		  <quote><short-title>Mountains to Sound Greenway National Heritage Area Act</short-title></quote>.</text></section><section changed="deleted" committee-id="SSEG00" id="H5AF4F932F17D4644990E51B71FE10F74" reported-display-style="strikethrough"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text><paragraph id="idb138d2345cfd41eb8a4324da70493612"><enum>(1)</enum><text>the Mountains to Sound Greenway—</text><subparagraph id="idC5DBD497024D470496C7C09F7CFB819E"><enum>(A)</enum><text>is a nationally important historical transportation corridor in which
			 native travel routes, pioneer wagon roads, transcontinental railroads,
			 original State highways, and modern interstates are layered into a
			 historical
			 and cultural mosaic that were important in  opening the Northwest region
			 of the United States to commerce,
			 transport, settlement, and recreation;</text></subparagraph><subparagraph id="id978e1351ead74f8db0ceb52625e7f72b"><enum>(B)</enum><text>remains  a crucial transcontinental link within the United States;</text></subparagraph><subparagraph id="idc1ff0773cf3147b5834f9e7d4706846c"><enum>(C)</enum><text>has a unique and nationally important heritage of outdoor
			 recreation and natural resource conservation; and</text></subparagraph><subparagraph id="id8efa9758531f49888ec2ad61fc494b43"><enum>(D)</enum><text>is a large, iconic, populated area of the United States, exemplified by—</text><clause id="idc9eb5ca63f5b4d25acd52bce71aa328d"><enum>(i)</enum><text>hundreds of thousands of acres of forests and fields that are—</text><subclause id="id7648B1F5B8EB495B9704F672948A23BF"><enum>(I)</enum><text>managed by the	Federal Government and State, local, and tribal
			 governments; and</text></subclause><subclause id="id084F4E9255BB4B5F854E41C479608A79"><enum>(II)</enum><text>in close proximity to a major metropolitan area;</text></subclause></clause><clause id="id2798cd2712be420f9442f28a06acaf4a"><enum>(ii)</enum><text>an outstanding array of accessible natural land, which is highlighted by—</text><subclause id="idF3B4E80861CE4CD1A8DF2B93780D8CFE"><enum>(I)</enum><text>the Alpine Lakes Wilderness Area;</text></subclause><subclause id="id9DAA1063BDD74366883FB30A2D8A008C"><enum>(II)</enum><text>the forests of the Teanaway River basin; and</text></subclause><subclause id="id902D094CAEC14C33AEDF5ED81ADBB28C"><enum>(III)</enum><text>the towering Douglas firs of
			 the Issaquah Alps;</text></subclause></clause><clause id="id54db7e0fba184c6db7fc5bae418790b4"><enum>(iii)</enum><text>dynamic and engaging cultural opportunities, including hundreds of museums, environmental education
			 centers, interpretive trails, festivals, and community centers;</text></clause><clause id="id8c6794fed72e4de3a6512f6937bda0eb"><enum>(iv)</enum><text>vibrant cities, extensive outdoor recreation, and globally competitive businesses established and
			 thriving in the area; and</text></clause><clause id="idbc38ac100b524375a6fee3e34d347bc0"><enum>(v)</enum><text>strong local citizen involvement and collaboration; and</text></clause></subparagraph></paragraph><paragraph id="id1cd3f4f52a514d7387bbb54a51e16f31"><enum>(2)</enum><text>the community of  Mountains to Sound Greenway has many great stories to share, including stories
			 of—</text><subparagraph id="idda596191643d40c58ca4cdaed01560d8"><enum>(A)</enum><text>Indian tribes from time immemorial;</text></subparagraph><subparagraph id="id08fe091aeeb44dcaba5713b11d217779"><enum>(B)</enum><text>travel and transport in the  West,  including  footpaths used for trading, transcontinental
			 railroads,  and the present-day Mountains to Sound Greenway I–90 National
			 Scenic
			 Byway;</text></subparagraph><subparagraph id="idcdb0f1d6645f45db86b968229529f70b"><enum>(C)</enum><text>settlement and commerce in the Northwest, including the coal mining communities of Roslyn and
			 Newcastle, the railroad communities of Cle Elum and South Cle Elum, the
			 timber communities of Snoqualmie and North Bend, and the agricultural
			 communities of Ellensburg and Carnation;</text></subparagraph><subparagraph id="idc1a244c675a14d68bbc5dd4b0cac2394"><enum>(D)</enum><text>extensive rural working farms and forests of the Snoqualmie and Yakima River valleys and the
			 Cascade foothills; and</text></subparagraph><subparagraph id="id488ee4b6170d49588c9d31783060d39d"><enum>(E)</enum><text>a strong interrelationship between built and natural environments that strengthens economies and
			 communities.</text></subparagraph></paragraph></section><section changed="deleted" committee-id="SSEG00" id="H4EA3B9031F074E05BCB6D04F57734C1D" reported-display-style="strikethrough"><enum>3.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are—</text><paragraph id="H7439229C786A478D9FB0060AE0853969"><enum>(1)</enum><text>to recognize the
			 national importance of the natural, historical, and cultural legacies of
			 the
			 Heritage Area, as
			 demonstrated in—</text><subparagraph id="id6C4E085DB67542EB8A2FDFB953B224D2"><enum>(A)</enum><text>the study entitled <term>Mountains to Sound Greenway National
			 Heritage Area Feasibility Study</term> and dated April 2012; and</text></subparagraph><subparagraph id="idD834C5D6B5F44B019DFA5338EACD4C83"><enum>(B)</enum><text>the document entitled <quote>National Heritage Area Feasibility Study Addendum</quote> and dated March 2014;</text></subparagraph></paragraph><paragraph id="id81D34C77CFAE41E0A2FD848E08742954"><enum>(2)</enum><text>to recognize the nationally important role of the Heritage Area as a historical transportation
			 corridor that continues to link the Puget Sound region to the rest of the
			 United States;</text></paragraph><paragraph id="id13A74A0DF90F40A59DCF385031B7E1A6"><enum>(3)</enum><text>to recognize the national heritage of the timber and
			 outdoor recreation industries that have developed from the transportation
			 corridor;</text></paragraph><paragraph id="HAAC02B370E534A7FB8A21971AEDB28AA"><enum>(4)</enum><text>to recognize the
			 heritage of natural resource conservation in the Pacific Northwest and in
			 the
			 Mountains to Sound Greenway;</text></paragraph><paragraph id="H925DFCECF99F407CBDB4EF5D62D7CEA5"><enum>(5)</enum><text>to conserve, enhance, and interpret the legacy of natural resource
			 conservation
			 and community stewardship, which has been passed from generation to
			 generation within the
			 Heritage Area;</text></paragraph><paragraph id="H994960898FDD47F39769DDAFD14A10BA"><enum>(6)</enum><text>to promote
			 heritage, cultural, and recreational tourism;</text></paragraph><paragraph id="idB617E2FCAFB541DBBCCEF35F2727FA6F"><enum>(7)</enum><text>to develop educational
			 and
			 cultural programs for visitors and the general public;</text></paragraph><paragraph id="H96C5F0DFF6B14C018F16D06E418FCF7C"><enum>(8)</enum><text>to recognize and
			 interpret important events and geographic locations representing key
			 developments in the establishment of the United States, particularly the
			 settlement of the West and the stories of diverse ethnic groups, including
			 members of Indian tribes and others;</text></paragraph><paragraph id="HA1ED73F7E48A4523B84ACB36A6F0E391"><enum>(9)</enum><text>to enhance a
			 cooperative management framework to assist the Federal Government,  
			 State, local, and
			 tribal
			 governments, the private sector, and citizens residing in the Heritage
			 Area in
			 conserving, supporting, managing, enhancing, and interpreting the
			 significant
			 historical, cultural, natural, and recreational sites in the Heritage
			 Area;</text></paragraph><paragraph id="H334DCF67EA1D4D26B5DAE933834F9A97"><enum>(10)</enum><text>to recognize and
			 interpret the relationship between land and people, which are broad
			 ideals of the United States demonstrated through the integrity of existing
			 resources within the
			 Heritage Area; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8BF1EE89D08D4451987DD2A36A70CCB6"><enum>(11)</enum><text display-inline="yes-display-inline">to support working relationships between
			 public land managers and the community by creating relevant linkages
			 between
			 the National Park Service, the Forest Service, other relevant Federal
			 agencies,
			 Indian tribes, State and local governments and agencies, and community
			 stakeholders
			 within and surrounding the Heritage Area, in order to conserve, enhance,
			 and
			 interpret cultural and natural resources within the Heritage Area.</text></paragraph></section><section changed="deleted" committee-id="SSEG00" id="HB3188404218F4422A2DAE992D29AF1FB" reported-display-style="strikethrough"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="H8A65C77844CD4987850B6D9C0CAF1CEF"><enum>(1)</enum><header>Heritage
			 area</header><text>The term <term>Heritage Area</term> means the Mountains to
			 Sound Greenway National Heritage Area established by section 5(a).</text></paragraph><paragraph id="HE1E4551FB0CB40648A4BEFC546A24803"><enum>(2)</enum><header>Local
			 coordinating entity</header><text>The term <term>local coordinating
			 entity</term> means the local coordinating entity for the Heritage Area designated by section 5(d).</text></paragraph><paragraph id="H9C0EF5911A0242B4970E81A6D5FFFDFE"><enum>(3)</enum><header>Management
