			 appropriated, for the fiscal year ending September 30, 2014, and for other
			 purposes, namely:</text>
		</section><title commented="no" id="id4ADCA5888A9C4CD99BA3F8E0DE9BC66A" level-type="subsequent" style="appropriations"><enum>I</enum><header display-inline="no-display-inline">Southwestern Border Crisis</header><chapter commented="no" id="id73D9AD9E1F164F5C98D1E6D8A8A3D95B" level-type="subsequent" style="appropriations"><enum>1</enum><appropriations-major commented="no" id="id0CA8C3AEA0BC4CDFA5D26EBF34A35E0B"><header display-inline="yes-display-inline">DEPARTMENT OF JUSTICE</header></appropriations-major><appropriations-intermediate commented="no" id="id70ED9E581B6043078FC8F4296E03F1D2"><header display-inline="yes-display-inline">General administration</header></appropriations-intermediate><appropriations-small commented="no" id="idC86FE1CBBD6A4160AD24EA5285337641"><header display-inline="yes-display-inline">Administrative Review and Appeals</header><text display-inline="no-display-inline">For an additional amount for <quote>Administrative Review and Appeals</quote> to cover necessary expenses to respond to the significant rise in unaccompanied children and
			 adults with children at the southwest border and related activities,
			 $123,400,000, to remain available until September 30, 2015: <proviso><italic>Provided</italic></proviso>, That such amount is designated by the Congress as an emergency requirement pursuant to section
			 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act
			 of 1985: <proviso><italic>Provided further</italic></proviso>, That of the amount provided:</text><paragraph commented="no" display-inline="no-display-inline" id="idc8ef112ec8364074951314d01d70e1c0"><enum>(1)</enum><text display-inline="yes-display-inline">$6,700,000 is for the Executive Office of Immigration Review for courthouse equipment and automated
			 system requirements;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbfee155d4584478eba838149d86f6c56"><enum>(2)</enum><text display-inline="yes-display-inline">$5,000,000 is for the Executive Office for Immigration Review Legal Orientation Program;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd86efd74bb6b43c6bf435bef86d9cb55"><enum>(3)</enum><text display-inline="yes-display-inline">$50,000,000 is for the Executive Office for Immigration Review to implement a program to provide
			 counsel for unaccompanied alien children; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idaa1c99a915f64490b25c963ea8cb2e91"><enum>(4)</enum><text display-inline="yes-display-inline">$500,000 shall be transferred to the Department of Justice’s Office of Inspector General for audits
			 and investigations related to the response to the rise in unaccompanied

			 $1,100,000, to remain available until September 30, 2015: <proviso><italic>Provided</italic></proviso>, That such amount is designated by the Congress as an emergency requirement pursuant to section
			 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act

			 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act

			 management of facilities, and for necessary expenses related to border
			 security, $320,549,000, to remain available until September 30, 2015: <proviso><italic>Provided</italic></proviso>, That such amount is designated by the Congress as an emergency requirement pursuant to section
			 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act

			 unlawfully, and investigations, $762,795,000, to remain available until

			 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act
			 of 1985.</text></appropriations-small><appropriations-intermediate commented="no" id="id6CF204D059CD4BEFB9901E811AA73E69"><header display-inline="yes-display-inline">General provision—this chapter</header></appropriations-intermediate><section commented="no" display-inline="no-display-inline" id="id60651F23DC8645CB81DDA6B07A05C128" section-type="subsequent-section"><enum>1201.</enum><text display-inline="yes-display-inline">Any appropriations provided to the Department of Homeland Security by this title may be
			 reprogrammed or transferred without limitation between such appropriations
			 after notification to the Committees on Appropriations of the Senate and
			 the House of Representatives:	<proviso><italic>Provided</italic></proviso>, That prior to the obligation of such funds, a request shall be submitted to such Committees 15

			 of the Department of Health and Human Services in assisting individuals
			 identified under subsection (b) of section 235 of the William Wilberforce
