	<legis-body><section id="id2DC1199E01594E348A2CA3B40BBCEC15" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protect Veterans Employment and Training Services Act of 2014</short-title></quote>.</text></section><section id="idEBAFAE3E76A24A8FAD6BE52120A4C63E" section-type="subsequent-section"><enum>2.</enum><header>Protection of employment and training services for veterans</header><subsection id="idBC0D8ABD9B784C99BD3A681DB3F22AD4"><enum>(a)</enum><header>Disabled veterans' outreach program</header><text><external-xref legal-doc="usc" parsable-cite="usc/38/4103A">Section 4103A</external-xref> of title 38, United States Code, is amended—</text><paragraph id="idF2B03D6C25E94A94BE1EE4AF288C4C06"><enum>(1)</enum><text>in subsection (a), by adding at the end the following new paragraphs:</text><quoted-block display-inline="no-display-inline" id="idBA330430932A41F388BF794C5544C1F3" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="id2F9BD748570046519C8B2983A27FF7A2" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">If a disabled veterans' outreach program specialist is not able to assist all eligible veterans
			 seeking his or her assistance
			 under this chapter, the Secretary may establish an order of priority for
			 the furnishing of such assistance that is consistent with paragraph (1) of
			 this subsection
			 and
			 section 4102 of this title.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8A8A632E95D6438D90D3679FEE4DFA75" indent="up1"><enum>(5)</enum><text display-inline="yes-display-inline">A disabled veterans' outreach program specialist may perform an initial intake and assessment of an
			 individual under this chapter in order to—</text><subparagraph commented="no" display-inline="no-display-inline" id="id7B1274DAE0DA4B6BBC4C62F3E8492755"><enum>(A)</enum><text display-inline="yes-display-inline">determine whether the individual is a special disabled veteran, another disabled veteran, or
			 another eligible veteran;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9D837FCAE7E6407AA5B77AD897E198DB"><enum>(B)</enum><text display-inline="yes-display-inline">administer the order of priority set forth in paragraph (1) and any order of priority established
			 under paragraph (4); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1B93C0DC6CA44B99A52D2AEAE4DA030B"><enum>(C)</enum><text display-inline="yes-display-inline">assess the needs of the individual, including whether the individual needs intensive services.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="idDDEA01A202AC42B8B35DBCD9ABA547D6"><enum>(2)</enum><text>by adding at the end the following new subsection:</text><quoted-block display-inline="no-display-inline" id="idC5869A6266124C6DA22CBDEC22312984" style="OLC"><subsection id="id422384a74ae243398e409785880d8e3d"><enum>(e)</enum><header>Limitation</header><text>The Secretary may not impose any restriction on the
			 duties that a disabled veterans’ outreach program specialist may perform
			 or on the individuals whom a disabled veterans’ outreach program
			 specialist
			 may assist other than those specifically provided for in this
			 chapter.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idFE27AC79855F406282E66C6E1F2FCD33"><enum>(b)</enum><header>Local veterans' employment representatives</header><text><external-xref legal-doc="usc" parsable-cite="usc/38/4104">Section 4104</external-xref> of title 38, United States Code, is amended—</text><paragraph id="id71F5CB074CD94A348CE22E86C5FD714C"><enum>(1)</enum><text>in subsection (b)—</text><subparagraph id="id5A392E2370484F1E811E4458A888553C"><enum>(A)</enum><text>by redesignating paragraphs (1) and (2) as subparagraphs (A) and (B), respectively;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8429E1EE67F74102B15DD4F76BAB249E"><enum>(B)</enum><text>in the matter before subparagraph (A), as redesignated by subparagraph (A) of this paragraph, by
			 inserting <quote>(1)</quote> before <quote>As principal duties</quote>;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8D68BFDEAC9E4D4EA28EFC031158E16A"><enum>(C)</enum><text>by adding at the end the following new paragraphs:</text><quoted-block display-inline="no-display-inline" id="idE1B1D33D53124E659463DB9B251C70FA" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="id223E9D19EEBA41D8B4F524DEFDD9AB79" indent="up1"><enum>(2)</enum><text>In addition to the principal duties required by paragraph (1), a local veterans' employment
			 representative may furnish employment, training, and
			 placement services directly to eligible veterans and eligible persons.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5B632A790B624ED29C660E9379D96E96" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">Each local veterans’ employment representative shall spend a majority of his or her time as a local
			 veterans’ employment representative carrying out the principal duties set
			 forth in subsection (b).</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB4D46193C8D14259B0239606FCB4946E"><enum>(D)</enum><text>in the heading, by striking <quote><header-in-text level="subsection" style="USC">Principal</header-in-text></quote>;</text></subparagraph></paragraph><paragraph id="id0805B578B2B9494EA232C16F51F04BEE"><enum>(2)</enum><text>by redesignating subsection (f) as subsection (g); and</text></paragraph><paragraph id="id7CD8A21436A440E2AF0F999F441D99A6"><enum>(3)</enum><text>by inserting after subsection (e) the following new subsection (f):</text><quoted-block display-inline="no-display-inline" id="idAE9E6532D6524AFFB52BCD93C60866D0" style="OLC"><subsection id="idBEDC18603A4C413DAC2D6930411B1024"><enum>(f)</enum><header>Limitation</header><text>The Secretary may not impose any restriction on the
			 duties that a local veterans’ employment representative may perform or on
			 the individuals whom a local veterans’ employment representative may
			 assist
			 other than those specifically provided for in this chapter.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
