		<official-title>To amend the Commodity Exchange Act to ensure futures commission merchant compliance.</official-title>

	<legis-body><section id="idF19FC9048436466E8DBB2C5099B5B744" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Risk Hedging Protection Act of 2014</short-title></quote>.</text>
		</section><section id="H1BEB3B74E0C140DBA3A64AC221995313"><enum>2.</enum><header>Futures commission merchant compliance</header>
			<subsection id="H735A92AB8FA943E1944854028F2369E3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 4d(a) of the Commodity Exchange Act (<external-xref legal-doc="usc" parsable-cite="usc/7/6d">7 U.S.C. 6d(a)</external-xref>) is amended—</text>
				<paragraph id="HA12B8A7CE9374302B454B3EAE8080F12"><enum>(1)</enum><text>by redesignating paragraphs (1) and (2) as subparagraphs (A) and (B), respectively, and indenting
			 appropriately;</text>
				</paragraph><paragraph id="HB6D788D330C7479FBD50B0A47B25DBF8"><enum>(2)</enum><text>by striking <quote><header-in-text level="subsection" style="OLC">Sec. 4</header-in-text>d </quote> and all that follows through <quote>It shall be unlawful</quote> and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="id8E1C7AEE6AAC492B9588875718EB62DC" style="OLC"><section id="id107BF183D1A948E8A7760B28B9399B95" section-type="undesignated-section"><text><header-in-text level="subsection" style="OLC">Sec.  4</header-in-text>d. <header-in-text level="subsection" style="OLC">dealing by unregistered futures commission merchants or introducing merchants prohibited.</header-in-text></text><subsection id="id6D76BDD42C35401FAD40C526C542F286"><enum>(a)</enum><header>Registration requirements and duties</header><paragraph id="id3C02E86DBB834A559521F7A689DA4F8B"><enum>(1)</enum><header>In general</header><text>It shall be unlawful</text></paragraph></subsection></section><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="HFF7B0961AA61420EA61CF84CA2277B94"><enum>(3)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H04184505086440549875CFC641478CBC" style="OLC">
						<paragraph id="H6C98DFB3B86B4C6ABD7812EBF8B7E792"><enum>(2)</enum><header>Residual interest requirement</header><text display-inline="yes-display-inline">Any rules or regulations requiring a futures commission merchant to maintain a residual interest in
			 accounts held for the benefit of customers in amounts at least sufficient
			 to exceed the sum of all uncollected margin deficits of the customers
			 shall provide that a futures commission merchant shall meet the residual
			 interest requirement as of the end of each business day calculated as of
			 the close of business on the previous business day.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H3C3028DC812E487BB4A49FC5D211458C"><enum>(b)</enum><header>Conforming amendments</header><paragraph id="idaec54ae19aa24a8d89bc664315faf901"><enum>(1)</enum><text>Section 4d of the Commodity Exchange Act (<external-xref legal-doc="usc" parsable-cite="usc/7/6d">7 U.S.C. 6d</external-xref>) is amended—</text><subparagraph id="id92F5556755D54BA39AC20DAFDADA7407"><enum>(A)</enum><text>in subsection (b), by striking <quote>paragraph (2) of this section</quote> and inserting <quote>subsection (a)(1)(B)</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8E78424CD06B4A8F8A052611BDB06389"><enum>(B)</enum><text display-inline="yes-display-inline">in subsection (h), by striking <quote>Notwithstanding subsection (a)(2)</quote> and inserting <quote>Notwithstanding subsection (a)(1)(B)</quote>.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idBE5E85FBD93145CEBD579B2D029198DA"><enum>(2)</enum><text>Section 15(c)(3)(C) of the Securities Exchange Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/15/78o">15 U.S.C. 78o(c)(3)(C)</external-xref>) is amended by
			 striking <quote>4d(a)(2)</quote> and inserting <quote>4d(a)(1)(B)</quote>.</text>
