			 fourteen</enrolled-dateline><legis-num display="yes">S. 2673</legis-num><current-chamber display="no">IN THE SENATE OF THE UNITED STATES</current-chamber><legis-type display="yes">AN ACT</legis-type><official-title display="yes">To enhance the strategic partnership between the United States and Israel.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC"><section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>United States-Israel Strategic Partnership Act of 2014</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id7e7d334212a549909b9fb77b77fbb7c6" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text><paragraph commented="no" display-inline="no-display-inline" id="idC45E1BB764CD445F88D263F2162A72B4"><enum>(1)</enum><text display-inline="yes-display-inline">The people and the Governments of the
			 United States and of Israel share a deep and unbreakable bond, forged by
			 over
			 60
			 years of shared interests and shared values.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id035BE574CD5549D5B6EB3F7CA86FE33A"><enum>(2)</enum><text display-inline="yes-display-inline">Today, the people and Governments of the
			 United States and of Israel are facing a dynamic and rapidly changing
			 security
			 environment in the Middle East and North Africa, necessitating deeper
			 cooperation on a range of defense, security, and intelligence matters.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id111F524BC7C541DFB21D7B61FD87B341"><enum>(3)</enum><text display-inline="yes-display-inline">From Gaza, Hamas continues to deny Israel’s
			 right to exist and persists in firing rockets indiscriminately at
			 population
			 centers in Israel.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF859857251924C49A8FDCB5F32BE2E99"><enum>(4)</enum><text display-inline="yes-display-inline">Hezbollah—with support from Iran—continues
			 to stockpile rockets and may be seeking to exploit the tragic and volatile
			 security situation within Syria.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idAF3654B7A99B413BB100876F337BAE13"><enum>(5)</enum><text display-inline="yes-display-inline">The Government of Iran continues to pose a
			 grave threat to the region and the world at large with its reckless
			 pursuit of
			 nuclear weapons.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9AFC51197ED74C729110660751653862"><enum>(6)</enum><text display-inline="yes-display-inline">Given these challenges, it is imperative
			 that the United States continues to deepen cooperation with allies like
			 Israel
			 in pursuit of shared policy objectives.</text></paragraph></section><section commented="no" display-inline="no-display-inline" id="idf9bceff5acba4fe4802fc277e04342e0" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Statement of
			 policy</header><text display-inline="no-display-inline">It is the policy of the
			 United States—</text><paragraph commented="no" display-inline="no-display-inline" id="idEAFF22829A6549D69BBD43D4FF9D2DC0"><enum>(1)</enum><text display-inline="yes-display-inline">to reaffirm the unwavering support of the
			 people and the Government of the United States for the security of Israel
			 as a
			 Jewish state;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1F2A092F82FA47A98A2AE8F7B7C73340"><enum>(2)</enum><text display-inline="yes-display-inline">to reaffirm the principles and objectives
			 enshrined in the United States-Israel Enhanced Security Cooperation Act of
			 2012
			 (<external-xref legal-doc="public-law" parsable-cite="pl/112/150">Public Law 112–150</external-xref>) and ensure its implementation to the fullest
			 extent;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD4ABA2C9579F4B98875BB66C8BE7A6A0"><enum>(3)</enum><text display-inline="yes-display-inline">to reaffirm the importance of the 2007
			 United States-Israel Memorandum of Understanding on United States
			 assistance to
			 Israel and the semi-annual Strategic Dialogue between the United States
			 and
			 Israel;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id864F2673A1D346ECB123023BC1562BEA"><enum>(4)</enum><text display-inline="yes-display-inline">to pursue every opportunity to deepen
			 cooperation with Israel on a range of critical issues including defense,
			 homeland security, energy, and cybersecurity;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id41BB11CC8FF349A6A880B1F193B7E9EF"><enum>(5)</enum><text display-inline="yes-display-inline">to continue to provide Israel with robust
			 security assistance, including for the procurement of the Iron Dome
