		<official-title>To support country-of-origin labeling, ban imports of fresh meat and meat food products from
			 countries with foot-and-mouth disease, reform certain livestock programs,
			 and for other purposes.</official-title>

	<legis-body><section id="idB4D799366E1040B2BD34499A11C657F4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>American Livestock Protection and Ranching Opportunity Act of 2014</short-title></quote>.</text></section><section id="idED908E083E884EBC89F52F8F0C6B92F5" section-type="subsequent-section"><enum>2.</enum><header>Sense of Congress regarding country of origin labeling</header><text display-inline="no-display-inline">It is the sense of Congress that—</text><paragraph id="id4a71ac6466954dc7a8dee6bb6a1a074c"><enum>(1)</enum><text>the overwhelming majority of consumers in the United States want to know where animals used to
			 produce the meat eaten by the consumers is born, raised, and slaughtered;</text></paragraph><paragraph id="idda8db4592a274d3eaf00e8d81e84ea1d"><enum>(2)</enum><text>country-of-origin labeling provides information that consumers in the United States have a right to
			 know; and</text></paragraph><paragraph id="id8fadc27e81a94b9b84d959315bae57ef"><enum>(3)</enum><text>country-of-origin labeling facilitates supply chain information critical for food safety.</text></paragraph></section><section id="id460001D88D8447089D4CECB94FB162BC" section-type="subsequent-section"><enum>3.</enum><header>Prohibition on importation of fresh meat and meat products from countries with foot-and-mouth
			 disease</header><text display-inline="no-display-inline">Section 10404 of the Animal Health Protection Act (<external-xref legal-doc="usc" parsable-cite="usc/7/8303">7 U.S.C. 8303</external-xref>) is amended by adding at the
			 end the following:</text><quoted-block display-inline="no-display-inline" id="id15C067640CBA4596B2DF5E1A44C571E9" style="OLC"><subsection id="id9B54C946716C473F872C52409F913E35"><enum>(d)</enum><header>Prohibition on importation of fresh meat and meat products from countries with foot-and-Mouth
			 disease</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, until the date on which the Secretary of Agriculture
			 certifies to Congress that a country is free of foot-and-mouth disease
			 without vaccination, the Secretary may not—</text><paragraph id="id69FF21D91AA14CBCB5AFF2346A43D138"><enum>(1)</enum><text display-inline="yes-display-inline">allow the importation of fresh meat or meat products from that country; or</text></paragraph><paragraph id="id4EA1F2B4F35B4E86BA5D0C47B155B025"><enum>(2)</enum><text>initiate, administer, finalize, or enforce any rulemaking allowing for the new importation of any
			 fresh meat or meat product from that country.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="idDC26635919024891A3B4A2E9F88DBA39"><enum>4.</enum><header>Brucellosis research and compensation</header><subsection id="idcc2fe319686542e0bbca3d616047b0b7"><enum>(a)</enum><header>Livestock disease initiative</header><text>Title IV of the Agricultural Research, Extension, and Education Reform Act of 1998 (7 U.S.C. 7624
			 et seq.) is amended by inserting after the title heading the following:</text><quoted-block display-inline="no-display-inline" id="id2207132104034C2B8349EF579B44DC18" style="OLC"><section id="id6F1A7B936A224F029591F93A7212F2C2"><enum>401.</enum><header>Livestock disease initiative</header><subsection id="id446996962C9641F19A6407FDC43EDAA5"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">There is established in the Department a livestock disease initiative under which the Secretary
			 shall provide to eligible entities competitive grants for research and
			 development described in subsection (d).</text></subsection><subsection id="id478A5D34981C463C8CE5511B2ECAA6AF"><enum>(b)</enum><header>Eligible entities</header><text>To be eligible to receive a grant under this section, an entity shall be—</text><paragraph id="idFA68678B70474ADBA4B11837C4DAF222"><enum>(1)</enum><text>a Federal agency;</text></paragraph><paragraph id="idA1A3FA6E49C54D4FA19EF8CE0BCA97DA"><enum>(2)</enum><text>a National Laboratory;</text></paragraph><paragraph id="idD698EF916BE7480580ED2D1272AC7E80"><enum>(3)</enum><text>an institution of higher education;</text></paragraph><paragraph id="id2CE07DC34A5B48FA85F58980D6AFE19B"><enum>(4)</enum><text>a research institution; or</text></paragraph><paragraph id="id22CA2317B6964BD49E40636AA2CDEB72"><enum>(5)</enum><text>a State agricultural experiment station.</text></paragraph></subsection><subsection id="id2cf92fde52d54c8590bea7535dc0fa28"><enum>(c)</enum><header>Priority</header><text>In awarding grants under this section, the Secretary shall give priority to research and
			 development relating to bovine brucellosis, bovine tuberculosis, and other
			 zoonotic diseases in livestock that are covered by a high-priority
			 research and extension initiative authorized under section 1672 of the
			 Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/5925">7 U.S.C. 5925</external-xref>).</text></subsection><subsection id="ida3ce1c1d5437425cb9a399f55b6c0038"><enum>(d)</enum><header>Use of grants</header><text>An entity that receives a grant under this section shall use the grant to conduct research and
			 development relating to surveillance methods, vaccines, vaccination
			 delivery systems, or diagnostic tests for diseases in domestic livestock
			 that present a potential concern to public health and safety, as