			 plan</header><text>The term <term>management plan</term> means the management plan for the Heritage Area  required under section 6.</text></paragraph><paragraph id="HE005B2C506354E09B92D2B3F78A0A007"><enum>(4)</enum><header>Map</header><text display-inline="yes-display-inline">The term <term>map</term> means the map
			 entitled <term>Mountains to Sound Greenway National Heritage Area</term>,
			 numbered 1, and dated January 31, 2011.</text></paragraph><paragraph id="HCEDC9DC8BEF54D23913D7BDAD5025E04"><enum>(5)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph><paragraph id="H0DCE919125CC46908AD0FD16F17B7876"><enum>(6)</enum><header>State</header><text>The
			 term <term>State</term> means the State of Washington.</text></paragraph><paragraph commented="no" id="HD3B5053D2C05488DA0EA79CC715F4116"><enum>(7)</enum><header>Tribal</header><text display-inline="yes-display-inline">The term <term>tribal</term> means each of the tribal government of the Snoqualmie, Yakama, Tulalip, Muckleshoot, and
			 Colville Indian tribes.</text></paragraph></section><section changed="deleted" committee-id="SSEG00" id="H81169CB6B821437A8BC05587C3BAA055" reported-display-style="strikethrough"><enum>5.</enum><header>Designation of
			 the Mountains to Sound Greenway National Heritage Area</header><subsection id="HEF1E29362C3747F18084EA3D8A13AFC8"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established in the State the Mountains to Sound
			 Greenway National Heritage Area.</text></subsection><subsection id="H008248702D2A4ABD92F0844DB0C3E23D"><enum>(b)</enum><header>Boundaries</header><text display-inline="yes-display-inline">The Heritage Area shall consist of the
			 approximately 1,550,000 acres of land and interests in land located in
			 King and Kittitas counties in the State, as generally
			 depicted
			 on the map, including—</text><paragraph display-inline="no-display-inline" id="H5F3FD39C6682487A87847D4A6DEF4633"><enum>(1)</enum><text>the land within the Yakima River Basin upstream of Manastash
			 Creek in Kittitas county,
			 including the Manastash and Teanaway drainages and the cities of
			 Ellensburg,
			 Roslyn, Cle Elum and South Cle Elum; and</text></paragraph><paragraph id="HF8CCEBB31D9E4D4886D9C78E7EC5373D"><enum>(2)</enum><text>the land in the Snoqualmie River, Cedar River, and Lake Washington
			 watersheds
			 and the Puget Sound nearshore watersheds in the cities of Seattle,
			 Shoreline, and 22 additional cities in King County.</text></paragraph></subsection><subsection id="H5C7B33C3772848CD9F3C39E160B62C5E"><enum>(c)</enum><header>Map</header><text display-inline="yes-display-inline">The map shall be on file and available for public inspection in the appropriate offices of the
			 National Park Service, the
			 Forest
			 Service, and the local coordinating entity.</text></subsection><subsection id="H74EFE730428E421D8E1A118D104AF688"><enum>(d)</enum><header>Local
			 coordinating entity</header><paragraph id="id5BF531B543B84AD38BF605FC05C2B070"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The
			 Mountains to Sound Greenway Trust, a nonprofit corporation recognized by
			 the Federal Government as being organized for charitable purposes in the
			 State, is designated  as the local
			 coordinating entity for the Heritage Area—</text><subparagraph id="id4319CB9CD26947BABC605BD271097F53"><enum>(A)</enum><text display-inline="yes-display-inline">to facilitate, in partnership with Federal,
			 State, and local partners, the development of the management plan for the
			 Heritage Area; and</text></subparagraph><subparagraph id="H35C99C431B51439B9416F8D6AC69B8A9"><enum>(B)</enum><text>to act as a
			 catalyst for the implementation of projects and programs among diverse
			 partners
			 in the Heritage Area.</text></subparagraph></paragraph><paragraph id="H1DCFB5D15D6C4A29894940E9BB5A38C8"><enum>(2)</enum><header>Duties</header><text display-inline="yes-display-inline">To further the purposes of the Heritage
			 Area, the local coordinating entity shall—</text><subparagraph id="HB9E963A119014A1592A960AA460B93D3"><enum>(A)</enum><text display-inline="yes-display-inline">prepare and submit a management plan for
			 the Heritage Area to the Secretary, in accordance with section 6;</text></subparagraph><subparagraph id="HBA6DA706C7BF4DA0BBE725BB8A649F90"><enum>(B)</enum><text>facilitate and
			 expedite the implementation of projects and programs among diverse
			 partners in
			 the Heritage Area;</text></subparagraph><subparagraph id="H656CB86AA11C4B27A6054433666B8296"><enum>(C)</enum><text>encourage economic
			 viability and sustainability that is consistent with the purposes of the
			 Heritage Area;</text></subparagraph><subparagraph id="H679CD3C8209947568A30790C3E1288BF"><enum>(D)</enum><text>every 5 years after the date on which the Secretary has approved the management
			 plan, submit to the Secretary a
			 report that describes—</text><clause id="H08AADD5943064B29A6282E47D41FBF7F"><enum>(i)</enum><text display-inline="yes-display-inline">the specific performance goals and
			 accomplishments of the local coordinating entity;</text></clause><clause id="H2C002178D7184EB5A53CD37E9A009D61"><enum>(ii)</enum><text>the expenses and
			 income of the local coordinating entity; and</text></clause><clause id="H5DA60DF236034715A25FCC336720E5A2"><enum>(iii)</enum><text>significant grants
			 or contracts made by the local coordinating entity to any other entities
			 during
			 the 5-year period;</text></clause></subparagraph><subparagraph id="idb351850d27284a9aa34696f51bdd5d24"><enum>(E)</enum><text>make available
			 for audit by the Secretary for each fiscal year for which the local
			 coordinating entity receives Federal funds under this Act—</text><clause id="id4e09c776db824bc795054c4ad9cfa985"><enum>(i)</enum><text>information
			 pertaining to the expenditure of the Federal funds received under this
			 Act;
			 and</text></clause><clause id="idf88a92dfaf804b43821cfa62fd699d67"><enum>(ii)</enum><text>any funds matched
			 to Federal funds received under this Act; and</text></clause></subparagraph><subparagraph id="id1C481B0A075E46CDA66C81E7F5649249"><enum>(F)</enum><text>consult with the
			 Forest Service, National Park Service, the Governor of the State,
			 and the Washington State Commissioner of Public Lands.</text></subparagraph></paragraph><paragraph id="H68D3379D1B4745B2A3C722B9BEBE8515"><enum>(3)</enum><header>Authorities</header><text display-inline="yes-display-inline">To further the purposes of the Heritage
			 Area, the local coordinating entity may—</text><subparagraph id="HE69FE5949EC64BC1BB5EFD11B38C96F8"><enum>(A)</enum><text display-inline="yes-display-inline">make grants to political jurisdictions,
			 nonprofit organizations, and other parties within the Heritage
			 Area;</text></subparagraph><subparagraph id="H851734DD11BC4DF3A2AD9432CB185E73"><enum>(B)</enum><text>enter into
			 cooperative agreements with, or provide technical assistance to, political
			 jurisdictions, nonprofit organizations, Federal agencies, and other
			 interested
			 parties;</text></subparagraph><subparagraph id="HEC3888DCE14C4B468D7B8A2BD1D08353"><enum>(C)</enum><text>hire and
			 compensate staff, including individuals with expertise in—</text><clause id="H455498C27B914100824CA4035504AFFC"><enum>(i)</enum><text display-inline="yes-display-inline">natural, historical, cultural, educational,
			 scenic, and recreational resource conservation;</text></clause><clause id="H52305F9B300844B58857511FAD179F14"><enum>(ii)</enum><text>economic and
			 community development; and</text></clause><clause id="H21C6941B35CE497F9962CB8977819E96"><enum>(iii)</enum><text>heritage and
			 interpretive planning;</text></clause></subparagraph><subparagraph id="HCE9AC6C5279442A39EADBF921C3D0D51"><enum>(D)</enum><text display-inline="yes-display-inline">obtain funds or services from any source,
			 including Federal programs;</text></subparagraph><subparagraph id="H367A36F1FE2C4C2E8F879CDCE10E4A67"><enum>(E)</enum><text>contract for goods
			 or services; and</text></subparagraph><subparagraph id="H43ECF98F30A147D5A97A5E5D5F50ECC4"><enum>(F)</enum><text>support activities
			 that—</text><clause id="id20B0A51CEA2B413E988EF2F997390379"><enum>(i)</enum><text>further the purposes of the Heritage Area; and</text></clause><clause id="id5C778D4254BA4386A3DC88514A41E871"><enum>(ii)</enum><text>are consistent with the
			 approved management plan.</text></clause></subparagraph></paragraph><paragraph id="HFFA2F1D03B0343F79CF491B8B2A03539"><enum>(4)</enum><header>Prohibition on
			 acquisition of real property</header><text display-inline="yes-display-inline">The local coordinating entity may not
			 acquire land or interests in land through condemnation.</text></paragraph></subsection></section><section changed="deleted" committee-id="SSEG00" id="H1C95ECDAFD2C478D9C2F20B2A7862965" reported-display-style="strikethrough"><enum>6.</enum><header>Management
			 plan</header><subsection id="H664AE545E7FE4141A9BC4F68EDB03744"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 3