			 Missile Defense System; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id29D3A0E938BB43A3A09B26B4EBE6C6A8"><enum>(6)</enum><text display-inline="yes-display-inline">to support the Government of Israel in its
			 ongoing efforts to reach a negotiated political settlement with the
			 Palestinian
			 people that results in two states living side-by-side in peace and
			 security.</text></paragraph></section><section commented="no" display-inline="no-display-inline" id="idd78700ec21e24ae6bd92e29c8e67fa38" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Sense of
			 Congress on Israel as a major strategic partner</header><text display-inline="no-display-inline">It is the sense of Congress that Israel is a
			 major strategic partner of the United States.</text></section><section commented="no" display-inline="no-display-inline" id="id2ff690cef4404051b177e98945071901" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Extension of war
			 reserves stockpile authority</header><subsection commented="no" display-inline="no-display-inline" id="id8448b56fab444ea59a7bf19d48ae4ab3"><enum>(a)</enum><header display-inline="yes-display-inline">Department of
			 Defense Appropriations Act, 2005</header><text display-inline="yes-display-inline">Section 12001(d) of the
			 Department of Defense Appropriations Act, 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/108/287">Public Law 108–287</external-xref>; 118
			 Stat.
			 1011) is amended by striking <quote>more than 10 years after</quote> and
			 inserting <quote>more than 11 years after</quote>.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idA2F714E88C884DDF8B6CDC815BB78B85"><enum>(b)</enum><header display-inline="yes-display-inline">Foreign
			 Assistance Act of 1961</header><text display-inline="yes-display-inline">Section 514(b)(2)(A) of the Foreign
			 Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2321h">22 U.S.C. 2321h(b)(2)(A)</external-xref>) is amended by striking
			 <quote>and 2014</quote> and inserting <quote>, 2014, and 2015</quote>.</text></subsection></section><section commented="no" display-inline="no-display-inline" id="idAE1B86F259134A0CAFA6E905B531A779" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Eligibility of
			 Israel for the strategic trade authorization exception to certain export
			 control licensing requirements</header><subsection commented="no" display-inline="no-display-inline" id="id213590CDA7064F6FAB149672CC27830D"><enum>(a)</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="yes-display-inline">Congress
			 finds that Israel—</text><paragraph commented="no" display-inline="no-display-inline" id="id62EAC7996ABF412D8AAF67C3DB9FF29C"><enum>(1)</enum><text display-inline="yes-display-inline">has adopted high standards in the field of export controls;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3AA046C07A7744FDA720A2CE49C1605F"><enum>(2)</enum><text display-inline="yes-display-inline">has declared its unilateral adherence to the
			 Missile Technology Control Regime, the Australia Group, and the Nuclear
			 Suppliers Group; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF3AD2B7DCD5E4A14A5C7F6910E9D6635"><enum>(3)</enum><text display-inline="yes-display-inline">is a party
			 to—</text><subparagraph commented="no" display-inline="no-display-inline" id="id490CB6DDFC184B6DAC726DB8B22EDAD1"><enum>(A)</enum><text display-inline="yes-display-inline">the Convention on
			 Prohibitions or Restrictions on the Use of Certain Conventional Weapons
			 which
			 may be Deemed to be Excessively Injurious or to Have Indiscriminate
			 Effects,
			 signed at Geneva October 10, 1980;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8B3D96699FFA4152A4292EB0C0A8D2A6"><enum>(B)</enum><text display-inline="yes-display-inline">the Protocol for
			 the Prohibition of the Use in War of Asphyxiating, Poisonous or Other
			 Gases,
			 and of Bacteriological Methods of Warfare, signed at Geneva June 17, 1925;
			 and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id68A106D801A7473E85FF832F5850EBA3"><enum>(C)</enum><text display-inline="yes-display-inline">the Convention on
			 the Physical Protection of Nuclear Material, adopted at Vienna on October
			 26,
			 1979.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idF88CFD84C57B44A3BB122DD88E0007A3"><enum>(b)</enum><header display-inline="yes-display-inline">Eligibility for
			 strategic trade authorization exception</header><text display-inline="yes-display-inline">The President, consistent with the commitments of the United States under international
			 arrangements, shall take steps so that Israel may be included in the list