			 Trafficking Victims Protection Reauthorization Act of 2008 and for
			 acquisition,
			 construction, improvement, repair, operation, and maintenance of real
			 property and facilities: <proviso><italic>Provided further</italic></proviso>, That, the Secretary may, in this fiscal year and hereafter, accept and use money, funds,
			 property, and services of any kind made available by gift, devise,
			 bequest, grant, or other donation for carrying out such sections: <proviso><italic>Provided further</italic></proviso>, That funds appropriated under this heading for medical response expenses may be transferred to
			 and merged with the <quote>Public Health and Social Services Emergency Fund</quote>: <proviso><italic>Provided further</italic></proviso>, That such transfer authority is subject to the regular notification procedures of the Committees
			 on Appropriations: <proviso><italic>Provided further</italic></proviso>, That not less than $1,000,000 shall be transferred to the Department of Health and Human Services <quote>Office of Inspector General</quote> to perform oversight, accountability, and evaluation of programs, projects, or activities
			 supported with the funds provided for the purposes provided herein: <proviso><italic>Provided further</italic></proviso>, That the Secretary shall take such action as necessary to ensure that social services, preventive
			 health, and targeted assistance activities under section 414 of the
			 Immigration and Nationality Act and section 501
			 of the Refugee Education Assistance Act of 1980 are funded

			 year 2014 at levels as prescribed in the detailed table in division H of

			 of 1985.</text></appropriations-small><appropriations-intermediate commented="no" id="idC315AC4830664B72B3E857C3A950F77C"><header display-inline="yes-display-inline">General provisions—this chapter</header></appropriations-intermediate><appropriations-small commented="no" id="idDEAE79E76A1B48EE8FC22BF134B252B1"><header display-inline="yes-display-inline">(including transfer of funds)</header></appropriations-small><appropriations-small commented="no" id="id835633EAF44C4156B088AF587A5685E5"><header display-inline="yes-display-inline">Multi-year prevention and response strategy</header></appropriations-small><section commented="no" display-inline="no-display-inline" id="id3FA000EF9A864EF086C948B57E2D3068" section-type="subsequent-section"><enum>1401.</enum><text display-inline="yes-display-inline">Not later than 90 days after enactment of this Act and prior to the obligation of funds
			 appropriated under this chapter in this Act, the Secretary
			 of State and the Administrator of the United States Agency for
			 International Development (USAID), following consultation with the heads
			 of other relevant United States Government agencies, the Committees on
			 Appropriations and the Committee on Foreign Relations of the Senate and
			 the Committee on Foreign Affairs of the House of Representatives, civil
			 society organizations, and national and local governments in Central
			 America, shall jointly submit to such committees an integrated, multi-year
			 prevention
			 and response strategy to inform Central American children and their
			 families of the dangers of the
			 journey to the United States and to address the root causes of migration
			 from Central America, including: to strengthen
			 social services,  law enforcement, and judicial system capacity (with an
			 emphasis on community
			 policing and other community violence reduction programs)  to dismantle
			 criminal gangs, combat other organized crime and
			 violence (including domestic and
			 sexual abuse), extortion, narcotics trafficking, and human smuggling and
			 trafficking; eliminate public sector corruption and strengthen governance;
			 develop
			 child welfare services (including shelters); provide safe educational,
			 vocational, and
			 technical training opportunities for children and youth; address obstacles
			 to equitable economic growth and support job
			 creation programs; expand the activities of the United Nations High
			 Commissioner for Refugees in Central America; and to support the safe
			 repatriation and reintegration of migrants:	 <proviso><italic>Provided</italic></proviso>, That the Secretary of State and the USAID Administrator shall implement such strategy through
			 civil society organizations to
			 the maximum extent practicable: <proviso><italic>Provided further</italic></proviso>, That such strategy shall also include projected annual funding requirements, specific goals, and
