		<section id="S1" section-type="section-one"><enum>1.</enum><header>Report on designated market areas</header><subsection id="idE012C26504704645B4D0300651371EC3"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section—</text><paragraph id="id9F9FD4A0EBB3496E8766DD3BFA9315D5"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>appropriate congressional committees</term> means—</text><subparagraph id="id7F77621490CB4FFEA18B651C4678F9C3"><enum>(A)</enum><text display-inline="yes-display-inline">the Committee on Energy and Commerce and the Committee on the Judiciary of the House of
			 Representatives; and</text></subparagraph><subparagraph id="id63B7A8EB22D64254AB51D97F481E7B24"><enum>(B)</enum><text display-inline="yes-display-inline">the Committee on Commerce, Science, and Transportation and the Committee on the Judiciary of the
			 Senate;</text></subparagraph></paragraph><paragraph id="id175A3333440F41279DD3EFABFF4E1734"><enum>(2)</enum><text>the term <term>Commission</term> means the Federal Communications Commission;</text></paragraph><paragraph id="id0EC82B9D2DCE4547AD95325C95A5EFBC"><enum>(3)</enum><text display-inline="yes-display-inline">the terms <term>designated market area</term> and <term>local market</term> have the meaning given those terms in <external-xref legal-doc="usc" parsable-cite="usc/17/122">section 122(j)</external-xref> of title 17, United States Code; and</text></paragraph><paragraph id="id8285B5E01137435A9226E49590D2D67D"><enum>(4)</enum><text>the term <term>television broadcast station</term> has the meaning given the term in section 325(b)(7) of the Communications Act of 1934 (47 U.S.C.
			 325(b)(7)).</text></paragraph></subsection><subsection id="idF40BF2C2C6C44A3FBC0EEEA1714AD596"><enum>(b)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text><paragraph id="id0600485899874f13bd2daec761496dc9"><enum>(1)</enum><text>The telecommunications and media policy of the United States has long valued localism, competition,
			 and diversity of voices.</text></paragraph><paragraph id="ida782b743a7e04250bf7286ef98b33bd6"><enum>(2)</enum><text>Broadcasters play an essential role in providing critical emergency alerts,
			 news, and information that responds to the needs of their
			 communities.</text></paragraph><paragraph id="idcdc095f29ae540538b43f2b409a8b77a"><enum>(3)</enum><text>Broadcast television remains an important medium for reaching communities, even as technological
			 innovations
			 and new forms of communication continue to expand.</text></paragraph><paragraph id="iddd66c4a3872e442baa2941c11bf3b64b"><enum>(4)</enum><text>It is in the public interest to study—</text><subparagraph id="id4FBC05691AF945CA9D9AAE0109DA4272"><enum>(A)</enum><text>how designated market areas impact access to local and in-State programming; and</text></subparagraph><subparagraph id="id159DC94C3BB74CE6A2DF89FA13A50550"><enum>(B)</enum><text>how any deficiencies in localism might be addressed.</text></subparagraph></paragraph></subsection><subsection id="id275BBCAC6C014826968933544705090E"><enum>(c)</enum><header>Report</header><paragraph id="idF89C241C61FC4E24A8717A259FE4F8DB"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of this Act, the Commission shall submit to
			 the appropriate congressional committees a
			 report that contains—</text><subparagraph id="id61D23B23CE88494AA48BB7F7236E4FD8"><enum>(A)</enum><text display-inline="yes-display-inline">an analysis of—</text><clause id="id8094f2c648934f8faec5ebc51ad8f337"><enum>(i)</enum><text>the extent to which consumers in each local market have access to broadcast programming from
			 television broadcast stations located outside their local market; and</text></clause><clause id="ida29274deb23a45d9a9e1a5efa1c1693a"><enum>(ii)</enum><subclause commented="no" display-inline="yes-display-inline" id="id936955F4582B4B66912A7E80F8B42D78"><enum>(I)</enum><text>whether there are alternatives to the use of designated
			 market areas to define markets that would provide consumers with more
			 local
			 programming options; and</text></subclause><subclause id="id13042B5D950A48588B78A48345F72DDC" indent="up1"><enum>(II)</enum><text>the potential impact the alternatives described in clause (i) could have on localism and on
			 broadcast television locally, regionally, and nationally; and</text></subclause></clause></subparagraph><subparagraph id="id58E65D44411D463B8E4705E5AF6CEA24"><enum>(B)</enum><text>recommendations on how to foster increased localism in States served by
			 out-of-State designated market areas.</text>
					</subparagraph></paragraph><paragraph id="id27D4088BD95349BB8F6139AB54D98ACC"><enum>(2)</enum><header>Considerations for fostering increased localism</header><text>In making recommendations under paragraph (1)(B), the Commission shall consider—</text><subparagraph id="id28d9421f5448480db2129fe3a42c941c"><enum>(A)</enum><text>the impact that designated market areas that cross State lines have on access to local programming;</text></subparagraph><subparagraph id="id01e5cdebf9624a46a41a199396fb418b"><enum>(B)</enum><text>the impact that designated market areas have on local programming in rural areas; and</text></subparagraph><subparagraph id="idD7373C1600B94D8AB0CCE97115D477D6"><enum>(C)</enum><text>the state of local programming in States served exclusively by out-of-State designated market
			 areas.</text></subparagraph></paragraph></subsection></section></legis-body>
