695434CC80"><enum>(d)</enum><header>World Trade Center Responders</header><text>Section 3311(a) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300mm-21">42 U.S.C. 300mm–21(a)</external-xref>)
			 is amended—</text><paragraph id="id9AEA7651227649F782571EC4E4ACA631"><enum>(1)</enum><text>in paragraph (4)(B)(i)(II), by striking <quote>2020</quote> and inserting <quote>2041</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC12DF9ED5CF5470092E7713F5667A700"><enum>(2)</enum><text>by striking paragraph (5).</text></paragraph></subsection><subsection id="idF565F3F8C11F43438C7B23CE61DA8178"><enum>(e)</enum><header>World Trade Center Survivors</header><text>Section 3321(a) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300mm-31">42 U.S.C. 300mm–31(a)</external-xref>)
			 is amended—</text><paragraph id="id10388523BC334D54BA3E0BD4F77902DB"><enum>(1)</enum><text>in paragraph (3)(B)(i)(II), by striking <quote>2020</quote> and inserting <quote>2041</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idDC542EB98A4445C1BCD2810FACFFD6D7"><enum>(2)</enum><text>by striking paragraph (4).</text></paragraph></subsection><subsection id="id2AADA83573F040E696FC88668858F5EE"><enum>(f)</enum><header>Payment of claims</header><text>Section 3331(d)(1)(B) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300mm-41">42 U.S.C. 300mm–41(d)(1)(B)</external-xref>) is amended—</text><paragraph id="id0637126D47B54EC58EDAFCE8FBDE202F"><enum>(1)</enum><text>by striking <quote>2015</quote> and inserting <quote>2040</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id569EC81754634FF99A24F07A4155EB45"><enum>(2)</enum><text>by striking <quote>2016</quote> and inserting <quote>2041</quote>.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id0A5E0D9898064FC6A580EE793CC318F3"><enum>(g)</enum><header>World Trade Center Health Registry</header><text>Section 3342 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300mm-52">42 U.S.C. 300mm–52</external-xref>) is amended by striking <quote>April 20, 2009</quote> and inserting <quote>September 7, 2014</quote>.</text></subsection></section><section id="idCBB914E6D32A437F9C11739050F30B99"><enum>3.</enum><header>Reauthorizing the September 11th Victim Compensation Fund of 2001</header><subsection id="idE1DF65F50256452ABB01F91D80EF628B"><enum>(a)</enum><header>Definitions</header><text>Section 402(6) of the Air Transportation Safety and System Stabilization Act (49 U.S.C. 40101
			 note) is amended by striking <quote>, including under the World Trade Center Health Program established under section 3001 of the
			 Public Health Service Act</quote>.</text></subsection><subsection id="id35700ACF400F49C0972D6016C8D79E0A"><enum>(b)</enum><header>Purpose</header><text>Section 403 of the Air Transportation Safety and System Stabilization Act (49 U.S.C. 40101
			 note) is amended—</text><paragraph id="id3B8815A010DA43878688F7A068AB391C"><enum>(1)</enum><text>by inserting <quote>full</quote> before <quote>compensation</quote>; and</text></paragraph><paragraph id="id4E1B870B98B947AAAF176F131F50D1A5"><enum>(2)</enum><text>by inserting <quote>, or the rescue and recovery efforts during the immediate aftermath of such crashes</quote> before the period.</text></paragraph></subsection><subsection id="idA5A44D1FEB3244E78562669761B0F1C0"><enum>(c)</enum><header>Timing requirements for filing a claim</header><text>Section 405 of the Air Transportation Safety and System Stabilization Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/49/40101">49 U.S.C. 40101</external-xref> note) is amended—</text><paragraph id="id16873E63416A4E80888E54287C108611"><enum>(1)</enum><text>in subsection (a)(3)(B)—</text><subparagraph id="id9BCDF54C5A1E460C82B41001B5CBD8BD"><enum>(A)</enum><text>by striking <quote>section 407(b)</quote> and inserting <quote>section 407(b)(1)</quote>;</text></subparagraph><subparagraph id="id0B89DB8318324A9C9A58B9620BD80395"><enum>(B)</enum><text>by striking <quote>5 years</quote> and inserting <quote>30 years</quote>; and</text></subparagraph><subparagraph id="id64342B31C95B4541B059D57E5F832FF2"><enum>(C)</enum><text>by inserting <quote>under section 407(b)(1)</quote> after <quote>which such regulations are updated</quote>; and</text></subparagraph></paragraph><paragraph id="id9C43E50DD4AB4A4288D61E424AC4C0C4"><enum>(2)</enum><text>in subsection (c)(3)—</text><subparagraph id="id4EEB248088E84C4EA9CCEFFA126458FC"><enum>(A)</enum><text>in subparagraph (A)(iii), by  striking <quote>section 407(a)</quote> and inserting <quote>section 407(b)(1)</quote>; and</text></subparagraph><subparagraph id="idCB842D8D379C4DA39D6C70D996096F88"><enum>(B)</enum><text>in subparagraph (C)(ii)(II), by striking <quote>section 407(b)</quote> and inserting <quote>section 407(b)(1)</quote>.</text></subparagraph></paragraph></subsection><subsection id="idD72CE725963247D4B0C1104EE2C9E8B5"><enum>(d)</enum><header>Payments to eligible individuals</header><text>Section 406(d) of the Air Transportation Safety and System Stabilization Act (49 U.S.C. 40101
