		<official-title>To amend the Agricultural Act of 2014 to require the Secretary of Agriculture to extend the term of
			 marketing assistance loans in cases in which a purchaser has bought the
			 loan commodity subject to the loan and declared bankruptcy prior to paying
			 for the loan commodity. </official-title>

	<legis-body><section id="idB97E822F403E43868F054742B3FD0485" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Farmer Flexibility Act of 2014</short-title></quote>.</text></section><section id="idDA0BBEAAADC24FF7A555555DDA6CA63D"><enum>2.</enum><header>Extension in certain cases of bankruptcy</header><text display-inline="no-display-inline">Section 1203 of the Agricultural Act of 2014 (<external-xref legal-doc="usc" parsable-cite="usc/7/9033">7 U.S.C. 9033</external-xref>) is amended—</text><paragraph id="id1BECFDC7765A4C88B9E4EA4D840123DF"><enum>(1)</enum><text>by striking <quote>The Secretary</quote> and inserting the following:</text><quoted-block display-inline="no-display-inline" id="id0D28116E75AF40058FDDB2B08F2A8D56" style="OLC"><paragraph id="id896A051093EC4C6EA5C1C5F88B5DD50B"><enum>(1)</enum><header>In general</header><text>Except as provided in paragraph (2), the Secretary</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="id5EFEFAD1F17B4876A3D04853F598B446"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id1371C38B93504BBE9531E6199FAB7ABB" style="OLC"><paragraph id="idDB20C9E00E794347AF772C20A49D76A6"><enum>(2)</enum><header>Extension in certain cases of bankruptcy</header><subparagraph id="id2ADCF497BBAA4DFDBDE4388B4AFFBACF"><enum>(A)</enum><header>In general</header><text>This paragraph applies in any case in which—</text><clause id="idD7AC0888745347ACB6A0F49C3AF296B7"><enum>(i)</enum><text>the producers on a farm have a marketing assistance loan under section 1201
			 for a loan commodity;</text></clause><clause id="idAEE13BC2AC624913B3594EC653BEB4A1"><enum>(ii)</enum><text>the producers have sold, transferred, or delivered the loan commodity subject
			 to the loan to a purchaser; and</text></clause><clause id="idC4FD2307ED1D4167BE03EE19DE9B0E46"><enum>(iii)</enum><text>prior to the purchaser paying the
			 producers  full payment for the loan commodity, a case under any chapter
			 of title 11,
			 United States	Code, has been commenced in which the purchaser is the
			 debtor.</text></clause></subparagraph><subparagraph id="idAB1549FD0A704B2C936FB142CA0F0BB9"><enum>(B)</enum><header>Extension</header><text>In a case described in subparagraph (A), the Secretary shall—</text><clause id="id5B865E54FEAB4F0ABDA979F3EBEC716A"><enum>(i)</enum><subclause commented="no" display-inline="yes-display-inline" id="idC6B6E67AC3A04BC79C4A343055907654"><enum>(I)</enum><text>extend the term of the marketing assistance loan until the date on which the case under title 11,
			 United States Code, is closed or dismissed to a date that is at least 180
			 days following the final resolution of the bankruptcy case; and</text></subclause><subclause id="id875CE98CF4B64C49A65148116D3A5AC8" indent="up1"><enum>(II)</enum><text>extend the deadline for repayment of any installment of an ownership, operating, or emergency loan
			 made under the Consolidated Farm and Rural Development Act (7 U.S.C. 1921
			 et seq.) until the date on which the case under title 11,
			 United States Code, is closed or dismissed to a date that is at least 180
			 days following the final resolution of the bankruptcy case; and</text></subclause></clause><clause id="id98E2A97B6FFC4DDF80B0B713928FA19A"><enum>(ii)</enum><text>if the purchaser has taken possession of the loan commodity, suspend the accruing of interest
			 during the period of any extension under clause  (i).</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