			 benchmarks for measuring progress: <proviso><italic>Provided further</italic></proviso>, That the Secretary of State shall designate a senior official to oversee coordination and
			 implementation of the strategy:  <proviso><italic>Provided further</italic></proviso>, That the Secretary of State should suspend
			 assistance for a central
			 government in Central America made available by this Act and prior acts
			 making appropriations for the Department of State, foreign operations, and
			 related programs if the Secretary, in consultation with the USAID
			 Administrator, as appropriate,
			 determines that such government is not cooperating in meeting such
			 goals and benchmarks.</text><appropriations-small commented="no" id="idD7772EC43FEA4CF89A4CE87EBD2E1BBF"><header display-inline="yes-display-inline">Cost-matching requirement</header></appropriations-small></section><section commented="no" display-inline="no-display-inline" id="id0DCBADA703AF461891F306704E72A497" section-type="subsequent-section"><enum>1402.</enum><text display-inline="yes-display-inline">Funds appropriated by this Act and prior acts making appropriations for the Department of State,
			 foreign operations, and related programs under the headings <quote>Economic Support Fund</quote> and <quote>International Narcotics Control and Law Enforcement</quote> that are made available to address the root causes of migration from Central
			 America, and to support the safe repatriation and reintegration of
			 migrants,
			 shall be made available, to the maximum extent practicable, on a
			 cost-matching basis:  <proviso><italic>Provided</italic></proviso>, That the Secretary of State shall inform the Committees on Appropriations on efforts to implement
			 the requirement of this section.</text><appropriations-small commented="no" id="id2CED67EAA24B417C90E70C7586D6B69D"><header display-inline="yes-display-inline">Consultation and notification</header></appropriations-small></section><section commented="no" display-inline="no-display-inline" id="idF6180D3ECAC947DE89B159CF4FA23EAC" section-type="subsequent-section"><enum>1403.</enum><text display-inline="yes-display-inline">Funds appropriated under this chapter in this Act may only be made available for
			 obligation and transfer following consultation with the Committees on
			 Appropriations and the Committee on Foreign Relations of the Senate and
			 the Committee on Foreign Affairs of the House of Representatives, and such
			 funds and funds appropriated in prior Acts making appropriations for the
			 Department of State, foreign operations, and related programs to address
			 the root causes of migration from Central America,
			 and to support the safe repatriation and reintegration of migrants, shall
			 be
			 subject to the regular notification procedures of the Committees on
			 Appropriations.</text><appropriations-small commented="no" id="id3A85C90F556E4DA8B2A87022246000E3"><header display-inline="yes-display-inline">Oversight</header></appropriations-small></section><section commented="no" display-inline="no-display-inline" id="idD143731459F24967A01DE4C7B145BEDC" section-type="subsequent-section"><enum>1404.</enum><text display-inline="yes-display-inline">Of the funds appropriated by this Act under the headings <quote>Diplomatic and Consular Programs</quote>, <quote>Economic Support Fund</quote>, and <quote>International Narcotics Control and Law Enforcement</quote>, not less than $500,000 shall be transferred to, and merged with, funds appropriated  under the
			 heading <quote>Department of State and Related Agency, Administration of Foreign Affairs, Office of Inspector
			 General</quote>, and not less than $1,000,000 shall be transferred to, and merged with, funds appropriated under
			 the heading <quote>United States Agency for International Development, Funds Appropriated to the President, Office of
			 Inspector General</quote> for the purpose of oversight of funds appropriated under this chapter in this Act:  <proviso><italic>Provided</italic></proviso>, That funds transferred pursuant to this section shall remain available until September 30, 2015.</text></section></chapter><chapter commented="no" id="idE795F90997204E7DB5579A26A6F43174" level-type="subsequent" style="appropriations"><enum>5</enum><appropriations-major commented="no" id="id430F7D4E8ED740CEBB9558A2A253C7DC"><header display-inline="yes-display-inline">General provisions—this title</header></appropriations-major><section commented="no" display-inline="no-display-inline" id="id637E7FC5F47F42BE9D3CBAAA94CD3AD7" section-type="subsequent-section"><enum>1501.</enum><text display-inline="yes-display-inline">Not to exceed $250,000,000 of any appropriation made available in this title may be transferred
