			<header>Short title</header>
			<text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Homeless Children and Youth Act of 2014</short-title></quote>.</text>
		</section><section id="HFF1DE38ABD7A4B19B7B38A859F2AF977">
			<enum>2.</enum>
			<header>Amendments to the McKinney-Vento Homeless Assistance Act</header><text display-inline="no-display-inline">The McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11301">42 U.S.C. 11301 et seq.</external-xref>) is amended—</text><paragraph id="idE9619247B4184A5CA35CE74D8A091211"><enum>(1)</enum><text>in section 103—</text><subparagraph id="idACAAC26B84FB4D869069A59B9D624F7E"><enum>(A)</enum><text>in subsection (a)—</text><clause id="idCB025C234AA3414D830916794762EDFF"><enum>(i)</enum><text>in paragraph  (5)(A)—</text><subclause id="id0BC7FD2A40A84280A309DCA436C7E460"><enum>(I)</enum><text>by striking <quote>are sharing</quote> and all that follows through <quote>charitable organizations,</quote>;</text></subclause><subclause id="id50E94DB725FD44CFB7E46DCAEA6BC415"><enum>(II)</enum><text>by striking <quote>14 days</quote> each place that term appears and inserting <quote>30 days</quote>;</text></subclause><subclause id="idA36D0995BB6B44C692F60722857A6217"><enum>(III)</enum><text>in clause (i), by inserting <quote>or</quote> after the semicolon;</text></subclause><subclause id="idC5B01206E66E41A89EF5C53B0D03B52C"><enum>(IV)</enum><text>by striking clause (ii); and</text></subclause><subclause id="id3181FC7EB38B47AEB052564B9F7A0187"><enum>(V)</enum><text>by redesignating clause (iii) as clause (ii); and</text></subclause></clause><clause id="id9BB55C2D9E9C45F488D322ACE3751794"><enum>(ii)</enum><text>by amending paragraph (6) to read as follows:</text><quoted-block display-inline="no-display-inline" id="id5D1F41D551464FEDADB1121475FF5A86" style="OLC"><paragraph id="id7401EB9745E640A094995AB4268C60DC"><enum>(6)</enum><text>unaccompanied youth and homeless families with children and youth defined as homeless under other
			 Federal statutes who—</text><subparagraph id="id1B2C901D4AC748DAAFD194393888ECA3"><enum>(A)</enum><text>are certified as homeless by the director or designee of a director of a program funded  under any
			 other Federal statute; or</text></subparagraph><subparagraph id="id4539670935244587B372C513D902AA14"><enum>(B)</enum><text>have been certified by a director or designee of a director of a program funded under this Act or a
			 director or designee of a director of a public housing agency as lacking a
			 fixed, regular, and adequate nighttime residence, which shall include—</text><clause id="id7582364C70A64747B3B1337C0D4A73BA"><enum>(i)</enum><text>temporarily sharing the housing of another person due to loss of housing, economic hardship, or
			 other similar reason; or</text></clause><clause commented="no" id="idCD3F2645223D4BC4839EEA4179AA8D85"><enum>(ii)</enum><text>living in a room in a motel or hotel.</text></clause></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="id7B723D5966AC452E86C55E87DB3986E9"><enum>(B)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="idE4B7070101734355AE7451698F007F97" style="OLC"><subsection id="id5B781A434CB74BA6A3C667DFC74B98D7"><enum>(f)</enum><header>Other definitions</header><text>In this section—</text><paragraph id="id08748964DD1D4C6482B3B29D3B8C4869"><enum>(1)</enum><text>the term <term>other Federal statute</term> has the meaning given that term in section 401; and</text></paragraph><paragraph id="idACEEEA0AA3F44FD2AA05820B6CB7F696"><enum>(2)</enum><text>the term <term>public housing agency</term> means an agency described in section 3(b)(6) of the United States Housing Act of 1937 (42 U.S.C.