			 of countries eligible for
			 the
			 strategic trade authorization exception under section 740.20(c)(1) of
			 title 15,
			 Code of Federal Regulations, to the requirement for a license for the
			 export,
			 reexport, or in-country transfer of an item subject to controls under the
			 Export Administration Regulations.</text></subsection></section><section commented="no" display-inline="no-display-inline" id="id76f9d165f929465b9121d9dae84a1e65" section-type="subsequent-section"><enum>7.</enum><header display-inline="yes-display-inline">United States-Israel cooperation on energy, water, homeland security, agriculture, and alternative
			 fuel technologies</header><subsection commented="no" display-inline="no-display-inline" id="id1CA051C2E068412D82B4F512276AD7AD"><enum>(a)</enum><header display-inline="yes-display-inline">In
			 general</header><text display-inline="yes-display-inline">The President is
			 authorized, subject to existing law—</text><paragraph commented="no" display-inline="no-display-inline" id="idBB199132D7844455AA92B96F50C2CBB6"><enum>(1)</enum><text display-inline="yes-display-inline">to undertake activities in cooperation with Israel; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6B02642198CB4B34AEC4C7AD3CCA08F5"><enum>(2)</enum><text display-inline="yes-display-inline">to
			 provide assistance promoting cooperation in the fields of energy, water,
			 agriculture, and alternative fuel technologies.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idD25B3DE0C897472AACCCD34988376B17"><enum>(b)</enum><header display-inline="yes-display-inline">Requirements</header><text display-inline="yes-display-inline">In carrying out subsection (a), the
			 President is authorized, subject to existing requirements of law and any
			 applicable agreements or understandings between the United States and
			 Israel—</text><paragraph commented="no" display-inline="no-display-inline" id="id9F0275F6BD244186A669FC2A4CC4B688"><enum>(1)</enum><text display-inline="yes-display-inline">to share and exchange with Israel research,
			 technology,
			 intelligence, information, equipment, and personnel, including through
			 sales, leases, or exchanges in kind, that the President
			 determines will advance the national security interests of the United
			 States
			 and are consistent with the Strategic Dialogue and pertinent provisions of
			 law; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF47E51D016404C6ABB3873AA8230FCB4"><enum>(2)</enum><text display-inline="yes-display-inline">to enhance scientific cooperation between
			 Israel and the United States.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id13789d43645e495089a8831277b44961"><enum>(c)</enum><header display-inline="yes-display-inline">Cooperative research pilot programs</header><text display-inline="yes-display-inline">The Secretary of Homeland Security, acting through the Director of the Homeland Security Advanced
			 Research Projects Agency and with the concurrence of the Secretary of
			 State, is authorized, subject to existing law, to enter
			 into cooperative research pilot programs with Israel to enhance Israel’s
			 capabilities in—</text><paragraph commented="no" display-inline="no-display-inline" id="id849262f540aa4ea6b285c136a0eb8efb"><enum>(1)</enum><text display-inline="yes-display-inline">border, maritime, and aviation security;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id131985b9b0af406b81b1fbd2aa033f17"><enum>(2)</enum><text display-inline="yes-display-inline">explosives detection; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idca185485925e46e38c22f5b15af8cb07"><enum>(3)</enum><text display-inline="yes-display-inline">emergency services.</text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id76bc526991474234ae78490039641318" section-type="subsequent-section"><enum>8.</enum><header display-inline="yes-display-inline">Report on
			 increased United States-Israel cooperation on cybersecurity</header><text display-inline="no-display-inline">Not later than 180
			 days after the date of the enactment of this Act, the President shall
			 submit to
			 Congress a report, in a classified format or including a classified annex,
			 as appropriate, on the feasibility and advisability of expanding United
			 States-Israeli cooperation on cyber issues, including
			 sharing and advancing technologies related to the prevention of