			 between such appropriations with the approval of the Director of the
			 Office of Management and Budget: <proviso><italic>Provided</italic></proviso>, That the Committees on Appropriations of the Senate and the House of Representatives are notified
			 15 days in advance of any such transfer by the Director of the Office of
			 Management and Budget: <proviso><italic>Provided further</italic></proviso>, That such transfer authority is in addition to any other transfer authority provided by this or
			 any other Act.</text></section><section commented="no" display-inline="no-display-inline" id="id6A82127676564DE1A8BB2F7D85259A9F" section-type="subsequent-section"><enum>1502.</enum><text display-inline="yes-display-inline">The Secretary of Homeland Security, in consultation with the Secretary of State and the Attorney
			 General, shall submit to the Committees on Appropriations of the Senate
			 and the House of
			 Representatives a plan on the steps the
			 United States	Government will take to interdict and disrupt human
			 smuggling, trafficking organizations and other transnational criminal
			 organizations transporting unaccompanied children and adults with children
			 to the southwest border of the United States: <proviso><italic>Provided</italic></proviso>, That such plan shall include,
			 but not be limited to, investigations into smuggling and trafficking
			 methods, detailed resource and staffing requirements at each Department to
			 combat these organizations,  and how existing assets will be deployed to
			 secure the border: <proviso><italic>Provided further</italic></proviso>, That such plan shall be submitted within 45 days from enactment of this Act with quarterly
			 updates thereafter until September 30, 2015.</text></section></chapter></title><title commented="no" id="id2A853C132EDC48EB8A5227AD0C92A37A" level-type="subsequent" style="appropriations"><enum>II</enum><header display-inline="no-display-inline">WILDLAND FIRE MANAGEMENT</header><appropriations-major commented="no" id="idC3F94F7327CA41F4BF13F4A8D99B4765"><header display-inline="yes-display-inline">DEPARTMENT OF AGRICULTURE</header></appropriations-major><appropriations-intermediate commented="no" id="idAA5B8761234C4920A17288314722E017"><header display-inline="yes-display-inline">Forest service</header></appropriations-intermediate><appropriations-small commented="no" id="idF22ED37A821243479CF3405A7058D70D"><header display-inline="yes-display-inline">Wildland Fire Management</header><text display-inline="no-display-inline">For an additional amount for <quote>Wildland Fire Management</quote> to cover necessary expenses for wildfire suppression and emergency rehabilitation activities of
			 the Forest Service, $615,000,000, to remain available until expended: <proviso><italic>Provided</italic></proviso>, That such funds shall only become available if funds previously provided for wildland fire
			 suppression will be exhausted imminently and the Secretary of Agriculture
			 notifies the Committees on Appropriations of the House of Representatives
			 and the Senate in writing of the need for these additional funds: <proviso><italic>Provided further</italic></proviso>, That such amount is designated by the Congress as an emergency requirement pursuant to section
			 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act
			 of 1985.</text></appropriations-small><appropriations-intermediate commented="no" id="idFBBFD78D702A4B89BE0F417165911726"><header display-inline="yes-display-inline">General provisions—this title</header></appropriations-intermediate><appropriations-small commented="no" id="id275F597F8BF045A7A2D71A7F88C4C427"><header display-inline="yes-display-inline">WILDFIRE DISASTER FUNDING AUTHORITY</header></appropriations-small><section commented="no" display-inline="no-display-inline" id="idAC16B196A78645C0BEABA7DEF257F9E9" section-type="subsequent-section"><enum>2101.</enum><subsection commented="no" display-inline="yes-display-inline" id="idCC2551695F4A483081B9F56E301942C8"><enum>(a)</enum><header display-inline="yes-display-inline">In General</header><text display-inline="yes-display-inline">Section 251(b)(2) of the Balanced Budget and Emergency Deficit Control Act of 1985 (2 U.S.C.