			 years after the date of enactment of this Act, the local coordinating
			 entity
			 shall submit to the Secretary for approval a proposed management plan for
			 the
			 Heritage Area.</text></subsection><subsection id="HE198B67BD93F4BFA9F410AA373B7D6B4"><enum>(b)</enum><header>Requirements</header><text display-inline="yes-display-inline">The management plan shall—</text><paragraph id="H3DA567EA275B4A66B8573CBB815A2762"><enum>(1)</enum><text display-inline="yes-display-inline">incorporate an integrated and cooperative
			 approach for the conservation, enhancement, management, and interpretation
			 of the
			 natural, cultural, historical, scenic, and recreational resources of the
			 Heritage
			 Area;</text></paragraph><paragraph id="H0970918D222C44FCAD529BA59CBC5A02"><enum>(2)</enum><text display-inline="yes-display-inline">take into consideration plans of the Federal Government and State,
			 tribal, and local governments;</text></paragraph><paragraph id="H9633E1F6B3364EBCBAA2CF9AB5296EE0"><enum>(3)</enum><text>include—</text><subparagraph id="H6CF051D20CDE4F088547AAA191DCDB02"><enum>(A)</enum><text display-inline="yes-display-inline">an inventory of the natural, historical,
			 cultural, educational, scenic, and recreational resources of the Heritage
			 Area
			 that relate to the national importance and themes of the Heritage Area
			 that
			 should be conserved and enhanced;</text></subparagraph><subparagraph id="HA5837DEB9C1E4D3EBAEFF3AC244249C9"><enum>(B)</enum><text>a description of
			 strategies and recommendations for the conservation, funding, management,
			 and
			 development of the Heritage Area;</text></subparagraph><subparagraph id="H49B8E175902B4C369FC9ACEAA5E42288"><enum>(C)</enum><text>a history of—</text><clause id="id28BF6BEE63DB493C836365C05481A163"><enum>(i)</enum><text>the
			 Mountains to Sound Greenway; and</text></clause><clause id="id4B8C15FB8B594EC6BD8E780B922B048C"><enum>(ii)</enum><text>the Mountains to Sound Greenway Trust, including the role of the Trust in encouraging stewardship
			 of the Heritage Area by Federal,
			 State,
			 tribal, and local institutions and private organizations;</text></clause></subparagraph><subparagraph id="HC160EA57FA8A4231A02DBE6D9B602BCD"><enum>(D)</enum><text>a description of
			 actions Federal, State, tribal, local, and private partners have agreed to
			 take
			 to conserve, enhance, interpret, fund, manage, and develop the natural,
			 historical, cultural, educational, scenic, and recreational resources of
			 the
			 Heritage Area;</text></subparagraph><subparagraph id="HBDCB912E0B7C4D2D812027B98C28B429"><enum>(E)</enum><text>a program of
			 implementation for the management plan by the local coordinating entity,
			 including—</text><clause id="HD53D6707087F4BEBAA20FB53AB87CF1C"><enum>(i)</enum><text display-inline="yes-display-inline">performance goals; and</text></clause><clause id="HCC2EDE965F924E5C87C0F8FDE84A796A"><enum>(ii)</enum><text>commitments for
			 implementation made by partners;</text></clause></subparagraph><subparagraph id="H8C646A2950704C7CA5E7F6CD69D2FA09"><enum>(F)</enum><text display-inline="yes-display-inline">the identification of sources of funding and economic development strategies for carrying out the
			 management
			 plan;</text></subparagraph><subparagraph id="H61954E6323E74C49808FDFFAE6ED08C3"><enum>(G)</enum><text>an analysis of, and
			 recommendations for, means by which Federal, State, and local programs may
			 best
			 be coordinated to carry out this Act;</text></subparagraph><subparagraph id="HD42E4106C3B248988BB4926070A7ACED"><enum>(H)</enum><text>an interpretive
			 plan for the Heritage Area;</text></subparagraph><subparagraph id="H0833B48C9E5A4518AE3AEEDED51B9BAE"><enum>(I)</enum><text>recommended
			 policies and strategies for resource management, including the development
			 of
			 intergovernmental and interagency agreements to protect, enhance,
			 interpret,
			 fund, manage, and otherwise provide for the enjoyment and understanding of
			 the
			 natural, historical, cultural, educational, scenic, and recreational
			 resources
			 of the Heritage Area;</text></subparagraph><subparagraph id="HC2415A57BDF2427D836F9FD6BD0BC759"><enum>(J)</enum><text>a definition of
			 the roles of the National Park Service, the Forest Service, and other
			 Federal
			 agencies in the coordination of the Heritage Area and in otherwise
			 furthering
			 the purposes of this Act; and</text></subparagraph><subparagraph id="H8C4E232E69354E5F957FE70828108C54"><enum>(K)</enum><text>in consultation
			 with the National Park Service and the Forest Service, a plan to share
			 with
			 other communities and interested parties the expertise of the coordinating
			 entity in—</text><clause id="H4E45FE981193414B927700CC9BA44632"><enum>(i)</enum><text>reconnecting
			 the people of the United States, with a special emphasis on children, to
			 the outdoors;</text></clause><clause id="H7A9437D4FCE94F0F8E4AD771BBDBC274"><enum>(ii)</enum><text>promoting
			 community-based recreation and conservation; and</text></clause><clause id="HFC1AE71628F84EAC8E6BDFA81E0A8C2E"><enum>(iii)</enum><text>advancing
			 volunteer opportunities in conservation and outdoor recreation.</text></clause></subparagraph></paragraph></subsection><subsection id="HE3572153A3294F83BB0BD26567ABEBC2"><enum>(c)</enum><header>Deadline</header><text>If
			 the local coordinating entity does not submit a proposed management plan
			 to the
			 Secretary by the date that is 3 years after the date on which the local
			 coordinating receives funding
			 under
			 this Act, the local coordinating entity shall be ineligible to receive
			 additional funding under this Act until the date on which the Secretary
			 receives and approves the management plan.</text></subsection><subsection id="id7DE2D3D5705742F99EA5F938A00D15E1"><enum>(d)</enum><header>Approval of
			 management plan</header><paragraph id="H37B268C7820343ACBBED6CAD4765CF20"><enum>(1)</enum><header>Review</header><text display-inline="yes-display-inline">Not later than 180 days after the date of receipt of  the
			 management plan, the Secretary shall review and, in
			 consultation with the Secretary of Agriculture, approve or disapprove the
			 management plan on the basis of the criteria established under paragraph
			 (2).</text></paragraph><paragraph id="H51409526835B4F7D8C8F3909A810BB40"><enum>(2)</enum><header>Criteria for
			 approval</header><text display-inline="yes-display-inline">In determining
			 whether to approve a management plan for a Heritage Area, the Secretary
			 shall
			 consider whether—</text><subparagraph id="H500CA3BB156C441BA62293E33803C401"><enum>(A)</enum><text display-inline="yes-display-inline">the local coordinating entity represents
			 the diverse interests of the Heritage Area, including Federal, State,
			 tribal,
			 and local governments, natural and historical resource protection
			 organizations,
			 educational institutions, businesses, recreational organizations,
			 community
			 members, and private property owners;</text></subparagraph><subparagraph id="H5C1E6E097327421E8B10E1E482F4405B"><enum>(B)</enum><text>the local
			 coordinating entity—</text><clause id="HA63C6460FB5E46F38F2FF125BA396189"><enum>(i)</enum><text display-inline="yes-display-inline">has afforded adequate opportunity for the
			 public and the involvement of the Federal Government and State, tribal,
			 and local governments in
			 the
			 preparation of the management plan; and</text></clause><clause id="H66A1C1C1E1E742F8B691CD02D4325FBB"><enum>(ii)</enum><text>provides for at
			 least annual public meetings to ensure adequate implementation of the
			 management plan;</text></clause></subparagraph><subparagraph id="H553B67FF18E54B7FA40F6CE8E8E2935F"><enum>(C)</enum><text display-inline="yes-display-inline">the resource conservation, enhancement,
			 interpretation, funding, and management strategies described in the
			 management
			 plan, if implemented, would adequately conserve, enhance, interpret, fund,
			 manage, and otherwise provide for the enjoyment and understanding of the
			 natural, historical, cultural, educational, scenic, and recreational
			 resources of
			 the Heritage Area;</text></subparagraph><subparagraph id="H70BA3197C7DD4B4899BAFC99707F4566"><enum>(D)</enum><text>the management
			 plan would not adversely affect any activities on Federal land authorized
			 under
			 public land laws or land use plans;</text></subparagraph><subparagraph id="HC80B22439D5546F69B1780DF63932FDC"><enum>(E)</enum><text>the local
			 coordinating entity has demonstrated the financial capability, in
			 partnership
			 with others, to carry out the management plan;</text></subparagraph><subparagraph id="H5C2A28A648334BA68AB4E3A31D66D70C"><enum>(F)</enum><text>the Secretary has
			 received adequate assurances from the appropriate State, tribal, and local
			 officials, the  support of which is needed to ensure the effective
			 implementation
			 of the
			 State, tribal, and local elements of the management plan;</text></subparagraph><subparagraph id="HAF04876C0AC3478E9D28C44ABB8F502A"><enum>(G)</enum><text>the management