			 cybercrimes.</text></section><section commented="no" display-inline="no-display-inline" id="idd2a8336447d044099a8ed7324d1493a7" section-type="subsequent-section"><enum>9.</enum><header display-inline="yes-display-inline">Statement of policy regarding the Visa Waiver Program</header><text display-inline="no-display-inline">It shall be the policy of the United States to include Israel in the list of countries that
			 participate in the visa waiver program under section 217 of the
			 Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1187">8 U.S.C. 1187</external-xref>) when Israel satisfies, and
			 as long as Israel continues to satisfy, the requirements for inclusion in
			 such program specified in such section.</text></section><section commented="no" display-inline="no-display-inline" id="ide877b19e79594b25afddca17fe9b2833" section-type="subsequent-section"><enum>10.</enum><header display-inline="yes-display-inline">Status of
			 implementation of section 4 of the United States-Israel Enhanced Security
			 Cooperation Act of 2012</header><text display-inline="no-display-inline">Not
			 later than 180 days after the date of the enactment of this Act, the
			 President
			 shall, to the extent practicable and in an appropriate manner, provide an
			 update to the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>, the
			 <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name>, the <committee-name committee-id="SSAS00">Committee on Armed Services of the Senate</committee-name>, and  the <committee-name committee-id="">Committee on Armed Services of the House of Representatives</committee-name> on current and future efforts undertaken by the President to fulfill the
			 objectives of section 4 of the United States-Israel Enhanced Security
			 Cooperation Act (<external-xref legal-doc="usc" parsable-cite="usc/22/8603">22 U.S.C. 8603</external-xref>).</text></section><section commented="no" display-inline="no-display-inline" id="ide23c364169ec447e881d37dd29b811a2" section-type="subsequent-section"><enum>11.</enum><header display-inline="yes-display-inline">Improved reporting on enhancing Israel’s qualitative military edge and security posture</header><subsection commented="no" display-inline="no-display-inline" id="idc724469a30464340a4a778fd17f28551"><enum>(a)</enum><header display-inline="yes-display-inline">Biennial assessment reevaluations</header><text display-inline="yes-display-inline">Section 201(c) of the Naval Vessel Transfer Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/22/2776">22 U.S.C. 2776</external-xref> note) is amended by adding
			 at the end the following:</text><quoted-block display-inline="no-display-inline" id="id64636f48f5b64f76a3a577e80ef007a3" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="id669d13d0f2ad4daca1482c6f6fda1ed8"><enum>(3)</enum><header display-inline="yes-display-inline">Biennial updates</header><text display-inline="yes-display-inline">Two years after the date on which each quadrennial report is transmitted to Congress, the
			 President shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="id98FA8309711A4EB796B68C352BD06E9F"><enum>(A)</enum><text display-inline="yes-display-inline">reevaluate the assessment required under subsection (a); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idF276AB1F1C09454C84D8A06B098D3ED2"><enum>(B)</enum><text display-inline="yes-display-inline">inform	and consult with the appropriate congressional committees on the results of the
			 reevaluation conducted pursuant to subparagraph (A).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="id0df1db36365b436a8a11cdfbbb7e33d4"><enum>(b)</enum><header display-inline="yes-display-inline">Certification requirements for major defense equipment</header><text display-inline="yes-display-inline">Section 36(h) of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2776">22 U.S.C. 2776(h)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idD9511F290B794D0B93E41AEEDD74576B"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating paragraph (2) as paragraph (3); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id57786BC27EAC4A1CACCF59A5D2976056"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after paragraph (1) the following:</text><quoted-block display-inline="no-display-inline" id="id1581E168B7384B1489DFE773EA8F5B87" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="id93352f7a68e24c2ebf962d3669018365"><enum>(2)</enum><header display-inline="yes-display-inline">Requirements with respect to determination for major defense equipment</header><text display-inline="yes-display-inline">A determination under paragraph (1) relating to the sale or export of major defense equipment 