			 901(b)(2)) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id92CAE21298C54E248950D20E06163424" style="appropriations"><subparagraph commented="no" display-inline="no-display-inline" id="id6ac373be7a574547b9b7dae889d07555"><enum>(E)</enum><header display-inline="yes-display-inline">FLAME wildfire suppression</header><clause commented="no" display-inline="no-display-inline" id="id056b7ba2ff1e49c09e7a2c0ae3d54cca"><enum>(i)</enum><text display-inline="yes-display-inline">If a bill or joint resolution making appropriations for a fiscal year is enacted that specifies an
			 amount for wildfire suppression operations in the Wildland Fire Management
			 accounts at the Department of Agriculture or the Department of the
			 Interior, then the adjustments for that fiscal year shall be the amount of
			 additional new budget authority provided in that Act for wildfire
			 suppression operations for that fiscal year, but shall not exceed—</text><subclause commented="no" display-inline="no-display-inline" id="id3fcdd385691644a6a345775c66119483"><enum>(I)</enum><text display-inline="yes-display-inline">for fiscal year 2015, $1,410,000,000 in additional new budget authority;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id2139f659f3dc4337a61114d966030828"><enum>(II)</enum><text display-inline="yes-display-inline">for fiscal year 2016, $1,460,000,000 in additional new budget authority;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id9e53219e19bb4a65a936aa1c81beca1f"><enum>(III)</enum><text display-inline="yes-display-inline">for fiscal year 2017, $1,557,000,000 in additional new budget authority;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idbccfed7faedb43fc84d07f41bfadbcf6"><enum>(IV)</enum><text display-inline="yes-display-inline">for fiscal year 2018, $1,778,000,000 in additional new budget authority;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id9141f81586ac4b8fbaaa93977d2720fc"><enum>(V)</enum><text display-inline="yes-display-inline">for fiscal year 2019, $2,030,000,000 in additional new budget authority;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idb2f8e15426c94e65a9e021299aa60886"><enum>(VI)</enum><text display-inline="yes-display-inline">for fiscal year 2020, $2,319,000,000 in additional new budget authority; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id77732d8826ff4530afaa0c7f5fcdd187"><enum>(VII)</enum><text display-inline="yes-display-inline">for fiscal year 2021, $2,650,000,000 in additional new budget authority.</text></subclause></clause><clause commented="no" display-inline="no-display-inline" id="id4e59638cc03740239ddd1f92eebde036"><enum>(ii)</enum><text display-inline="yes-display-inline">As used in this subparagraph—</text><subclause commented="no" display-inline="no-display-inline" id="idc883f27da88e4567badeaa062a24786d"><enum>(I)</enum><text display-inline="yes-display-inline">the term <quote>additional new budget authority</quote> means the amount provided for a fiscal year, in excess of 70 percent of the average costs for
			 wildfire suppression operations over the previous 10 years, in an
			 appropriation Act and specified to pay for the costs of wildfire
			 suppression operations; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id40d69195577e4ec88706601b20f8f326"><enum>(II)</enum><text display-inline="yes-display-inline">the term <quote>wildfire suppression operations</quote> means the emergency and unpredictable aspects of wildland firefighting including support,
			 response, and emergency stabilization activities; other emergency
			 management activities; and funds necessary to repay any transfers needed
			 for these costs.</text></subclause></clause><clause commented="no" display-inline="no-display-inline" id="ide353901466314cf381302fc023a68ece"><enum>(iii)</enum><text display-inline="yes-display-inline">The average costs for wildfire suppression operations over the previous 10 years shall be
			 calculated annually and reported in the President's Budget submission
			 under <external-xref legal-doc="usc" parsable-cite="usc/31/1105">section 1105(a)</external-xref> of title 31, United States Code, for each fiscal
			 year.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="id119c426a1fe34ef29edff0df5f1eef0a"><enum>(b)</enum><header display-inline="yes-display-inline">Disaster funding</header><text display-inline="yes-display-inline">Section 251(b)(2)(D) of the Balanced Budget and Emergency Deficit Control Act of 1985 (2 U.S.C.
			 901(b)(2)(D)) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idfd89310340ba415e836304a81a73ef02"><enum>(1)</enum><text display-inline="yes-display-inline">in clause (i)—</text><subparagraph commented="no" display-inline="no-display-inline" id="idd68ba57859e7490e80c4f7f06325e0d9"><enum>(A)</enum><text display-inline="yes-display-inline">in subclause (I), by striking <quote>and</quote> and inserting <quote>plus</quote>;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id46bb3a7565044792b3bb939fb8cfce25"><enum>(B)</enum><text display-inline="yes-display-inline">in subclause (II), by striking the period and inserting <quote>; less</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9b552c07ff4b4c5e9d2bf0a6b87f063d"><enum>(C)</enum><text display-inline="yes-display-inline">by adding the following:</text><quoted-block display-inline="no-display-inline" id="idDD11D66BEE3047E89ABFE282AEF3DDA4" style="appropriations"><subclause commented="no" display-inline="no-display-inline" id="id8c5cab729fa141c99123ceeb39b134a4"><enum>(III)</enum><text display-inline="yes-display-inline">the additional new budget authority provided in an appropriation Act for wildfire suppression