			 note) is amended—</text><paragraph id="idC9371F0DEDAF4F01A2BA6E4E8582381A"><enum>(1)</enum><text>in paragraph (1)—</text><subparagraph id="id029566781BA448469116012CEF092CEA"><enum>(A)</enum><text>by striking <quote>section 407(b)</quote> and inserting <quote>section 407(b)(1)</quote>; and</text></subparagraph><subparagraph id="id0E710AE73FC749A3A17C10B3440511BA"><enum>(B)</enum><text>by striking <quote>$2,775,000,000</quote> and inserting <quote>such sums as may be necessary to carry out this Act</quote>; and</text></subparagraph></paragraph><paragraph id="idD3074C07E7BA4664A11F4AD3B2474582"><enum>(2)</enum><text>in paragraph (2)—</text><subparagraph id="id6ECB818649ED481A9955DC69B3C06E6F"><enum>(A)</enum><text>in subparagraph (A), in the matter preceding clause (i), by striking <quote>shall ratably reduce the amount of compensation due claimants under this title in a manner</quote> and inserting <quote>may ratably reduce the amount of compensation due claimants under this title if necessary</quote>; and</text></subparagraph><subparagraph id="id1F0FEF0198E04EA491E56AA1F31D77F8"><enum>(B)</enum><text>in subparagraph (B)—</text><clause id="idE3791B93D19440A9B7DFCEA305E70DF9"><enum>(i)</enum><text>in the matter preceding clause (i), by striking <quote>on or after the first day</quote>  and all that follows through <quote>the difference between</quote> and inserting <quote>the Special Master, when amounts are available, shall pay to the claimant the amount that is equal
			 to the difference between</quote>;</text></clause><clause id="id1F3F8180B3BA43D79B64AE839731DC0B"><enum>(ii)</enum><text>in clause (i)—</text><subclause id="idF8B64EDAC3544187A04B10A60F570F3B"><enum>(I)</enum><text>by striking <quote>during such period</quote>; and</text></subclause><subclause id="idAE65AB2EF0AC44C0A0C8358432D6A701"><enum>(II)</enum><text>by striking <quote>applicable to such period</quote> and inserting <quote>applicable to the 5-year period described in such paragraph</quote>; and</text></subclause></clause><clause id="id248E57F4731A46498DB2030D9C66CAFE"><enum>(iii)</enum><text>in clause (ii), by striking <quote>during such period</quote>.</text></clause></subparagraph></paragraph></subsection><subsection id="idFEE9EAC165C04CFBA9522CE4082277CE"><enum>(e)</enum><header>Regulations</header><text>Section 407(b) of the Air Transportation Safety and System Stabilization Act (49 U.S.C. 40101
			 note) is amended—</text><paragraph id="id1DF97FC65B8A41E29E3AD2B4A8C9149B"><enum>(1)</enum><text>by striking <quote>Not later than</quote> and inserting the following:</text><quoted-block display-inline="no-display-inline" id="idF4AA66C9D876451A9E882774B98C57D1" style="OLC"><paragraph id="id5DA36C344905425D94812425142EAE3A"><enum>(1)</enum><header>James Zadroga 9/11 Health and
			 Compensation Act of 2010</header><text>Not later than</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="idCD9B5DCF81FA481B973B0E83A1065429"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id229D39C245CE493B925CA338E81A63FA" style="OLC"><paragraph id="idE2F5E03E0A0E47658557FBE5E87852A7"><enum>(2)</enum><header>James Zadroga 9/11 Health and Compensation Reauthorization Act</header><text>Not later than 180 days after the date of enactment of the <short-title>James Zadroga 9/11 Health and Compensation Reauthorization Act</short-title>, the Special Master shall update the regulations promulgated under subsection (a) to the extent
			 necessary to comply with the amendments made by such Act.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section><section id="id10AE3478EC414F4B9997DAC4A1EFDE41"><enum>4.</enum><header>Amendment to
			 exempt programs</header><subsection id="id1F65D1A15B524E7CB3409C22E18AFFE6"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 255(g)(1)(B)
			 of the Balanced Budget and Emergency Deficit Control Act of 1985 (2 U.S.C.
			 905(g)(1)(B)) is amended by—</text><paragraph id="id6A9418E556D64155A886BC40A8B146CB"><enum>(1)</enum><text display-inline="yes-display-inline">inserting after the item relating to
			 Retirement Pay and Medical Benefits for Commissioned Officers, Public
			 Health
			 Service the following:</text><quoted-block display-inline="no-display-inline" id="id2E79A09321F440F1B87AAB5EB739C4CA" style="OLC"><subparagraph id="id3B900253AF4A4866BB04A30012110273"><enum></enum><text>September
				11th Victim Compensation Fund
				(15–0340–0–1–754).</text></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block></paragraph><paragraph id="id1F3827046EA1450EB15D448B61DD33C0"><enum>(2)</enum><text>inserting after
			 the item relating to the Voluntary Separation Incentive Fund the
			 following:</text><quoted-block display-inline="no-display-inline" id="id586D6D8828F14E2295C1A8305A75318C" style="OLC"><subparagraph id="id31AAAC3ABFD24F3CB3B763B32F100EB2"><enum></enum><text>World Trade
				Center Health Program Fund