			 determined by the Secretary.</text></subsection><subsection id="id62c1780b1d804179a3fd2132c808b7de"><enum>(e)</enum><header>Matching funds</header><paragraph id="id5E513FB9440A4FFA974347A8DF45B8A5"><enum>(1)</enum><header>In general</header><text>In awarding grants under this section, the Secretary may give priority to proposals from eligible
			 entities that provide matching funds for the grants in a manner as
			 determined by the Secretary, but shall not require
			 eligible entities to have matching funds as a requirement of being awarded
			 a grant.</text></paragraph><paragraph id="idabbe7d61d9404e3f9d7c79ba5ddf2e2a"><enum>(2)</enum><header>Exemption</header><text>The matching funds requirement under section 1492 of the National Agricultural Research, Extension,
			 and Teaching Policy Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/3371">7 U.S.C. 3371</external-xref>) shall not apply in the
			 case of a grant awarded under this section.</text></paragraph></subsection><subsection id="id4E95A99C813741C5AF9EF4DE9716E7F1"><enum>(f)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $5,000,000 for each of fiscal
			 years 2015 through 2018.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="idbd7301b91ae848b7a752d3422bed03bc"><enum>(b)</enum><header>Assistance for losses due to brucellosis</header><text>Section 1501(c) of the Agricultural Act of 2014 (<external-xref legal-doc="usc" parsable-cite="usc/7/9081">7 U.S.C. 9081(c)</external-xref>) is amended—</text><paragraph id="id0D116D30C1ED461C8D1FDB54835DF932"><enum>(1)</enum><text>in paragraph (1)(A), by inserting <quote>or brucellosis</quote> after <quote>fire condition</quote> both places it appears;</text></paragraph><paragraph id="id8560943A982043D7B068B50471FCC68F"><enum>(2)</enum><text>in paragraph (2)—</text><subparagraph id="id83BF5D283DF84D73A96D74E0FFE36CAE"><enum>(A)</enum><text>in subparagraph (A), by striking <quote>or</quote> at the end;</text></subparagraph><subparagraph id="id558CA797E6894293BCD7A4FAD9A0D360"><enum>(B)</enum><text>in subparagraph (B), by striking the period at the end and inserting <quote>; or</quote>; and</text></subparagraph><subparagraph id="id799DA4CFB3C449F7A6887DD17EC823F4"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="idF8B9E7C2B19F41F8824AA599606295B6" style="OLC"><subparagraph id="id2BD39CE1C4E34F42A13CB1E9D9DBDC7F"><enum>(C)</enum><text>brucellosis, as described in paragraph (6).</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id89F4085EEE1143EF8535E4A78F9A9850"><enum>(3)</enum><text>by adding at the end
			 the following:</text><quoted-block display-inline="no-display-inline" id="id0A4F74E2A979416B91B0578E59E33879" style="OLC"><paragraph id="idC6B5F3BE1C554B028B5C959B13B7DA2B"><enum>(6)</enum><header>Assistance for losses due to brucellosis</header><subparagraph id="idE4405D2A093540F2BEDC933AB9DDA335"><enum>(A)</enum><header>In general</header><text>An eligible livestock producer may receive assistance under this paragraph only if  the grazing
			 losses occur due to quarantine of livestock under section 10407 of the
			 Farm Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/8306">7 U.S.C. 8306</external-xref>) due to
			 brucellosis infection in the Greater Yellowstone Designated Surveillance
			 Area, as determined by the Secretary.</text></subparagraph><subparagraph id="id131D5C74289B48B4B3E6D797737EB6D7"><enum>(B)</enum><header>Payment rate</header><text>The payment rate for assistance under this paragraph shall be equal to 60 percent of the monthly
			 feed cost (as determined under paragraph (3)(C)) for the total number of
			 livestock of the eligible livestock producer subject to quarantine.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section><section id="idDD69F3D373C34A4686A862E9C69ED793"><enum>5.</enum><header>Livestock indemnity payments</header><text display-inline="no-display-inline">Section 1501(b) of the Agricultural Act of 2014 (<external-xref legal-doc="usc" parsable-cite="usc/7/9081">7 U.S.C. 9081(b)</external-xref>) is amended by striking paragraph
			 (2) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="id6C2F6DC7744E4CBB8555FDAB7B9CD6D9" style="OLC"><paragraph id="id02c539452481495da4ddb3182e89fd50"><enum>(2)</enum><header>Payment rates</header><text>Indemnity payments to an eligible producer on a farm under paragraph (1) shall be made at a rate of
			 75 percent of the higher of, as determined by the Secretary—</text><subparagraph id="id813D86987F894EB9A62F4A1E34C108A7"><enum>(A)</enum><text>the market value of the applicable livestock on the earliest day that information is available to
			 the Secretary; or</text></subparagraph><subparagraph id="id63067909EBB2494780D6C72E672044B2"><enum>(B)</enum><text>the applicable nationwide price of the applicable livestock for the previous calendar year.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="id670656E7C41B4DAAA8397B2782ECD4BD"><enum>6.</enum><header>Livestock forage disaster program</header><text display-inline="no-display-inline">Section 1501(c)(3)(C) of the Agricultural Act of 2014 (<external-xref legal-doc="usc" parsable-cite="usc/7/9081">7 U.S.C. 9081(c)(3)(C)</external-xref>) is amended by adding
			 at the end the following:</text><quoted-block display-inline="no-display-inline" id="idD3AD343A85D64027B835C9C54622E7D7" style="OLC"><clause id="id14a9f96417134cfcab07a5298ad32722"><enum>(iv)</enum><header>High-value forage</header><text>The Secretary may provide for a price adjustment in the monthly feed cost in the case of
			 high-value forage, as determined by the Secretary.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block>