			 plan demonstrates partnerships among the local coordinating entity,
			 the Federal Government,
			 State, tribal, and local governments, regional planning organizations,
			 nonprofit organizations, and private sector parties for implementation of
			 the
			 management plan; and</text></subparagraph><subparagraph id="H225E19DF98FA4979B0BC4DEE41EFD0BB"><enum>(H)</enum><text>the management
			 plan is consistent with this Act.</text></subparagraph></paragraph></subsection><subsection id="H69F6C24A5805464298B59998DE9D5FEC"><enum>(e)</enum><header>Disapproval</header><paragraph id="HA85F9776A0884A33910B32EC85A539DE"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">If the Secretary
			 disapproves the management plan, the Secretary shall—</text><subparagraph id="HC79A0FCA68824FE1A55A590A298DCDB0"><enum>(A)</enum><text display-inline="yes-display-inline">advise the local coordinating entity in
			 writing of the reasons for the disapproval; and</text></subparagraph><subparagraph id="H34D468231BC143F2AD68AA6BECB61171"><enum>(B)</enum><text>make
			 recommendations to the local coordinating entity for revisions to the
			 management plan.</text></subparagraph></paragraph><paragraph id="HA74E103C8AF14044BB1D3D7CABAC5554"><enum>(2)</enum><header>Deadline</header><text display-inline="yes-display-inline">Not later than 180 days after receiving a
			 revised management plan under this subsection, the Secretary shall approve
			 or disapprove the
			 revised
			 management plan.</text></paragraph></subsection><subsection id="H1F8686E59CFA4CFE9DCE0278EE097CF2"><enum>(f)</enum><header>Amendments</header><paragraph id="H7C41BAF08A7F4126B3D5C3820BB52EB9"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">An amendment to the
			 management plan that substantially alters the purposes of the Heritage
			 Area
			 shall be reviewed by the Secretary and approved or disapproved in the same
			 manner as the original management plan.</text></paragraph><paragraph id="H97040D345276421A9B2D3A722F6039B3"><enum>(2)</enum><header>Implementation</header><text display-inline="yes-display-inline">The local coordinating entity shall not use
			 Federal funds authorized by this Act to implement an amendment to the
			 management plan until the Secretary approves the amendment.</text></paragraph></subsection><subsection id="H16C431D318DB4499919B8AC9B45A4F66"><enum>(g)</enum><header>Authorities</header><text display-inline="yes-display-inline">The Secretary and the Secretary of
			 Agriculture may—</text><paragraph id="H0AD172EFE55C445C88DD850E5179F18B"><enum>(1)</enum><text display-inline="yes-display-inline">provide technical assistance under this Act for the implementation of the management plan; and</text></paragraph><paragraph id="HB33635701C5A4716823745728F40035E"><enum>(2)</enum><text>enter into
			 cooperative agreements with the local coordinating entity, State and local
			 agencies, and other interested parties to carry out this Act, including
			 cooperation and cost sharing, as appropriate, to provide more
			 cost-effective
			 and
			 coordinated public land management.</text></paragraph></subsection></section><section changed="deleted" committee-id="SSEG00" id="H446E1B72D87C41A4B9CE2806937ABC5C" reported-display-style="strikethrough"><enum>7.</enum><header>Evaluation;
			 reporting</header><subsection id="H7C58C644D3AE4E25991AD7677E3F1D84"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 15
			 years after the date of enactment of this Act, the Secretary, in
			 consultation
			 with the Secretary of Agriculture, shall—</text><paragraph id="H25A94C362A2A4CCA88B33384213E02AF"><enum>(1)</enum><text display-inline="yes-display-inline">conduct an evaluation of the
			 accomplishments of the Heritage Area, in accordance with subsection (b);
			 and</text></paragraph><paragraph id="HAC7A287D4F4D487284494E6E4B0B2372"><enum>(2)</enum><text>prepare and submit
			 a report, in accordance with subsection (c).</text></paragraph></subsection><subsection id="H3F568B1AAEA34C108E13403007E85678"><enum>(b)</enum><header>Evaluation requirements</header><text display-inline="yes-display-inline">An evaluation conducted under subsection (a)(1) shall—</text><paragraph id="H7787D8ACAAFD4F428F68995C6E1671EE"><enum>(1)</enum><text display-inline="yes-display-inline">assess the progress of the local
			 coordinating entity with respect to—</text><subparagraph id="H9E4B4236CCB84218AFF108D58381CAD3"><enum>(A)</enum><text display-inline="yes-display-inline">accomplishing the purposes of this Act; and</text></subparagraph><subparagraph id="H68F1FCA0D65B4B7E87E4BA4CFE30E30F"><enum>(B)</enum><text>achieving the
			 goals and objectives of the approved management plan for the Heritage
			 Area;</text></subparagraph></paragraph><paragraph id="HAA320E575FAD47BABC7BCFA0CDDC0A5A"><enum>(2)</enum><text display-inline="yes-display-inline">analyze the Federal, State, tribal, local,
			 and private investments in the Heritage Area to determine the impact of
			 the
			 investments; and</text></paragraph><paragraph id="H4BB9ADFD94EF45AEAB4E6B4CDD1D3EBC"><enum>(3)</enum><text>review the
			 management structure, partnership relationships, and funding of the
			 Heritage
			 Area for purposes of identifying the critical components for
			 sustainability of
			 the Heritage Area.</text></paragraph></subsection><subsection id="H82B917AC5014438BB3C411E5E6500042"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">Based on the evaluation conducted under
			 subsection (a)(1), the Secretary shall submit to the Committee on Natural
			 Resources of the House of Representatives and the Committee on Energy and
			 Natural Resources of the Senate a report that—</text><paragraph id="idD39D6146A81248F5A5F89ECD1F4EA504"><enum>(1)</enum><text display-inline="yes-display-inline">shall include recommendations for the
			 future role of the National Park Service with respect to the Heritage
			 Area;
			 and</text></paragraph><paragraph id="id00026E5A300C43CB887843B6375BB7CE"><enum>(2)</enum><text display-inline="yes-display-inline">may include recommendations by the
			 Secretary of Agriculture for the future role of the Forest Service with
			 respect
			 to the Heritage Area.</text></paragraph></subsection></section><section changed="deleted" committee-id="SSEG00" id="HDCA066B3B5DF436288CCF95D297566D5" reported-display-style="strikethrough"><enum>8.</enum><header>Relationship to
			 other Federal agencies</header><subsection id="H6C9C18939EB44432BC1BB5515581EF21"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Nothing in this Act
			 affects the authority of a Federal agency to provide technical or
			 financial
			 assistance under any other law.</text></subsection><subsection id="H0559A3D19DEE4215B587F69E3E2F46BE"><enum>(b)</enum><header>Consultation and
			 coordination</header><text display-inline="yes-display-inline">To the maximum extent practicable, any Federal
			 agency planning to conduct activities that may have an impact on the
			 Heritage
			 Area is encouraged to consult and coordinate the activities with the local
			 coordinating entity.</text></subsection><subsection id="H9EF387D392554476BBB8ED668E4796FA"><enum>(c)</enum><header>Other Federal
			 agencies</header><text display-inline="yes-display-inline">Nothing in this
			 Act—</text><paragraph id="H7F843B8BC14B40969C82F9C4B0900376"><enum>(1)</enum><text display-inline="yes-display-inline">modifies, alters, or amends any law
			 (including regulations) authorizing a Federal agency to manage Federal
			 land
			 under the jurisdiction of the Federal agency;</text></paragraph><paragraph id="H99F40061D8BA49C5A1B47CEE3448CDC6"><enum>(2)</enum><text>limits the
			 discretion of a Federal land manager to implement an approved land use
			 plan
			 within the boundaries of the Heritage Area; or</text></paragraph><paragraph id="HACC649CB001745C9BDE1BC4BBBC3B31D"><enum>(3)</enum><text>modifies, alters,
			 or amends any authorized use of Federal land under the jurisdiction of a
			 Federal agency.</text></paragraph></subsection></section><section changed="deleted" committee-id="SSEG00" id="HDD081783529B484FA4E348FFE2B69911" reported-display-style="strikethrough"><enum>9.</enum><header>Private property
			 and regulatory protections</header><text display-inline="no-display-inline">Nothing in this Act—</text><paragraph id="HAE059B823FDA47AB8630F06B56BE3B34"><enum>(1)</enum><text display-inline="yes-display-inline">abridges the rights of any property owner
			 (whether public or private), including the right of a property owner to
			 refrain from
			 participating
			 in any plan, project, program, or activity conducted within the Heritage
			 Area;</text></paragraph><paragraph id="HDC04DD85ED244718A0E505D933613125"><enum>(2)</enum><text>requires any
			 property owner—</text><subparagraph id="id785F8557A0B14835AAAE0DB2560928D8"><enum>(A)</enum><text>to permit public access (including access by Federal,
			 State,
			 tribal, or local agencies) to the property of the property owner; or</text></subparagraph><subparagraph id="id76CDF92EE3514BCFB321989D77414C9E"><enum>(B)</enum><text>to
