		<official-title>To reverse the listing by the Secretary of the Interior of the lesser prairie chicken as a
			 threatened species under the Endangered Species Act of 1973, to prevent
			 further consideration of listing of the species as a threatened species or
			 endangered species under that Act pending implementation of the Western
			 Association of Fish and Wildlife Agencies’ Lesser Prairie-Chicken
			 Range-Wide Conservation Plan and other conservation measures, and for
			 other purposes.</official-title>

			<enum>1.</enum>
			<header>Short title</header>
			<text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Lesser Prairie Chicken Voluntary Recovery Act of 2014</short-title></quote>.</text>

			<enum>2.</enum>
			<header>Implementation of Lesser Prairie-Chicken Range-Wide Conservation Plan and other conservation
			 measures</header><subsection id="H89DAB476E5174F7E8DB3ED1E53FBA828">
				<enum>(a)</enum>
				<header> Definitions</header>
				<text display-inline="yes-display-inline">In this section:</text>
				<paragraph id="H6B820E35CCF944899C352908D0BEE8AC">
					<enum>(1)</enum>
					<header>Candidate Conservation Agreements</header>
					<text display-inline="yes-display-inline">The terms <term>Candidate Conservation Agreement</term> and <term>Candidate and Conservation Agreement With Assurances</term> have the meaning given those terms in—</text>
					<subparagraph id="H60C1DD967CDA482C8B4FB215AC8CA042">
						<enum>(A)</enum>
						<text>the announcement of the Department of the Interior and the Department of Commerce entitled <quote>Announcement of Final Policy for Candidate Conservation Agreements with Assurances</quote> (64 Fed. Reg. 32726 (June 17,
			 1999)); and</text>
					</subparagraph><subparagraph id="H91F7B78AC44247069E9D2744E61C04C0">
						<enum>(B)</enum>
						<text>sections 17.22(d) and 17.32(d) of title 50, Code of Federal Regulations (as in effect on the date
			 of enactment of this Act).</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9CB1243EECDC4DA29044BDAE2C4C5C7D"><enum>(2)</enum><header>Range-Wide Plan</header><text display-inline="yes-display-inline">The term <quote>Range-Wide Plan</quote> means the Lesser Prairie-Chicken Range-Wide Conservation Plan of the Western Association of Fish
			 and Wildlife Agencies, as endorsed by the United States Fish and Wildlife
			 Service on October 23, 2013, and published for comment on January 29, 2014
			 (79 Fed. Reg. 4652).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA0D376ADB0C0494783FBB6E460FC7BC4"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph></subsection><subsection id="H48CB3E90D1974E3FA5EDBDE020428CB6">
				<enum>(b)</enum>
				<header>Prohibition on treatment as threatened or endangered species</header>
				<paragraph id="HA2F6A0168801459CBB536CECD133B71C">
					<enum>(1)</enum>
					<header>In general</header>
					<text display-inline="yes-display-inline">Notwithstanding any prior action by the Secretary, the lesser prairie chicken shall
			 not be treated as a threatened species or endangered species under the
			 Endangered Species Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/16/1531">16 U.S.C. 1531 et seq.</external-xref>) before January 31,
			 2020.</text>
				</paragraph><paragraph id="H89B1D65DF71E465DBD31CF4666AB4A93">
					<enum>(2)</enum>
					<header>Prohibition on proposal</header>
					<text display-inline="yes-display-inline">Beginning on January 31, 2020, the lesser prairie chicken may not be treated as a threatened
			 species or endangered species under the Endangered Species Act of 1973 (16
			 U.S.C. 1531 et seq.) unless the Secretary publishes a determination, based
			 on the totality of the scientific evidence, that conservation (as that
			 term is used in that Act) under the Range-Wide Plan and the agreements,
			 programs, and efforts referred to in subsection (c) have not achieved the
			 conservation goals established by the Range-Wide Plan.</text>
				</paragraph></subsection><subsection id="HED1D7F67EC5F47288F7487276A94A3AE">
				<enum>(c)</enum>
				<header>Monitoring of progress of conservation programs</header>
				<text display-inline="yes-display-inline">The Secretary shall monitor and annually submit  to Congress a report on progress in conservation
			 of the
			 lesser prairie chicken under the Range-Wide Plan and all related—</text><paragraph id="id39C491D622834D7A9B589D77C8D2CCCC"><enum>(1)</enum><text display-inline="yes-display-inline">Candidate
			 Conservation Agreements and Candidate and Conservation Agreements With
			 Assurances;</text></paragraph><paragraph id="id27932D1A56914D86B683B279A28B8CB5"><enum>(2)</enum><text display-inline="yes-display-inline">other Federal conservation programs administered by the United
			 States Fish and Wildlife Service, the Bureau of Land Management, and the
			 Department of Agriculture;</text></paragraph><paragraph id="id875B8DCE577E4A41B5892D6164599586"><enum>(3)</enum><text display-inline="yes-display-inline">State conservation programs; and</text></paragraph><paragraph id="id597EAA19F15D4920A0A419DCE1DA45C8"><enum>(4)</enum><text display-inline="yes-display-inline">private
			 conservation efforts.</text>