			 operations pursuant to subparagraph (E) for the preceding fiscal year.</text></subclause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id97c968ded8db415ebdc160b48556779f"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="idA2F1FDB623DE43208F2FA55E09CD7BBD" style="appropriations"><clause commented="no" display-inline="no-display-inline" id="idab3ca3c60d5c4081a8e934d9332e4e02"><enum>(v)</enum><text display-inline="yes-display-inline">Beginning in fiscal year 2017 and in subsequent fiscal years, the calculation of the <quote>average funding provided for disaster relief over the previous 10 years</quote> shall include for each year within that average the additional new budget authority provided in an
			 appropriation Act for wildfire suppression operations pursuant to
			 subparagraph (E) for the preceding fiscal year.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section><appropriations-small commented="no" id="idE73631B9AFC24E5E96F46687388D0860"><header display-inline="yes-display-inline">Reporting requirements</header></appropriations-small><section commented="no" display-inline="no-display-inline" id="id77ac29d46f714432a0cf76ea26fcb918" section-type="subsequent-section"><enum>2102.</enum><subsection commented="no" display-inline="yes-display-inline" id="idA4A8B3C8DFCB4C968C78221936BB6E06"><enum>(a)</enum><header display-inline="yes-display-inline">Supplemental appropriations</header><text display-inline="yes-display-inline">If the Secretary of the Interior or the Secretary of Agriculture determines that supplemental
			 appropriations are necessary for a fiscal year for wildfire suppression
			 operations, the Secretary of the Interior or the Secretary of Agriculture,
			 as applicable, shall promptly submit to Congress estimates for such
			 supplemental requirements.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idb042aafcc26241c9b219460ffef32416"><enum>(b)</enum><header display-inline="yes-display-inline">Accounting, reports and accountability</header><paragraph commented="no" display-inline="no-display-inline" id="id366de09a2299434cb637ce11aac87984"><enum>(1)</enum><header display-inline="yes-display-inline">Accounting and reporting requirements</header><text display-inline="yes-display-inline">In each fiscal year, the Secretary of the Interior and the Secretary of Agriculture shall account
			 for and report on the amounts used from the additional new budget
			 authority for wildfire suppression operations provided to the Secretary of
			 the Interior or the Secretary of Agriculture, as applicable, in an
			 appropriations Act pursuant to subparagraph (E)(ii) of section 251(b)(2)
			 of the Balanced Budget and Emergency Deficit Control Act of 1985 (2 U.S.C.
			 901(b)(2)) (as amended by section 2101(b) of this Act).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0e23ab7deb7440e1999cbad835a338f7"><enum>(2)</enum><header display-inline="yes-display-inline">Annual report</header><subparagraph commented="no" display-inline="no-display-inline" id="id05d92edae25e4e099d9276186273938f"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 180 days after the end of each fiscal year for which additional new budget authority
			 is used pursuant to subparagraph (E)(ii) of section 251(b)(2) of the
			 Balanced Budget and Emergency Deficit Control Act of 1985 (2 U.S.C.
			 901(b)(2)) (as amended by section 2101(b) of this Act), the Secretary of
			 the Interior
			 or the Secretary of Agriculture, as applicable, shall—</text><clause commented="no" display-inline="no-display-inline" id="idad9a76fa79894cbe8952087bce150fbd"><enum>(i)</enum><text display-inline="yes-display-inline">prepare an annual report with respect to the additional new budget authority;</text></clause><clause commented="no" display-inline="no-display-inline" id="id773d2d88208742a29976c399414c7223"><enum>(ii)</enum><text display-inline="yes-display-inline">submit to the appropriate committees of Congress the annual report prepared under clause (i); and</text></clause><clause commented="no" display-inline="no-display-inline" id="idbe22299070274145a0c05c6359555615"><enum>(iii)</enum><text display-inline="yes-display-inline">make the report prepared under clause (i) available to the public.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id600daf8b8b5c43c6a0294f680f78f2d8"><enum>(B)</enum><header display-inline="yes-display-inline">Components</header><text display-inline="yes-display-inline">The annual report prepared under subparagraph (A) shall—</text><clause commented="no" display-inline="no-display-inline" id="idfc499ee9a85546e09636ed6f118dfcda"><enum>(i)</enum><text display-inline="yes-display-inline">document risk-based factors that influenced management decisions with respect to wildfire