			 modify
			 public access or use of property of the property owner under any other
			 Federal,
			 State, tribal, or local law;</text></subparagraph></paragraph><paragraph id="H839A1F07028C48DEA86A0111A8D78B00"><enum>(3)</enum><text display-inline="yes-display-inline">alters any duly adopted land use
			 regulation, approved land use plan, or other regulatory authority (such as
			 the
			 authority to make safety improvements or increase the capacity of existing
			 roads or to construct new roads or associated developments) of any
			 Federal,
			 State, tribal, or local unit of government or local agency;</text></paragraph><paragraph id="id71F3032EB6D9469A9930F30C6B581DCF"><enum>(4)</enum><text display-inline="yes-display-inline">conveys any
			 land
			 unit of government or agency use or other regulatory authority to any
			 local
			 coordinating entity, including development and management of energy,
			 water, or
			 water-related infrastructure;</text></paragraph><paragraph id="H96BDC3060CA94B15A8EA4FB23F6EFAC8"><enum>(5)</enum><text>alters, modifies,
			 diminishes, or extinguishes the treaty rights of any Indian tribe within
			 the
			 Heritage Area;</text></paragraph><paragraph id="H7F75F895355E4B1A9EF0E9163749D08D"><enum>(6)</enum><text>authorizes or
			 implies the reservation or appropriation of water or water rights;</text></paragraph><paragraph id="HC7C87A992D034E6B90AFF5748DB5BF1A"><enum>(7)</enum><text>diminishes the
			 authority of the State to manage fish and wildlife, including the
			 regulation of
			 fishing and hunting within the Heritage Area; or</text></paragraph><paragraph id="HD5C97FBC550A40769DA37BCEB1537BF6"><enum>(8)</enum><text>creates any
			 liability, or affects any liability under any other law, of any private
			 property owner.</text></paragraph></section><section changed="deleted" committee-id="SSEG00" id="H9887B7ACF77D44CD90C1E57C10737431" reported-display-style="strikethrough"><enum>10.</enum><header>Authorization of
			 appropriations</header><subsection id="id08CE27FCE6E9419A8A1F6B5AE37C7ECE"><enum>(a)</enum><header>Authorization
			 of appropriations</header><text>Subject to section 6(c) and subsection (b),
			 there is authorized to be appropriated to carry out this Act 
			 $1,000,000 for each fiscal year, to remain available until expended.</text></subsection><subsection id="idCBC1506B991346DC80D2C4E287BF192A"><enum>(b)</enum><header>Limitations on
			 total amounts appropriated</header><text>A total of not more than
			 $15,000,000 may be appropriated to carry out this Act.</text></subsection><subsection id="id46A56E515B6F41CE814E8C2A72DFA828"><enum>(c)</enum><header>Cost-Sharing
			 requirement</header><paragraph id="id6A7A7208CDBB499D8751D8067707E316"><enum>(1)</enum><header>In
			 general</header><text>The Federal share of the total cost of the activities
			 carried out under this Act shall be not more than 50 percent.</text></paragraph><paragraph id="idDFC8E53492E64335BFA23C5E24C90677"><enum>(2)</enum><header>Non-Federal
			 share</header><text>The non-Federal share of the cost of activities carried out
			 under this Act may be in the form of in-kind contributions of goods or
			 services
			 fairly valued.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id5C02ABF5FCCE401EA047EBFCF2EDE5FE"><enum>(d)</enum><header>Use of Federal
			 funds from other sources</header><text display-inline="yes-display-inline">Nothing in this Act precludes the local
			 coordinating entity from using Federal funds available under other laws
			 for the
			 purposes for which the funds were authorized.</text></subsection></section></legis-body><legis-body display-enacting-clause="no-display-enacting-clause"><section changed="added" committee-id="SSEG00" id="ida9d7c07cbf654defb51f504a0b6235ba" reported-display-style="italic" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Heritage Area Authorization Act of 2014</short-title></quote>.</text></section><section changed="added" committee-id="SSEG00" id="id38A92B6E528848D29D1D619C55D0BFA2" reported-display-style="italic"><enum>2.</enum><header>Definition of Secretary</header><text display-inline="no-display-inline">In this Act, the term <term>Secretary</term> means the Secretary of the Interior.</text></section><section changed="added" committee-id="SSEG00" id="id08287EDA581847D4ABDD76DDC7F1C0A1" reported-display-style="italic" section-type="subsequent-section"><enum>3.</enum><header>National heritage area designations</header><text display-inline="no-display-inline">The following areas are designated as national heritage areas, to be administered in accordance
			 with this Act:</text><paragraph id="id540dc35bd8674b169cd18f49a6bb6e06"><enum>(1)</enum><header>Appalachian Forest National Heritage Area, West Virginia and Maryland</header><subparagraph id="id90e9f5563eeb46a896b5ee1655829251"><enum>(A)</enum><header>In general</header><text>There is established the Appalachian Forest National Heritage Area in the States of West Virginia
			 and Maryland,
			 as depicted on the map entitled <quote>Appalachian Forest National Heritage Area</quote>, numbered T07/80,000 and dated October 2007, including—</text><clause id="id68a98691a5f0439f8cd5db8214a0ac3f"><enum>(i)</enum><text>Barbour, Braxton, Grant, Greenbrier, Hampshire, Hardy, Mineral, Morgan, Nicholas, Pendleton,
			 Pocahontas, Preston, Randolph, Tucker, Upshur, and Webster counties in
			 West Virginia; and</text></clause><clause id="id073af72897f14ccfa0297b21c31d37e5"><enum>(ii)</enum><text>Allegany and Garrett Counties in Maryland.</text></clause></subparagraph><subparagraph id="idc680ae028d0544019940b974906bcecd"><enum>(B)</enum><header>Local coordinating entity</header><text>The Appalachian Forest Heritage Area, Inc., shall be the local coordinating entity for the national
			 heritage area established under subparagraph (A).</text></subparagraph></paragraph><paragraph id="id53b5d4f748684d649f74d24f425f31cd"><enum>(2)</enum><header>Maritime Washington National Heritage Area, Washington</header><subparagraph id="id81d6b9846bdc424f982ad826ef9cd15c"><enum>(A)</enum><header>In general</header><text>There is established the Maritime Washington National Heritage Area in the State of Washington, to
			 include land in Whatcom, Skagit, Snohomish, San Juan,
			 Island, King, Pierce, Thurston, Mason, Kitsap, Jefferson, Clallam, Grays
			 Harbor counties in the State, as generally depicted on the map entitled <quote>Maritime Washington National Heritage Area Proposed Boundary</quote>, numbered 584/125484  and dated August, 2014.</text></subparagraph><subparagraph id="id063abf2b3074445084bff728181f1597"><enum>(B)</enum><header>Local coordinating entity</header><text>The Pacific Northwest Maritime Heritage Advisory Council, operating under the Washington Trust for
			 Historic Preservation, shall be the local coordinating entity for the
			 national heritage area established under subparagraph (A).</text></subparagraph></paragraph><paragraph id="id4bbce47175df4f9991559720db2cd61d"><enum>(3)</enum><header>Mountains to Sound Greenway National Heritage Area, Washington</header><subparagraph id="id63e846ae210042309bb4129d87c07b27"><enum>(A)</enum><header>In general</header><text>There is established the Mountains to Sound Greenway National Heritage Area in the State of
			 Washington, to consist of land in King and Kittitas counties
			 in the State, as generally depicted on the map entitled <quote>Mountains to Sound Greenway National Heritage Area Proposed Boundary</quote>, numbered 584/125,484	and dated  January 31, 2011.</text></subparagraph><subparagraph id="id4cecde21a9c34abd8435f7918d277fd1"><enum>(B)</enum><header>Local coordinating entity</header><text>The Mountains to Sound Greenway Trust shall be the local coordinating entity for the national
			 heritage area established under subparagraph (A).</text></subparagraph></paragraph><paragraph id="id7a975db6a8144439838157054092b17f"><enum>(4)</enum><header>Susquehanna Gateway National Heritage Area, Pennsylvania</header><subparagraph id="iddca9bdc6d52747b6914484cc88a4bf91"><enum>(A)</enum><header>In general</header><text>There is established the Susquehanna Gateway National Heritage Area in the State of Pennsylvania,
			 to include Lancaster and York counties in the State.</text></subparagraph><subparagraph id="id8a52635c38b94dd0ba12fe22cb4bd240"><enum>(B)</enum><header>Local coordinating entity</header><text>The Susquehanna Heritage Corporation, a nonprofit organization established under the laws of the
			 State, shall be the local coordinating entity for the national heritage
			 area established under subparagraph (A).</text></subparagraph></paragraph><paragraph id="id58c88a168d4c4fbab82aa656f8c75d38"><enum>(5)</enum><header>Sacramento-San Joaquin Delta National Heritage Area, California</header><subparagraph id="id7e5e97d1cafe498ea0a52ce2d1df5589"><enum>(A)</enum><header>In general</header><text>There is established the Sacramento-San Joaquin Delta National Heritage Area in the State of
			 California, to consist of land in Contra Costa, Sacramento,
			 San Joaquin, Solano, and Yolo counties in the State, as generally depicted