			 1437a(b)(6)).</text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idC8B955E4EF344AF59D0D5D0E43D21D20"><enum>(2)</enum><text>in section 401—</text><subparagraph id="id0DF17924C2A440B492558F3E17400BF5"><enum>(A)</enum><text>in paragraph (1)(C)—</text><clause id="id0955B74D50154C19BFE1C36B66A21DEC"><enum>(i)</enum><text>by striking clause (iv); and</text></clause><clause id="id396720AD418B45669E185C49F67CE69E"><enum>(ii)</enum><text>by redesignating clauses (v), (vi), and (vii) as clauses (iv), (v), and (vi);</text></clause></subparagraph><subparagraph id="idC0E97BB17CCF4689B031047EA194849F"><enum>(B)</enum><text>in paragraph (7)—</text><clause id="id4B414F28C457494CA2FC2F79AC496605"><enum>(i)</enum><text>by striking <quote>Federal statute other than this subtitle</quote> and inserting <quote>other Federal statute</quote>; and</text></clause><clause id="idDDE6B0D34AB7406CADCB31145671119D"><enum>(ii)</enum><text>by inserting <quote>of</quote> before <quote>this Act</quote>;</text></clause></subparagraph><subparagraph id="id0216C1FE5C6D4EEBBF8790986217A719"><enum>(C)</enum><text>by redesignating paragraphs (14) through (33) as paragraphs (15) through (34), respectively; and</text></subparagraph><subparagraph id="idD3FDCE30EA4E40BCBEA6BA33FED29B9E"><enum>(D)</enum><text>by adding after paragraph (13) the following:</text><quoted-block display-inline="no-display-inline" id="idD12DF455CBBA4837AA5100247FDA06C8" style="OLC"><paragraph id="id588556BA62EF40E695DDA96A4C50FE13"><enum>(14)</enum><header>Other Federal statute</header><text>The term <term>other Federal statute</term> includes—</text><subparagraph id="idE3727115219041A0946816090C2B2FD9"><enum>(A)</enum><text>the Runaway and Homeless Youth Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5701">42 U.S.C. 5701 et seq.</external-xref>);</text></subparagraph><subparagraph id="idF0E4BF4F646F4393885B11FFFEE2EA40"><enum>(B)</enum><text>the Head Start Act (<external-xref legal-doc="usc" parsable-cite="usc/42/9831">42 U.S.C. 9831 et seq.</external-xref>);</text></subparagraph><subparagraph id="id4F13169873DA410290FD35DBB4E6B25F"><enum>(C)</enum><text>subtitle N of the Violence Against Women Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/42/14043e">42 U.S.C. 14043e et seq.</external-xref>);</text></subparagraph><subparagraph id="idB3B1D561972346B29B98D69807D25865"><enum>(D)</enum><text>section 330(h) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b(h)</external-xref>);</text></subparagraph><subparagraph id="id7693E00D870A4DCFBAA87A7DFFE50C6F"><enum>(E)</enum><text>section 17 of the Child Nutrition Act of 1966 (<external-xref legal-doc="usc" parsable-cite="usc/42/1786">42 U.S.C. 1786</external-xref>);</text></subparagraph><subparagraph id="id2587939BC8514CAD83F9556426059BF6"><enum>(F)</enum><text>the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001 et seq.</external-xref>); and</text></subparagraph><subparagraph id="id0DC42A99C064421D8AF5DFDE6D96D913"><enum>(G)</enum><text>subtitle B of title VII of this Act.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id53FF87087EDE468098F0F7E31F324D6F"><enum>(3)</enum><text>by inserting after section 408 the following:</text><quoted-block display-inline="no-display-inline" id="id203D9FB3026B4331960F789AB699B415" style="OLC"><section id="idDF1C9DAB9F7142519863E20F22C734B5"><enum>409.</enum><header>Availability of HMIS report</header><subsection id="id7CFDF22BC2654D06BE99166ED1BEA9FA"><enum>(a)</enum><header>In general</header><text>The information provided to the Secretary under section 402(f)(3) shall be made publically
			 available
			 on the Internet website of the Department of Housing and Urban
			 Development in aggregate, non-personally identifying reports.</text></subsection><subsection id="idFDDF9058A87A43F59EBE7CEA31ADE72F"><enum>(b)</enum><header>Required data</header><text>Each report made publically available under subsection (a) shall be updated on at least an annual
			 basis and shall include—</text><paragraph id="idD17C9431670344B298CE2BACA3B8BC9B"><enum>(1)</enum><text>a cumulative count of the number of individuals and families experiencing homelessness;</text></paragraph><paragraph id="id10B5565734BD46F0B98315577AFFB13E"><enum>(2)</enum><text>a cumulative assessment of the patterns of assistance provided under subtitles B and C for the each
			 geographic area involved; and</text></paragraph><paragraph id="id2C26681EBD664FBB97043F49FC827602"><enum>(3)</enum><text>a count of the number of individuals and families experiencing homelessness that are documented