			 suppression operations;</text></clause><clause commented="no" display-inline="no-display-inline" id="id70fc77ac3c7e41b2894c2cdb685a6e2f"><enum>(ii)</enum><text display-inline="yes-display-inline">analyze a statistically significant sample of large fires, including an analysis for each fire of—</text><subclause commented="no" display-inline="no-display-inline" id="id0a7c1c0d7dcd477ea2a9a2e21d01209e"><enum>(I)</enum><text display-inline="yes-display-inline">cost drivers;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id201323f282e54ae3a0daf3b55e0a550b"><enum>(II)</enum><text display-inline="yes-display-inline">the effectiveness of risk management techniques;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id28c75566b66b4c0dabdde910dfc6baff"><enum>(III)</enum><text display-inline="yes-display-inline">any resulting ecological or other benefits to the landscape;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id72bd1f6dcaec4ac1b5eff7e7e33b5238"><enum>(IV)</enum><text display-inline="yes-display-inline">the impact of investments in wildfire suppression operations preparedness;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idee4bb3f6b9ff47448fd1996b8d209593"><enum>(V)</enum><text display-inline="yes-display-inline">suggested corrective actions; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id02d378b913de445b9b3ad6d29223dee5"><enum>(VI)</enum><text display-inline="yes-display-inline">any other factors the Secretary of the Interior of the Interior or the Secretary of Agriculture
			 determine to be appropriate;</text></subclause></clause><clause commented="no" display-inline="no-display-inline" id="id788f5d6a2528424eadbe42ebcb6471d9"><enum>(iii)</enum><text display-inline="yes-display-inline">include an accounting of overall fire management and spending by the Department of the Interior or
			 the Department of Agriculture, which is broken out by fire size, cost,
			 regional location, and other factors;</text></clause><clause commented="no" display-inline="no-display-inline" id="id0269a4b339cf493f9232014fc7e7919a"><enum>(iv)</enum><text display-inline="yes-display-inline">describe any lessons learned in the conduct of wildfire suppression operations; and</text></clause><clause commented="no" display-inline="no-display-inline" id="ideb6dcb3fcaa24a97af3f125d1c6b238c"><enum>(v)</enum><text display-inline="yes-display-inline">include any other elements that the Secretary of the Interior or the Secretary of Agriculture
			 determine to be necessary.</text></clause></subparagraph></paragraph></subsection></section></title><title id="idF138771261474F02888B04E02C70C547" style="appropriations"><enum>III</enum><header display-inline="no-display-inline">DEPARTMENT OF DEFENSE</header><appropriations-major id="id35577E349AE2471A8666F39149164629"><header>PROCUREMENT</header></appropriations-major><appropriations-intermediate id="id25E337C06DFA4781A85AE3415F62C27F"><header>Procurement, defense-wide</header><text display-inline="no-display-inline">For an additional amount for <quote>Procurement, Defense-Wide</quote>, $225,000,000, to remain available until September 30, 2015, which shall be for the Secretary of
			 Defense to provide to the Government of Israel
			 for the procurement of the Iron Dome defense system to counter short-range
			 rocket threats: <proviso><italic>Provided</italic></proviso>, That such funds shall be transferred immediately only through an exchange of letters to address
			 emergent operations in support of Operation Protective Edge,
			 notwithstanding section 3.1.3.2.1 of the U.S.-Israel Iron Dome Procurement
			 Agreement: <proviso><italic>Provided further</italic></proviso>, That nothing in this paragraph shall be construed to apply to previously appropriated funds for
			 the procurement of Iron Dome: <proviso><italic>Provided further</italic></proviso>, That such amount is designated by the Congress as an emergency requirement pursuant to section
			 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act
			 of 1985.</text></appropriations-intermediate></title><title commented="no" id="idC327CCC3AD974F5D89523875B0FBB5D3" level-type="subsequent" style="appropriations"><enum>IV</enum><header display-inline="no-display-inline">General provision—this act</header><appropriations-small commented="no" id="id8112566D87A24F6A89D95419E36A4B19"><header display-inline="yes-display-inline">Availability of funds</header></appropriations-small><section commented="no" display-inline="no-display-inline" id="idC155DFF03C8C4AB2933B227A9E3CACC5" section-type="subsequent-section"><enum>4101.</enum><text display-inline="yes-display-inline">Each amount designated in this Act by the Congress as an emergency requirement pursuant to section
			 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act
			 of 1985 shall be available only if the President subsequently so
			 designates all such amounts and transmits such designations to the