			 on the map entitled <quote>Sacramento-San Joaquin Delta National Heritage Area Proposed Boundary</quote>, numbered T27/105,030 and dated October 2012.</text></subparagraph><subparagraph id="id0c4b43ed8fcb46b9b24cb12e3d9571ef"><enum>(B)</enum><header>Local coordinating entity</header><text>The Delta Protection Commission shall be the local coordinating entity for the national heritage
			 area established under subparagraph (A).</text></subparagraph></paragraph><paragraph id="id6d177d7532ac4dc0b92081d752524531"><enum>(6)</enum><header>Alabama Black Belt National Heritage Area, Alabama</header><subparagraph id="idcb22d33f01514ef39f5b552f2c75b09f"><enum>(A)</enum><header>In general</header><text>There is established the Alabama Black Belt National Heritage Area in the State of Alabama, to
			 include Bibb, Bullock, Butler, Choctaw, Clarke,
			 Conecuh, Dallas, Greene, Hale, Lowndes, Macon, Marengo, Monroe,
			 Montgomery, Perry, Pickens, Sumter, Washington and Wilcox counties in the
			 State.</text></subparagraph><subparagraph id="id70329db16f894dec8e1ac2f48de56962"><enum>(B)</enum><header>Local coordinating entity</header><text>The Center for the Study of the Black Belt at the University of West Alabama shall be the local
			 coordinating entity for the national heritage area established under
			 subparagraph (A).</text></subparagraph></paragraph></section><section changed="added" committee-id="SSEG00" id="idc16b2eca2ba14aa29e26444efc8a1424" reported-display-style="italic"><enum>4.</enum><header>Administration</header><subsection id="id208f68a5b92b448b984d21b5e54e7439"><enum>(a)</enum><header>Authorities</header><text>For purposes of carrying out the management plan for each of the national heritage areas designated
			 by section 3, the Secretary, acting through the local coordinating entity,
			 may use amounts made available under section 9—</text><paragraph id="id5c4a33cbb57245d58ac3f6e1878c2bbb"><enum>(1)</enum><text>to make grants to the State or a political subdivision of the State, nonprofit organizations, and
			 other persons;</text></paragraph><paragraph id="idb5c6395aa54342edabe2cf397b91f43e"><enum>(2)</enum><text>to enter into cooperative agreements with, or provide technical assistance to, the State or a
			 political subdivision of the State, nonprofit organizations, and other
			 interested parties;</text></paragraph><paragraph id="id28b6477fd684438fbeb5e85192ec83aa"><enum>(3)</enum><text>to hire and compensate staff, which shall include individuals with expertise in natural, cultural,
			 and
			 historical resources protection, and heritage programming;</text></paragraph><paragraph id="id003748a951b34d4993e8c47e6ad192ee"><enum>(4)</enum><text>to obtain money or services from any source including any money or services that are provided under
			 any other Federal
			 law or program;</text></paragraph><paragraph id="id73c6084dbf9a44218bf8d5bed0cdb243"><enum>(5)</enum><text>to contract for goods or services; and</text></paragraph><paragraph id="id8ed561de38f74229b0ce64800a6da3b3"><enum>(6)</enum><text>to undertake to be a catalyst for any other activity that furthers the national heritage area and
			 is consistent
			 with the approved management plan.</text></paragraph></subsection><subsection id="id263145484d4e4f458705399b7c6286a9"><enum>(b)</enum><header>Duties</header><text>The local coordinating entity for each of the national heritage areas designated by section 3
			 shall—</text><paragraph id="ide3282d18224a465393143da6b81f7f7e"><enum>(1)</enum><text>in accordance with section 5, prepare and submit a management plan for the national heritage area
			 to the
			 Secretary;</text></paragraph><paragraph id="idbfe18681d7074ce49949df828f5f5b5b"><enum>(2)</enum><text>assist units of local government, regional planning organizations, and nonprofit organizations in
			 carrying out the approved management plan by—</text><subparagraph id="id04ac7decc2ae464d9aa9a579face1386"><enum>(A)</enum><text>carrying out programs and projects that recognize, protect, and enhance important resource values
			 in the national heritage area;</text></subparagraph><subparagraph id="id8ec3f860b39d4f63993ecf7337edeef8"><enum>(B)</enum><text>establishing and maintaining interpretive exhibits and programs in the national heritage area;</text></subparagraph><subparagraph id="id4063a0462f514b498551e4a60be107c5"><enum>(C)</enum><text>developing recreational and educational opportunities in the national heritage area;</text></subparagraph><subparagraph id="id945bd34c651e4325b0b35b991c56f43b"><enum>(D)</enum><text>increasing public awareness of, and appreciation for, natural, historical, scenic, and cultural
			 resources of the national heritage area;</text></subparagraph><subparagraph id="ide8d0821e135a462e9aef981889f208d3"><enum>(E)</enum><text>protecting and restoring historic sites and buildings in the national heritage area that are
			 consistent with
			 national heritage area themes;</text></subparagraph><subparagraph id="ide655cb93b15e41ca89b9b8526ce5836c"><enum>(F)</enum><text>ensuring that clear, consistent, and appropriate signs identifying points of public access and
			 sites of interest are posted throughout the national heritage area; and</text></subparagraph><subparagraph id="ide2f51d7229a44fdb9d05ca94b50be79c"><enum>(G)</enum><text>promoting a wide range of partnerships among governments, organizations, and individuals to further
			 the national heritage area;</text></subparagraph></paragraph><paragraph id="id7ef4e3a8c6ed45a98d375024ed119174"><enum>(3)</enum><text>consider the interests of diverse units of government, businesses, organizations, and individuals
			 in the national heritage area in the preparation and implementation of the
			 management plan;</text></paragraph><paragraph id="ida200306f36de47a3a3b0dac6cb85a5f8"><enum>(4)</enum><text>conduct meetings open to the public at least semiannually regarding the development and
			 implementation of the management plan;</text></paragraph><paragraph id="iddc6a672d19e44fd69dd417fb92b38de2"><enum>(5)</enum><text>for any year that Federal funds have been received under this section—</text><subparagraph id="idfbcd4dca1c1c4cdea7129d7fe6b6eded"><enum>(A)</enum><text>submit to the Secretary an annual report that describes the activities, expenses, and income of the
			 local coordinating entity (including grants to any other entities during
			 the year that the report is made);</text></subparagraph><subparagraph id="id360046a15bc5436eb39bf9ad65920b25"><enum>(B)</enum><text>make available to the Secretary for audit all records relating to the expenditure of the funds and
			 any matching funds; and</text></subparagraph><subparagraph id="id623362d372114a12a6343b45d10c67a8"><enum>(C)</enum><text>require, with respect to all agreements authorizing expenditure of Federal funds by other
			 organizations, that the organizations receiving the funds make available
			 to the Secretary for audit all records concerning the expenditure of the
			 funds; and</text></subparagraph></paragraph><paragraph id="id7dcea8841adf467eb9dfe461fecce004"><enum>(6)</enum><text>encourage by appropriate means economic viability that is consistent with the national heritage
			 area.</text></paragraph></subsection><subsection id="id91b074bdbe994f99a20a534a42940a67"><enum>(c)</enum><header>Prohibition on the acquisition of real property</header><text>The local coordinating entity shall not use Federal funds made available under section 9 to
			 acquire real property or any interest in real property.</text></subsection></section><section changed="added" committee-id="SSEG00" id="id6ef93e700b26495c87f6b5ed475a6932" reported-display-style="italic"><enum>5.</enum><header>Management plan</header><subsection id="id2e5500195b4d494aadf936141769d9a8"><enum>(a)</enum><header>In general</header><text>Not later than 3 years after the date of enactment of this Act, the local coordinating entity for
			 each of the national heritage areas designated by section 3 shall submit
			 to the
			 Secretary for approval a proposed management plan for the national
			 heritage area.</text></subsection><subsection id="id8beae39260b4445d968764d05c3f9871"><enum>(b)</enum><header>Requirements</header><text>The management plan shall—</text><paragraph id="idb82f8cd88a914b01a4a0f183eb6717d8"><enum>(1)</enum><text>incorporate an integrated and cooperative approach for the protection, enhancement, and
			 interpretation of the natural, cultural, historic, scenic, and
			 recreational resources of the national heritage area;</text></paragraph><paragraph id="id3f40d66f222f4e7f96148909c7b5dbb1"><enum>(2)</enum><text>take into consideration State and local plans;</text></paragraph><paragraph id="idc9a336d822354396abd1ac958a336994"><enum>(3)</enum><text>include—</text><subparagraph id="idb4b3671d5b7e4d0fa72847c6e32082ea"><enum>(A)</enum><text>an inventory of—</text><clause id="ide8c1dc190cd14a1e9c3ace07ec4dab67"><enum>(i)</enum><text>the resources located in the national heritage area; and</text></clause><clause id="id92a918ef32bb4644a95a14c824c2dd62"><enum>(ii)</enum><text>any other property in the national heritage area that—</text><subclause id="id1ee1f3bf00a14a0cb6526c10b56e29aa"><enum>(I)</enum><text>is related to the themes of the national heritage area; and</text></subclause><subclause id="idbbe43b2b752f4edc9a93c1fc6b48772c"><enum>(II)</enum><text>should be preserved, restored, managed, or maintained because of the significance of the property;</text></subclause></clause></subparagraph><subparagraph id="ida8ed908cc29d4a858039613f6beaaf7c"><enum>(B)</enum><text>comprehensive policies, strategies and recommendations for conservation, funding, management, and