			 shall include—</text><subparagraph commented="no" display-inline="no-display-inline" id="idf08445f9f5c14d53b6d53ee9f51868f0"><enum>(A)</enum><text display-inline="yes-display-inline">a detailed explanation of Israel’s capacity to address the improved capabilities provided by such
			 sale or export;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1fa6549903ee47faa53e12a20c12e1f5"><enum>(B)</enum><text display-inline="yes-display-inline">a detailed evaluation of—</text><clause commented="no" display-inline="no-display-inline" id="idD9A68EC5137C4E65B0BCD0E5127B2832"><enum>(i)</enum><text display-inline="yes-display-inline">how such sale or export alters the strategic and tactical balance in the region, including relative
			 capabilities; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idEE52921315294F32A7767FCE527B1B49"><enum>(ii)</enum><text display-inline="yes-display-inline">Israel’s capacity to respond to the improved regional capabilities provided by such sale or export;</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id67cfb6fa3a0a48ceb273a5c6a6225a07"><enum>(C)</enum><text display-inline="yes-display-inline">an identification of any specific new capacity, capabilities, or training that Israel may require
			 to address the regional or country-specific capabilities provided by such
			 sale or export; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf9871f44f6ff4767aa19c33bced3ecf9"><enum>(D)</enum><text display-inline="yes-display-inline">a description of any additional United States security assurances to Israel made, or requested to
			 be made, in connection with, or as a result of, such sale or export.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id806b6b7ea15b4bd18a6ea69d754a2d13" section-type="subsequent-section"><enum>12.</enum><header display-inline="yes-display-inline">United States-Israel energy cooperation</header><subsection commented="no" display-inline="no-display-inline" id="id062608cfaf054d80b696af8e1b0c4a41"><enum>(a)</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="yes-display-inline">Section 917(a) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17337">42 U.S.C. 17337(a)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id9ab20fd777704d13947bff4d5a2220f6"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>renewable</quote> and inserting <quote>covered</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id01e33b5ca93446dabf328eae9df242f9"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (4)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id49f071c29b494542bf9bf8f583eb4863"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>possible many</quote> and inserting “possible—</text><quoted-block display-inline="no-display-inline" id="id224a67e7990b4ff9af04991ef598d950" style="OLC"><subparagraph commented="no" display-inline="no-display-inline" id="idd651717da2214a17a31a92115516efc1"><enum>(A)</enum><text display-inline="yes-display-inline">many</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id52909249ea9c40c78f3ecb7b6aecb837"><enum>(B)</enum><text display-inline="yes-display-inline">by adding at the end the following: “and</text><quoted-block display-inline="no-display-inline" id="id1686fc22660245fe8d67a31e762dd45e" style="OLC"><subparagraph commented="no" display-inline="no-display-inline" id="id367fec4b35ac409fbdf92cf79bef2e5f"><enum>(B)</enum><text display-inline="yes-display-inline">significant contributions to the development of renewable energy and energy efficiency through the
			 established programs of the United States-Israel Binational Industrial
			 Research and Development Foundation and the United States-Israel

			 with respect to expanding the use of alternative fuels;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc4890a30b3c04c889aafa65c98b518e3"><enum>(14)</enum><text display-inline="yes-display-inline">the United States strongly urges open dialogue and continued mechanisms for regular engagement and
			 encourages further cooperation between applicable departments, agencies,
			 ministries, institutions of higher education, and the private sector of
			 the United States and Israel on energy security issues, including—</text><subparagraph commented="no" display-inline="no-display-inline" id="id8382dfb9b7ca42959b7371d8efe2694a"><enum>(A)</enum><text display-inline="yes-display-inline">identifying policy priorities associated with the development of natural resources of Israel;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id149dc430a0c34fee9bba458dc26ef466"><enum>(B)</enum><text display-inline="yes-display-inline">discussing and sharing best practices to secure cyber energy infrastructure and other energy