			 through the HMIS by each collaborative applicant.</text></paragraph></subsection></section><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="id84C945CAD91046D1AE04B21189FACCA0"><enum>(4)</enum><text>in section 422—</text><subparagraph id="id3605283627F740A3958C6CEC94E45D5A"><enum>(A)</enum><text>in subsection (a)—</text><clause id="id1159AC8401154BA390B36C0F7AC94FAC"><enum>(i)</enum><text>by striking <quote>The Secretary</quote> and inserting the following:</text><quoted-block display-inline="no-display-inline" id="idF0264EF37A9C4C5A82C9D3FDF5B594B3" style="OLC"><paragraph id="idAAC40671D4A748F6AA015EBF406F36E0"><enum>(1)</enum><header>In general</header><text>The Secretary</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause><clause id="id3041A6BD3CCE4710A0D690EC3CAF29EB"><enum>(ii)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id42C21BC341F9493A98DF28237BEFFCC5" style="OLC"><paragraph id="idD4290308B9DA43A786D3D1B6A7215E4C"><enum>(2)</enum><header>Restriction</header><text>In awarding grants under paragraph (1), the Secretary may not consider or prioritize the specific
			 homeless
			 populations intended to be served by the applicant if the applicant
			 demonstrates that the
			 project—</text><subparagraph id="idB698D172CB904648BBC75210CEC8758B"><enum>(A)</enum><text>would meet the priorities identified in the plan submitted under section 427(b)(1)(B); and</text></subparagraph><subparagraph id="id2CBDA1C738A548B1B7798A81768C6623"><enum>(B)</enum><text>is cost-effective in meeting the overall goals and objectives identified in that plan.</text></subparagraph></paragraph><after-quoted-block>;  and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="id9769576B74A9459AA143F2CF792E0E3C"><enum>(B)</enum><text>by striking subsection (j);</text></subparagraph></paragraph><paragraph id="id1EA638F56DA14176A1CE59F7A6C849B4"><enum>(5)</enum><text>in section 424(d), by striking paragraph (5);</text></paragraph><paragraph id="id2D8C946317934601870DABD46BA6A182"><enum>(6)</enum><text>in section 427(b)—</text><subparagraph id="id7EA26F38078B458090CDA00D6C6A932F"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="id0044159A8F5E49898BDF388FA2BEB3D4"><enum>(i)</enum><text>in subparagraph (A)—</text><subclause id="id0067822BE08A4E56A7407D1C91537BC6"><enum>(I)</enum><text>in clause (vi), by adding <quote>and</quote> at the end;</text></subclause><subclause id="idBE51B3C8857B4542BC3FA67986269409"><enum>(II)</enum><text>in clause (vii), by striking <quote>and</quote> at the end; and</text></subclause><subclause id="id11AD5FF667414D5B871A5AEB278DF5AC"><enum>(III)</enum><text>by striking clause (viii);</text></subclause></clause><clause id="id8F5946B11CD54D3AA7197DBF7391DD6A"><enum>(ii)</enum><text>in subparagraph (B)—</text><subclause id="idB5E273A4403948ABB4B9C0BA35746503"><enum>(I)</enum><text>in clause (iii), by adding <quote>and</quote> at the end;</text></subclause><subclause id="id168B57CEBBFB4145A2BE2BA2AA60FEF3"><enum>(II)</enum><text>in clause (iv)(VI), by striking <quote>and</quote> at the end; and</text></subclause><subclause id="idD92924F4CB4049769E93E7BC2FC6BB0E"><enum>(III)</enum><text>by striking clause (v);</text></subclause></clause><clause id="id833FE4B89E1B4EE9B98FF8272D99869D"><enum>(iii)</enum><text>in subparagraph (E), by adding <quote>and</quote> at the end;</text></clause><clause id="id65197E89CE3147DCB99D090AF520F041"><enum>(iv)</enum><text>by striking subparagraph (F); and</text></clause><clause id="idBA12E1E9F77D461E85F5AA61F1FD2DC5"><enum>(v)</enum><text>by redesignating subparagraph (G) as subparagraph (F); and</text></clause></subparagraph><subparagraph id="id3EC1958E02DC4D97894762B2B8AF906E"><enum>(B)</enum><text>by striking paragraph (3); and</text></subparagraph></paragraph><paragraph id="id7B4D18208B154F288F483B73C1E91199"><enum>(7)</enum><text>by amending section 433 to read as follows:</text><quoted-block display-inline="no-display-inline" id="idF3D978458E15486299EAEE492C7E078A" style="OLC"><section id="idC9F066FA86314425AE0E61A974B3F589"><enum>433.</enum><header>Reports to Congress</header><subsection id="id066E9623869D40A8A0E861054862F15F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall submit to Congress an annual report, which shall—</text><paragraph id="idD4D6DC86B54C44A9AE0E19F80D802590"><enum>(1)</enum><text>summarize the activities carried out under this subtitle and set forth the findings, conclusions,
			 and recommendations of the Secretary as a result of the activities; and</text></paragraph><paragraph id="id37BC5739F5CD4A67B6290398A3B70703"><enum>(2)</enum><text>include, for the year preceding the date on which the report is submitted—</text><subparagraph id="idB8F568EC2D6744F38F02ABDBE5BE1A7A"><enum>(A)</enum><text>data required to be made publically available in the report under section 409; and</text></subparagraph><subparagraph id="id1E3FED28828E4F7DB7128C648C9FB6FD"><enum>(B)</enum><text>data on programs funded  under any
			 other Federal statute, as such term is defined in section 401.</text></subparagraph></paragraph></subsection><subsection id="id9EACD00E906449A08E4EC745DFCDE79D"><enum>(b)</enum><header>Timing</header><text>A report under subsection (a) shall be submitted not later than 4 months after the end of each