			 development of the national heritage area;</text></subparagraph><subparagraph id="id7c2e2f8a801049799ce62a4aabd31460"><enum>(C)</enum><text>a description of actions that governments, private organizations, and individuals have agreed to
			 take to protect the natural, historical and cultural resources of the
			 national heritage area;</text></subparagraph><subparagraph id="id105a8f89e7b04f6c805cd39cc1253a7a"><enum>(D)</enum><text>a program of implementation for the management plan by the local coordinating entity that includes
			 a description of—</text><clause id="id594edb4cdaf24df28d091c6474a9918a"><enum>(i)</enum><text>actions to facilitate ongoing collaboration among partners to promote plans for resource
			 protection, restoration, and construction; and</text></clause><clause id="id216ceb8001804044b0db11e8ba527f03"><enum>(ii)</enum><text>specific commitments for implementation that have been made by the local coordinating entity or any
			 government, organization, or individual for the first 5 years of
			 operation;</text></clause></subparagraph><subparagraph id="id6edf14d54d8c4fc1bde65ee5bd41bf56"><enum>(E)</enum><text>the identification of sources of funding for carrying out the management plan;</text></subparagraph><subparagraph id="id4a145655695c44ff9612484df691e88d"><enum>(F)</enum><text>analysis and recommendations for means by which Federal, State, and local programs, including the
			 role of the National Park Service in the national heritage area, may best
			 be
			 coordinated to carry out this section; and</text></subparagraph><subparagraph id="idc258b701ba374814a1f79c149e145dd6"><enum>(G)</enum><text>an interpretive plan for the national heritage area; and</text></subparagraph></paragraph><paragraph id="idfed9124ef0f2490c8f5ec750c673e0b0"><enum>(4)</enum><text>recommend policies and strategies for resource management that consider and detail the application
			 of appropriate land and water management techniques, including the
			 development of intergovernmental and interagency cooperative agreements to
			 protect the natural, historical, cultural, educational, scenic, and
			 recreational resources of the national heritage area.</text></paragraph></subsection><subsection id="id60b3554b60c54da38a710c119b421b85"><enum>(c)</enum><header>Deadline</header><text>If a proposed management plan is not submitted to the Secretary by the date that is 3 years after
			 the date of enactment of this Act, the local coordinating entity shall be
			 ineligible to receive additional funding under this Act until the date
			 on which the Secretary receives and approves the management plan.</text></subsection><subsection id="id28d78d75417b4d74969d54e6a6e0400f"><enum>(d)</enum><header>Approval or disapproval of management plan</header><paragraph id="id2936e60b2f7a41a484ccd8ef4f2b1745"><enum>(1)</enum><header>In general</header><text>Not later than 180 days after the date of receipt of the management plan under subsection (a), the
			 Secretary, in consultation with the State, shall approve or disapprove the
			 management plan.</text></paragraph><paragraph id="id8bd2ca723264439ab0d14b0bf42e17bd"><enum>(2)</enum><header>Criteria for approval</header><text>In determining whether to approve the management plan, the Secretary shall consider whether—</text><subparagraph id="ida86c35046e7c40fe959cafca9a8016ff"><enum>(A)</enum><text>the local coordinating entity is representative of the diverse interests of the national heritage
			 area,
			 including governments, natural and historic resource protection
			 organizations, educational institutions, businesses, and recreational
			 organizations;</text></subparagraph><subparagraph id="id4984cf9861d44ccaba6cb532ac309393"><enum>(B)</enum><text>the local coordinating entity has afforded adequate opportunity, including public hearings, for
			 public and governmental involvement in the preparation of the management
			 plan; and</text></subparagraph><subparagraph id="id360188c1276d45bd92b3984b601c2f60"><enum>(C)</enum><text>the resource protection and interpretation strategies contained in the management plan, if
			 implemented, would adequately protect the natural, historical, and
			 cultural resources of the national heritage area.</text></subparagraph></paragraph><paragraph id="id1068b80be52f4eb0a7dd847245dc328a"><enum>(3)</enum><header>Action following disapproval</header><text>If the Secretary disapproves the management plan under paragraph (1), the Secretary shall—</text><subparagraph id="id4c478e1e29c54a508eabf77f574dfbce"><enum>(A)</enum><text>advise the local coordinating entity in writing of the reasons for the disapproval;</text></subparagraph><subparagraph id="id6d7a25667806447dab970df82db62e27"><enum>(B)</enum><text>make recommendations for revisions to the management plan; and</text></subparagraph><subparagraph id="id0d2ae92df10a488bbcbc73da665222c6"><enum>(C)</enum><text>not later than 180 days after the receipt of any proposed revision of the management plan from the
			 local coordinating entity, approve or disapprove the proposed revision.</text></subparagraph></paragraph><paragraph id="id74195563299a4dc2b92da52bb5473da1"><enum>(4)</enum><header>Amendments</header><subparagraph id="id1056da0f1ab5416796c9b11c734bb400"><enum>(A)</enum><header>In general</header><text>The Secretary shall approve or disapprove each amendment to the management plan that the Secretary
			 determines make a substantial change to the management plan.</text></subparagraph><subparagraph id="idada0cba208b24e2e98c56067e34ffa1f"><enum>(B)</enum><header>Use of funds</header><text>The local coordinating entity shall not use Federal funds authorized by this section to carry out
			 any amendments to the management plan until the Secretary has approved the
			 amendments.</text></subparagraph></paragraph></subsection></section><section changed="added" committee-id="SSEG00" id="id43d298fa65a7443f9961c110d9f641a4" reported-display-style="italic"><enum>6.</enum><header>Relationship to other Federal agencies</header><subsection id="ida8480b30a1e14471b2a954de5bddfb6b"><enum>(a)</enum><header>In general</header><text>Nothing in this Act affects the authority of a Federal agency to provide technical or financial
			 assistance under any other law.</text></subsection><subsection id="id52e4ff8d4f704280b8eba4b130334bfa"><enum>(b)</enum><header>Consultation and coordination</header><text>The head of any Federal agency planning to conduct activities that may have an impact on a national
			 heritage area designated by section 3 is encouraged to consult and
			 coordinate the
			 activities with the Secretary and the local coordinating entity to the
			 maximum extent practicable.</text></subsection><subsection id="id7ce3daf7c53e47d29dc1da0c0947952d"><enum>(c)</enum><header>Other federal agencies</header><text>Nothing in this Act—</text><paragraph id="id1165cf1dde854123b89dd64f1befcb3b"><enum>(1)</enum><text>modifies, alters, or amends any law or regulation authorizing a Federal agency to manage Federal
			 land under the jurisdiction of the Federal agency;</text></paragraph><paragraph id="id3f68b74e1b9e447cb60ac95b4b0f1fd4"><enum>(2)</enum><text>limits the discretion of a Federal land manager to implement an approved land use plan within the
			 boundaries of a national heritage area designated by section 3; or</text></paragraph><paragraph id="idf9f72b74b4824b4482edf24bca32c811"><enum>(3)</enum><text>modifies, alters, or amends any authorized use of Federal land under the jurisdiction of a Federal
			 agency.</text></paragraph></subsection></section><section changed="added" committee-id="SSEG00" id="id67ce573799fe4f4cb0e79171e05fd45f" reported-display-style="italic"><enum>7.</enum><header>Private property and regulatory protections</header><text display-inline="no-display-inline">Nothing in this Act—</text><paragraph id="idecb25224e849474e83459c7b98fb5d4a"><enum>(1)</enum><text>abridges the rights of any property owner (whether public or private), including the right to
			 refrain from participating in any plan, project, program, or activity
			 conducted within a national heritage area designated by section 3;</text></paragraph><paragraph id="id6e9cb4b950ac4df5a12851208b3cf81e"><enum>(2)</enum><text>requires any property owner—</text><subparagraph id="id57e9c59c670c4a3eaa4af87840e4754a"><enum>(A)</enum><text>to permit public access (including access by Federal, State, or local agencies) to the property of
			 the
			 property owner; or</text></subparagraph><subparagraph id="id5726a39e88ef476c9280a2ab05c2ab3c"><enum>(B)</enum><text>to modify public access or use of property of the property owner under any other Federal, State, or