			 Foundation and the United States-Israel Binational Science Foundation; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7F8F745ABC084F8AADAAFE4B61D78620"><enum>(B)</enum><text display-inline="yes-display-inline">supports continued multiyear funding to ensure the continuity of the programs of the foundations
			 specified in subparagraph (A); and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf0f6452e9d714bada57d327c69093bdf"><enum>(16)</enum><text display-inline="yes-display-inline">the United States and Israel have a shared interest in addressing immediate, near-term, and
			 long-term energy, energy poverty, energy independence, and environmental
			 challenges facing the United States and

			 cooperative agreements
			 entered into pursuant to paragraph (1).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id875a795a8abf4a69a7cd9d8c91b99c6c"><enum>(3)</enum><header display-inline="yes-display-inline">Annual reports</header><text display-inline="yes-display-inline">If the Secretary enters into agreements authorized by paragraph (1), the Secretary shall submit an
			 annual report to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources of the Senate</committee-name>, the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>, the <committee-name committee-id="SSAP00">Committee on Appropriations of the Senate</committee-name>, the <committee-name committee-id="">Committee on Energy and Commerce of the House of Representatives</committee-name>, the <committee-name committee-id="">Committee on Science, Space, and Technology of the House of Representatives</committee-name>, the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name>, and the <committee-name committee-id="">Committee on Appropriations of the House of Representatives</committee-name> that describes—</text><subparagraph commented="no" display-inline="no-display-inline" id="idedf7a45ec5e04c4b87cc715daba72b6f"><enum>(A)</enum><text display-inline="yes-display-inline">actions taken to implement such agreements; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc28cb15bd0544a79904803e9a06d4470"><enum>(B)</enum><text display-inline="yes-display-inline">any projects undertaken pursuant to such agreements.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id2d63d2cae81c48dab4f15f992482b502"><enum>(d)</enum><header display-inline="yes-display-inline">United States-Israel energy center</header><text display-inline="yes-display-inline">The Secretary may establish a joint United States-Israel Energy Center in the United States
			 leveraging the experience, knowledge, and expertise of institutions of
			 higher education and entities in the private sector, among others, in
			 offshore energy
			 development to further dialogue and collaboration to develop more robust
			 academic cooperation in energy innovation technology and engineering,
			 water science, technology transfer, and analysis of emerging geopolitical
			 implications, crises and threats from foreign natural resource and energy
			 acquisitions, and the development of domestic resources as a response.</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0EB3851DCCDF4BA586F064C17B02A852"><enum>(D)</enum><text display-inline="yes-display-inline">in subsection (e), as redesignated, by striking <quote>the date that is 7 years after the date of enactment of this Act</quote> and inserting <quote>September 30, 2024</quote>.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd154e3617f0e4f3690f64acc7744980f"><enum>(2)</enum><header display-inline="yes-display-inline">Constructive regional energy cooperation</header><text display-inline="yes-display-inline">The Secretary of State shall continue the ongoing diplomacy efforts of the Secretary of State in—</text><subparagraph commented="no" display-inline="no-display-inline" id="idb93ac6988d254a23bc37b2c460130717"><enum>(A)</enum><text display-inline="yes-display-inline">engaging and supporting the energy security of Israel; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id60a7ac105421430db6587d6db4b0ed8a"><enum>(B)</enum><text display-inline="yes-display-inline">promoting constructive regional energy cooperation in the Eastern Mediterranean.</text></subparagraph></paragraph></subsection></section></legis-body><attestation><attestation-group><attestor display="no"></attestor><role>Speaker of the House of Representatives</role></attestation-group><attestation-group><attestor display="no"></attestor><role>Vice President of the United States and President of the Senate</role></attestation-group></attestation></bill>