			 local law;</text></subparagraph></paragraph><paragraph id="id533ab7a4a9cf42d2b06bc1fb7b37b800"><enum>(3)</enum><text>alters any duly adopted land use regulation, approved land use plan, or other regulatory authority
			 of any Federal, State, tribal, or local agency,</text></paragraph><paragraph id="idfac691cc4aa647baae5b1034e8246b87"><enum>(4)</enum><text>conveys any land use or other regulatory authority to the local coordinating entity;</text></paragraph><paragraph id="id4d8b296d52784885b21787f09d0939c6"><enum>(5)</enum><text>authorizes or implies the reservation or appropriation of water or water rights;</text></paragraph><paragraph id="idab85e1fa1c63451ba06d3279e61ad836"><enum>(6)</enum><text>diminishes the authority of the State to manage fish and wildlife, including the regulation of
			 fishing and hunting within a national heritage area designated by section
			 3; or</text></paragraph><paragraph id="id6104ab906c884bf68adfff19eb282e80"><enum>(7)</enum><text>creates any liability, or affects any liability under any other law, of any private property owner
			 with respect to any person injured on the private property.</text></paragraph></section><section changed="added" committee-id="SSEG00" id="id037923760f634ffb998871663f99ac31" reported-display-style="italic"><enum>8.</enum><header>Evaluation and report</header><subsection id="idf8eb2ba873f140ebaeebff9b79367c67"><enum>(a)</enum><header>In general</header><text>For each of the national heritage areas designated by section 3, not later than 3 years before the
			 date on which authority for Federal funding terminates for each national
			 heritage area, the Secretary shall—</text><paragraph id="id4ac30122df4c40f08fc39c3ac7eb4b01"><enum>(1)</enum><text>conduct an evaluation of the accomplishments of the national heritage area; and</text></paragraph><paragraph id="id39ef5164e2a8433a9a42bde3486c0420"><enum>(2)</enum><text>prepare a report in accordance with subsection (c).</text></paragraph></subsection><subsection id="idcf00d2622a0240f584415671a44298c1"><enum>(b)</enum><header>Evaluation</header><text>An evaluation conducted under subsection (a)(1) shall—</text><paragraph id="id3314446319e8481fba9cdcfd206c6edc"><enum>(1)</enum><text>assess the progress of the local management entity with respect to—</text><subparagraph id="idb81149527ea545719217be1ea63490d5"><enum>(A)</enum><text>accomplishing the purposes of the authorizing legislation for the national heritage area; and</text></subparagraph><subparagraph id="id2938d4235d334c54ba24dd14460a97a0"><enum>(B)</enum><text>achieving the goals and objectives of the approved management plan for the national heritage area;</text></subparagraph></paragraph><paragraph id="id8fed5610031c484ab6127f06f10667bd"><enum>(2)</enum><text>analyze the investments of Federal, State, tribal, and local government and private entities in
			 each national heritage area to determine the impact of the investments;
			 and</text></paragraph><paragraph id="id1fffb6f7ce8942e68daabb2050e0b90b"><enum>(3)</enum><text>review the management structure, partnership relationships, and funding of the national heritage
			 area for purposes of identifying the critical components for
			 sustainability of the national heritage area.</text></paragraph></subsection><subsection id="idda72db0b96d94b2ea74a869111e8fd63"><enum>(c)</enum><header>Report</header><text>Based on the evaluation conducted under subsection (a)(1), the Secretary shall submit to
			 the
			 Committee on Energy and Natural Resources of the Senate and the Committee
			 on Natural Resources of the House of Representatives a report that
			 includes recommendations for the future role of the National Park Service
			 with respect to the national heritage area.</text></subsection></section><section changed="added" committee-id="SSEG00" id="id18b77de718a640529364e55b68fbd7c6" reported-display-style="italic"><enum>9.</enum><header>Authorization of appropriations</header><subsection id="idc48af890d23f42eb88887426488bc675"><enum>(a)</enum><header>In general</header><text>There is authorized to be appropriated for each national heritage area designated by section 3 to
			 carry out the purposes of this Act $10,000,000, of which not more than
			 $1,000,000 may be made
			 available in any fiscal year.</text></subsection><subsection id="id1cf4ddb41374456499f0df8b653aa9bd"><enum>(b)</enum><header>Availability</header><text>Amounts made available under subsection (a) shall remain available until expended.</text></subsection><subsection id="id3bca52a386d74deaa92ccbf24e2acc2a"><enum>(c)</enum><header>Cost-sharing requirement</header><paragraph id="id7387716f8a344f5c9ca239f3286fba6c"><enum>(1)</enum><header>In general</header><text>The Federal share of the total cost of any activity under this Act shall be not more than 50
			 percent.</text></paragraph><paragraph id="id04985f7be22049408a237c0a0d8c0e15"><enum>(2)</enum><header>Form</header><text>The non-Federal contribution of the total cost of any activity under this Act may be in the form of
			 in-kind contributions of goods or services
			 fairly valued.</text></paragraph></subsection><subsection id="id0493ddb6484149c2af84d3c3f8444439"><enum>(d)</enum><header>Termination of authority</header><text display-inline="yes-display-inline">The authority of the Secretary to provide assistance under this Act (other than sections 10 and 11)
			 terminates on the date
			 that is 15 years after the date of enactment of this Act.</text></subsection></section><section changed="added" committee-id="SSEG00" id="id3acc863cf0df468a8da4b11ce4062455" reported-display-style="italic"><enum>10.</enum><header>Extension of national heritage area authorities</header><subsection id="idB0A951C03AE747D5B52296BEFA2AFB16"><enum>(a)</enum><text>Section 12 of <external-xref legal-doc="public-law" parsable-cite="pl/100/692">Public Law 100–692</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/461">16 U.S.C. 461</external-xref> note; 102 Stat. 4558; 112 Stat. 3258; 123 Stat.

			 the Cultural Heritage and Land Management Plan developed and approved
			 under section 6.</text></paragraph></subsection><subsection id="idd1de14665bba40d193539f1b1fee6ac8"><enum>(c)</enum><header>Use of funds</header><text>For the purposes of carrying out the management plan, the local coordinating entity may use amounts
			 made available under this Act—</text><paragraph id="id73c2e0ab9b994d3e9d860e4cfcb1cded"><enum>(1)</enum><text>to make grants to the States of Massachusetts and Rhode Island (referred to in this section as the
			 <quote>States</quote>), political subdivisions of the States, nonprofit organizations,
			 and other persons;</text></paragraph><paragraph id="id035f0688cde84df18cc1d1267f33be68"><enum>(2)</enum><text>to enter into cooperative agreements with or provide technical assistance to the States, political
			 subdivisions of the States, nonprofit organizations, Federal agencies, and
			 other interested parties;</text></paragraph><paragraph id="id10678a030d0d44e68e1ce04f6fd8d9ba"><enum>(3)</enum><text>to hire and compensate staff, including individuals with expertise in—</text><subparagraph id="id2d5176c348eb40b7996dc7823913dba8"><enum>(A)</enum><text>natural, historical, cultural, educational, scenic, and recreational resource conservation;</text></subparagraph><subparagraph id="id255721aec75e42a48b7a4ca8fc3ceac1"><enum>(B)</enum><text>economic and community development; or</text></subparagraph><subparagraph id="idba6ee22ca9e94548834012234dd61304"><enum>(C)</enum><text>heritage planning;</text></subparagraph></paragraph><paragraph id="id6a07928bf94d43eab3a529b75ee46862"><enum>(4)</enum><text>to obtain funds or services from any source, including funds and services provided under any other
			 Federal law or program;</text></paragraph><paragraph id="id9d8c4fed5c6042c19303772d6e09dc35"><enum>(5)</enum><text>to contract for goods or services; and</text></paragraph><paragraph id="id5be464d2e51f49c0a18faf5ec679759b"><enum>(6)</enum><text>to support activities of partners and any other activities that further the purposes of the

			 paragraph (1) and other public or private entities for the purpose of—</text><subparagraph id="id43353e8971e6429a9fb54b2ed30aefaa"><enum>(A)</enum><text>providing technical assistance; or</text></subparagraph><subparagraph id="id759f2a8c82c645f2889b16fa7cb436ab"><enum>(B)</enum><text>implementing the plan under section 6(c).</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="id9f5f96edec0f4aaa97516f9db6e97988"><enum>(B)</enum><text>by striking subsection (d) and inserting the following:</text><quoted-block changed="added" committee-id="SSEG00" display-inline="no-display-inline" id="id56a0e1f6258649418249bc30aec178dd" reported-display-style="italic" style="OLC"><subsection id="ida3e36f3ad55e40b89201ee7fa8a166b1"><enum>(d)</enum><header>Transition memorandum of understanding</header><text>The Secretary shall enter into a memorandum of understanding with the local coordinating entity to
			 ensure—</text><paragraph id="id5f8f3a2ef8404d21bbec5c0028a4ace7"><enum>(1)</enum><text>the appropriate transition of management of the Corridor from the Commission to the local
